Trends and prospects for the development of rocket and space industry enterprises in the Russian Federation

Abstract

the purpose of the study is to identify key problems and determine the prospects for the development of enterprises in the Russian space industry (RSI). Methods: the research methods used were systemic, statistical, comparative and structural-functional analyses, as well as SWOT analysis. Findings: it was established that the depreciation of production assets exceeds 70%, with the share of new equipment at about 2.2%; the average age of personnel is over 45 years; allocations are significantly below the levels of NASA and CNSA. Russia’s share in the launch market has decreased from ~40% to ~10%, due to the price advantages of competitors’ new launch vehicles. At the same time, federal programs (the Federal Space Program, the Federal Target Program “Development of Cosmodromes”) form the basis for modernization, digitalization, and the development of the Angara family of launch vehicles and space services, taking into account global market growth up to 2030. Conclusions: to strengthen technological sovereignty, it is necessary to accelerate equipment modernization, stabilize and increase funding, renew human resources through integration with education and public-private partnerships, as well as adapt to global trends (commercialization, reduction of launch costs, expansion of Earth observation and communications services). The implementation of these measures could restore competitiveness and ensure a sustainable development trajectory of the Russian space industry in the long term.

Model for assessing the competitive price of products introduced into production by a multi-product serial enterprise

Abstract
the article considers the problem statement and mathematical model of selection of competitive prices for products of the prospective production program of a multi-product industrial enterprise with serial production. The criterion is the profitability of equity invested in covering the costs of production activities, and the limitations of the model are the production and technological capacity of the most loaded assets in production stages and the financial and resource potential involved in the main production shops. A version of a nonlinear discrete model with two independent variables is given: the volume and price of manufactured products, and an original method for reducing the dimensionality to one independent variable is proposed, allowing the application of the linear simplex method algorithm to find the optimal solution. The result of the modeling is the solution to the problem of selecting a competitive price for products of a prospective nomenclature or a statement of the fact of its absence for the conditions of a given enterprise.

Methodology for assessing the economic efficiency of land use in the context of digitalization of the agricultural sector

Abstract
the article examines the methodology for assessing the economic efficiency of land resource use in the context of agricultural sector digitalization. The relevance of implementing digital technologies to increase agricultural productivity, optimize land use, and reduce transaction costs is demonstrated. The necessity of a comprehensive approach to evaluating digitalization efficiency, taking into account economic, social, and environmental factors, is substantiated. The empirical base of the study includes data from Rosstat, the Ministry of Agriculture of the Russian Federation, and international organizations, as well as the results of expert surveys. Methods of economic and statistical analysis, comparative analysis, modeling, integral assessment, and expert evaluations were used. It was found that investments in digital technologies provide a multiplicative effect, expressed in increased yields, reduced costs, and improved profitability. At the same time, regional differences in the level of digital maturity of the agricultural sector were revealed, which requires consideration of territorial specifics when developing digitalization programs. The practical significance of the study lies in the possibility of applying the proposed methodology to develop strategies for rational land use and enhance the sustainability of agricultural production.

Regulatory clarity in the context of capital globalization

Abstract
the presented study substantiates the need for revision and purposeful updating of the documentary base of international institutions responsible for controlling cross-border capital flows in order to strengthen the stability of national economies in the context of increasing intensity of global financial flows and increasing their systemic interconnectedness. The purpose of the work is to identify poorly regulated processes related to the control of international capital movements. The objectives of the work are to analyze key theoretical approaches to regulating the international movement of capital, as well as to formulate proposals for their improvement. The article also examines the practical implementation of the proposed transformation through institutionalized cooperation between states, central banks and international organizations, which involves the coordination of regulatory agreements, setting up macroprudential contours. The practical significance of the results is expressed in the development of applied tools for regulators and analysts: a set of updated recommendations for modernizing the regulatory framework, methods for assessing systemic sustainability using stress testing and network analysis of relationships, as well as operational response contours to global financial shocks aimed at reducing the negative consequences associated with uncontrolled capital flows and reducing the total costs of crisis episodes, which ultimately, increases the adaptive readiness of national economies to external shocks and strengthens their long-term financial stability.

Key challenges and risks of using the digital ruble

Abstract
the article analyzes the key challenges and risks accompanying the introduction of the digital ruble as a new form of government currency. The purpose of the study is to systematize these risks and justify a set of measures to neutralize them, taking into account national and international features of the financial architecture. Tasks include: 1) identification of the channels of the digital ruble's impact on financial stability and the transmission mechanism of monetary policy; 2) determination of the legal qualification of the Central Securities Commission and the requirements for multilevel regulation with the distribution of roles of participants; 3) assessment of technological and infrastructural conditions (bandwidth, integration with the payment ecosystem, cybersecurity, offline functionality); 4) analysis of socio-behavioral barriers, digital inequality and demand stimulation tools; 5) study of international legal and geopolitical constraints, interoperability and standards; 6) formulation of practical recommendations for the integration of digital securities and its competitive positioning relative to private payment solutions. The practical significance of the results lies in the possibility of their use in the development of a state strategy for the digitalization of monetary circulation, the preparation of regulatory acts, the design of pilots and KPIs, the configuration of monetary policy instruments in the digital circuit, as well as in methodological support of communication and educational programs for the public and business. The scientific novelty of the article lies in the comprehensive systematization of risks and the proposal of an interdisciplinary approach to their neutralization, combining economic, legal, technological and social tools.

