It is vital for Russian science to recreate the old and create new effective forms of self-organization, as well as mechanisms for interaction with public authorities. In the post-Soviet period, many things were destroyed. And, in the last decade, even much of what was created in the crisis conditions of the 1990s has been lost. In September 2024, the Russian Foundation for the Humanities (RFH), established in 1994 on the initiative of humanities scholars, would have turned 30 if it had not been liquidated in 2016. The experience of establishing and operating the RFH is currently an encouraging example and practically valuable.

The Strategy was written with a lot of verbiage and little specificity. This clearly does not correspond to the spirit of our times, since the time of ellipticality has passed. The updated version of the Strategy raises many questions that require reflection and discussion.

A Comment on the Scientific and Technological Development Strategy of the Russian Federation

The article discusses the text of the Scientific and Technological Development Strategy of Russia approved in early 2024. The author notes that it was prepared in accordance with the Federal Law “On Strategic Planning in the Russian Federation” of June 28, 2014, No. 172-FZ. The Strategy replaces a number of documents that have been adopted earlier. The expert community have different opinions on the preparation quality of concepts, strategies, programs and other strategic documents being approved. The reason lies in the absence of a clear system and hierarchy of strategic planning documents. In the Strategy under discussion, there is a vagueness of the used conceptual framework and some shortcomings in the analytical part of the document. In addition, the authors of the Strategy connect the issues of the development of the science and technology sector in the Russian Federation mainly with external challenges and threats and pay less attention to internal problems caused primarily by the inefficiency of the R&D management system, insufficient financing and a low proportion of private funding. It is shown that no significant changes are expected in the management system of scientific and technological development in Russia in the next decade. We can welcome the establishment of the Science and Technology Council of the Commission for Scientific and Technological Development of the Russian Federation under the Russian Government and its machinery and the introduction of the model of “qualified customer”, as well as the use of new tools: long-term fundamental academic research programs and programs of scientific and technological development of Russia. But the discussed Strategy does not pay enough attention to the issues of education and training of research and engineering personnel.

The author clarifies the importance of public procedures to gain access to resources controlled by the state. These resources are necessary for advancement in the field of STD. The article analyzes the provisions of the new Scientific and Technological Development Strategy of the Russian Federation. Attention is drawn to the reasons for changing the course of the state science and technology policy. It outlines the essence of the goals, priorities and prospects of scientific and technological development of Russia and gives an assessment of the key directions of state policy in the field of scientific and technological development, as well as mechanisms and tools for their implementation. Using analytical and formal legal methods, we consider the practice of regulating the issues related to organizing the directions of strategic scientific and technological development in Russia and reveal the systemic connections in law as well features of legal acts in the sphere of Russian public relations. The author believes that thoughtful and balanced government decisions in the development of an innovative economy might play a positive role in ensuring the national security of Russia and stabilizing the sociopolitical system of the country. In turn, the dominant ideas outlined in the Strategy are a part of the mechanism for countering existential threats towards contemporary Russia and ensure its national sovereignty in the long term.

Challenges to Public Administration Related to the Implementation of the Scientific and Technological Development Strategy of the Russian Federation

The author considers the requirements of the Decree of the President of Russia “On the Scientific and Technological Development Strategy of the Russian Federation” to the characteristics and principles of functioning of the public administration system in Russia. It is shown that the list of these characteristics and requirements is incomplete and insufficient for the implementation of the Decree. The main gaps in the requirements formed by the Decree relate to limiting the reconfiguration of the management system to only one subsystem, management in the field of scientific and technological development.The article argues that the complex nature of grand scientific and technological challenges implies profound changes in the public administration system as a whole, the transition from a structural and functional management system (a combination of meritocratic and client-oriented models) to a project management system (indicative and public-state models). The changes should affect the nomenclature and the scheme of interaction between structural divisions of state bodies, increase the level of project intra- and interdepartmental coordination.In addition, significant changes must be made in the public service system. We should organize training of specialists capable of using data analytics tools and data-based decision-making technologies as well as of carrying out an indicative assessment of project implementation indicators. The structure of the civil service should be associated with project offices and temporary performance of duties in these offices, and not only with permanent functions, taking into account the specifics of project service activities and project teams within government agencies. Civil servants should actively interact with independent expert structures and with civil society, which is the ultimate beneficiary of science and technology projects.

The article provides a critical analysis of the Scientific and Technological Development Strategy of the Russian Federation as a document. It shows the preservation of the globalist ideology of development in the interests of “humankind” and “civilization” in the Strategy, its weak orientation to the problems and interests of Russia in the context of drastic changes in the world after 2022. The Strategy does not revise the challenges and threats, goals and objectives, mechanisms and tools for managing science and technology development. The Strategy looks like a matrix of the document with designated rows and columns that have yet to be filled in with specific provisions. The document needs to be significantly revised from the perspective of Russia’s interests and with respect to new geopolitical realities.

