Changes in the cultural space in the digital age: a socio-cultural perspective

Abstract

the contemporary cultural landscape is undergoing radical changes under the influence of digital technologies, which serve not only as technical tools but also as a fundamentally new medium for communication and self-expression. Understanding digital reality is a multifaceted process of studying the transformative impact of technological innovations on various spheres of human activity. The relevance of this research stems from the profound transformations brought about by digital technologies in the artistic sphere. Their emergence is not limited to technical improvements in tools for creating and processing images and sound, but also raises fundamental questions about the nature of artistic creativity. A content analysis of contemporary research demonstrates that the classical aesthetic paradigm of creativity is under serious challenge. The widespread introduction of artificial intelligence into artistic practices carries the risk of transforming creative activity into a mechanistic replication of established forms, devoid of deep human expression. Preserving human subjectivity and the uniqueness of the creative act is fundamentally important in the context of increasingly active technological expansion. At the same time, digital culture is gradually evolving into a complex system that ensures a plurality of forms of self-expression and communication.

Abstract

the article examines the main directions and mechanisms of state support for large families in modern Russia. Special attention is paid to the analysis of current social policy measures, their effectiveness, as well as identifying existing problems and ways to solve them. A comparative analysis of the regional specifics of the implementation of support measures is carried out. To achieve the goals, methods of comparative and content analysis of legal acts, scientific literature, and statistical data of recent years were used. Proposals are made to improve the support system for large families using an integrated approach.

Talent development in the 21st century: a systematic review

Abstract

in the 21st century, talent development has become a strategic priority across educational, economic, and policy spheres. Recognized as a critical factor for individual success and national competitiveness, the need to identify, nurture, and sustain diverse forms of talent is increasingly urgent amid global technological transformation, labor market shifts, and changing societal norms. The purpose of this systematic review is to analyze how talent is conceptualized and supported across institutional and cultural settings, with a specific focus on global and Russian contexts. The objectives include: (1) synthesizing theoretical and empirical literature on talent development; (2) identifying key frameworks and policy trends; and (3) evaluating structural and sociocultural factors that influence access to talent opportunities. Drawing on scholarly works from 1986 to 2025, the study integrates the theoretical contributions of Pierre Bourdieu (capital theory), Gary Becker (human capital), and Anthony Giddens (reflexive modernization). The findings highlight that talent development is a socially constructed, systemic process shaped by cultural capital, digital innovation, and institutional policies. The results offer practical value for educational policymakers, school leaders, and youth program designers, providing evidence-based insights to develop more inclusive and equitable talent development strategies adapted to 21st-century challenges.

The Probation Institute in Russia as a social institution and its role in solving the problems of alienation, social exclusion and adaptation of social groups and strata in a modern transforming society

Abstract

the purpose of the research in this article is a comprehensive sociological analysis of the probation institute in Russia as a social institution that defines its role in overcoming the problems of social exclusion, alienation and facilitating the adaptation of marginalized groups (former convicts, persons in conflict with the law) in the context of the transformation of modern Russian society. The research objectives include: revealing the essence of probation as a social institution through the prism of sociological concepts; analyzing the structural and functional characteristics of the Russian probation model; identification of key problems hindering its effective functioning in the context of social integration; development of practice-oriented recommendations for optimizing its activities. Methods: the methodology of this study is based on a systematic approach, analysis of documents and official statistics data. The research is based on theoretical developments in the field of sociology of law, sociology of deviation and theory of social institutions. Results: the results and scientific novelty of this study are that the probation institute is considered not only as a penitentiary mechanism, but also as a key factor in reintegration, whose effectiveness directly affects the level of social exclusion and marginalization in society. The systemic dysfunctions of the institute related to interdepartmental barriers, staff shortages and stigmatization of target groups have been identified. Specific measures have been proposed to strengthen the social component of probation. The practical significance of the work lies in the fact that its conclusions and recommendations can be used by the Federal Penitentiary Service of Russia and social services to develop rehabilitation programs, improve methods of working with probation clients, as well as to form public policies aimed at reducing recidivism and strengthening social cohesion.

A study of social tension in physical education classes among students with neurodifferentiation

Abstract

this article proposes a study of the attitudes and reactions of students with neurodifference towards themselves and others during physical education classes at the university. The issue of social tension between students is considered, taking into account the presence of neurodifference in some. The concept of "neurodifference" is analyzed, as well as the importance of taking into account neurodifferences among students of higher educational institutions in an educational environment to reduce social tension and increase the effectiveness of the educational process. The introduction to the concept of neuro-diversity was carried out in the context of the work of the higher education system to explore areas of future research with students. The issues of formation and popularization of a healthy lifestyle among students with neurodifferentiation are considered. It is assumed that all students with diseases who study for health reasons in a special medical group, based on the concept of neurodiversity, have neurodifferences. The social manifestations of neuro-excellent students, their worldview position regarding themselves and others were studied, and the interpersonal relationships between neuro-excellent students were evaluated directly in physical education classes. The relevance of the work is due to the need to include students with neurodifferentiation in the student environment with their involvement in physical activity. Neuro-excellent students may encounter communication difficulties when interacting with others. Establishing student-to-student relationships helps strengthen social ties, foster a culture of health in the community, increase physical activity levels, and improve the overall health of students. Purpose: to analyze the involvement in physical education and social interactions of students with neurodifferentiation.

Information and communication environment as a determinant of childhood culture

Abstract

in the context of rapid digitalization, childhood is increasingly integrated into the information and communication environment, which is no longer a neutral tool and is becoming a structural factor in modern childhood culture. The purpose of this study is a theoretical and cultural analysis of the information and communication environment as an ontological condition of childhood, actively determining its content, forms and vector of development. In contrast to traditional approaches that focus on either the risks or the opportunities of the digital environment, the paper offers an integrative view of the information and communication environment as a system-forming cultural phenomenon that forms new models of identity, communication, play and spiritual experience of the child. The research used methods of theoretical and phenomenological analysis, as well as an interdisciplinary approach combining cultural studies, philosophy, pedagogy and media studies. The results show that the information and communication environment transforms the traditional culture of childhood, generating hybrid, post-traditional practices, but at the same time carries risks of loss of authenticity, privacy and depth of experience. The practical significance of the research lies in the possibility of using its findings to develop humanistic models of digital education, media literacy programs, ethically sound educational strategies and child protection policies in the digital environment.