Agrarian policy in the context of geopolitical transformation: import substitution as an engine of modernization of the Russian agro-industrial complex

Abstract
the geopolitical shifts of the last decade, especially after 2022, have radically changed the context of the functioning of the Russian agro-industrial complex. Previously, import substitution was perceived as a necessary, short-term measure. Today, it has transformed into a strategic impetus for the deep modernization of the industry. This article analyzes how the sanctions pressure and the disruption of the usual logistics chains have become not a brake, but a catalyst for structural changes in the agro-industrial complex. The author examines the evolution of the state agrarian policy – from a focus on increasing production volumes to a new paradigm focused on increasing profitability and technological sovereignty. Special attention is paid to practical support measures: from preferential loans and customs preferences to an unprecedented increase in subsidies for elite seed production (up to 50% of costs) and livestock breeding. The article analyzes changes in the legislative framework, including the updated 2020 Food Security Doctrine and the reform of the subsidy system, which entered into force in 2024, which combined 14 areas of support into one, with an emphasis on cost compensation rather than stimulating gross performance. Import substitution has ceased to be just a survival tool. It has become a mechanism forcing the industry to solve chronic problems: dependence on foreign seeds, breeding stock and agrochemistry. The author concludes that under conditions of external pressure, the state was able to consolidate efforts and direct resources to create a sustainable, technologically independent model of agricultural development capable of not only providing the domestic market, but also strengthening Russia's export potential.

Using artificial intelligence technologies in the context of ensuring the sustainability of regional industrial ecosystems

Abstract
modern industrial ecosystems operating at the regional level face the need to ensure sustainability in the face of global challenges and turbulence. The state of industry is influenced by internal and external factors (economic crises, sanctions pressure, geopolitical instability), as well as changes in technology and scientific and technological progress. In the context of digitalization, there is an increasing need for innovative tools that can ensure sustainable functioning of industrial ecosystems. Artificial intelligence technologies are among such tools that allow industrial enterprises to flexibly respond and adapt to economic and technological changes. The article reveals the main areas of using artificial intelligence in domestic industrial ecosystems using examples of regions of various specializations, provides indicators of the readiness of enterprises in the manufacturing industry and the fuel and energy complex to use artificial intelligence technologies in production and economic activities. The role of artificial intelligence in ensuring the long-term sustainability of regional industrial ecosystems, differentiated by size, specialization, level of development of infrastructure and human capital is shown. It is concluded that the implementation of the national strategy requires the preparation of key industries and regional ecosystems for the introduction of artificial intelligence.

Ontological approach to building an organizational-management system for the digital ecosystem of a development company

Abstract
the aim of this article is to develop a model of a development company's digital ecosystem (DCDE), based on an ontological approach, which ensures variability, multitasking, and adaptability of management decisions. Methods: the research employs methods of ontological engineering, systems analysis, information systems architecture design, literature review, and business process modeling. Findings: the study presents an ontological model of a development company's digital ecosystem that enables knowledge formalization and management decision-making support under uncertainty. Knowledge and data structure formalization is proposed through ontological engineering methods, including defining classes, properties, and relationships between entities. Decision-making support is proposed based on the semantic analysis of the constructed ontology, which allows for identifying bottlenecks, generating alternative interaction scenarios for participants, and evaluating them against defined criteria. Conclusions: the developed ontological models and architectural components of the digital ecosystem, which include formalized participant roles, interaction scenarios, and evaluation mechanisms, not only help structure the current business processes of a development company but also create a foundation for adaptive management and strategic planning under uncertainty. This constitutes a significant contribution to the field of organizational design and the management of complex network structures, providing a toolkit for enhancing the coordination, transparency, and sustainability of development projects in the digital economy.

Assessment of the prospects for the creation and development of industrial parks in the industrial region

Abstract
this article discusses the prospects for the creation and effective functioning of industrial parks in industrialized regions (for example, the Nizhny Novgorod region). The aim of the study is to develop recommendations for assessing the prospects and definition of priority areas of the organization and the formation of new park sites in the territory of industrial regions. To achieve the goal, the following tasks are set: to analyze the theoretical and methodological foundations of the study of industrial parks as a tool for regional development; perform a comprehensive diagnosis of the socio-economic potential of industrial regions; Develop a methodology for assessing the prospects of creating industrial parks. Methods. The study uses empirical and analytical methods. Results. A system of criteria for evaluating promising sites has been developed, as well as a methodological tool for a comparative analysis of potential locations for placement of production. Conclusions have been obtained about the most promising growth points for diversification of the industrial region. A map of promising sites has been developed taking into account the proximity to the M-12 highway, the availability of free energy and focus on cooperation with PAO GAZ or nuclear technologies in Sarov. Conclusions. The most promising growth points are the creation of an engineering center on the basis of a leading automobile plant; development of the existing economic zone of Dzerzhinsk or the creation of a new industrial park with special conditions; Attracting an anchor investor for the construction of a hub.