Research Priorities in the Current Situation

The Russian bureaucracy has come to view science as an activity that is beyond immediate utility and therefore, in economic sense, located in the periphery of distribution priorities. In the early days of the reforms, the bureaucracy came up with an obviously absurd idea of making science commercially self-sustainable. Later on, the idea of reducing public financing of science led to the plans to define the so-called “research priorities” and closure of other less promising fields of research. This “childish” managerialism resulted in the underfunding of Russian science and consequently in the loss of cadres and general degradation. The article states that the idea of foreknowledge by reducing science to several key directions is fallacious in itself. Science chooses its own priorities in each period of its development. These priorities tend to change the perception of science, its possibilities and the future of society. Russian science can only survive if both decision makers and society change their attitudes to it.

Russian Science and Technology Policy to Counter Sanctions: In Search of a Strategy

The article examines the scientific and technological policy of contemporary Russia in the conditions of international sanctions and analyzes both current general issues of the development of science and technology and problems in certain areas of scientific knowledge. We have studied special legal sanction acts of foreign academic organizations. The authors have developed and proposed mechanisms to counter sanctions in the scientific and technological sphere. The experience of applying measures for the development of science in the People’s Republic of China has been studied. The goal of the work is to conduct research on the state of modern science, taking into account the current Russian state policy under conditions of sanction pressure and proposing the authors’ unique classification of measures to support the development of Russian science. We used empirical methods of comparison, description and interpretation; theoretical methods of formal and dialectical logic. We also applied special scientific methods: legal and dogmatic method and the method of interpretation of legal norms. The authors have summarized the problems of government measures to support science under the sanction conditions and proposed measures to preserve the scientific sovereignty of Russia.

Typology and Development of Value Chains in Science, Technology and Innovation Organizations: Efficiency of Operating Model

The structure and activities of science, technology and innovation organizations should be reviewed in planning for change in accordance with (a) a framework operating model, (b) principles of organizational structures and (c) value chains in order to identify (1) areas of inefficiency, (2) the existence and maturity of chain links as well as (3) gaps with best practice. The operating model of organizations, whose support, development and effectiveness are influenced by legislation, budget and external factors, includes many components, from management policy to culture. Changes in organizational charts together with renaming of departments sometimes look like promising reforms. However, in any case, values brought by organizations should be put on the agenda. Social effect of science, technology and innovation as a contribution to public good or a measure of the social good extend to groups in society or to the whole of society both directly and indirectly, for example, through other values and social mechanisms of influence. In this article, the following typology of values is used in the context of the innovation ecosystem and discussions on public good: internal, economic, social and humanitarian ones. The last three values are often generalized by the term “impact”. Internal values of science and technology express the essence of development that knowledge is built on knowledge, and thereby increase the level and readiness of organizations. We consider links in the value proposition chains produced by these organizations, from planning to legal support management. Current national macro factors that influence them are formulated. The contemporary generation of the innovation ecosystem in the Republic of Kazakhstan is characterized by a lack of a group of elements that determine national internal and external goals, ways to achieve them, as well as monitoring the results of activities and impact.This article aims to formulate and study the linking of management at the level of the principles of the organizational structure and the framework operating model to the values at the level of the introduced typology, which are created in a certain way by science, technology and innovation organizations.In terms of research and practical significance, this allows for a detailed review, identification of areas of inefficiency and gaps with best practice. And then, by formulating and implementing initiatives, this allows to increase their capabilities and effectiveness taking into account the ambiguity and delayed nature of results of scientific, technological and innovative activities, as well as specific external national and international factors that influence organizations.Comparing value chain links to the typology of values, we have identified a specific distribution of their influence of on the types of these values.In terms of academic and theoretical significance, this study also attempts to reveal contradictions between resulting and procedural values in science, technology and innovation organizations by examining the development of value chains and the context of public good.

Promotion of Intellectual Activity Results of Scientific Organizations. Value Estimation

