The constitution of the future’s image in a value-oriented paradigm

Abstract

In this article, the authors examine conceptual approaches to regional visions of the future through the lens of the projected transition to modeling regional socio-political processes. They conclude that, to ensure such modeling in the context of dynamically changing external and internal factors in which Russian regions exist, the most stable element will be the vision of the regional future in its value interpretation, primarily due to the fact that waves of change in universal values typically last for decades. However, to model value indicators for the purposes of managing regional strategic development, these indicators must be quantified. The authors propose quantitatively assessing the value basis of a regional vision of the future using the methodology sociologist Sh. Schwartz, based on the results of sociological surveys of regional populations.

Constructing a “patriotic alternative”: LDPR youth policy as a mobilization tool before the parliamentary elections

Abstract

The purpose of the study. To identify the nature and effectiveness of the youth policy of the Liberal Democratic Party of Russia (LDPR) as an instrument of electoral mobilization in the run-up to the 2026 State Duma elections. The work focuses on the analysis of the gap between the all-Russian rhetoric of the party, which constructs the image of a “patriotic alternative”, and the practices of its implementation at the regional level. The methodology is based on a comparative case study and event analysis of the public activity of LDPR youth branches in three contrasting regions (Moscow, Omsk Region, Primorsky Krai) for the period from February to May 2025. The empirical base was made up of data from the party’s official communities on the VKontakte social network. The findings confirm the hypothesis of a high centralization of ideological design in a fragmented and heterogeneous regional practice. Three implementation models are identified: presentation-based (Moscow), locally adaptive (Omsk region) and formally declarative (Primorsky Krai). It has been established that the effectiveness of mobilization is limited by a set of interrelated barriers: the lack of a unified strategy, a shortage of personnel and resources in the field, and the dominance of image formats over meaningful work. The conclusion of the article indicates that in order to transform youth policy into an effective tool for mobilizing the Liberal Democratic Party, deep institutionalization is needed, including the development of standardized regional programs, the creation of transparent career elevators and a shift in emphasis from representative activism to projects of real political participation.

The article discusses problematic aspects of the regulatory regulation of the institute of rotation of state and municipal employees in the Russian Federation. The author analyzes the legal grounds, conditions and consequences of the use of rotation, as well as identifies conflict of laws and gaps in the current legislation. Specific directions for improving the legal regulation of rotation are proposed, taking into account social justice and uniformity of guarantees.

The atomic renaissance of Russia and Turkey during the turbulence of the international relations system

Abstract

The purpose of the study. The article analyses the formation and development of the strategic partnership between Russia and Turkey in the field of nuclear energy and gives an example of the Akkuyu NPP project, as well as examines its strategic goals and significance for both countries. Results. As a result of the conducted research, the authors concluded that Russian-Turkish nuclear cooperation, initiated back in the 1970s, reached a strategic level in the 2010s due to the Akkuyu NPP project. For Russia, the project is a key instrument of foreign policy, allowing it to strengthen its influence, demonstrate the competitiveness of its nuclear technologies and ensure the utilization of industry enterprises. For Turkey, this is a strategic response to growing energy needs, allowing it to diversify energy sources, save on gas imports, and lay the foundation for national competence in the nuclear field. The uniqueness of the project lies in the “build–own–operate” (BOO) model used, which provides Russia with long-term operational control, and Turkey with technology transfer and personnel training. Despite external challenges, mutual interest and the successful implementation of the Akkuyu project create a solid foundation for further expansion of the nuclear alliance, turning nuclear energy into a stabilizing factor in bilateral relations.

Cultural diplomacy in the foreign policy of the Russian Federation: significance and prospects

Abstract

Culture has always been an integral part of human communication and, at the same time, an important tool in international relations. While diplomacy in the traditional sense is associated with negotiations, agreements, and official contacts, cultural diplomacy operates softly and discreetly, yet often proves far more effective than conventional mechanisms. Through language, art, education, film, or music, a state can speak louder than through any official statements. This is why cultural diplomacy is becoming especially significant in the 21st century. The relevance of this topic is explained by several factors. First, globalization and the digital environment have made culture a universal language of communication, accessible to a wide variety of countries and peoples. Second, the modern world is experiencing a period of instability: traditional diplomatic forms increasingly face crises and dead ends. In such circumstances, cultural interaction remains a means of maintaining dialogue, even when political relations become complicated. Third, for Russia, cultural diplomacy is not only a means of strengthening its image abroad but also an important channel for maintaining ties with compatriots living in various parts of the world. The novelty of this work lies in its emphasis on recent developments: digital diplomacy, the changing international image of Russia under sanctions pressure, and the use of new forms of cultural presence. While previously the focus was on cultural centers, festivals, and educational programs, today online projects, social networks, and media platforms are increasingly important, building an audience not only in neighboring countries but also around the world.

