Historical and cultural analysis of the formation and development of Chinese Confucianism in St. Petersburg in the context of intercultural dialogue
Abstract
this article is devoted to a comprehensive historical and cultural analysis of the processes of formation and development of Chinese Confucianism in St. Petersburg in the context of intercultural dialogue. The relevance of the topic is due to the growing interest in cultural exchange between Russia and China and the insufficient study of this issue at the local level. The research goal is to identify the specifics of the adaptation of the ideas of Confucianism in the cultural space of St. Petersburg and to assess their impact on intercultural communication. The objectives include the study of historical prerequisites, analysis of the current state and prospects for the development of Confucianism in the culture of the city. The author applies historical-genetic, comparative and systemic approaches. The empirical base includes archival materials, media publications, interviews with experts (n=15). It is revealed that Confucianism in St. Petersburg has a long history (since the XVIII century) and today is actively developing with the support of Chinese organizations (Confucius Institute). Its positive effect on the mutual understanding of peoples is shown (r=0.78; p<0.01). Key trends (cultural and educational exchange) and problem areas (stereotyping) are identified. The results are valuable for optimizing intercultural dialogue and determining cultural policy strategies. Further research should be directed to a comparative analysis of the development of Confucianism in different regions of Russia.

Exploration of the role of metaphors and terminological borrowings in media discourse about doctors in military conflicts and hHumanitarian missions
Abstract
this article is dedicated to studying the role of metaphors and terminological borrowings in shaping the media image of doctors who work in areas of military conflicts and humanitarian missions. The relevance of the work is determined by the need to understand how linguistic means influence the public perception of the profession, shaping the heroization, sacralization, or oversimplification of the complexity of medical work. The basis of the study is a qualitative analysis of media texts (news reports, interviews, documents from humanitarian organizations) using methods from discourse linguistics, as well as an interdisciplinary approach that includes psychological and socio-anthropological aspects. Special attention is given to metaphorical models and English-language terminological borrowings characteristic of international medical discourse. It has been found that dominant metaphors in the media are military ones (“fighters of the medical front”) and religious ones (“angels of mercy”), which heroize doctors while often ignoring the routine aspects of their work. Terminological borrowings (for example, “triage,” “medical convoy”) create a universal code for professionals; however, their incorrect use without explanations makes it difficult for the audience to understand. The analysis also showed that excessive emotional language can distort reality, forming unrealistic expectations of humanitarian missions. The study emphasizes the need for a balance between emotional engagement and ethical responsibility in media discourse. It is recommended to avoid excessive heroization, to reveal the meaning of borrowed terms, and to take into account the cultural characteristics of the audience. Special attention is paid to gender stereotypes (for example, the opposition of “feminine care” and “masculine heroism”) and the psychological consequences of incorrect use of metaphors for the doctors themselves.

Phonetic adaptation of English borrowings in the contemporary media discourse of Korea
Abstract
under globalization, modern Korean media are characterized by the active adoption of English lexical units, which creates the need to examine the peculiarities of their phonetic adaptation. The aim of the study is to identify the regularities in the transformation of borrowings within the framework of the Korean phonetic system and to analyze the influence of media discourse on language integration processes. he article substantiates the relevance of studying the phonetic adaptation of Anglicisms as one of the manifestations of language contact in the information space of South Korea. Both the historical aspects of borrowing and the contemporary trends driven by the widespread use of the internet and the advanced digital media system are discussed. The study is based on a corpus analysis of materials collected from various media sources (television, radio, online platforms) over the past ten years. Methods such as comparative phonetic analysis, statistical processing of the sample, and audio transcription were employed, which allowed the identification of stable adaptation models. Special attention was given to the analysis of phonetic-morphological changes observed in the adapted lexical units, as well as the influence of their positional structure within a word. The analysis revealed systematic regularities manifested in the softening of consonants, changes in vocal intonation, and the rearrangement of stress positions compared to the original English pronunciation. The obtained data indicate a dynamic process of bringing the adapted pronunciation closer to the traditional phonetic norms of the Korean language. Additionally, regional and genre variations in adaptation models were discovered, indicating the impact of the specifics of media discourse.