Physical and sports activities as a factor in the socialization of first-year university students

Abstract

the article analyzes physical and sports activities as a significant factor in the socialization of first-year university students within the university educational environment. Physical culture is considered as a social practice that contributes to the formation of interpersonal relationships, the assimilation of norms of the student community, and the development of socially significant personal qualities of students. The relevance of the study is обусловлена the increasing manifestations of social isolation and loneliness among student youth, as well as the need to identify organized forms of social interaction during the period of adaptation to university studies. The empirical part of the research was conducted at Orel State University named after I. S. Turgenev in the 2024-2025 academic year. The primary research method was a questionnaire survey involving 1,054 first-year students representing various fields of study. The results of the study indicate that regular participation in physical culture and sports activities is associated with an expansion of social contacts, increased emotional comfort, and more favorable adaptation to the university environment. A relationship was identified between the degree of students’ involvement in sports activities and indicators of their socialization. The findings substantiate the relevance of developing mass forms of physical culture and sports activities as a factor in strengthening the student community and preventing social isolation.

Value-related and normative foundations of the subjective well-being of modern youth

Abstract

in this article, the author summarizes the main theoretical positions on the problem of defining subjective well-being, personality, and values. An empirical study is organized and conducted, aimed at identifying the value-normative foundations of the subjective well-being of modern youth. As many note, youth are at an important stage when they are just forming life goals, value orientations, and ideas about what it means to be satisfied with their life. Therefore, it can be said that subjective well-being plays a significant role not only for individual people but also for the development of society as a whole. The basis of the research is the sociological survey method (n=100). Based on the results of the study, contradictions are identified, and the value-normative ideal of subjective well-being characteristic of modern youth (in a student sample) is determined.

The importance of talent in modern society: a systematic review of theoretical frameworks, educational practices, and policy implications

Abstract

in response to rapid social, economic, and technological transformations in the 21st century, this systematic review examines how educational and policy systems identify, nurture, and support talent. The study aims to synthesize contemporary theoretical frameworks, highlight recent empirical findings, and evaluate inclusive and sustainable approaches to talent development. A comprehensive literature search was conducted using Google Scholar, eLibrary, Web of Science, and Scopus, covering peer-reviewed publications from 2020 to 2025 in English and Russian. The review draws on the theoretical contributions of Pierre Bourdieu (cultural and social capital), Gary Becker (human capital), and Anthony Giddens (reflexive modernisation) to analyze 42 selected studies. Five major themes emerged: cultural equity in talent access, digital identification tools, policy frameworks, interdisciplinary gifted education models, and implementation challenges. Findings suggest that talent development is deeply embedded in socio-institutional contexts and shaped by both national and global educational trends and reforms.

Institutional context and daily practices of social work with convicts: a sociological analysis of interactions

Abstract

the article is devoted to a sociological analysis of interactions in the field of social work with convicts in the context of modern institutional transformations in Russia. The purpose of the study is to identify and comprehend the contradictions between the normatively fixed goals of re-socialization and real everyday practices determined by the institutional framework of the penitentiary system. The objectives of the study included: analyzing the institutional design of social work and probation, studying the content of everyday interactions between social workers, convicts and other actors, as well as identifying key dysfunctions and barriers in the relationship under consideration. The methodological basis of the study was the analysis of scientific publications and works devoted to these issues, as well as the practice of social work with convicts. As a result, certain gaps have been identified between the practice of humanization implemented through new institutions (probation) and the peculiarities of the penitentiary system, which is able to reproduce criminalization and stigmatization in case of errors in the practice of executing criminal sentences. The scientific discussion is based on the issues of probation effectiveness, the social worker's role conflict and the potential for intersectoral interaction. The practical significance of the work lies in the development of proposals to improve institutional design, personnel policy and interaction technologies aimed at overcoming the identified contradictions and increasing the effectiveness of the rehabilitation of convicts.

Human resources potential in the agro-industrial complex of the Republic of Tatarstan: current status, challenges, and development paths

Abstract

this article provides a comprehensive analysis of the human resources potential of the agro-industrial complex of the Republic of Tatarstan. The article examines the modern demographic and qualification structure of workers, the role of agricultural education and science, the impact of government support and digitalization. Special attention is paid to the main problems, such as the aging of personnel, the migration outflow of young people and the shortage of specialists with new competencies. Based on the analysis, strategic directions and specific measures are proposed to strengthen human capital as a key factor in the competitiveness of the Tatarstan agro-industrial complex. Results: The analysis showed that the personnel potential of the agro-industrial complex of Tatarstan is characterized by a contradictory situation. On the one hand, a powerful agricultural education system has been created and effective state support measures (housing programs, "lifting") are being implemented, which help to retain the total number of employees and attract some of the youth. On the other hand, systemic problems have been identified: critical aging of personnel (more than 40% of employees over the age of 50), an acute shortage of skilled workers in mass professions, and a growing gap between the requirements of the digital transformation of the agro-industrial complex and the current level of digital literacy of personnel. Conclusion: The sustainable development of the agro-industrial complex of the Republic of Tatarstan in the long term directly depends on the solution of personnel problems. This requires a comprehensive strategic approach, including close integration of education and production, large-scale retraining of personnel in digital competencies, and strengthening measures to consolidate youth in rural areas through the development of housing programs and social infrastructure. Only the synergy of efforts of the state, educational institutions and business will allow us to preserve and strengthen human capital as a key factor in the competitiveness of the Tatarstan agro-industrial complex.