Information confrontation between Russia and the West in the Sahel Region

Abstract

The purpose of the study. Information warfare as an element of modern international politics is becoming particularly important in the strategically critical Sahel African region (the authors define the Sahel political subregion as consisting of the countries of the Sahel Alliance of States (AHS), whereas geographically the Sahel region is much wider) – one of the largest centers of geopolitical competition. The article examines in detail the methods and strategies of information influence of Russia and Western countries, analyzes the role of the media international, as well as the impact of information campaigns on the political stability and international relations of the region. Extensive materials from Russian and international sources over the past few years have been used. Results. The results of the study contribute to the understanding of modern tools of geoinformational warfare and the formation of effective information security measures.

Republic of Belarus’ information sovereignty in the system of multilevel integration: hierarchy of priorities and implementation mechanisms

Abstract

Global digitalisation and information warfare have brought to the fore the task of studying issues related to ensuring information sovereignty for medium-sized states involved in various integration formats. Foreign researchers (DeNardis, Pohle, Santaniello, Lehuedé) analyse a variety of approaches to digital sovereignty, highlighting the contradictions between state control and the openness of digital space. However, this issue remains insufficiently studied in relation to multi-level integration systems. Model. The study is based on systematic analysis, a comparative method for evaluating integration formats, a structural-functional approach, and case studies. The analytical framework uses the author’s concept of an “integration matryoshka”, which adapts the theory of concentric circles of integration to the geopolitical realities of Belarus. Conclusions. The analysis showed that Belarus implements information sovereignty through a hierarchical system of international cooperation: from deep integration in the Union State to the universal format of the UN. Each level has specific capabilities and limitations. The Union State demonstrates the greatest potential for protecting information sovereignty due to ideological proximity and a high level of political trust. Research framework. The results are applicable to the analysis of the strategies of small and medium-sized states in a multipolar environment. Prospects include studying the mechanisms of coordination between levels of integration and adapting the model to changing geopolitical conditions. Practical significance. The developed model can be used by state bodies in forming a strategy for international cooperation in the field of information security and digital development. Social implications. The implementation of the proposed strategy contributes to the protection of the information space, the preservation of cultural identity, and the sustainable technological development of society. Originality. For the first time, the concept of an «integration matryoshka» is proposed as a model for systematising various formats of Belarus’ international cooperation in the field of information sovereignty. The article is intended for researchers of international relations, information security specialists, and foreign policy decision-makers.

Social, economic and legal aspects of social media integration in Russia in the 2020s

Abstract

The purpose of this article is to identify the characteristic features and indicators of the integration of social media into Russian society and the economy and to examine the legalization and regulation of this process. Methods: analysis, synthesis, comparison, retrospective research, economic, sociological, and legal. Results: 1) social media were examined as a phenomenon and subject of sociological analysis, and a working definition was selected to provide a unified understanding of the phenomenon in further research; 2) the stages and phases of social media integration into modern Russian society were examined in detail using data from Medialogia and Brendanalitics, VTsIOM, and the Association of Communication Agencies of Russia (ACAR). Conclusions were drawn regarding the current results of social media integration into Russian society and its evolution over the past three years; 3) the economic and legal aspects of social media integration into modern Russian society were examined. In particular, a model for the legalization and legal regulation of social media development in modern Russia was defined, and the use of social media in the economy and business environment was characterized; 4) the problems of social media development in Russia are examined, and it is established that they consist of two main groups of factors: organizational and financial, within which Russian social networks face the problem of unprofitability, and evolutionary factors, within which domestic social networks directly face growth challenges; 5) the prospects for the development of social media in Russia are identified, these will obviously be linked to the further integration of artificial intelligence into this area. The forms of this integration are defined, and the social opportunities and risks generated by it are formulated. Conclusions. Social media are an integral component of our daily lives and, more broadly, the social reality in which we exist and will continue to exist. The rapid growth of social media, in terms of user reach, has now approached 100% of internet users. The most popular social networks in Russia, the TOP-3, are: VKontakte, Telegram, Odnoklassniki. There has also been an explosive growth in content in recent years, reaching approximately 2 billion messages per month in 2025. The increase in domestic social media users was driven by the banning of foreign social media and their retreat from the RuNet. This, however, does not mean the complete cessation of Russian and Russian corporate users’ presence on foreign social media. According to available data, Russian corporate users spent approximately $5 billion on advertising on foreign social media in 2025. Domestic social media are unprofitable; from 2021 to 2024, VK’s losses increased 120-fold, reaching 50 billion rubles in 2024. According to an insider, this situation stems from the lack of effective business models, the search, testing, and implementation of which was deemed unnecessary by top management due to the monopoly in the industry. The most likely development prospect for domestic social networks, under these conditions, is stagnation due to objective and subjective reasons. A solution to this situation could be the development and implementation of alternatives to VK and OK social networks and, consequently, increased competition in the field. A potential way out of the social media market’s emerging development impasse is the integration project Cocoon, announced by Pavel Durov, which combines AI and crypto operations. Further market development may move in this direction.

