Aims and Scope
The thematic framework of the journal "Management of Science: Theory and Practice" covers a wide range of issues at the intersection of several disciplines, primarily sociological, philosophical, legal and economic.
The problems considered in the journal include: analysis of socially significant functions and tasks of science in modern Russia; prospects for the development of the scientific and technological sphere, the scientific and technological complex and the scientific and technological potential; formation and development of scientific and technological policy; analysis of global challenges for the development of Russian science; study of international experience in science management and its comparison with the Russian context.
The journal also pays special attention to the connection between theory and practice in the field of science management, in connection with which the magazine widely covers topics such as analysis of managerial decisions and forecasting the risks of science management; monitoring the regulatory framework of science; assessment of the conceptual foundations of scientific and technological policy, research of mechanisms and tools for science management; An examination of existing and forthcoming government decisions and documents is carried out.

The editor-in-chief determines the correspondence of the article to the profile of the journal and sends it for review to reviewers.
The editor-in-chief determines the reviewers, who are members of the Editorial Board, the Editorial Board of the journal, as well as attracted highly qualified specialists with deep professional knowledge and experience in a specific scientific field.
Reviewing articles is anonymous.
The review period for an article is usually 2-4 weeks.
The following issues are reflected in the review:
- compliance of the content of the article with the declared title;
- relevance and novelty of the submitted article;
- theoretical and / or applied significance of the article;
- the reliability and validity of the conclusions contained in the article;
- the contribution of the author of the article to the solution of the problem under consideration;
- positive aspects justifying the publication of the article;
- negative aspects that prevent the publication of an article;
- recommendations for finalizing the article.
The reviewer's opinion should be made in one of three editions:
- the article may be accepted for publication;
- the article cannot be accepted for publication;
- the article requires revision and re-review.

Reviewing articles is strictly confidential. The author of the peer-reviewed article is given the opportunity to read only the text of the review. The text of the review is sent to the author at the electronic or other address indicated by him. In case of refusal to publish an article, the Editorial Board sends the author a reasoned refusal.
The editors are obliged to provide copies of reviews to the Ministry of Education and Science of the Russian Federation at the request of the expert councils of the Higher Attestation Commission.

If the review contains recommendations for correcting and finalizing the article, the author is sent the text of the review with a proposal to take them into account when preparing a new version of the article or to refute them reasonably (partially or completely). The article finalized (revised) by the author is re-sent for review and reviewed in a general manner.

Publication Ethics
Ethical Principles and Editors' Responsibility
The editorial board of the journal “Science Management: Theory and Practice” acts on the basis of Chapter 70 “Copyright” of the Civil Code of the Russian Federation, the ethical principles established by Committee on Publication Ethics (COPE) (http://publicationethics.org/resources/code-conduct) and generally accepted ethical principles for the publication of scientific materials.
The editors are responsible for all published materials, which implies: the desire of editors to satisfy the scientific needs of readers and authors; ensure high quality of published materials; Do not interfere with the expression of the author’s position; to exclude the satisfaction of financial and other pragmatic needs to the detriment of intellectual and ethical standards; always ready to publish corrections, clarifications, rebuttals and apologies when necessary. The editors assume that both authors and reviewers are aware of the requirements for them.
The editors and editorial boards make decisions on the publication or rejection of materials based solely on their professional level and quality, regardless of race, gender, nationality, citizenship, religious, ideological or political position of the author.
The editorial staff of the journal, making a decision on the publication of the article, is guided by the reliability of the data, the scientific significance and scientific novelty of the work presented.
The editors of the journal use the double-blind peer review method, which makes it possible to evaluate as impartially as possible each sent text from the point of view of its scientific value;
The editors undertake to prevent a conflict of interest between the parties involved in the peer-review process by excluding co-authors or scientific advisers from the peer-reviewed work
The editors stop preparing the manuscript for publication when it detects violations of publication ethics, expressed in plagiarism, sending previously published materials to the journal, misappropriation of the results of other people's scientific research, as well as falsification of data.
The editors do not use the data obtained from the submitted manuscripts and do not pass them on to third parties (with the exception of reviewers) until publication.
The editors agree on all the fundamental adjustments made to the text, they are subject to agreement with the author (or authors) of the materials. In case of disagreement with the revision, both parties have the right to refuse publication, however, the editors do not enter into further correspondence with the authors;
The magazine publishes materials exclusively at no cost. Any attempt to offer financial rewards on the part of the authors or other interested parties may result in a denial of publication.
The editors are responsible for the published materials, however, they may not reflect the views of the founder, the editorial board and the editors.
Ethical Guidelines for Authors
The author does not provide previously published materials for publication in the journal, as well as articles proposed for publication in other journals.
The author indicates all individuals whose work formed the basis of the study. Persons who did not participate in the study should not be indicated as co-authors.
In the text proposed for publication, the author presents the results of his own scientific research, in which all references and citations are properly formatted, which eliminates plagiarism;
The text submitted for placement by the author in the journal contains logically and methodologically reasoned theses, if necessary, with the use of third-party and appropriately formatted data;

