On the issue of participation in the competition of school initiative budgeting projects for rural schools of the Republic of Crimea based on the results of 3 years (using the example of Leninsky and Pervomaisky districts)

the article analyzes the reasons for the participation / non–participation of educational organizations in rural areas of the Republic of Crimea in the competition of school initiative budgeting projects (hereinafter referred to as SchIB), using the example of Leninsky and Pervomaisky districts, outlines the contours of social activity and social apathy. The passive attitude and unwillingness of schools to participate in school initiative budgeting projects is a common problem and does not depend on the region, the size of the city or the population structure. Every educational organization has the opportunity to improve the school's infrastructure, but not all use it. The authors are looking for answers to the following questions: - what are the reasons for the school administration's lack of awareness of the importance, effectiveness and feasibility of improving school infrastructure in accordance with the real demands of participants in the educational process within the framework of the school system? - what is the reason for the passivity of school administrations in organizing work on the school budget, if its main task is to make positive changes in the allocation of the budget of the educational organization? The answers to these questions are at the same time a solution to the problem of attracting citizens to participate in the management of budgetary funds for the improvement of the territories in which they themselves live.