The problem of dehumanization in modern communication processes
Abstract
this article is devoted to studying the problem of dehumanization in modern communication processes, which is becoming increasingly relevant under the conditions of rapid technological development and the digitalization of public life. The introduction justifies the necessity of the study, emphasizing that the mechanization of communications, the reduction of empathy, and an analytical approach to interpersonal interactions are leading to the loss of depth in human relationships and cultural codes. The aim of the study is formulated as the development of a methodology for analyzing dehumanizing trends in modern communication means and assessing their impact on social cohesion. The research methodology is based on a comprehensive analysis of empirical data, qualitative and quantitative content analysis of messages in social media, as well as a comparative analysis of historical and cultural transformations in the communication sphere. During the data collection stage, publications, forums, and news resources were analyzed, which allowed the main patterns of dehumanization to be identified. In addition, sociological surveys and interviews with experts in the field of information communications were used. The results of the study show that modern communication technologies contribute to the loss of traditional forms of interpersonal communication, a decrease in emotional engagement, and the development of algorithmic filters that form one-sided viewpoints. Specific mechanisms of dehumanization have been identified, such as excessive standardization of interactions, content automation, and the reduction of personal contacts, which leads to the loss of subjective individuality and a deterioration in the quality of social interaction. The discussion of the results suggests that in order to counteract dehumanization, it is necessary to develop new models of communication that consider the balance between technological efficiency and the preservation of humanistic values. The author concludes that the integration of ethical approaches in the digital sphere can help restore harmonious relationships among participants in communication processes. The outcome of the study is a set of practical recommendations for adapting communication strategies in the context of digitalization, which will allow the preservation and enhancement of the human aspect in the modern information environment.

Lexical markers of Russian artistic culture in English-language media (using the example of The Guardian newspaper)
Abstract
the article examines the representation of Russian artistic culture in English-language media, using the case study of the British newspaper The Guardian as an example. The research employs methods such as comparative analysis, continuous sampling, and elements of linguistic and contextual analysis. The goal of the study is to investigate the functions of lexical units employed to convey ideas about Russian artistic culture within British media. The theoretical foundation of the research draws on the works of S.I. Smetanina, M.Yu. Kazak, and G.Ya. Solganik. In the analyzed media materials, the author's stance is expressed through a variety of lexical choices. Through lexeme analysis, conclusions are drawn regarding the specific ways these lexical units function in representing Russian culture. The publications of The Guardian contain both positively and negatively-connotated lexical items. The authors of media publications frequently use precedent names and focus on the contributions of Russian cultural figures to the world's cultural heritage. They pay particular attention to identifying contradictions between the appreciation of past artistic achievements and the negative political context in which those achievements are discussed, in order to create a negative evaluative tone.

Linguistic and cultural analysis of animal images in Scottish folk tales
Abstract
this article analyzes the linguocultural analysis of Scottish images of animals in Scottish folk tales. The fairy tale as a genre of oral folk art is widely represented in the cultures of different nations. A fairy tale contains characters that are close to the worldview of a certain nation and translate the national picture of the world. Animal tales are one of the most extensive types of fairy tales, because animals have been neighboring with humans throughout history and made it possible to identify their characteristic features and traits. The culture of Scotland was shaped by the historical processes that took place on the territory of the country, it had to face discrimination and a number of persecutions. However, despite this, the Scottish people have developed inherent characteristics and features. The national character, in which the key characteristics are the desire to preserve national identity, defending honor and dignity is present in animalistic characters. This paper analyzes the frequent images of animals, provides a brief linguocultural reference, describes their semantics and symbolism; a special place is given to the mythological images of these animals. The conclusion contains the conclusions obtained after studying the material. The materials of this work can be used in the study of folklore, country studies and literature.

Prospects for using artificial intelligence to create media content
Abstract
artificial intelligence is increasingly being used in various fields. Journalism is no exception. Many resources already use content created by neural networks in their work. However, there are also problematic issues. As it is noted in a number of studies, the possibilities of using AI to create media content include the creation of fake information, which is often difficult to distinguish from truthful information, and therefore can be used for negative purposes (disinformation, manipulation of personnel, etc.). On the other hand, journalism is a field primarily focused on the use of modern technologies for collecting and disseminating information. Digitalization of this activity has become possible due to the active development of information technology. The work presents various points of view regarding the use of AI in the field of journalism. Both positive and negative aspects are highlighted. As for the creation of media content itself, in this case it should be understood that it is inextricably linked with the text of the material. The purpose of the work is to assess the effectiveness of artificial intelligence in creating media content. To achieve this goal, the following tasks should be solved: to review theoretical research on this topic, to consider the practice of using AI in creating media content, to conduct a practical experiment to evaluate the content created by various types of neural networks. The results obtained can be applied both in practical activities for creating media content and for further research.