Factors determining gold reserves (using the example of Belarus)

Abstract
the relevance of this paper is the position of Belarus as a key country in the Central and Eastern European region, which in recent years has faced numerous challenges in the areas of foreign exchange reserve management, attracting foreign investment, and strengthening financial stability. It should be noted that the rational distribution of the reserve structure, including gold reserves, strengthening the country's financial stability, and the ability to control policy have become a top research priority requiring urgent attention. The aim of the study is to determine the maximum impact of determining factors on gold reserves using an empirical model, which will enable practical recommendations to be formulated for policymakers. In addition, this will increase the security of national reserves while complying with the principles of financial stability and external risk management. To achieve this aim, factors determining gold reserves are systematically analyzed based on data from Belarus for the period 2002-2023. The focus is on four key factors: 1) the volume of reserves forms the basis of the country's non-monetary capacity and overall economic security; 2) foreign direct investment reflects the degree of openness of the economy and the stability of capital inflows; 3) the share of social security and welfare expenditures in GDP reflects the structure of government budget expenditures and the focus on public welfare; 4) the net cash inflow from the operating activities of local authorities indicates the efficiency and liquidity of local fiscal operations. Based on the results of this study, the authors understand that examining the relationship between these variables and gold reserves using econometric analysis has revealed the logic behind Belarus' reserve policy, which can serve as a benchmark for other countries with developing market economies.

Digital strategy for company promotion (digital strategy) – an effective tool for interacting with the market

Abstract
the aim of the research is to examine the theoretical and practical aspects of developing a digital promotion strategy for a company as a key tool for market interaction. The relevance of the study lies in the transition from fragmented online activity to a systematic digital ecosystem that encompasses all points of contact with the consumer. The study reviews strategic approaches based on the works of A. Bharadwaj, M. McDonald, T. Hess, M. Weill, and S. Woerner. Special attention is given to personalization, omnichannel marketing, digital reputation, and customer experience management. The research employs content analysis, comparative analysis, a TOWS matrix, and forecast-based evaluation of key performance indicators (ROMI, CPA, LTV). Current technological trends such as Web3, artificial intelligence, AR/VR, and social commerce are also discussed. Based on the analysis of digital channels, the paper proposes practical steps for integrating digital marketing tools into a company’s business strategy. The results demonstrate the high effectiveness of a comprehensive digital strategy even with a limited budget and its adaptability to the specific conditions of the Russian market.

Formation and development of innovative infrastructure in the service sector in the context of digital transformation

the research has developed a conceptual framework for the innovative development of the service sector, complemented by digital and social infrastructure elements. Based on the analysis of servitization and digital transformation, a model of the latter and a classification of its prerequisites, factors and results are proposed. The identified trends have allowed us to create a model of the impact of digitalization on innovation infrastructure. The author's methodology for assessing the state of infrastructure at the regional level and their classification by quartile has been developed. Taking into account the leading role of the human resource, a differentiated approach to setting development priorities is proposed. The result is a forecast and scenarios for the development of innovative infrastructure in the service sector.

Adaptation of the newsvendor model with asymmetrical loss functions for inventory management on Internet marketplaces

Abstract
the article addresses the problem of distributing product inventories on online marketplaces in the context of rapidly growing e-commerce and unequal costs associated with surplus and shortage of stock. The aim of the study is to adapt the Newsvendor model with asymmetric loss functions to build a demand forecast that minimizes the seller’s total operating costs while improving the service level within regional warehouse clusters of the marketplace. The research question is how the choice of forecast quantile, accounting for the platform’s economic parameters, affects optimal ordering and warehouse distribution. The scientific novelty lies in refining the economic interpretation of the quantile via cost ratios and incorporating platform-specific factors into the objective function of the forecast. Materials and methods include an analytical review of classical demand models and machine learning methods, as well as formalization of the Newsvendor framework in terms of marketplace clusters and warehouses. An approach is proposed for selecting the quantile level based on parameters of price, procurement, storage, and penalties, complemented by normalized factors of sales stability and product visibility in search results. To train the forecast, a piecewise linear asymmetric loss function is applied, penalizing underestimation more or less than overestimation depending on the target service level. Methodologically, the solution jointly determines the forecast and the ordering policy at the cluster level. The results show that replacing symmetric error functions MSE and MAE with an asymmetric loss function aligns the forecasting task with the inventory optimization problem. Economic calibration of the quantile shifts the optimal order toward shortage for products with high reputational risks, and toward surplus for large, slow-moving goods. The introduced factors increase the model’s sensitivity to product assortment differences and enhance the interpretability of service levels. A mapping of under- and overestimation links forecast errors to specific types of platform costs. The discussion highlights the practical applicability of the approach in seller and marketplace decision support systems for cluster-based supply planning, reducing delivery times, and lowering storage fees. Limitations are associated with calibration of factor weights, robustness of recommendation system effects, and data availability on costs. Future prospects include quantitative validation with sales logs, Bayesian estimation of uncertainty, expansion to multi-echelon management, and joint optimization of redistribution between warehouses over time.

Development of digital platforms and their role in shaping a new model of market competition

Abstract
modern processes of digital transformation have a significant impact on the development of national and global economic systems. One of the key phenomena determining the nature of these changes is digital platforms, which serve not only as a technological but also as an institutional foundation for the functioning of markets. Their expansion is accompanied by a radical restructuring of traditional models of competitive interaction, which highlights the need for a comprehensive analysis of this phenomenon. The article examines the specific features of digital platforms and their role in shaping a new model of market competition. It is emphasized that the distinctive characteristics of the platform economy include network effects, data concentration, and the formation of ecosystem linkages that ensure long-term user loyalty. A comparative analysis of traditional and platform-based market models was carried out, which made it possible to identify specific mechanisms of pricing, competitive strategies, and distribution of market power. The results of the study indicate that digital platforms simultaneously create opportunities for expanding market access for new participants and establish conditions for strengthening the dominance of large players, which in the long term may restrict competition and reduce the innovative potential of small companies. The necessity of adapting antitrust regulation and developing new institutional mechanisms capable of ensuring a balance of interests among business, government, and society under conditions of digitalization is underlined. The practical significance of the study lies in the possibility of applying its results in the development of state policies regulating the digital economy, as well as in designing strategies for corporate digital transformation. The theoretical value of the research consists in clarifying the specifics of modern competition and expanding the methodological framework for analyzing the platform economy.