Abstract

in the context of the unprecedented Western sanctions against Russia imposed following the 2022 Ukrainian crisis, the resilience and adaptive transformation of Sino-Russian trade and economic relations have gained critical scientific and practical significance. The aim of this study is to identify the mechanisms of adaptive transformation, analyze the optimization of the commodity structure of bilateral trade, and investigate the formation of new mechanisms for industrial and supply chain cooperation between China and Russia from 2020 to 2024. The methodological framework of the research is based on the comprehensive application of a sanctions intensity index, fixed-effects panel data regression, case study analysis, and a comparative analysis of data from the General Administration of Customs of China, the Federal Customs Service of Russia, and UN Comtrade. The theoretical foundation builds upon the works of scholars such as N. Gould-Davies, A.V. Gavritukhin, I.V. Karavaeva, Li Shuangshuang, among others, while the empirical part relies on regulatory documents and official statistics from both countries. The results demonstrate the following key findings: empirical evidence confirms the asymmetric impact of sanctions on the trade structure – a one-unit increase in the sanctions intensity index leads to a 0.32% decrease in energy trade volume but stimulates a 0.45% increase in trade of machinery and electrical equipment, confirming the "forced transformation" hypothesis; a structural reorientation of bilateral trade has been identified, shifting from traditional energy complementarity towards deepened cooperation in manufacturing and technology, with the trade volume of machinery and electrical equipment growing by 145% over the 2020-2024 period; it is established that institutional innovations, including settlements in national currencies and policy coordination, effectively mitigated external shocks and fostered synergistic effects within value chains. The study's findings have enabled the formulation of specific recommendations for state policy, corporate strategy, and public engagement, aimed at enhancing the mechanisms for the sustainable development of Sino-Russian economic cooperation in the post-sanctions period.

The risks of implementing innovative technologies in small business management systems

Abstract

the article addresses the heightened vulnerability of small and medium-sized enterprises (SMEs) when implementing advanced technological solutions and proposes a practice-oriented instrument for mitigating knowledge-related risks. The aim of the study is to operationalize knowledge risk management (KRM) within the context of technology deployments and thereby ensure the safe and reproducible scaling of innovation in small business. Methodologically, we advance an integrated framework that combines three lenses: layers of knowledge risk (human, technological, and operational/process); the distinction between determinate and indeterminate threats (to guide response strategy); and six project zones in which risks manifest in day-to-day practice (users; requirements; architectural complexity and integrations; planning and control; team composition and competence; organizational environment and sponsorship). On this basis, we develop a “Knowledge Risk Passport” for a specific technology initiative that comprises the documented implementation context, a standardized diagnostic, and a quantitative assessment of residual risk. The procedure includes three sequential assessment gates (prior to the pilot, after training and organizational interventions, and after the pilot before scaling) and imposes minimal operational overhead; roles are assigned to the initiative lead, the legal function, an information security specialist, the head of training, the integration architect, and a representative of key users. The novelty of the work lies in a coherent “three-layer” scheme that links human, process, and technological factors with transparent decision rules; its practical significance is the ability to embed the proposed instrument rapidly into implementation governance in small firms, thereby lowering failure rates and accelerating the uptake of innovation.

Forecasting Russia's foreign economic development under sanctions pressure

Abstract

the purpose of the study is to develop an approach to forecasting Russia's foreign economic development in the context of ongoing sanctions pressure from Western countries. The key factors influencing the dynamics of exports, imports and the development of the country's economic model are analyzed. Methods: statistical methods for analyzing Russia's foreign trade turnover are used as methods in the presented study. Results: the study has developed a model that allows forecasting the development of Russia's foreign trade activities while maintaining critical geopolitical conditions. The results of the correlation and regression analysis showed that Russia's foreign trade activity with the European Union is largely influenced by oil prices and the redistribution of trade flows towards China. Conclusions: the structure of Russia's foreign trade until 2030 will be determined by the price situation of commodity markets, the further reorientation of flows towards China and Asian countries, as well as institutional and sanctions restrictions from the European Union. The key drivers of changes will continue to be China's share of trade and the dynamics of global oil prices, and the restoration of previous trade volumes with the EU is unlikely under current development scenarios.

Problems and prospects of Russian hydrocarbon exports to China: new conditions and challenges of our time

Abstract

Russia has significant reserves and production volumes of hydrocarbons, which form the basis of the country's economy. After 2022, in the context of geopolitical changes, Russia radically changed the geography of energy exports from the West to the East, primarily to China, within 3 years, while maintaining the main export volumes. Russia is one of the countries with economies dependent on the fuel and energy complex and the export of oil and gas resources. Of course, the new conditions of the global economy have led to a decrease in the profitability of export operations due to the discount in the price of Russian oil, increased logistics costs, limited capacity of pipeline and transport infrastructure, restrictions in calculations, and embargoes. But despite significant restrictions, Russia is implementing a new stage in the development of mineral resource exports: China is the world's largest importer and its geopolitical interests and geographical proximity to Russia form a platform for long-term trade relations with Russia. This article examines the export of major energy resources (oil, gas, and coal) from Russia to China. The importance of foreign economic cooperation between the two countries and the prospects for its development in the new geopolitical conditions are determined.

Adaptation of international methodologies for selection of innovative projects for Russian companies

in the current context of economic development of the Russian Federation, which is experiencing unprecedented sanctions pressure, limited access to international capital markets and key venture funds for the development of innovative projects, the task of developing methodologies for selecting innovative projects that take into account the specifics of the external environment and the development of the economy as a whole is relevant. The objective of this study is to analyze the best international methodologies for selecting innovative projects in order to adapt them and build a national methodology for selecting innovative projects that allows achieving both the objectives of achieving national technological sovereignty and commercial efficiency from the implementation of innovations through the selection of the most viable projects with high implementation potential. Based on the conducted analysis, an adaptation of the original scoring model MDP by E. Litau is proposed, which allows increasing the efficiency of innovative project selection procedures by including in the assessment model the indicators aimed at synchronizing with the national innovation development strategy of the Russian Federation; inclusion in the model of innovation assessment parameters based on a set of indicators of the best methods used in the Russian Federation for the purposes of public financing (SPIC 2.0, FRP programs); the use of a two-loop MDP scoring system based on the use of a simulation model, which allows for a qualitative scenario analysis of the development of an innovative project.