We consider approaches to assessing the value of intellectual activity results (IAR) from the points of view of the seller and the buyer. The analysis was carried out on the basis of a comparison of the total costs of implementing IAR in which the purchase of a license may be only a part of the costs. The analysis takes into account the risks associated with the implementation of IAR. They can potentially lead to reducing the economic performance in the realization of IAR. The authors examine choices of buyers and sellers in relation to the purchase and sale of IAR, taking into account the scale of the markets available to them. Some considerations explaining the low activity on the IAR market in Russia by the scale of business and the size of manufacturing companies are presented.We define the reasons for the low interest of scientific organizations in promoting IAR for sale. They are a consequence of the small volume of markets and can also be explained by the fact that using budgetary funds, research institutions can cover the costs of creating IAR more substantially than they can by selling IAR on the market. We have formulated proposals that make it possible to increase the efficiency of the work of scientific organizations with IAR. In particular, a reasonable economic policy focuses on sales of IAR through R&D (including with the assistance of extra-budgetary funds). With regard to the reserves being created, it is advisable to use protection options that do not disclose the essence of the IAR and uphold the protection period with significant time spent on searching. This, for instance, may be an option to set up a trade secret regime with subsequent patenting within the framework of R&D for the benefit of a particular buyer. This approach reduces the risks not only for the seller, but also for the buyer.For government agencies, it can be recommended to increase the importance of license sales while assessing efficiency in comparison with simple registration of IAR. It is advisable to finance applied R&D involving the creation of IAR if there is a guarantee for the implementation of the corresponding IAR by developers or industrial partners.

The article substantiates the principal trends of research optimization in medical organizations with the use of process-oriented management methods (the case of Ya.L.Tsivyan Novosibirsk Research Institute of Traumatology and Orthopedics). The research is based on the principle of the process approach. It is one of the fundamental principles of the total quality management model that is the most effective management concept based on quality. When developing a system for organizing scientific workflows based on the process approach, planning as well as a methodology of academic research play the key role. For all stages of research activities, processes of planning tasks, their fulfilment and reporting with the determination of responsibility for all types of work being performed and with the development of forms of necessary documents used in the organization of scholarly activities have been framed; approaches to the output of scientific products have been standardized and process regulations have been developed for each of its types. The development of processes is carried out on the basis of the requirements of regulatory documentation, taking into account modern approaches to the organization of research activities. Moreover, all documents containing requirements for processes are reviewed and updated at regular intervals, taking into account changes in regulatory guidance. The development and implementation of a system for organizing scientific activities based on the process approach allow a scientific medical institution to achieve compliance with modern requirements for conducting academic research, as well as to improve the quality and efficiency of scientific activities. The accumulated successful experience can be used in organizations that seek to increase the effectiveness of their scientific activities and meet contemporary requirements for their results.

Evaluating the Effect of Implementing an Integrated Management Approach During the Transition of a Scientific and Practical Institution to the Performance of R&D Projects

The research objective was to evaluate the effect of implementing a set of management decisions during the transition of a scientific and practical institution from research to R&D projects. We carried out a longitudinal sociological study using the double-survey method. The survey was conducted before and after the implementation of a structured set of systemic measures to improve the efficiency of R&D activities. We have implemented this set because of the transition of our institution from the stage of research work to the stage of both research and development projects. Ideas of matrix and participative management were included in this set of measures. The survey assessed employees’ awareness of the 2023–2025 R&D plan, their needs to implement the plan and job satisfaction score as well as the level of their understanding of risks and their impact on the possibility to fulfill the plan. Due to the deployment of a set of systemic measures, employees’ awareness of participation in the R&D plan implementation increased from 73.6% to 90.0%, and their awareness of the plan’s content grew from 50.0% to 76.0%. A consequence of the implementation of participative management was that employees became aware of their needs to fulfill the plan as well as of the risks of not reaching its targets. Their satisfaction with the plan implementation conditions increased from 69.0% to 77.0% and the confidence in the possibility to implement the plan successfully grew from 55.0% to 92.0%. Matrix management allowed for a timely assessment of the organization’s future needs and increasing the research staff. This resulted in meeting the 2023 targets. Long-term planning of research work is a necessary component for the development of a scientific and practical institution, the organization of knowledge-intensive production and the reduction of the time between the acquisition of new knowledge and the creation of products and technologies and their entry into the market. The uniquely designed set of systemic measures increases not only the efficiency of research work, but also the performance of the employees, promotes their professional development and creates conditions for their personal advancement.

Logical and Situational Analysis of the Possibilities of Innovative Development of the Agroindustrial Sector

The author has identified a low level of innovative development of the agroindustrial complex and the reasons for the delay in its growth in comparison with other industries and types of economic activity in Russia. The consequence is a noticeable trend of changes in the positive dynamics of economic efficiency indicators of agricultural production in the recent past. This trend indicates weakening Russia’s food security.The article considers one of the possible options for import substitution of innovative means of production used in the agroindustrial sector in the conditions of external economic isolation of the country. It implies the participation of the state in supporting the development and assimilation of knowledge embodied in the real economy as well as in the financing of national innovative solutions. The option under consideration has the following features: selection on a competitive basis and priority financing of means of production with a high technological potential, which are most in demand among agroindustrial enterprises; reimbursement of payment for information on the state of the markets for technology, means of production, resources, food, raw materials provided by IT specialists, as well as for making calculations to optimize the structure and volumes of production, product exports and technological training to enterprises. This kind of financial support is provided in addition to the current practice of state compensation for losses to low-profit agricultural businesses.An experimental scheme for making decisions on priority financing of innovations is examined. The creators of these innovations are economic entities with the highest indicators of production activities and a high probability of fulfilling an order for the output of innovative products. The list of indicators includes many quantitative and qualitative characteristics. This means that the problem is classified as one that can be solved by using algorithms of multiple criteria modeling.