Assessment of the impact of artificial intelligence on the economic efficiency of marketing companies

Abstract
the purpose of the study is to develop and validate a process-level model for assessing the impact of artificial intelligence tools on the economic efficiency of marketing companies. Methods: the research applies economic–mathematical modeling with operationalization through revenue, costs, service quality, automation share, and human capital; process mapping of marketing workflows; scenario analysis of alternative automation levels; and sensitivity checks to input assumptions. Findings: the simulations indicate quality improvement and a reduction in variable costs under AI integration, yielding higher profit under feasible parameter ranges; efficiency depends on the automation share; an interior automation level maximizes economic outcomes given data quality and resource constraints. Conclusions: the proposed model serves as a decision-support instrument for planning AI adoption in marketing agencies; practical use requires calibration to a firm’s service portfolio and available data; further development will address heterogeneity across service lines and the long-run effects mediated by intangible assets.

Comparing the effectiveness of fiscal and institutional capacity in steering social spending toward equitable outcomes in oil-rich versus non-oil economy: a bibliiometric analysis

Abstract
aim: in this study, the interaction between fiscal policy, the quality of institutions and oil dependence in the formation of fair social costs, especially in rich oil and not related economies, is studied. The main goal is to study how the potential of public administration and fiscal structures affect the distribution of social resources in various economic contexts, paying special attention to oil countries, including Iraq, Russia and the OECR countries. Methods: using a bibliometric methodology, the study uses data from the SCOPUS database (2003–2021) and analytical tools such as Bibliometric and VosViewer, to identify thematic clusters, authors and coincidences of keywords. Independent variables include a fiscal policy, the quality of institutions and dependence on oil, while a dependent variable is the effectiveness of social expenses, measured with the help of indicators such as state investments in healthcare, education and social security. The results show that the quality of institutions is a key intermediary: the OECD countries with strong public administration and adaptive fiscal systems demonstrate stable and fair social investments, especially during periods of economic downturn. On the contrary, Iraq serves as an example of how institutional fragility and political instability undermine effective fiscal management, despite the abundance of resources. Russia reflects the complex heritage of the post -socialist transition period and moderate institutional structures. Bibliometric analysis additionally reveals changing trends in research and international cooperation, reflecting global concern for sustainable and inclusive development. Conclusions conclusions indicate that in order to ensure fair and long -term social investments, especially in resource -dependent countries, or politically unstable countries, it is necessary to strengthen the institutional base and diversification of budget revenues. Priority tasks for the state body should be regulatory reforms, increasing management efficiency and combating corruption in the budget and tax systems. This will allow more effectively directing state resources to key areas, such as healthcare, education.

Districts of large cities as subjects of territorial marketing

this article is part of the author's research into the application of the place marketing paradigm as a comprehensive approach to fostering effective stakeholder engagement in the administrative district of a major city through the use of a broad range of marketing tools (with a particular emphasis on developing a communications strategy). The aim of the study is to clarify the position of the urban district as a subject of place marketing. This article addresses the theoretical distinction between the concept of territory as an object and subject of marketing, provides a comparative analysis of the city and urban district as subjects of place marketing, and identifies the key characteristics of the urban district within the place marketing paradigm. Methods: The primary research method was an analysis of theoretical and methodological approaches to studying the subjectivity of territories, with a focus on urban localities. The practical significance of this study lies in its substantiation of the relevance of identifying an independent level of urban district in city marketing. Conclusions: The feasibility of identifying the administrative district as an independent subject of place marketing, with its own unique characteristics and identity, has been demonstrated.

General clustering index as an integral indicator of cluster strategic analysis

existing methods for assessing the overall clustering index typically focus on the economic performance of individual enterprises within an industrial cluster. Therefore, there is a pressing need to develop innovative analytical tools tailored to the specifics of the industrial sector. These tools should ensure a high degree of accuracy, objectivity, and multidimensionality in assessing the synergistic effects arising from cluster activities. New approaches to measuring synergies should consider not only economic but also technological, social, and environmental aspects, providing a comprehensive understanding of the industrial cluster's contribution to regional and national economic development. For objective analysis, it is important to go beyond purely economic assessment and implement a multi-criteria approach encompassing qualitative and systemic-structural characteristics. The aim of the study is to develop the author's tools for assessing the general clustering index. Methods: the presented tool uses quantitative and qualitative methods of analysis. Findings: the proposed methodology allows us to go beyond purely economic assessment and implement a multi-criteria approach that encompasses qualitative and system-structural characteristics, such as innovation, social significance, and the infrastructural development of the cluster. Conclusions: the developed general clustering index assessment scale allows not only to quantify the current level of cluster development but also to identify problem areas requiring targeted intervention. Regular use of the general clustering index scale allows for tracking the dynamics of key cluster indicators, analyzing the results of implementing new strategies and initiatives, and promptly adjusting management measures in response to changes in the external and internal environment.