The impact of modern text message compression on communication efficiency
Abstract
the introduction justifies the relevance of the problem: in the digital age, there is a growing popularity of short text messages where elements of information compression, such as the use of abbreviations, emojis, and emoticons, can have both positive and negative effects on the interaction process between interlocutors. The study aims to analyze the influence of different methods of text compression on the accuracy of information transmission, the speed of message processing, and the level of mutual understanding between communication participants. The Methods section describes the experimental design and research methods. Laboratory experiments were conducted in which subjects were asked to decode messages composed at different levels of compression, as well as to evaluate the emotional tone and semantic load of the presented information. The study employed content analysis, quantitative modeling, and statistical data processing using modern software tools. The primary focus was on comparing the communication efficiency between groups receiving the original extended messages and their compressed counterparts. The Results section presents data indicating that text compression facilitates faster information transmission but is accompanied by a reduction in the accuracy of its interpretation. The obtained statistical indicators demonstrate that the optimal balance between the degree of compression and the preservation of the semantic content is achieved when using a moderate level of compression, at which the informational value is maintained while the speed of communication increases. Additionally, it was found that excessive compression leads to misunderstanding and the emergence of ambiguous interpretations. The Discussion section analyzes the practical implications of the results for modern communication platforms. It considers issues related to language adaptation in the digital era and offers recommendations for optimizing text messages to improve communication efficiency. The study concludes that text compression, when applied judiciously, can serve as an effective tool for accelerating communication, though it requires a balance between saving time and preserving the completeness of information. This research contributes to the development of modern digital communication theory and identifies directions for future empirical studies in this area.

Category of authorial modality and the author image in the written works of Catherine the Great: a functional-semantic analysis
Abstract
the article is devoted to the study of the category of authorial modality in the written works of Catherine the Great as a tool that reveals her worldview, axiological orientations, and author image. On the material of her epistolary legacy (correspondence with Prince Potemkin) and artistic texts (the fairy tales "About the Tsarevich Chlor" and "About the Tsarevich Fevey"), a functional-semantic analysis of modal microfields (desirability, necessity, possibility) and means of expressing modality is conducted. It has been established that in the epistolary genre explicit means (modal verbs, predicatives) predominate, conveying the imperative and rational orientations, which reflects Catherine's role as an enlightened ruler. In the artistic texts, contextual modality dominates, realized through lexical repetitions, dialogic structures, and plot contrasts, emphasizing the author’s Enlightenment ideas. The study revealed the genre specificity of expressing authorial modality: in letters it serves as a tool for direct impact on the addressee, while in fairy tales it functions as a means of implicit transmission of Enlightenment values. Special attention is paid to the connection of linguistic means with the cultural-historical context, including the influence of the concepts of absolute monarchy and anthropocentrism. The results of the work demonstrate that the analysis of authorial modality allows the reconstruction of an individual authorial perception of reality, as well as the identification of mechanisms for integrating personal and political discourses in the texts of Catherine the Great.

Translation studies and artificial intelligence: problems, challenges, and risks
Abstract
the paper examines the possibility of using artificial intelligence (AI) in translation theory and applied translation studies, and also presents proposals for integrating AI not only into translation practice, but also into translation curricula. The use of AI can improve the efficiency of translation and provide non-language readers with access to relevant information. The new opportunities that AI is opening up in the field of translation force modern linguists to take a fresh look at such important ethical issues as the role of humans in translation, the accuracy and cultural acceptability of translations, and the impact of AI on the work of a modern translator. It is shown that translation studies can play a decisive role in improving the accuracy of translation using AI, “culturally adapting” AI systems for different language pairs. By using translation studies expertise, linguists, AI developers, and researchers can improve the performance of AI-based translation systems, which will ultimately improve the quality of the translated text by taking into account valuable information about the cultural nuances, context, and meanings of the source text.

Comparative analysis of social platforms in China and Russia in the context of globalization: a case study of Weibo and VKontakte
Abstract
in the context of continuous globalization, social media platforms serve as important channels for information dissemination and social interaction. They not only transcend national borders but also exhibit unique local characteristics in various countries and regions. This article conducts a comparative study of two local social platforms – Weibo (one of the largest social media platforms in China) and VKontakte (the leading platform in the Russian-speaking space) – to explore how globalization influences the formation of characteristics and functions of local social media. The research shows that, despite both platforms playing significant roles in their cultural and social contexts, they demonstrate considerable differences in political regulation, functional orientation, user interaction, and content dissemination. Both platforms rely on political barriers to protect themselves from international competition; however, their cultural adaptation strategies differ significantly: Weibo stimulates public opinion through media content, while VK strengthens user loyalty through social tools. At a technical level, both platforms connect their services with local commercial ecosystems (such as Alipay) and multifunctional services (such as email and music), creating a model of "protective localization." The study reveals the passive adaptation of non-Western social media in the context of globalization, providing new perspectives and empirical data for researching social media regulation and policy.