A Methodology for Selecting Foreign Open Access Journals to Publish Research Results

The article provides a methodology for selecting and further ranking foreign open access journals. This methodology takes into account several bibliometric indicators, as well as an article processing charge. The analysis of applying the methodology was carried out using the example of journals indexed in Scopus (thematic category – “Cell Biology”). Proceeding on this basis, the author has compiled a ranked list of foreign open access journals recommended for publishing research articles. The methodology is universal and can be applied to selecting journals in different subject areas. The Bradford distribution was used to distinguish the “core” and leading journals. While ranking the journals selected by this distribution, a final list of 17 foreign open access journals in the field of cellular biology was compiled (two of them do not charge a publication fee). It is an additional guide for researchers when choosing a journal to publish their works.

The main attention is paid to the critical analysis of the processes of popularization of scientific knowledge and peculiarities of interaction between professional researchers and science enthusiasts under conditions of network communications. We have identified the main models of interaction between science and society, which include various features of communication between academics and the public.One of the main results of the study is the identification of points of contact between the interests of professional scientists and science enthusiasts. This can contribute to more effective cooperation and knowledge exchange between these groups.

On the Harm of Science Popularization

The article discusses some aspects of the relationship between science and society through the prism of such a social phenomenon as the popularization of science. The usual narrative around science popularization today assumes the availability of scientific knowledge and its results for the whole society. However, the academic community quite clearly expresses its concerns about the need and, most importantly, the possibility of conveying scientific knowledge to laypeople in a simplified form. It is this opposition that is playing an increasingly prominent role today, including in the development of state science and technology policy. At the same time, as the author shows, the problem of science popularization turns out to be much more multilayered than it seems at first glance. The popularization of science is only a good indicator of the attitude of the state and society towards science and is a derivative of a more fundamental problem – the relationship between science and the democratic structure of society. Usually, they note several positive trends associated with the popularization of science: helping people to learn about new scientific discoveries and research, which can lead to an increase in interest in science in general; scientific knowledge becomes more accessible to a wide range of people (this contributes to an increase in the general level of education and development of society); science popularization can help to reduce anti-science prejudices and stereotypes as well as to increase the level of scientific literacy and critical thinking in society. However, as the author demonstrates using numerous characteristic examples, this is only one side of the coin. Popularization has another, negative side, which has a no less powerful influence on both society in general and the scientific community in particular. Thus, it is the popularization of science that can lead to the “wildness”of society, to ignoring expert scientific opinion. Due to the need to transfer scientific information in an accessible form, there is a simplification or even distortion of scientific data. This can lead to misunderstandings of science and the spread of myths and false beliefs. Obviously, it is important to find a balance between the availability of scientific information and the preservation of its quality and accuracy. But is it possible to find a balance in such a situation? Or is scientific popularization destined to become part of the entertainment business?

Science Communication and Popularization of Science in CS recruitment Tasks

The article analyzes the global practice of using science communication and, in particular, science popularization to recruit volunteers for citizen science projects (CS recruitment). Russians actively participate in global, cross-border online projects. However, local Russian CS projects are less successful. It is shown that the problem of unsatisfactory recruitment is very serious. Science communication and science popularization contribute to recruitment and volunteer retention. Moreover, the role of communication is particularly important in the early stages of a project. The concepts of active and preliminary stages of CS recruitment are introduced to identify the dynamics of volunteer motivation. The experiences considered in the article can be useful for scientific management in Russia.

Imitation games. Review of the book “Ethnography of Bogus. Who and How Writes Custom Academic Papers in Russia” by A. Davydov and P. Abramov

The reviewed book is based on field research supported by the Khamovniki Foundation for Social Research. The unique nature of the material is emphasized, since this type of activity cannot be viewed externally, representing illegal practices in Russian higher education. The review briefly outlines the main sections of the monograph. A social portrait of authors of commissioned works is described in detail (in the terminology proposed by Aleksandr Davydov and Pavel Abramov – scriptors, i.e. literally the creators of text arrays). Methods identified by the authors for searching customers and the rules for interacting with them are presented. The basic approach of the authors is discussed. They consider imitation practices, including the presence of custom-made works, as a reflection of the shortcomings of higher education in Russia. The review concludes that the approach proposed by the authors certainly deserves public discussion. At the same time, the reviewer expresses confidence that the practices under study are not widespread; the atmosphere existing at a university plays a big role, especially informal internal rules of behavior of students and professors, the level of teaching staff, etc.