Abstract

the article examines the process of regionalization of human resource development as a key response to the challenges of the modern Russian economy. The article analyzes how global trends, macroeconomic policies, and the unique socioeconomic characteristics of Russian regions shape a differentiated system of factors driving human capital growth. The imbalances, institutional conditions and strategic guidelines for managing this process at the subnational level are considered. Methods: the methods used in the presented study are statistical methods of market analysis. Results: A system of key regional factors influencing the development of human resources was identified and classified. Conclusion: Human resource development in Russia has a distinctly regional character, and ignoring territorial specifics makes national policy in this area ineffective.

this article is devoted to a comprehensive study of the role of public-private partnerships (PPPs) and venture investments in ensuring sustainable economic growth and innovation-driven development in modern Russia. The research aims to identify the contribution of these tools to the modernization of the national economy, describe their key elements and implementation mechanisms, as well as assess prospects for further development. The author focuses on specific features of PPP mechanism formation and implementation, revealing its potential for effectively promoting infrastructure projects, developing scientific and technological capabilities, and enhancing innovation activity within the economy. The unique role of venture investments is analyzed, highlighting their active involvement in supporting small businesses, launching high-tech startups, and advancing new ideas and developments. The study covers both positive aspects of existing models of PPPs and venture investing, as well as challenges that limit their effective application. It provides an in-depth analysis of current conditions surrounding these mechanisms, identifies obstacles hindering improvements in PPP practices and venture financing in Russia, pinpoints weaknesses in the established system, and offers recommendations for overcoming barriers and optimizing interaction between state authorities and business entities. In conclusion, it is argued that efficient integration of PPP components and venture investment instruments is essential for transitioning towards an innovation-based type of economic development in Russia, improving competitiveness among domestic producers, and ensuring sustained economic growth.

Optimizing the distribution of inter-budget transfers using digital analysis and artificial intelligence tools

Abstract

the article is devoted to the study of the problems of insufficient targeting and transparency in the distribution of interbudgetary transfers in Russia. In the context of growing interregional disparities, the relevance of the topic is determined by the need to transition to digital and intelligent analytical methods that ensure a more justified and equitable allocation of budgetary support. Materials and Methods. The research materials included regulatory and legal acts governing interbudgetary relations in the Russian Federation, as well as official statistical data from the Ministry of Finance, Rosstat, and the Federal Tax Service for 2022-2025. The study employed methods of system and comparative analysis, economic and mathematical modeling, and scenario-based approaches, along with tools of digital analytics and explainable artificial intelligence. Results. The author examined the current state of the interbudgetary transfer system in the Russian Federation and identified key issues in its functioning. Based on statistical data, it was established that in 2023, the share of interbudgetary transfers in regional revenues decreased by 11%, while own tax and non-tax revenues grew by 16%; the volume of grants in 2024 declined by approximately 14%. As a solution, the use of digital analytics and artificial intelligence tools was proposed to develop predictive and optimization models for transfer distribution, ensuring transparency, accuracy, and stability of the interbudgetary system. Conclusion. The application of digital analytics and artificial intelligence in the distribution of interbudgetary transfers increases the accuracy and transparency of financial decisions, thereby improving equalization mechanisms and strengthening the stability of regional budgets.

Analysis of public policy and governance mechanisms for business socialization processes in the region

Abstract

the article examines current trends in the socialization of business in Russian regions and evaluates the practice of governmental regulation and support of socially oriented corporate activities. A systematic analysis of public governance mechanisms in business socialization processes within the regions of Russia is presented, based on empirical data from 2022–2024. The scientific novelty of the study lies in the development of an integrative regional governance model that combines legal, economic, institutional, and digital mechanisms within a unified analytical framework, as well as in the justification of a methodology for assessing the synergistic effect of social programs using standardized indicators and long-term financial instruments. A three-level institutional architecture is proposed to align corporate ESG programs with national priorities and indicators of population well-being. Based on an analysis of more than 4,400 public-private partnership projects, corporate ESG practices, and data on social investments, key limitations were identified, including a lack of unified metrics for evaluating social outcomes, fragmentation of project activities, and limited availability of long-term financing instruments. Policy recommendations are formulated, including the standardization of reporting, implementation of social bonds, and the development of digital platforms for evidence-based governance. Purpose: to identify and analyze the state of business socialization processes in Russian regions and evaluate the effectiveness of public policy mechanisms aimed at supporting and integrating socially oriented business practices into the regional development system. Methods: the research applies methods of system and comparative analysis, as well as content analysis of regulatory documents and scientific publications related to public policy and business socialization. Logical and structural-functional approaches were used to generalize and interpret the findings. Results: the study confirms that Russian business demonstrates a stable trend toward participation in social initiatives; however, the implementation of public policy remains uneven across regions. The research identifies several core issues: the absence of a unified system for assessing social outcomes, insufficient integration of business initiatives into regional development strategies, and the limited availability of long-term financing mechanisms. A three-level regional governance model is proposed to align business ESG strategies with state priorities and metrics of population well-being. Conclusion: the results indicate that business socialization in Russia is undergoing a transformational shift from fragmented initiatives to systemic integration into regional development agendas. Enhancing policy effectiveness requires the standardization of social reporting indicators, the development of digital monitoring platforms, expansion of financial support instruments, and the introduction of outcome-based financing. Implementation of the proposed model will increase the social return of business involvement and strengthen the resilience of regional socio-economic systems.

The entrepreneurial activity of agribusiness itself is based on the development, experimentation, implementation, and dissemination of innovative technologies, while agribusiness develops its entrepreneurial activity through new products, services, and other innovations and technologies. The article provides a theoretical analysis of the effectiveness of agricultural business entrepreneurship in Yakutia. Objective: identifying the theoretical validity of the picture of the effectiveness of entrepreneurial activity in the agribusiness of Yakutia. Methods: the theoretical analysis was conducted by studying scientific literature, analyzing statistical data grouped by the sample of the main agribusiness enterprises. The study used methods of grouping, analyzing statistical data, assessing the prospects and negative consequences of agribusiness development, and selecting scientific literature that describes the results of research on business entrepreneurship and innovation.. Results: The theoretical analysis revealed the main gaps in the studied issue, according to which the agribusiness in Yakutia only shows commercial benefits, excluding the prospects for innovative development and the adoption of innovations in the regional/sectoral economy. Conclusion: Based on the theoretical analysis, it was determined that the agribusiness in Yakutia is half-supported by household farms, while the productivity of agribusiness is supported to a lesser extent by agricultural organizations and, to a slightly greater extent, by peasant (farm) farms and individual entrepreneurs. This is the reason why the efficiency of entrepreneurial activity in the agribusiness in Yakutia is at its lowest level, as household farms do not adopt innovations or implement new technologies.