Abstract
the aim of the study is to determine the tools used by high-tech industries that ensure their innovative development and shape innovative activities in the context of strengthening technological sovereignty. Methods: the methods used in the presented study include text analysis of modern publications on the research topic, statistical and mathematical methods for analyzing the technological development of sectors of the Russian economy. Results: the study presents the basics of ensuring technological sovereignty; indicators characterizing the level of innovation activity and the activities of enterprises belonging to high-tech industries over the past five years; a list of tools used to develop innovations in the most innovative industries (R&D, computer software development, industrial production) is formulated. Conclusions: the article emphasizes that ensuring technological sovereignty is a necessary condition for improving economic security, stabilizing the structure of the Russian economy, and innovative economic development and high-tech industries, in particular.

To achieve this goal, the following objectives were set: analyze current literature and best practices in industrial digital transformation; classify the identified effects into broad groups (cost reduction, revenue growth, externalities); and characterize each group of effects with specific examples. Methods: The study utilized content analysis of scientific publications, as well as comparative and systems approaches. Results: Three groups of effects were identified based on their primary impact: cost reduction, revenue growth, and multiplier (external) effects. The first group includes the results of technology implementation that lead to cost reductions for enterprises (process and resource optimization, reduced losses and downtime, etc.). The second group includes effects that increase revenue (better demand satisfaction, improved quality and product customization, etc.). The third group encompasses broader economic and societal impacts (growth of related markets, increased productivity and employment, improved environmental sustainability, etc.). Conclusions: The study concludes that industrial digitalization is highly significant for improving efficiency and competitiveness, and identifies promising areas for further research in this area.

objective: improving the organizational aspects of the development and implementation of a deposit policy is a necessary and very important process in the overall activities of a banking organization in the formation of liabilities and further work on their effective management. They allow documenting a single, point-based structure for the development and implementation of an effective deposit policy of a credit institution in the market of banking products and services. One of the important issues is the process of streamlining the implementation of the deposit policy, in particular, the provision of deposit services to all categories of depositor clients. This becomes most relevant in a period of change, the identification of new economic challenges and threats, when it is necessary to apply flexible methods of managing bank assets and liabilities in order to achieve a positive economic result and extract other dividends. The effective development of the deposit policy of commercial banks cannot be ensured without the fundamental foundations of the development and implementation of processes for attracting free monetary resources, without carefully developed and economically sound organizational aspects that determine the rules, procedures, as well as the most important regulatory procedures between the subject of economic relations and depositors. this article examines the problem statement and mathematical model for selecting the optimal set of expansion and modernization projects for the primary process equipment in the primary production shops of a multi-product serial enterprise across groups of so-called "key" assets, the production capacity of which limits the volume of output. The criterion is the overall effectiveness of the projects accepted for implementation, assessed by the increase in production potential in groups of key fixed assets. The model's constraints, along with financial and resource constraints, include, in a formal mathematical expression, constraints defining the relationship between two or more projects in terms of implementation objects, timing, and funding volumes. The resulting problem is represented by a discrete nonlinear model that can be expanded by incorporating an additional option related to the selection of the optimal capital structure financing the projects selected for the optimal investment program.

Methods of digitalizing leasing processes in property management companies using CRM systems and online services for tenants

Abstract
the contemporary property management market is characterized by intense competition and the imperative of digital transformation of core business processes. The aim of this study was to identify the impact of implementing CRM systems and online services for tenants on the operational, financial, and client performance of property management companies (PMCs). The empirical base comprised data from 80 companies of varying scale operating in Russia’s largest cities during 2022-2024. The research methodology included comparative and regression analysis, content analysis of CRM platform functionality, as well as in-depth interviews with PMC executives and specialists. The results confirm the hypothesis of a direct relationship between business performance and the level of digitalization of leasing processes. Property management companies that implemented CRM and online services demonstrate nearly a twofold reduction in deal closure time (from 28.4 to 14.9 days), a 26.9% decrease in operating costs, and more than a 60% increase in manager productivity. Significant changes are also observed in client service: the tenant churn rate declines from 12.8% to 7.6%, the average response time to requests is reduced by a factor of 3.5, and the Net Promoter Score (NPS) increases by 32.8 percentage points. These improvements translate into growth in key financial indicators: the EBITDA margin increases by 41.2%, revenue per employee rises by 74.4%, and the accounts receivable turnover period is reduced by more than half. The investment analysis showed that the average payback period for digital projects is less than 15 months, and the three-year ROI exceeds 245%, confirming their strong economic viability. The discussion of the results revealed a multiplicative effect of digitalization: the synergy of operational and client improvements creates a sustainable competitive advantage. The study’s conclusions underscore that the digitalization of leasing processes is a strategic imperative for property management companies, ensuring enhanced efficiency, resilience, and investment attractiveness.

the aim of the research is to develop an algorithm for optimizing the allocation of financial resources between the support of existing IT services and the development of new solutions in technology companies. Methods: comparative analysis, mathematical and simulation modeling, target programming methods, as well as expert validation of resource allocation scenarios, which allows taking into account both quantitative and qualitative performance indicators, are used as methods in the presented study. purpose: the study aims to analyze the impact of different types of architectural solutions on personnel productivity and innovative activity at industrial enterprises within the modern Russian economy. Special focus is placed on developing a tool for predicting the consequences of organizational changes prior to their implementation. Methods. The methodology is based on a systems approach and agent-based modeling (ABM), which allows for the analysis of emergent behavior in organizational systems. A simulation model was developed, accounting for individual employee characteristics (role, social activity, need for focus) and environmental parameters (architecture type, noise level, illumination). The model was implemented for three types of industrial enterprises in Nizhny Novgorod with different personnel structures and production processes. Results. Hybrid environments (combining open and isolated zones) were found to be the most effective, ensuring 105% plan fulfillment and increasing innovative activity by 25-30%. A system of quantitative indicators and formulas for integration into the ABM was developed. Conclusions. The necessity of a differentiated approach to designing architectural solutions in industry is proven. The agent-based model allows for the optimization of work environments before their physical implementation, minimizing the risks of organizational changes. The practical significance of the work is confirmed by the calculated economic effect of implementing the proposed solutions for industrial enterprises in the region.

