“Herald of VNIIDAD” is the only scientific and theoretical journal for records and archives management in Russia.

The journal was created by order of the director No. 48 dated July 30, 2018 as a platform that ensures scientific communication of specialists, interaction between scientists and practitioners, specialists and the general public, and the involvement of young scientists in research work.

By order of the Federal archival agency No. 171 dated November 7, 2019, the journal was included in the “List of printed publications and reference literature acquired by federal state institutions subordinate to the Federal Archival Agency”.

The journal is published 6 times a year in Russian. All articles submitted for publication in the journal undergo independent review and are checked for originality.

According to the recommendations of the Presidium of the Higher Attestation Commission under the Ministry of Education and Science of Russia, by order of the Ministry of Education and Science of Russia No. 443-r, dated December 22, 2020 the journal “Herald of VNIIDAD” is included in the List of peer-reviewed scientific publications in which the main scientific results of dissertations for the PhD and Doctor degree in the specialties should be published:

– 5.6.8 Records management, document science, archival science (historical sciences);

– 5.6.5 Historiography, source studies and methods of historical research (historical sciences).

For 2018–2023:

– 30 issues were published, which included 368 scientific articles and information and analytical reports. Of these, 138 (35%) were on document science and archival science, 47 (12%) were on information technology, 29 (7.3%) were reviews of foreign experience;

– the journal published 110 authors, including 12 Doctor degree scientists, 40 PhD degree scientists, 8 postgraduate students; heads of federal, state and municipal archives, regional archival committees, archival specialists representing 26 cities of the Russian Federation and neighbouring countries.

Based on the results of the distribution of journals from the Higher Attestation Commission List by category in 2023, the journal “Herald of VNIIDAD” was assigned category 2.

From record keeping to archive: problems of the regulatory framework development in the context of digital transformation

The preparation of proposals for the development of normative legal acts in the field of record keeping and archiving in the context of the use of digital technologies in document support of management and the expansion of the use of electronic forms of documentation, prepared within the framework of research work “Improving the legal and regulatory support for the record keeping sector, taking into account the development of electronic document management” are analyzed. The use of theoretical and methodological foundations of the document continuum concept, which implies end-to-end responsibility for a document within its life cycle from creation to archival processing is substantiated. Under this concept, separate industry regulations should be considered as a system governing the creation of end-to-end processes for documents operating based on unified technological approaches.

An overview of publications by participants in the InterPARES Trust AI project on the application of artificial intelligence technologies in operating with documented information is presented. Согласие на обработку персональных данных с помощью сервиса «Яндекс.Метрика»

1. Я (далее – «Пользователь» или «Субъект персональных данных»), осуществляя использование сайта https://journals.rcsi.science/ (далее – «Сайт»), подтверждая свою полную дееспособность даю согласие на обработку персональных данных с использованием средств автоматизации Оператору - федеральному государственному бюджетному учреждению «Российский центр научной информации» (РЦНИ), далее – «Оператор», расположенному по адресу: 119991, г. Москва, Ленинский просп., д.32А, со следующими условиями.

2. Категории обрабатываемых данных: файлы «cookies» (куки-файлы). Файлы «cookie» – это небольшой текстовый файл, который веб-сервер может хранить в браузере Пользователя. Данные файлы веб-сервер загружает на устройство Пользователя при посещении им Сайта. При каждом следующем посещении Пользователем Сайта «cookie» файлы отправляются на Сайт Оператора. 3. Цель обработки персональных данных: анализ пользовательской активности с помощью сервиса «Яндекс.Метрика».

4. Категории субъектов персональных данных: все Пользователи Сайта, которые дали согласие на обработку файлов «cookie».

5. Способы обработки: сбор, запись, систематизация, накопление, хранение, уточнение (обновление, изменение), извлечение, использование, передача (доступ, предоставление), блокирование, удаление, уничтожение персональных данных.

6. Срок обработки и хранения: до получения от Субъекта персональных данных требования о прекращении обработки/отзыва согласия.

7. Способ отзыва: заявление об отзыве в письменном виде путём его направления на адрес электронной почты Оператора: info@rcsi.science или путем письменного обращения по юридическому адресу: 119991, г. Москва, Ленинский просп., д.32А

8. Субъект персональных данных вправе запретить своему оборудованию прием этих данных или ограничить прием этих данных. При отказе от получения таких данных или при ограничении приема данных некоторые функции Сайта могут работать некорректно. Субъект персональных данных обязуется сам настроить свое оборудование таким способом, чтобы оно обеспечивало адекватный его желаниям режим работы и уровень защиты данных файлов «cookie», Оператор не предоставляет технологических и правовых консультаций на темы подобного характера.

9. Порядок уничтожения персональных данных при достижении цели их обработки или при наступлении иных законных оснований определяется Оператором в соответствии с законодательством Российской Федерации.