The degree to which this system harmonizes with the company’s values and principles directly affects not only employee performance but also overall sustainability, innovation, and market competitiveness. The purpose of this study is to explore approaches to motivating and incentivizing mentors in accordance with the specifics of the organization’s culture, as well as to identify the factors influencing the effectiveness of these approaches. Results: it has been established that the presence of a well-developed mentoring system contributes to the accelerated adaptation of new employees, reduces stress levels during the onboarding process, and shortens the time required to reach planned performance levels. It was also determined that effective mentoring is directly linked to the level of mentors’ motivation, which depends on the availability of a system of incentives (both material and non-material) and recognition of their contribution to team development. The study revealed that mentor motivation is most effective when it aligns with the company’s values and organizational culture: formal incentives have a lesser impact if they are not supported by an intrinsic sense of significance in the mentor’s role. Conclusions: mentoring should be viewed not as a temporary adaptation tool but as a strategic element of human capital management that has a long-term impact on organizational development. The effectiveness of mentoring is determined not only by the personal qualities of mentors but also by the presence of a well-designed system of motivation and incentives that reflects the specifics of the organizational culture. To enhance the effectiveness of mentoring programs, it is essential to create a balance between material and non-material incentives, including recognition, professional development opportunities, and participation in decision-making.

Results. The author's contribution lies in formulating recommendations that are focused on solving typical implementation problems. Conclusion. It is summarized that the mechanical application of universal BSC templates in production is ineffective. Investing in the development of our own employees is becoming a crucial factor in competitiveness. The organization develops internal talents, thereby reducing risks and financial losses in the event of external and internal changes. The study outlines the current state and development prospects of small business in the Russian Federation, highlighting the specific risks inherent to small trading enterprises, including operational, logistics, financial and digital risks. The article proposes an integrated toolkit for risk identification, classification and assessment in small trading companies, including a probability-impact matrix, a risk map and a step-by-step algorithm for managerial response. Using the case of the small trading company “Excellent Tools” LLC, a pilot implementation of the proposed approach is carried out: key risk factors are identified, their level is evaluated, and a targeted risk mitigation programme is developed. The results show that the introduction of a systematic risk management mechanism contributes to higher resilience of business processes, reduction of the likelihood and consequences of adverse events, and improvement in the quality of managerial decision-making.

The aim of this study is to develop a comprehensive approach to identifying threats to the economic security of single-industry towns and assessing the effectiveness of mitigation tools. To achieve this goal, the following objectives were achieved: systematizing and classifying key threats to the economic security of single-industry towns at the macro-, meso-, and micro-levels; conducting a comparative analysis of existing threat mitigation tools (state programs, priority development areas, regional support measures, and programs for diversifying city-forming enterprises) using single-industry towns in Russia as an example; and assessing the effectiveness of the applied tools based on a proprietary system of indicators, including unemployment, local budget revenue diversification, and migration dynamics. The study revealed the insufficient effectiveness of tools applied in isolation and demonstrated the need for integrated development programs that combine federal, regional, and corporate policy measures. The scientific innovation lies in the development of a threat classification matrix and a system of indicators for monitoring the effectiveness of support measures. the article notes that assessing a region's economic potential is a complex task requiring consideration of numerous interrelated factors. It has been established that existing methodological approaches predominantly focus on individual elements, such as the resource base or the size of the production sector, while often ignoring the interdependence and complex interactions of various components of the economic system. It has been demonstrated that a holistic analytical approach provides a more balanced and accurate assessment, incorporating not only statistical data but also the structural characteristics of development potential. The developed diagnostic system, based on an analysis of the employment structure, the state of capital resources, investment dynamics, and financial parameters, allows for the identification of a territory's strengths and simultaneously identifies areas requiring priority development measures. It is shown that the study of labor potential includes an assessment of demographic characteristics, the level of qualifications of the population, and labor market parameters reflecting the scale of employment and unemployment. Information on the state of production assets reveals the characteristics of the infrastructure base and its degree of readiness to create goods and provide services. Financial and investment indicators demonstrate a region's ability to generate its own resources and attract external capital investment for economic growth. A typology of territories, based on the author's interpretation of economic potential, identifies groups with high performance, average levels of development, and significant need for support measures. Comparing economic potential using a multivariate average allows not only to assess a region's position relative to other regions but also to identify areas where efforts are needed to improve competitiveness. This study proposes an approach to assessing a region's economic development potential, built on four conceptual foundations, providing a methodological basis for making strategically sound management decisions.

the purpose of the study is to develop and substantiate a methodological approach to constructing a risk matrix for light industry enterprises using logarithmic scaling. Methods: the research methodology includes expert evaluation techniques, logarithmic transformation of scales, and data visualization methods. Findings: The study proposes a methodology for constructing a 5?5 risk matrix adapted to the operational specifics of light industry enterprises. It demonstrates that the use of a linear scale under conditions of wide variation in the parameters of “probability” and “impact severity” leads to distortions and reduces classification accuracy. A logarithmic model of the risk matrix is developed, ensuring correct visualization of risk zone boundaries. An expert survey was conducted, on the basis of which critical risks included in the red zone were identified. Conclusions: the adapted methodological approach shows clear advantages of logarithmic scaling over linear scaling, significantly improving visualization accuracy and the validity of managerial decision-making. The expert assessment confirmed the effectiveness of the logarithmic risk matrix for identifying risks that require priority response.

The main results of the study show that the intensification of innovation activity in the region contributed to an improvement in its competitiveness, increasing the gross regional product by 23.4%, and increasing labor productivity by 18.7%. The author's findings indicate the need to further strengthen the region's innovation policy for sustainable economic development.

This effect occurs due to mutual enrichment and the use of innovative, unique characteristics that are born when combined. Examples include the integration of enterprises operating in unrelated fields, or collaborations to develop common products, where the competencies of one sector contribute to solving problems in another. The features of cross-industry synergy include: the combination of assets and expertise (enterprises from different industries coordinate their resources, technologies and skills to create innovations); the emergence of new properties (when combining elements into a whole, qualities appear that are not peculiar to each element individually); improved productivity (as a result of such interaction, productivity increases and there is a synergistic effect). In a rapidly changing world where traditional approaches to business and manufacturing often prove ineffective, cross-industry synergy represents an important step towards creating a more flexible and adaptive economy capable of meeting modern challenges. the relevance of the study is determined by macroeconomic and social challenges (the increasing complexity of the financial environment, high household debt burden, insufficient savings for pension provision, vulnerability to fraud), the limitations of classical economic models based on the assumption of rational individual behavior, the need to study financial literacy as an element of the system of behavioral determinants, including cognitive distortions, psychological attitudes, social norms and individual value orientations. The aim of the research is to develop a financial awareness model to overcome existing limitations. Methods: the methodological basis of the research consists of the principles of conceptual modeling of levels of financial literacy, as well as empirical knowledge of the factors that cause the contradiction between the level of financial knowledge and the actions taken. Results: the study proposed a proprietary model of financial awareness, including four structural components: goal linking, understanding consequences, emotional regulation, reflection, and feedback. The findings help overcome self-control issues, combat impulsivity and a lack of understanding of long-term effects, and neutralize the influence of emotions that lead to irrational behavior. Digital competence asymmetry of the Russian Federation regions