Multiple-move verbs with -dyi requiring -sum and –sem (based on the language of the Tundra Yukagirs)
Abstract
the article is devoted to examining the issue of productive cases of verbs expressing multiple manners of action with the markers –SUM and –SEM. Special attention is paid to verbs formed from nouns, from verb bases, and from complex verb bases with a clearly distinguishable marker of a single manner of action provided by the affix –dyi, which is used to denote an action that indicates the multiplicity or repetition of the action. This article presents a comprehensive study of verbs of multiple manner of action ending in –dyi that require the use of the suffixes –sum and –sem. The relevance of the topic is driven by the necessity for a detailed analysis of these verb forms to understand their morphological, syntactic, and semantic characteristics in contemporary Russian. The aim of the study is to identify the specific patterns in the formation and usage of these verbs, as well as to determine the role of the suffixes –sum and –sem in the expression of action multiplicity. In implementing the research methodology, methods of corpus analysis, comparative morphological typology, and functional syntactic analysis were employed. The primary materials included texts of various genres, encompassing both literary and scientific literature, which ensured a wide scope of observations and contemporary examples of usage of the forms under consideration. Particular attention was paid to the analysis of historical transformations in the word-formation system of the Russian language, with the goal of identifying stable patterns of ending formation and accompanying morphemes. As a result of the conducted research, it was established that the suffixes –sum and –sem not only serve the function of indicating the multiplicity of an action, but also act as an important marker of the aspectual and temporal characteristics of verbs. The discovered patterns indicate that these morphological elements contribute to a more precise semantic differentiation within a range of verbs, which in turn directly influences the syntactic structure of sentences. Moreover, regional and dialectal peculiarities of usage were identified, opening prospects for further research within the framework of comparative typology. The discussion of the research results allows one to assert that the study of verbs ending in –dyi requiring –sum and –sem significantly deepens our understanding of word-formation mechanisms, which positively impacts both the theoretical and applied aspects of Russian linguistics. This work makes a significant contribution to the expansion of knowledge regarding the dynamics of language change and stimulates the development of further empirical research in this area. The obtained results indicate a high potential for the use of these verb forms in practical tasks of linguistic analysis and in methodologies for teaching the Russian language. The authors propose additional directions for future research aimed at studying the diachronic developments and variability in the use of these suffixes, which will allow for a more complete reflection of the evolutionary processes in the contemporary linguistic space.

Modern state and analysis of the concept of a community with a shared future for humanity in the Russian media space
Abstract
the article is devoted to analyzing the perception of the concept of a "community with a shared future for humanity" in the Russian media space. The introduction substantiates the relevance of the study, which is connected to growing interest in Chinese political rhetoric in the context of the reformatting of the global world order. The author notes that, despite the gradual penetration of the concept into the Russian public discourse, its interpretations remain superficial and fragmented due to cultural and ideological differences and the predominance of pragmatic interests in bilateral relations. The methods section outlines the approaches to media content analysis: the study of publications in Russian media, expert commentaries, materials from scientific discussions and social networks, as well as comparisons with historical analogues (Soviet rhetoric, Eurasian ideas). The results showed that the media predominantly focus on economic cooperation (transport corridors, trade), while the humanitarian and philosophical aspects of the concept remain marginal. The discussion revealed a duality of perception: on one hand, the concept is seen as a tool for strengthening multipolarity and an alternative to Western hegemony, while on the other it is criticized as an abstract propagandistic construct. It is emphasized that the Russian media adapt the idea to the local context by emphasizing sovereignty and pragmatism, but ignore its Confucian foundations. The conclusion states that further integration of the concept into mass consciousness depends on the success of Russian-Chinese projects and the media’s ability to connect it with current challenges (ecology, digitalization).

