Challenges and risks of social security in the us at the beginning of the 2020s

Abstract

Protecting the social security of the American households has been in the process of transformation, meeting more and more long-term challenges like demographic, financial; and facing new threats for well-being, like inflation. Though inflation doesn't dominate Americans' worries as the most important problem facing the country, Polls show the growing part of householders having problems with paying the bills; worrying a great deal about inflation, the availability and affordability of energy etc. The proposed Budget of the U.S. Government for Fiscal Year 2023 contains a wide-ranging list of government social spending initiatives, but the worries of Americans about the government regulation and social issues remain.

The role of the american mass media in the information warfare of the 21st century

Abstract

The active spread of information and communication technologies in the 21st century has led to an unprecedented openness of the information space. Mass media got the opportunity to influence not only the internal audience, but also external consumers of media content. Such an impact began to manifest itself in many aspects: in advertising thanks to transnational companies (TNCs), in the film industry thanks to the expansion of Hollywood products, in book publishing due to the massive demand for foreign literature, and also in the formation of an information picture of the world thanks to the “international” status of a several American media (The New York Times, The Washington Post, CNN). Such a scaling of the influence of the American mass media on the perception of information by the world community allowed them to reach a new level of media influence and take an active part in the information warfare, which reached a new level in the 21st century. The article examines the methods of the US mass media in the struggle for informational superiority and also analyzes the struggle of American publications for public opinion.

Strategic planning system experience in the United States and its possible applications in Russia

Abstract

In the modern world, more and more attention is paid to the issues of strategic planning both at corporate and state levels. Sustainable socio-economic development of the state, improving quality of life of citizens and ensuring security depend, along with other factors, on effectiveness of strategic planning. Federal Law No. 172-FZ of June 28, 2014 «On Strategic Planning in the Russian Federation» establishes the legal framework for the building and development of an integrated system of strategic planning in the field of socio-economic development and national security of Russia. Today, the approach to strategic planning in Russia is characterized by both systemic shortcomings and practical implementation problems. Of particular relevance to the topic is current difficult economic and geopolitical situation, in which inefficient organization of planning increases the risks many times over. As a consequence, it is extremely important to consider the world experience of state strategic planning. The article is focused on the planning system that has developed in the United States. The complexity of the approach, its flexibility, efficiency, harmonization of goals at various levels, tight integration of all elements of the strategic planning system (planning, forecasting, budgeting, management), strict monitoring and control of key performance indicators make it a possible basis for improving the system that exists in our country.

Washington's policy amidst the new geopolitical realities in the Transcaucasus

Abstract

The article examines the current policy of Washington regarding the problem of conflict settlement in Nagorno-Karabakh as well as its post-conflict building. The U.S. interest towards the region of the Transcaucasus in general and Armenia, in particular which is the only Russian ally in the region against the backdrop of the Russian-American aggravation due to the crisis in Ukraine has been recently increased. The truth is that Armenia is a country capable of changing the configuration of the entire region in case it links to Western sphere of influence that can drastically weaken Moscow's position there. The article contains an analysis of the current situation around the conflict as well as the extremely offensive and proactive policy of Washington itself, which is the main shaper in resolving the conflict, as well as the EU, the conductor of US policy in Nagorno-Karabakh, both acting within the framework of the "indestructible" "Transatlantic Partnership". The author notes the consistency of Washington's policy in this region, which reflected in its implementation in the region, especially in the context of the settlement of the Nagorno-Karabakh conflict. Meanwhile, Washington's desire to become the main mediator of the conflict will depend not only on the success of its policy in the region, but also on the position of regional players in the context of the increasing importance of the factor of regionalism.

The U.S. - German relations in political and military spheres in 2022: cooperation or competition?

Abstract

Disengagement between the West and the non-West has been becoming more and more noticeable by the early 2020s. The key examples of it are the confrontations between the Euro-Atlantic community and Russia, the USA, its partners and China, degradation of relations between the West and Iran. In such situation cohesion between the liberal democracies should increase. But the Euro-Atlantic faced the phenomena of Trumpism and Brexit. In this regard the article tries to explore the elements of cooperation and competition for the US-German relations in political and military spheres during late February - early November 2022. The article stresses the absence of purely bilateral contacts at the highest level of the dialogue. The determination is shown in the context of the Biden administration’s policy named as «soft hegemony», the US expectations regarding the supply of German weapons to Kyiv. The paper compares the US and German approaches to manning NATO military groupings, especially Forward Presence Force. In 2022 Berlin tries to act symmetrically to the USA. Germany has taken into account the US expectations for growing European member states’ participation in NATO`s activities but at the same time skillfully realized its own ambitions as power. The article also analyses the ratio of approaches on the example of decisions of NATO`s Madrid summit (2022, June) decisions.

Abstract

The first Russian edition of Robert Jervis's classical work on the problems of perception and misperception in world politics draws attention to the need to strengthen the sovereignty and national security of the Russian Federation in the socio-humanitarian, socio-cultural and scientific spheres. Supplemented by a review of scientific achievements in the field of cognitive psychology and neuro-politics, the study by a well-known American political scientist is a useful source of information about the latest trends in the study of socio-political behavior and makes us rethink the state and directions of development of socio-humanitarian disciplines in Russia. The article concludes that against the background of the latest discoveries in the field of neuroscience, there is an alarming tendency of hypertrophied interest in the study of big data and pseudo-mathematization of socio-humanitarian disciplines, often to the detriment of traditional country studies and the study of historically determined causal interactions of socio-political processes. At the same time, it is noted that modern scientific methods confirm the conclusions of scientists made in the period before the "neuroscientific turn" of recent decades.

Global top films: is there an alternative to Hollywood?

The article is devoted to the analysis of the role of largest American film companies («majors») in the local and international box office markets. To the study of the geography of most popular films in the world and its content character. The combination of the statistical method with content analysis through the prism of the theoretical framework of cultural and creative industries determines the novelty and relevance of the work. Hollywood continues to play a major role in the creation of the most popular films in the world. Analysis of the content of films revealed the "Hollywood standard" in their creation. The turning point was in 2020s. when for the first time in history China appears among the leaders of the top global films. Despite the fact that most Chinese films gain world-wide popularity only due to local box office, and their plots are often created within the framework of the "Hollywood standard," the size of this country in the film industry has growth prospects.

Conference "80 years of russia-canada relations, 1942-2022"

Abstract

The article provides information about the international scientific conference dedicated to the 80-th anniversary of the establishment of Russian-Canadian diplomatic relations which was held at St. Petersburg State University as part of the First Saint-Petersburg Congress on International Studies “Global and Regional Challenges in the Changing World”, held on November 10-12, 2022. It is noted that that this conference was the only public event dedicated to the anniversary date both in Russia and in Canada. It is shown that a significant number of Canadian scholars from all over Russia took part in the conference. Their presentations, devoted to various aspects of Canadian history, politics, culture, and the social sphere, showed an extremely high level of academic knowledge.