the aim of this study is to develop a methodology for assessing the digital competencies of Russian regions and to evaluate the digital competency asymmetry between regions. Methods: statistical methods for analyzing data on ICT and digital competencies development were used, including median normalization and threshold classification, followed by clustering of regions by digital competency profiles. Findings: the results of digital competency assessments using methods from Eurostat, the Ministry of Labor, the Higher School of Economics, and others were analyzed, and a comparison of digital competency development with EU countries by federal district was made. A proprietary assessment methodology was used to assess the digital competency asymmetry between Russian regions. The study analyzed the population's proficiency in various digital competencies in Russian regions: information, communication, problem-solving, and software skills, and assessed the digital competencies of the Russian population across four groups. The regions with the most developed digital competencies were Moscow and the Moscow Region, Tyumen Region, Khanty-Mansi Autonomous Okrug – Yugra, and Chelyabinsk and Irkutsk Regions. Conclusions: a study of the Digital Transformation Strategies of leading and trailing regions allowed us to formulate digital competency development strategies for each group (PPPs for financing digital transformation projects, venture and crowdfunding financing, IT funds, participation in federal programs, support for digital transformation in business, and implementation of educational programs for training in digital competencies).

Abstract

the article examines the role of controlling as a key mechanism for designing business processes in the context of the digitalization of the construction industry. An analysis of the dynamics of using digital controlling tools is conducted, revealing trends in the transition from fragmented management control to end-to-end analytics. It is shown that digital transformation changes the essence of controlling: it becomes not only a control function but also an active element of process design. Based on an analysis of industry reports and publications, changes in the nature of information flows, decision-making time cycles, and the level of data integration are demonstrated. Factors influencing the effectiveness of implementing digital tools are identified, including data quality, IT infrastructure maturity, and staff competency levels.

Friendshoring as a new paradigm of economic geography

Abstract

the purpose of the study is to reveal friendshoring as a new paradigm of economic geography and to determine its impact on the spatial organization of the global economy in the regional and sectoral context. Methods: methods of description, analysis and synthesis, comparative and systematic approaches, as well as tabular and graphical methods are used to structure and visualize the determinants of friendshoring and spatial dynamics of global production networks. The empirical basis is made up of scientific publications, materials from international organizations, and data characterizing the transformation of global supply chains. Findings: the main methods and tools of friendshoring are highlighted; a model of friendshoring as a mechanism for the redistribution of global production networks is proposed, including geopolitical, institutional, technological and socio-economic factors; an analysis of key macro-regions using friendshoring is carried out. Conclusions: the development of friendshoring strengthens the "geography of trust", significantly changes the structure of production chains and expands the analytical capabilities of regional and industrial economy in the context of fragmentation of international trade.

The indicative approach to the analysis of the social component of the economic security of the region

Abstract

the large number of challenges and threats negatively affecting the socio-economic situation of the country's regions actualize the need to analyze the social component of economic security at the regional level. The purpose of the study is to concretize and test an express analysis of the social component of the economic security of the region in order to identify its problem areas. Methods: the research used methods of analysis and theoretical generalization of scientific papers on the problems of economic security of the region, comparisons, analogies, quantitative assessment methods, tabular methods of information presentation. Results: based on an indicative approach, the article presents an algorithm for an express analysis of the social component of the economic security of the region, taking into account the level, quality of life of the population and the impact on the demographic situation. The analysis of the social component is proposed to be carried out using a set of 17 indicators that make it possible not only to determine the state of economic security in dynamics, but also to assess the manifestation of threats in the social sphere of the region. The proposed algorithm was tested using the example of a specific region. Conclusions: the proposed express analysis algorithm is universal, does not require the construction of complex mathematical models, and can be useful for assessing the level of the social component of economic security in other regions.

Ethno-confessional aspects of agrotourism development in the Penza Region

Abstract

in the context of growing interest in rural tourism, ethno-confessional heritage is becoming a vital resource for agrotourism development. This article examines the relationship between the settlement patterns of ethnic minorities (Tatars, Mordvins, and Chuvash) and the concentration of cultural heritage sites in the Penza Region. The study aims to identify the potential of ethno-confessional agrotourism and formulate recommendations for its practical implementation. Research methods include secondary data analysis, cartographic and comparative-geographical approaches, and spatial visualization using GIS technologies. This study was supported by a grant from the Russian Science Foundation (Project No. 25-28-20463, https://rscf.ru/en/project/25-28-20463/). Results: A clear correlation was established between the compact settlement of Tatars and Mordvins and the high density of religious monuments. Chuvash communities, by contrast, demonstrate a weak connection with heritage sites. Most monuments are in poor condition and remain unintegrated into tourism infrastructure. Conclusion: Effective integration of cultural heritage sites into agrotourism is achievable through support for small and medium-sized enterprises (SMEs), development of rural HoReCa (hotel, restaurant, and catering) infrastructure, and the creation of thematic tourism routes.

Abstract

the relevance of the study of the features of the introduction of digital technologies in gas industry companies is determined by the complex of strategic, economic and technological challenges facing the industry in the context of the global transformation of energy systems. In the context of sanctions pressure and import substitution, the analysis of the dynamics of the introduction of digital technologies is of particular value. Purpose: to identification of the features of the introduction of digital technologies at gas industry enterprises using ranking by types of economic activity and types of technologies used. Methods: The research is based on the approach of industry chain formation applied to the gas industry. The methods include statistical and comparative analysis, ranking. The study uses official data from Rosstat on the implementation of digital solutions for six types of economic activity in accordance with the OKVED for 2021-2024, regulatory documents (including Energy Strategy 2050) and company reports. Results: A positive but non-linear growth in digitalization was revealed: in 2024, digital technologies were used by 793 enterprises – 14.3% more than in 2021. The leaders in terms of the number of organizations were gaseous fuel producers (46% of the total share), actively using cloud services, RFID, and the Internet of Things. A notable breakthrough occurred in the use of artificial intelligence-growth to 50 companies by 2024. At the same time, a decrease in the use of Big Data technologies was observed (from 137 to 36 organizations), associated with sanctions restrictions and the transition to data processing centers. Conclusion: The gas industry demonstrates steady progress toward digital maturity. Key future development directions will be scaling digital twins, integrating AI, and creating unified digital platforms. Successful transformation will require a synergy of technological, regulatory, and managerial solutions.