Materials and methods: The research methodology incorporates regulatory analysis of tax incentive parameters in SEZs across three Russian regions – the Republic of Tatarstan, Sverdlovsk Oblast, and Kaliningrad Oblast - alongside correlation and regression analysis for quantitative and qualitative comparative assessment of the impact of tax benefits. Findings: The analysis confirms the positive impact of tax incentives on gross regional product dynamics, investment activity, and employment rates. However, the effectiveness of tax instruments varies depending on factors such as economic diversification levels, institutional maturity, and the development of investment support mechanisms. Particular emphasis is placed on the successful experience of the Republic of Tatarstan, where the synergy between fiscal measures and comprehensive regional policy has ensured sustainable socio-economic development. the article examines the role of stock market indicators such as the Iraqi Stock Exchange Index (ISX) and bond yields in mediating the impact of the Central Bank of Iraq’s (CBI) monetary policy instruments on financial stability between 2003 and 2023. Using a mixed research method, including vector autoregression (VAR), mediation analysis, and thematic analysis of secondary data from the CBI, IMF, ISX, and scientific sources, the weak mediating influence of the capital market is revealed due to its underdevelopment. The results demonstrate that monetary policy instruments effectively stabilize prices, but are poorly transmitted through the stock market to financial stability indicators such as the non-performing loans ratio and systemic risk. Recommendations are offered for the development of ISX to strengthen policy transfer. The study fills a gap in the literature on developing oil-dependent economies.

The monetary policy position of the Irkutsk Region in econometric interpretation

the purpose of the study is to analyze the impact of the Bank of Russia's monetary policy on the economy of the Irkutsk Region and to make possible forecasts of the behavior of the monetary policy of the Irkutsk Region. Methods: Statistical data for the period from 2003 to 2023, taken from the statistical portals of the Irkutsk Region [1], are used. The data is analyzed using stationary time series and an autoregressive model calculated in the Gretl package [2]. Findings: the analysis of the increased refinancing rate makes it possible to predict a decrease in inflation and, as a result, confirms the reliability and effectiveness of monetary policy in the region, taking into account the gross regional product, which is affected by the high needs of the raw materials industries in the Irkutsk region. Conclusions: the study has produced results that can be used to adjust the monetary policy forecasts for the Irkutsk region, as well as to take adaptive measures to address any issues that may arise.

Методы: в качестве методов в представленном исследовании применяются технико-экономический анализ, сравнительный анализ архитектурных решений, структурно-функциональный подход. Проведено сопоставление технических параметров (FPS, RAM, latency) и экономических показателей (затраты на разработку, QA и поддержку, продление жизненного цикла оборудования). Результаты (Findings): в исследовании представлены сравнительные модели, отражающие различия между нативными SDK, веб-подходами и Lightning JS. Установлено, что использование Lightning JS позволяет повысить производительность интерфейса на 40-50%, сократить время отклика до 90-110 мс, снизить совокупную стоимость владения приложением примерно на 35%. Выводы: результаты анализа показали, что Lightning JS занимает оптимальное положение между нативными и веб-решениями по соотношению цены и производительности. this article provides a theorydriven review of Everett M. Rogers’s Diffusion of Innovations (DOI), tracing its genesis, evolution and contemporary interpretations for innovation economics and policy at sectoral and regional levels. Building on DOI’s core constructs (adopter categories; innovation attributes – relative advantage, compatibility, complexity, trialability, observability; stages of adoption; communication channels and opinion leadership), we show the shift from linear and chainlinked models to systems/network perspectives that incorporate collective behavior, network externalities, standards and critical mass. The limits of applicability of the theory of innovation diffusion are clarified, and current trajectories for its development are outlined: analysis of digital platforms and media innovations, network forms of interaction within and between organizations, as well as the integration of DOIs with technology adoption models and arrays of scientific and bibliometric data. Policy implications include targeting adopter segments, designing communication architectures, and reducing uncertainty in sectoral clusters and regional ecosystems. The contribution is a synthesized systems/network framework aligning DOI mechanisms with contemporary digital and organizational contexts.

Abstract
the article is devoted to the study of tort management as an effective tool for managing administrative dysfunctions in modern organizations. The theoretical foundations of the concept of administrative dysfunctions, the causes of their occurrence and the impact on the effectiveness of management processes are considered. Special attention is paid to the methodology of tort management, which includes the identification, assessment of risks and the development of measures to minimize the consequences of administrative violations. The author emphasizes the importance of implementing integrated approaches to managing administrative violations aimed at increasing the sustainability of the organization and reducing potential legal and financial risks. Practical recommendations on the use of tort management in a modern business environment are given, as well as cases of successful implementation of this approach in large companies.