Telegram channels as sources of information for traditional media on the example of “Interfax” news agency
Abstract
in this paper, the authors present the results of their research on the interaction between traditional media, represented by the Interfax news agency, and new and social media, represented by Telegram channels for the period from 2019 to 2024. This interaction consists in the fact that the media in their materials refer to the Telegram channels as sources of information. The results of the research should support one of the statements that the authors are going to put forward for defense as part of the work on the dissertation for the degree of Candidate of Philological Sciences. In our humble opinion, the messenger Telegram has an influence on the information agenda of Russia, and the influence itself is exerted through the use of Telegram channels as sources of information for traditional media. In addition, we wanted to test the relevance of the typology we developed of how the media refer to Telegram channels as sources of information. To find empirical data we used the Yandex search engine - ya.ru. We found that Interfax refers to Telegram channels in its materials, and there is a tendency to increase the number of materials in which Telegram channels were sources of information. In addition, we confirmed the relevance of our typology of how the media refer to Telegram channels in their materials (hyperlink to a post, hyperlink to a Telegram channel, no hyperlink but with a text mention).

Yukagir verbs of single action on -re, -rey, requiring the indicators -sum and -sem (based on the language of the Tundra Yukagirs)
Abstract
the article is devoted to the examination of productive cases of verbs indicating a one-off mode of action with the markers –SUM and –SEM. Special attention is paid to verbs formed from nouns, from verbal bases, and from complex verbal bases with a clearly distinguished marker of one-off mode of action using the affixes –re, –rey, which are used to denote an action that has occurred completely or has reached its culmination. In the present article, a comprehensive analysis of Yukaghir one-off action verbs with the suffixes –re, –rey, accompanied by the markers –sum and –s?m, is carried out, allowing for a deeper understanding of the peculiarities of the functioning of the tundra Yukaghir language. The relevance of the study is due to the rarity and insufficient examination of such forms in modern linguistics, which creates the need for a detailed morphological and syntactic analysis of these constructions. In the introduction, the necessity of studying verbs that indicate a one-off occurrence of an action is substantiated with the aim of identifying their specific semantic and syntactic characteristics. In the "Methods" section, the applied linguistic approaches are described, including corpus analysis, the comparative-typological method, and historical-etymological analysis, which allow for the identification of stable patterns in the usage of the suffixes –re, –rey and the markers –sum, –s?m. A detailed description is provided of the material drawn from a modern sample of texts in the tundra Yukaghir language, which ensures the objectivity of the study. The "Results" section is devoted to the analysis of the data obtained. It has been found that one-off action verbs marked with the suffixes –re, –rey demonstrate a stable connection with the markers –sum and –s?m, which play an important role in encoding temporal and aspectual meanings. Specific features of the morphological structure have been discovered, conditioned both by internal linguistic mechanisms and by external borrowings. The results obtained have allowed for a refinement of the existing system of typological classification of Yukaghir verb forms. The "Discussion" section focuses on the comparative analysis with similar linguistic phenomena in other Ural-Altaic languages, and it also substantiates the prospects for further research in the field of syntactic-morphological typology. The findings of the study lead to the conclusion that these forms make a significant contribution to the formation of the overall grammatical system of the tundra Yukaghir language, which appears to be important for the development of modern theories of language typology and the methodology for describing underrepresented languages.

Peculiarities of using filler words in the modern French language
Abstract
the article examines the peculiarities of using filler words in modern French, which are understood as phrases, words and sounds that clutter up oral speech. The aim of the study is to analyze and characterize filler words in modern French. In accordance with the stated goal, the following tasks have been defined: to determine the reasons for the emergence of filler words in the language and their main functions; to identify the most frequently occurring filler words in modern French depending on their belonging to a particular part of speech, the level of language and the language situation. The main reasons for using filler words are poor vocabulary, low speech speed, the emotional state of the communicant, the intentional use of filler words and the influence of fashion. It is shown that along with cluttering the language, filler words simplify the communication process, freeing speech from cumbersome syntactic constructions, help express emotions, to a certain extent provide an opportunity to relieve or ease tension, make a witty joke during a conversation. It is indicated that modern French is extremely rich in parasitic words that prevail in the colloquial style. It is established that the functioning of parasitic markers in the French language is characterized by a certain national and cultural specificity, which is manifested in the emotional behavior and emancipation of the French in communication. It is determined that the category of French parasitic words includes sounds, individual words and phrases, words of the "youth language" verlan. It is shown that in French, parasitic words, as a rule, are such parts of speech as exclamations, adverbs, adverbial expressions, nouns, phrasal turns, which are divided by the language level into phonetic-phonological pauses (vocalizations), lexical-semantic pauses, syntactic pauses. Examples of the use of parasitic words in various speech situations are given.