The mechanism for ensuring economic resilience of single-industry municipalities (monotowns)

Abstract

purpose: to systemize and develop a comprehensive mechanism for ensuring the economic resilience of single-industry municipalities (monotowns), synthesizing the theoretical foundations of key economic paradigms and adapted to the modern challenges of Russia's spatial development. Methods. The research employs methods of theoretical synthesis and systemic analysis to integrate the principles of sustainable development theory, spatial development theory, economic diversification, and institutional and evolutionary economic geography. A structural-functional approach is also used to build a multi-level model of the mechanism and develop a typology of monotowns. Findings. Based on the analysis, the following results were obtained: an integrated mechanism for ensuring the economic resilience of monotowns was formed, consisting of three interconnected blocks: a system of principles (ideological foundation), a system of strategies (substantive vectors), and a system of tools (practical implementation); the key role of a multi-level institutional architecture coordinating the actions of federal, regional, and municipal authorities, businesses, and public structures was identified; a comprehensive typology of monotowns based on risk level and development potential was proposed, allowing for the differentiation of state support measures. Conclusions. The developed mechanism is proactive and aims at the systemic transformation of monotowns through economic diversification, infrastructure modernization, and targeted changes in the institutional environment. Its implementation enables a shift from a policy of palliative support to a strategy of structural transformation, turning monotowns from "risk zones" into "territories of opportunity," which is of strategic importance for enhancing Russia's resilience and national economic security.

Abstract

the article examines the theoretical and practical aspects of integrating HR marketing into project team management. The relevance of the study is determined by the increasing role of project-based activities in organizations and the need to attract and retain qualified employees for the successful implementation of projects. Objective: to develop a theoretically grounded and practically applicable model for integrating HR marketing into the project team management system, as well as to propose solutions aimed at improving the effectiveness of project teams based on this integration. The introduction substantiates the research problem and the aim and objectives of the study, reveals the scientific novelty, which consists in the comprehensive integration of HR marketing principles and project team management, and defines the practical significance of the obtained results. The theoretical prerequisites for integration include an analysis of key HR marketing concepts and the specific features of human resource management in a project environment characterized by the temporary nature of teams, high dynamism, and increased risks. Methods: analysis of scientific literature, comparative and systemic approaches, as well as case studies. The empirical part focuses on the analysis of the Russian context of project activities and the labor market. The practical solutions section presents a developed conceptual model for integrating HR marketing into project team management processes across the stages of the project life cycle, systematizes applied HR marketing tools, and proposes a system of metrics for evaluating the effectiveness of integration, along with a step-by-step implementation algorithm. Special attention is paid to the analysis of risks, limitations, and resistance factors associated with the implementation of the proposed approach. Issues related to the integration of HR marketing into the project team management system, as well as its specific features and the characteristics of human resource management in a project environment, are governed by scientific and methodological approaches in the field of management. These issues are addressed, to varying degrees, in the works of the following Russian researchers: S.V. Alieva, O.V. Kolesnikova, M.V. Buzulutskaya, E.A. Mitrofanova, A.E. Mitrofanova, I.V. Korneeva, and others. Results: An analysis of the theoretical prerequisites and practical experience of integrating HR marketing into project team management was conducted; a conceptual model for integrating HR marketing into project management processes was developed; applied tools and effectiveness evaluation metrics were systematized; and key risks and limitations of implementing this approach under conditions of staff shortages were identified. Conclusion: formulates the main findings, confirming that the integration of HR marketing into project team management contributes to increased stability, engagement, and effectiveness of project teams, as well as to strengthening organizational competitiveness under conditions of staff shortages.

Economic and financial relations of the BRICS countries in the context of the challenges of the modern world

Abstract

the purpose of the article is to analyze the economic and financial relations of the BRICS countries in the context of the continuous sanctions impact of the G7, the EU countries and their allies on a number of the member states of the association. The article examines the main economic and financial indicators of the BRICS, G7 and the EU. The share of BRICS, G7 and EU in global production and consumption is compared. The analysis of the GDP of the BRICS, G7 and the EU has been implemented. A search has been carried out for directions for the development of economic and financial relations between the BRICS countries in order to increase economic power. The research used the method of comparative analysis of statistical data, the method of generalization and grouping of data, the graphical method and the method of analysis of scientific literature. It is concluded that overcoming a wide range of sanctions problems of the BRICS countries is associated with the expansion of cross-border settlements based on national and digital currencies of the members of the association. The pressure of sanctions and trade restrictions on cross-border payments within the framework of the integration association will reduce the introduction of the BRICS supranational payment system. The possibilities of practical application of the research materials are based on the use of the data obtained to solve real problems in the development of economic and financial relations of the existing BRICS member states.

Innovative business models of FMCG companies in the digital commerce ecosystem

in the context of accelerated digital transformation and the formation of global ecosystems, the traditional business models of the consumer goods sector (FMCG) are undergoing fundamental changes. The modern economic reality requires companies to introduce innovative approaches to value creation and delivery, where the key factors are the use of artificial intelligence (AI), the transition to direct sales channels (D2C) and the personalization of consumer experience. The relevance of the research is determined by the need to systematize new forms of interaction within the framework of the platform economy. Objective: to develop theoretical and methodological provisions and practical recommendations for the formation of innovative business models of FMCG companies in the context of the development of the digital commerce ecosystem. Methods: the work uses a systematic approach, general scientific methods of analysis, synthesis and comparison. The methods of structural and logical analysis were used to identify the links between digitalization and model transformation, as well as a case study (based on the experience of Vkusville) to detail the mechanisms for implementing innovative strategies. The theoretical basis consists of the works of domestic and foreign scientists in the field of digital transformation, platform economics and ecosystem theory. Results: a conceptual model for the transformation of FMCG business into a hybrid ecosystem (KMT FMCG-GE) has been developed, combining D2C channels, a platform-oriented strategy and data-based management using AI. The five most effective business practices (subscription model, data-driven customization, Phygital integration, platform collaboration and proactive demand management) are identified and systematized, and an algorithm for implementing the model through the creation of a "Data Core" is proposed. Conclusion: the digital transformation of the FMCG sector requires a transition from product-centricity to customer-centricity. A sustainable competitive advantage in the new environment is achieved through the synergy of technology and data, which allows companies to overcome dependence on traditional intermediaries and directly manage the consumer experience.