Abstract
the article examines the transformation of the innovation environment in the context of digitalization and the new economic era. Based on the analysis of domestic research, the author identifies the key characteristics of the innovation economy, the components of the innovation environment and the impact of digital technologies and processes on its structure. The article presents industry trends in the digital transformation of industry and three conceptual approaches to building and developing a digital innovation ecosystem, and suggests a multi-level structure of the digital innovation environment, including four basic components. Methods: the following methods were used in the article: analytical review and synthesis of theoretical developments, systematization and comparison of research, analysis of the conceptual framework, statistical review of the dynamics of innovation activity of enterprises of the Russian Federation for the period 2010-2024, interpretation of empirical data of official statistics. Results: the article formulates the key characteristics of the innovation economy; identifies internal (human resources, financial resources, organizational structure and corporate culture) and external (political, economic, social, technological) factors of the innovation environment; highlights global trends in the digital transformation of industry; describes the key components of the digital innovation environment; classifies three conceptual approaches to the concept and essence of digital an innovative environment; the author's concept is proposed in the form of a multilevel dynamic system. Conclusions: the article determines that the digitalization of the economy is transforming the structure and content of the innovation environment, requiring updated theoretical and methodological approaches and new evaluation criteria. The author emphasizes that for the effective construction of a digital innovation environment, a comprehensive integration of technology, data, infrastructure and human capital is necessary to create conditions that stimulate the generation and implementation of innovations.

Technical analysis as a tool for forming investment decisions in the stock market

Abstract
to analyze the effectiveness of technical analysis in forecasting medium-term trends for the shares of a major banking issuer, taking into account dividend policy and current financial results, and to assess the potential application of the findings to developing practical trading strategies. Discussion: The study draws on theoretical approaches to technical analysis (Japanese candlesticks, trading volumes, chart patterns, Fibonacci levels, limit orders) and practical application to Sberbank PJSC share price data for 2025. The analysis considers the differences between local and long-term trends, the role of the news background and the behavior of major players, as well as the risks of false signals and possible trend reversals. The paper also discusses the advantages and limitations of the method, the need for combining it with fundamental analysis, and the importance of risk management. Results: The study identified key resistance and support levels, confirmed by the intersection of graphical constructions and Fibonacci levels on the daily chart of Sberbank shares for the period under review. Projected price movements include the possibility of continued growth after a rebound and a potential local decline before further growth, depending on the news background and financial results.

Abstract
the purpose of the study is to analyze the trends of digital transformation in the field of electronic commerce (e-commerce) and identify the underlying factors determining the effectiveness of digital change in the context of global competition. The article summarizes the results of the analysis of modern research in the field of digital business transformation in the e-commerce sector, reveals key trends and strategic guidelines for the digital development of enterprises. Methods: the research uses methods of systematic and comparative analysis, content analysis of scientific publications and analytical reports on digital transformation in the field of e-commerce, as well as a case study based on examples of successful digital transformations of Russian and foreign companies. The method of structural and functional modeling is used to identify the interrelationships between technological, organizational and economic aspects of business digitalization. The theoretical and methodological basis was formed by the concepts of the digital economy, platform ecosystems, as well as modern approaches to project management and innovation in a digital environment. Results: the analysis made it possible to identify key areas of digital transformation in e-commerce: the development of omnichannel strategies, the integration of artificial intelligence and big data technologies, the introduction of generative AI tools, the formation of sustainable (ESG-oriented) business models, as well as strengthening the role of platform ecosystems and cybersecurity systems. It has been established that digitalization contributes to the growth of operational efficiency and competitiveness of enterprises, reducing transaction costs and improving customer experience. The risks of digital transformation have been identified, such as technological inequality between large and small enterprises, staff shortages, and resistance to changes in corporate culture. Based on the analysis of forecast data, trends in the future development of e-commerce are highlighted: the expansion of international marketplaces, the introduction of autonomous logistics, the use of sustainable business models and increased regulatory requirements in the field of digital transparency. Conclusions: The study confirmed that digital transformation in the field of e-commerce is an integral element of modern strategic management, ensuring the transition from traditional business models to adaptive digital ecosystems. Digital technologies – artificial intelligence, data analytics, automation, omnichannel solutions – form the basis of a new management paradigm that increases the sustainability and innovation potential of a business. At the same time, the successful implementation of digital strategies requires a systematic approach, including the revision of management methodologies, the development of digital competencies of personnel and the formation of an organizational culture open to change. Digital transformation should be considered not as a technological project, but as a long-term development strategy aimed at creating an intelligent, sustainable and competitive business environment.

the article presents a comprehensive analysis of the research of the process of commercialization of innovations in the context of the factor ensuring the development of innovation. The article provides a literary review of existing conceptual approaches to determining the essence of commercialization of innovations and the life cycle of their commercialization. The analysis of economic indicators in the context of 2021-2024 is presented, which allows us to draw conclusions about the financing and costs of industrial enterprises for innovation activities and their effectiveness in the form of the volume of innovative products produced. Methods: analysis of theoretical approaches and commercialization tools (comparison of conceptual models and tools, review of commercialization cycles in the works of researchers), statistical analysis of the dynamics of innovation costs and production volumes of innovative products, synthesis of conclusions and practical observations. Results: the author has formulated the author's definition of the commercialization of innovations, demonstrated the growth of costs for innovative activities, analyzed the intensity of costs and the volume of production of innovative products. Conclusions: the analysis of statistical indicators allowed us to determine the proportionality of changes in costs and production volumes, which indicated the presence of imperfections in the commercialization of innovations in the Russian Federation. The article highlights the main problems and provides directions for their resolution.