The text proposed for publication corresponds to the thematic profile of the journal, and does not contain falsified data, as well as illegally appropriated results of other people's research;
In the text, the author presents the results of an original scientific study. Appropriate bibliographic references are presented to scientific works that have, to one extent or another, influenced the course of the study. Borrowed fragments or statements are drawn up with the obligatory indication of the author and the source. The use of knowingly false data may lead to the recall of an article from the journal.
The copyright for the original graphic material presented in the manuscript belongs to the manuscript authors; if this material is compiled by the authors on the basis of literature data, then appropriate bibliographic references are given to the source.
The authors attach to the article their personal data (place of work, address of place of work, position, e-mail), which are allowed for publication in the journal.
The authors agree that their article will be sent for double-blind peer review and undertake to work with editors to improve, reduce or supplement their article in accordance with the comments of the reviewer, as well as to correct these inaccuracies.
If errors are found in an article that is under consideration or has already been published, the authors are obliged to notify the editorial office of this journal as soon as possible.
Materials provided by the author are published free of charge.
Violation of ethical principles by the author leads to the rejection of the manuscript and further interaction with it.
Ethical Guidelines for Reviewers
The reviewer is an expert in the field in which the article under review is devoted to research.
Each manuscript submitted receives feedback from two reviewers.
The reviewer cannot be a member of the research team, which includes the authors of the peer-reviewed work, as well as the repeated co-author of any of them.
The reviewer cannot be the supervisor (scientific consultant) of any of the authors - applicants for a degree.
A reviewer who does not have sufficient qualifications to evaluate the manuscript, or cannot be objective, should inform the editor about this, asking him to be excluded from the review of this article.
The reviewer is obliged to give a reasoned assessment of the stated results of the study, without touching on personal criticism of the author.
The review should objectively evaluate the materials proposed for publication, and contain a comprehensive analysis of their scientific and methodological advantages and disadvantages.
The review should include an analysis of the correspondence of the submitted article to the requirements of the journal by topic and volume, as well as an assessment of scientific novelty, the validity of experimental data, literacy, consistency and clarity of material, and representativeness of the bibliographic list.
Based on the results of the review of the article by the reviewer, the editorial board of the journal accepts the possibility of its publication - in the form presented, with revision, after a fundamental revision (with a second review) or its rejection.
According to the results of external and internal (editorial) peer-reviewing, if necessary, the author is sent a review of the manuscript indicating the required improvements and the time frame in which they must be done.
The reviewer should not take advantage of information on the content of the work before its publication.
The article under review is a confidential document, its transfer for review or discussion to third parties is unacceptable. In the event of a conflict of interest, the editorial office must be notified as soon as possible.