Results of a study of background viewing of movies and TV series on online platforms: why we simultaneously watch our phones, and why producers rewrite narratives

Abstract

This article examines the phenomenon of background viewing of audiovisual content as a persistent practice of divided attention, in which the primary screen (TV/platform) is accompanied by parallel activity on the “second screen” of a smartphone. It demonstrates that background viewing is becoming the dominant configuration of media consumption and is associated with institutional shifts in platform production. Within the framework of national strategies on AI, digital educational environments, and cultural policy, the principles of “responsible AI”, algorithmic transparency, and performance metrics are being translated into management decision-making regulations that influence narrative standards. Two operational metrics are introduced: the exposure index (EI) and the background stability index (BSI), which measure the preservation of comprehension during distraction as a function of EI, lexical editing complexity, and the frequency of “meaning beacons”. Empirical data support the hypothesis that increased background viewing is associated with narrative simplification (increased exposure, reduced implicitness, and normalized repetition) and the optimization of short-term metrics (entry, early retention, and completion) at the risk of reducing the depth of engagement and the cultural capital of works. It is shown that subtitles and repeated landmarks act as compensators for cognitive load, while social co-viewing creates an “attention-balancing” effect, reducing the need for intrusive repetition without compromising complexity. The practical contribution lies in the design of a dual-mode strategy for platforms and studios: a focused perception mode (reduced repetition, enhanced implicit connections) and a background stability mode (a controlled network of landmarks without destroying aesthetics). A measurable framework for auditing the impact of recommendation systems and AI editors on narrative complexity and content diversity within the framework of responsible AI is proposed for regulators. The results are relevant for the development of management models for film production, media studies of attention, and the updating of educational modules on media literacy in the digital environment.

Tools for sociological diagnostics of conflict in the management environment of military units

Abstract

This article examines sociological tools for assessing conflict in the management environment of military units and their role in ensuring the sustainable functioning of military teams. It is shown that military organizations are characterized by high conflict potential due to a rigid hierarchy, regulation of activities, and the specific socio-psychological climate. The author reveals the key approaches to studying conflict, analyzes the structure of the management environment, and identifies its communicative, normative-value, and structural-functional components as the basis for diagnostics. The results of an empirical study are presented, confirming the importance of comprehensive diagnostics in assessing the state of management relations, and recommendations for optimizing conflict management mechanisms are outlined.

Institutional models of post-service adaptation of officers of the armed forces of the Russian Federation

Abstract

This article examines institutional models of post-service adaptation of officers of the Russian Armed Forces. The objective of the study is to analyze institutional models of post-service adaptation of retired officers of the Russian Armed Forces, including an analysis of foreign and domestic experiences of resocialization and the identification of institutional barriers in the Russian Federation. Methods: sociological survey (N = 413), interviews (N = 17), secondary data analysis, cluster and correlation analysis. The types of resocialization of retired officers (harmonious, hyperthymic, conformist, destructive) are identified, and key adaptation technologies (motivational, adaptive, communicative) that facilitate their integration into civilian life are classified. The results demonstrate the need to improve institutional support for resocialization.

The author examines the role of social identity in territorial management, the challenges of its current state, and the mechanisms of its formation using sociological theories. The importance of developing a positive identity “from within” before promoting it externally is emphasized. Key areas of focus when developing a territorial brand are identified. Successful regional positioning relies on a balance between the local and the global, the past and the future. An effective brand combines unique traditions and symbols with modern technological solutions and trends. This allows for differentiation while maintaining authenticity and simultaneously remaining relevant.