in the context of global digital transformation, which is shifting the focus of competition from individual firms to networks, the design of digital business ecosystems is becoming a key challenge. The aim of this paper is to develop a conceptual framework for the typology and design of digital business ecosystems, which can serve as both an analytical tool for researchers and a practical guide for managers. This paper presents a multidimensional typology of digital business ecosystems based on key design parameters such as governance model, degree of openness, and the dominant logic of value creation. Based on this classification, a system of interconnected principles and design elements is formulated, encompassing platform design, defining participant roles, and developing interaction mechanisms. Case studies of leading global digital business ecosystems reveal successful strategies and draw practical lessons. A specific toolkit is presented for companies seeking to create and develop their own business ecosystems to achieve sustainable competitive advantage.

Approaches to assessing the project management of the innovative potential of industrial enterprises

Abstract
the article examines existing approaches to assessing the effectiveness of project management of the innovation potential of industrial enterprises. The authors analyze traditional groups of methods, methods based on real options, expert methods, and also present a classification of criteria and complex integral approaches, including a system of balanced indicators. The authors identified the advantages and limitations of the approaches, noted the problem of the lack of a unified methodology, emphasized the need to take risks into account and adapt methods to the specifics of various types of innovative projects. Methods: the article provides an analytical review and synthesis of domestic research on evaluating the effectiveness of innovative projects, compares and compares traditional accounting and dynamic methods, analyzes expert and integral methods. Results: as a result of the analysis conducted within the framework of the study, the authors conclude that the assessment of project management shows a tendency to use methods developed for investment projects, while, despite the apparent simplicity of some methods (accounting, static), there are limitations – these methods do not take into account the time value of money, inflation, specific risks. The methods of real options are flexible, and expert methods allow us to evaluate qualitative parameters – however, they are subject to subjectivity. Summing up, the authors conclude that today there is no single methodology for evaluating project management, including due to the lack of a single concept of» «effectiveness», and the number of studies devoted to methods for evaluating project management remains insufficient, which underlines the relevance of the topic and necessitates the development of improved methods. Conclusions: the article determines that the lack of a unified methodology for evaluating the effectiveness of project management leads to «discrepancies» and subjectivity of the results, in order to improve the accuracy of assessments, the authors recommend the development of an assessment system that combines dynamic, expert and integral approaches, but at the same time, would take into account the quantitative assessment of risk factors. As the main recommendation, the authors propose the introduction of complex, unique and customized assessment systems at individual industrial enterprises that combine indicators, parameters, and risks.

this study focuses on developing a system of indicators for assessing and managing the resource boundaries of airport business processes. Methods: Mathematical modeling, expert assessment, and a Pareto diagram are used to identify key indicators characterizing the state of resources, performance results, and the relationships between them. Findings: Key factors influencing operational efficiency and service quality for passengers and airlines are identified. The resource boundaries and outputs of airport business processes are described with the aim of improving the infrastructure component. The description of resource boundaries and outputs of airport business processes is prepared for the purpose of further development of a methodological approach to managing their development. Conclusions: The principles have been proposed, a scheme for forming a package of tasks for the development of airport infrastructure has been developed, and directions for its development have been outlined.

the article is devoted to a comprehensive analysis of the state and problems of innovative industrial development in the Russian Federation based on official statistics. The study analyzes the dynamics of GDP and GVA, examines the indicators of innovation activity of enterprises in the industrial sector, analyzes the cost structure of industrial enterprises by type of innovative work, highlights the main barriers to innovative development. Methods: the article uses methods of statistical analysis of official Rosstat data. It provides an analysis of the dynamics of GDP and GVA, interprets relative indicators (fractions and percentages), compares industry and regional indicators of innovation activity and cost structures for innovation, analyzes and systematizes problems (barriers) and proposals to minimize factors constraining innovative development. Results: based on the analysis, the author summarizes and analyzes the problems of innovative industrial development in the Russian Federation, and formulates possible solutions. Conclusions: the analysis shows that the innovative development of the Russian industry is critically important for GDP growth, increased productivity and the sustainability of supply chains. Despite the growth of innovation activity, it is constrained by financial constraints, outdated technological base, staff shortages and external sanctions. For sustainable development, systemic measures are needed: implementation of targeted government programs, attraction of investments, modernization of equipment and personnel development.

Abstract
today, Russian companies face unreasonable restrictions in foreign economic activity, while the main partners are also subject to the risks of secondary sanctions. In this situation, the development of automated systems is an important step towards reducing losses from ineffective management decisions. Incomplete or late information inevitably leads to errors, thereby threatening overflowing warehouse space, increased load on transport and people, disruption of delivery times and, in general, disruption of a pre-planned supply chain. The quality of management decisions and further economic efficiency strongly depend on the completeness and efficiency of the available information. The idea of the proposed automaton a sophisticated system for developing and making management decisions is to optimize the available resources, which will make it possible to more quickly manage the foreign economic activity of the enterprise. The purpose of the study is to develop a scheme of the information system of the enterprise in the foreign economic activity of the enterprise. Methods: design of information processes and control system, system analysis. Findings: shows the processes taking place in the information subsystems of foreign economic activity, an example of the algorithm of management decisions, as well as internal and external processes of foreign economic activity operators. Conclusions: An information system of an enterprise of foreign economic activity has been formed, taking into account social, economic and organizational efficiency.