The readiness of future teachers for professional work in the context of a new model of functioning of the general education system
Abstract
the article contains the results of the study of the problem of teachers' readiness for professional and labor activity in the context of the new model of functioning of the general education system aimed at developing the personality of schoolchildren, creating conditions for the realization of each of their personal potential. Three groups of respondents took part in the study: final-year students studying at a university under pedagogical education programs (n = 286), teachers working at school for less than 10 years (n = 285), and 234 teachers with more than 20 years of professional and labor experience. Minimal differences were revealed between the groups in the indicators of teachers' readiness for creative professional and pedagogical activity, pedagogical co-creation as the development of innovative methods and technologies for achieving the priority goals of modern education, readiness to work in a new way, performing helping functions, mentoring and supporting schoolchildren in their development. Negative dynamics were established in the indicators of readiness of teachers of modern schools to develop and implement pedagogical innovations. As a result of the study, it is concluded that at present, when the education reform has been carried out for more than two decades, the issues of training future teachers for work in the new conditions of functioning of the expected general education system remain far from resolved, that the majority of future teachers have a stereotypical idea of their professional role in improving the quality of the educational process, in the modernization of the entire pedagogical system of the school. In this regard, the need to search for a fundamentally new content of higher pedagogical education, rethinking the very essence, forms, means and methods of professional training and professional training of future teachers is proven.

The concept of digital law in an objective sense: problems of terminology and certainty of the conceptual apparatus
Abstract
with the advent of digital technologies, many digital objects have appeared in jurisprudence, which are subject to discussions and debates. One of such objects is digital law. Thus, the article considers various approaches to understanding the term "digital law". The analysis revealed that the term is used in both subjective and objective senses. However, the article considers only the objective meaning of this term. We believe that the root of the problem lies in the term "digital rights" itself. Firstly, it can be interpreted as a designation of a completely new legal area. Secondly, "digital rights" can be considered as a modern form of securing existing objects of civil law. It is worth noting that many researchers consider the choice of names for new phenomena, especially for objects, not always successful. It is believed that such a multitude of paronyms leads to ambiguous interpretation of each of the specified types of phenomena. In this regard, an analysis of each type of digital law concept was carried out. Based on the analysis, changes were proposed to the accepted terminology to improve the understanding of phenomena and the consistency of the conceptual apparatus.

Transformation of the institute of modification and termination of construction contracts: regulatory innovations and law enforcement challenges
Abstract
the article explores the current issues surrounding the transformation of the institute of modification and termination of construction contracts in the context of modern regulatory innovations and law enforcement challenges. It reveals the theoretical and legal foundations and historical evolution of this institute, analyzing its multi-level structure in current legislation. Special attention is given to the relationship between general and specific norms governing the grounds and procedures for the modification and termination of construction contracts. The study examines in detail the main methods of modifying and terminating contracts: by mutual agreement of the parties, through unilateral refusal to perform, and in court. The author conducts a comprehensive analysis of judicial practice regarding the qualification of a substantial breach of contract as grounds for termination, as well as the legal consequences of termination, including compensation for incurred costs, return of advances, and recovery of damages. Problematic aspects of law enforcement practice are identified, related to the ambiguous interpretation of grounds for unilateral refusal of a contract and the determination of the scope of compensation upon termination of a contract. Recommendations are formulated for improving the regulatory framework governing the institute of modification and termination of construction contracts, taking into account modern economic realities, including the digitalization of document flow and the development of new forms of construction financing.

The right to higher education in the context of the 2030 Concept
Abstract
the paper examines key areas for implementing the right to higher education within the framework of the socio-economic development strategy until 2030. International practices for expanding access to higher education are analyzed, taking into account cultural, social and economic differences. Particular attention is paid to the principles of equality and non-discrimination as the basis for building an inclusive educational environment that provides equal opportunities for all categories of the population. Digitalization of education is considered as one of the determining factors in the transformation of the academic environment. New technologies expand the possibilities of obtaining knowledge, but require a revision of the content of programs, interaction formats and assessment criteria. These changes pose the challenge for universities to maintain the quality of education in the context of rapid technological shifts. In addition, the issues of financing higher education institutions, affecting the sustainability of the system and its ability to adapt to modern challenges, are raised. The impact of distance and blended learning on the accessibility and effectiveness of the educational process is reflected, which allows us to consider these formats as an important resource for increasing the flexibility and scalability of higher education.