Streaming as an affective infrastructure of platform capitalism: attention, identity and fan communities of generation Z and millennials

Abstract

This article examines streaming as a specific affective infrastructure of platform capitalism, within which the scarce resource of attention is redistributed and new forms of cultural experience are constructed for Generation Z and millennials. Based on the integration of data from the global Netflix Ads “Still Watching 2025” study (quantitative surveys, qualitative narratives, and platform behavioral datasets) and its comparison with the Russian media context, key transformations in media consumption are analyzed: the transition from a fragmented “background” to a mode of deep, emotionally charged engagement, a shift in quality criteria from institutional assessments to subjective resonance, and the formation of a multifaceted, “polysubjective” audience whose identity is manifested and assembled through viewing history. Streaming services are viewed as social environments in which an endless selection of content, algorithmic personalization, and fan ecosystems converge to produce new modes of self-knowledge, emotional self-regulation, and collective identity. Particular attention is paid to the phenomenon of fandom as a networked, dynamic, and globalized form of cultural participation that extends beyond the screen and structures spatial, leisure, and consumer practices (tourism, immersive events, merchandising). It is shown that streaming acts not only as an intermediary between viewers and content but also as a mediator between viewers and brands: advertising, integrated into narrative and affective flows, is legitimized through trust in the platform and perceived as an extension of the experience, rather than an external intervention. A thesis is substantiated regarding the transition from the quantitative logic of reach to the qualitative logic of deep engagement, in which the effectiveness of communications is determined by the ability of brands and platforms to resonate with the multilayered identities, emotional scripts, and fandoms of the audience. In the domestic market, streaming is becoming the central core of the cultural, affective, and symbolic infrastructure.

The issue of how bachelor’s degree graduates choose their future educational strategies is relevant in the context of current socioeconomic conditions in the labor market. This article presents the results of a study examining the attitudes of final-year students at the Financial University under the Government of the Russian Federation toward master’s and doctoral studies within the framework of their chosen educational strategies. The study utilized a quantitative online survey of students and expert interviews with university representatives and higher education authorities. This study resulted in a typology of educational strategies.

This article provides a critical analysis of the negative consequences of social transformations occurring on the African continent in the context of intensifying globalization processes. The paper examines globalization processes through the lens of the imposition of specific, deconstructive socioeconomic strategies that lead to the further impoverishment of a significant portion of the population and the deepening gap between rich and poor strata of society in African countries. The role of artificial intelligence in the transformation of social interactions

Abstract

Modern society faces serious ethical dilemmas regarding the prospects of its existence, which arise against the background of rapid progress in the field of information systems and machine learning. It cannot be denied that technologies based on artificial intelligence demonstrate tremendous capabilities, but their implementation takes place in an unstable social environment, which provokes the emergence of fundamentally new problems. This study provides an analysis of the main features of the use of artificial intelligence in the transformation of social interactions. The article analyzes specific developments based on artificial intelligence that can infringe on fundamental freedoms of citizens: tools for monitoring personnel, algorithms for predictive analytics and biometric identification. The authors emphasizes that certain AI use cases are characterized by excessive intrusion into personal space, create prerequisites for manipulating human actions and threaten basic guarantees, including confidentiality of personal data, freedom of movement, the opportunity to participate in peaceful protests and other fundamental rights.

Invisibility of Soviet atheism: the work of A.A. Tarkovsky (Andrey Rublev, 1966)

Abstract

This article analyzes some religious aspects of A. Tarkovsky’s work, in particular, those presented in the film “The Passion for Andrei” (Andrei Rublev, 1966), as a unique phenomenon of Soviet culture during the era of “scientific atheism.” Under the conditions of the dominance of this ideological program, Tarkovsky’s cinematography is explored as a form of visualization of the sacred and invisible. An interdisciplinary approach is applied based on the concepts of Bronislaw Malinowski on the presence of magic, religion and science in the life of any individual and society, as well as Niklas Luhmann on the phenomenon of “invisibility”, showing the mechanism of “reverse invisibility” in the work of the great director, who, bypassing ideological prohibitions and not entering into direct confrontation with them, turned to universal existential issues of personal existence. Through the analysis of key episodes of the film, appealing to the categories of Russian religious philosophy (conciliarity, hesychasm, apophatism, etc.), he made the sacred visible in the conditions of “atheistic reality.” Thus, Tarkovsky’s artistic practice appears not as criticism of religion or propaganda of atheism, but as a complex act of aesthetic and spiritual overcoming of ideological limitations, affirming eternal values.