In the absence of an organization's ability to respond promptly to changes in market conditions and dynamically adapt to unstable external conditions, its competitiveness is significantly degraded. The organizational and economic mechanism is designed to ensure the solution of the following tasks: - formation of a sequence of actions for the effective implementation of corporate entrepreneurship in organizations that have not previously used melon processes; - development of a process reengineering plan for organizations that have attempted to introduce intra-company entrepreneurship without achieving their goals; - creation of a system for evaluating the effectiveness of corporate business management based on key performance indicators (KPI); - presentation of the organizational structure of the organization as a set of separate centers of financial responsibility; - integration of transfer pricing into management accounting to assess the contribution of each structural unit to the total profit of the enterprise. The organizational and economic mechanism of managing an organization's internal business allows it to fully implement the main management functions in the business environment within the enterprise: planning - in terms of setting goals, drawing up business plans and budgets; organization – providing opportunities for employees to participate in new areas of activity, as well as dividing the enterprise into structural elements to increase economic independence and decentralize management; motivation – a system of awarding participants in corporate business projects in external areas of activity or granting financial independence to structural units through participation in the distribution of the total profit of the organization; control - checking the achievement of established KPIs for projects to assess the effectiveness of activities.

Abstract

the article presents an analysis of vertical integration models as a factor of resilience in medium-sized businesses operating in the real sector of the economy. The study combines theoretical approaches to assessing the impact of structural integration, digital modernization, and managerial maturity on companies’ ability to maintain stable operations under external instability. Three integration models are examined – the classical model, vertical M&A transactions, and digital integration – and their differing mechanisms of influence on resource control, execution predictability, and the adaptability of operational systems. The findings show that process consistency, the presence of proprietary infrastructure, and digital management systems form stable operational frameworks that reduce dependence on suppliers and enhance a company’s ability to withstand demand fluctuations and logistical disruptions. Particular attention is given to the limitations of applying integration models in medium-sized businesses, including constraints related to access to financing, human resources, and integration capacity. The study substantiates that vertical integration becomes effective when organizational readiness and technological foundations are in place, forming the basis for long-term resilience and competitive advantages. The article may be useful for managers of industrial and construction companies, supply chain analysts, and strategic development specialists.

Institutional classification of PPP instruments as a basis for expanding resource support for regional development

Abstract

this article examines the role of institutional classification of public-private partnership (PPP) instruments in the regional strategic planning system. It examines the transformation of traditional forms of government-business interactions under the influence of digitalization and the pressing challenges of ensuring technological sovereignty. A detailed analysis of the final ranking of Russian Federation regions for 2024 was conducted, identifying patterns between the quality of the regulatory framework and the volume of attracted investment resources. The aim of this study is to systematize the institutional classification of PPP instruments as a basis for expanding resource support for regional development. Methods. The study utilized methods of systemic and comparative analysis, classification, and statistical processing of data from regional monitoring of PPP development in the Russian Federation. Results. A proprietary classification of PPP instruments based on the types of resources involved (financial, technological, managerial, and environmental) has been developed. The factors behind the «institutional breakthrough» of several leading regions have been identified, and the reasons for the volatility of their positions in the federal rankings have been substantiated. The problems hindering project scaling are identified, including macroeconomic instability, a lack of project competencies, and short-term planning. Conclusions. It has been established that the effectiveness of resource provision to territories directly correlates with the transparency of the institutional environment. A set of measures to strengthen PPPs is proposed, including the centralization of competencies through regional development agencies, digitalization of facility lifecycle monitoring, and the implementation of standard («out-of-the-box») solutions for the social sector.

the article is devoted to the design and application of the Immersive HRM module for recruiting, pre-boarding and adaptation based on AI-assisted and behavioral analytics. The relevance is justified by the growing demands for differentiation of the employer's brand, reduction of input costs and the transition of HR analytics to operational solutions. The novelty is related to the principle of "reverse onboarding", end-to-end telemetry within story missions, and the hybrid AI-support–human solution model. The work describes architecture, metrics, and legal verification procedures, examines mechanisms for transferring skills from the VR environment to workflows, and examines cases of scaling across industries. Special attention is paid to the link "engagement ? cognitive processing ? behavioral transfer" and the guided ethics of selection. The goal is to create a reproducible Immersive HRM operating model with criteria of efficiency and fairness. To achieve this goal, comparative analysis, narrative synthesis, process mapping and case generalization are applied. In conclusion, the proven effects for the selection and input cycle, scaling conditions, and risk regulators are described. The article will be useful for HR directors, training methodologists, product teams, and people-analytics specialists.

Applied value of SHS in industry, entrepreneurship, innovation, and import substitution

Abstract

this article examines the commercialization of self-propagating high-temperature synthesis (SHS) as a production platform for creating high-value-added materials and semi-finished products, particularly in the context of restricted imports of process components. The article describes the powder-blank-part-service product formats, sales channels, customer qualification requirements, project financial metrics, and parameters for managed scaling without the need for a large furnace facility. The research objective is to develop a feasibility study for implementing SHS chains in an industrial company and small-scale production, calculating unit economics, marginality, break-even point, and payback period under reduced thermal cycle scenarios. Technoeconomic assessment (TEA) tools, discounted cash flow analysis, scenario analysis, and sensitivity analysis are employed. The cost is decomposed by activity using activity-based costing logic, and cost drivers are identified across the operation chain and by quality costs. The economic impact is demonstrated through the OPEX structure, reduced energy costs, and a reduced defect rate. Import substitution is explained through increased domestic added value and reduced dependence on external supplies in hot zone components, wear-resistant elements, electrical components, catalytic and sorption products. Practical value is demonstrated through a ready-made calculation template for the investment committee, a KPI framework for the pilot project, and a matrix for informed management decisions during the transition from pilot batches to production.
