The Significance of Federal Social Transfers in the US: Evolution of Approaches

Abstract

The paper focuses on federal transfers, their dynamics, structure and their role for the American households amid financial-economic and geopolitical challenges. It contributes to a debate on different aspects of social transfers – based both on the principles of insurance and welfare. Particularly important for the aged low-income groups, the Social Security Program faces financing problems in the coming years due to payments exceeding payroll taxes. The paper also points out the transformation of approaches to welfare programs for lowincome Americans during the first three years of Trump’s presidency, aimed at expanding individual possibilities to reduce their dependence on government safety-net programs and achieve self-sufficiency. After more than two years of extraordinary budget spending to provide relief to Americans during the pandemic and its consequences, the budget proposals from the Biden administration seem impressive, reflecting a wide range of needs for continuing financing of social programs for needy families, medical assistance, education, etc., with special attention to the economic situation. Although Biden’s proposed budget is expected to reduce the deficit, it still faces fiscal challenges; according to Congressional Budget Office projections, both the budget deficit and the public debt remain huge.

Dilemmas of U.S. Decarbonization

Abstract

This article investigates controversial relations between energy security and energy transition from fossil fuels to renewables that are observed in petroleum producing countries, since energy transition jeopardizes the long-term future of the oil and gas sector because it entails a gradual reduction in hydrocarbon production. This problem represents a serious challenge for all petroleum-producing countries, but this challenge is particularly serious in the United States, which recovered its former status of energy superpower due to the shale revolution. Simultaneously, it intends to become a global leader of energy transition under the presidency of Joe Biden. In general, the policy of oil companies’ decarbonization is influenced by a number of factors: government climate policy, activities of international organizations, attitudes of financial institutions, shareholders, investors, NGOs and consumers. While European oil companies feel quite a stable and consistent pressure from all these factors that force them to pursue a fairly radical decarbonization policy, the situation in the US is not that straightforward. On the one hand, government climate policy has recently sharply fluctuated, from Barak Obama to Donald Trump to Joe Biden, sending controversial messages to oil corporations. While currently decarbonization policy is a priority of Joe Biden’s administration, if Donald Trump wins the 2024 elections, the future of energy transition in the US might be challenged because he has always strongly focused on strengthening US energy security. On the other hand, the leading US oil companies through their lobbying efforts exert a significant influence on the government climate policy, seeking to ensure a long-term future of hydrocarbons and trying to find a balance between energy security and energy transition that would benefit them. They realize that it would be feasible for them to become leaders of the energy transition by adapting it to their strategic needs.

The Future of Taiwan's Independence in the Context of U.S.-China Relations

Abstract

The relevance of this article is due to the unresolved Taiwan problem in the relations between China and the United States. The analysis of this problem allowed the author of the article to identify the following. Because of Taiwan's strategic importance, is a cause of disagreement between the United States and China, and this negatively influences the security of the Asia-Pacific region. Taipei, with the Washington’s support, claims to be an independent State; Beijing considers the island an integral part of the PRC. After the election of a new president of Taiwan in 2024, won by supporters of the island's independence and the strengthening of ties with the United States, China increased pressure on Taiwan. Therefore, the future of the island largely depends on how relations between the United States and China develop on this issue.

The Evolution of Washington's Strategy towards Central Asia

Abstract

The article examines the evolution of Washington's policy towards the countries of Central Asia. The reasons for the growing US interest in the Central Asian countries, as well as its recently extremely proactive policy against the backdrop of a fierce confrontation with Russia, have been identified. A step-by-step analysis of Washington’s position regarding this region, together with the old and new formats of both bilateral and regional cooperation, is given in the context of the Global South agenda becoming extremely urgent against the backdrop of increasing competition for the region carried out by its key players – China, Russia, and the United States. At the same time, the role and significance of Central Asia could change depending on the place this region will occupy in the constantly changing scale of US priorities while implementing its policy towards the post-Soviet space.

U.S. New Industrial Policy Under the Administration of President J. Biden

The article is devoted to the new industrial policy in the U.S. under the administration of J. Biden. In the first part, four historical traditions of U.S. industrial policy are described. The author attempts to identify the reasons for reindustrialization and reshoring in the USA. Subsequently, the author focuses on Bidenomics – an economic policy aimed at reviving the industrial power of the USA. The paper discusses its features, differences from the neoliberal course, as well as intermediate results and prospects of the new industrial policy. Special attention is paid to the position of Pentagon.

To the 200th Anniversary of the Signing of the Russian-American Convention

Abstract

This article examines the history of the formation of borders in the North Pacific Ocean from the late 18th to the first quarter of the 19th century. This period was marked by the struggle between the United States and Russia for control of the North American territory. Russia was the first to declare its claims by announcing the expansion of its possessions to the south. Unlike in 1799, when Russia declared its overseas colonies without any objections from the United States, the 1821 attempt to expand the territory of Russian colonies by 10 degrees led to heightened tensions in Russian-American relations. Negotiations ensued, and the Russian government was forced to make concessions. As a result, in 1824, a convention was concluded between Russia and the United States, which defined the boundaries of their respective possessions in the region. The article, employing an interdisciplinary approach, utilizes new archival materials and, perhaps for the first time, conducts a linguistic analysis of the texts of the convention.

J. Biden’s First Term: Renaissance of U.S. Public Diplomacy?

Abstract

Since the end of Cold War, U.S. public diplomacy (PD) has displayed signs of a systemic crisis, largely due to a lack of political will to regard PD as one of the key foreign policy instruments. At the beginning of J. Biden’s presidency, it seemed likely that under his administration American PD would finally undergo significant modernization. Indeed, during the period from 2021 to 2024, there have been numerous changes within U.S. PD. The author analyzes the most prominent changes using principles of historic approach, systemic approach, as well as structural-functional approach. The article classifies these changes into three categories: institutional reforms, practical reforms, and methodological reforms. Reforms from the first category aim to optimize the organization of PD institutions and improve staff qualifications. Those from the second category focus on revision of the old practical methods and development of the new ones. The third category is defined by scientific analysis of the current U.S. PD system, its target audiences as well as the possible ways PD can be used to advance American foreign policy goals. All indicators discovered through the research conducted for this article suggest that J. Biden’s presidency has indeed become a starting point for major modernization of the U.S. PD and its re-emergence as one of the key foreign policy instruments.