The influence of philosophical and legal thought of the Ancient East on the construction of political regimes of states

Abstract

The relevance of this study stems from the need for a comprehensive analysis of the influence of Ancient Eastern philosophical and legal thought on the formation of political regimes in ancient states and the identification of the historical roots of modern political systems. The purpose of this article is to examine the principles of governance and legal order developed in the civilizations of Ancient Persia, Ancient Egypt, Ancient Babylon, Ancient India, and Ancient China, which became the foundation for the subsequent development of political thought and the structure of power. The materials and methods presented in this study are based on an analysis of ancient written sources, including the Avesta, the Teachings of Ptahhotep, the Laws of Hammurabi, the Dharmasutra, and the works of Confucius and other thinkers, using comparative historical and structural-functional methods. The study identified key concepts in the philosophy of governance, defined the role of the concepts of “law” and “morality” as instruments for regulating social relations, and analyzed the function of social hierarchy in stabilizing political systems. The study concludes by emphasizing the role of philosophical and legal concepts of the Ancient East, as well as their significant influence on the development of modern political regimes, which is confirmed by a comparative analysis of the priorities of ancient and modern Asian states.

Legal aspects of the implementation of the “Bolar exception” in Russian legislation

Abstract

The article discusses the problem of applying the principle of “Bolar exception” in the context of Russian patent legislation. The subject of the study is a comparative analysis of foreign legal approaches to the regulation of this exception and an assessment of its potential implementation in the legal field of the Russian Federation to ensure a balance of interests of patent holders and society. Based on the study of international experience (EU countries, USA, Switzerland, Andean Community countries, etc.) and contradictory domestic judicial practice, it is concluded that it is necessary to legislate the “Bolar exclusion” in Russia. A specific version of the amendments to Article 1359 of the Civil Code of the Russian Federation is proposed, which will eliminate legal uncertainty, legalize the registration of generics during the patent period and ensure their entry into the market immediately after its expiration. This will contribute to the fulfillment of the objectives of the pharmaceutical strategy of the Russian Federation, the development of competition, reducing dependence on imports and increasing the availability of medicines for the population.

Digital sovereignty: key concepts and theories in Russian and global contexts

Abstract

This article presents a comprehensive analysis of the concept of digital sovereignty, summarizing current scholarly approaches, identifying key theories, and examining how these ideas manifest in global and Russian contexts. The study reveals a broad spectrum of global interpretations of this phenomenon – ranging from the libertarian ideal of a free, borderless cyberspace to state-centric models of strict control over national internet segments. It identifies four primary models of national digital policy: rights-based, market-oriented, centralized, and state-oriented. The analysis highlights that digital sovereignty is an evolving and contested construct spanning multiple levels, from global norms and state regulation to corporate and individual control of data. Special attention is paid to the Russian approach, which frames digital sovereignty as a prerequisite for national security and technological independence. The paper examines practical measures for realizing this sovereignty in Russia, such as the “sovereign internet” law, technological import substitution, and strengthening information security. The Russian perspective is contextualized within international relations theory through the notion of “digital sovereignty in a multipolar world”, which underscores the need for global norms to safeguard states’ digital autonomy. By offering a comprehensive comparative perspective on the global and Russian dimensions of digital sovereignty, the study provides a deeper understanding of this phenomenon at the intersection of technology, politics, and public law.

How conscience becomes law: an attempt at an interdisciplinary perspective between law and religion

Abstract

The article presents an analysis of P.P. Serkov’s monograph “Legal Relations. Theory and Practice of Legal Regulation of Economics” from the perspective of an interdisciplinary dialogue between law and religion. The article demonstrates the organic relationship between legal norms and moral consciousness, showing that conscience is not an external but an internal basis of the legal order. Through the analysis of biblical texts and patristic tradition, the concept of natural law as an expression of the eternal Divine Law is examined. The article reveals the mechanism of transformation of conscience into law in the context of economic turnover, where honesty and justice become the foundation of trust. Special attention is paid to the role of collective legal consciousness and sobornost (conciliarity) in creating a favorable environment for the development of individual legal consciousness. The author argues that law without connection to conscience becomes a mechanistic instrument of control, while law supported by conscience becomes a language of justice and freedom.
