Impact of transportation infrastructure on the area's urban value

Abstract
Road network projects play a key role in the territorial development of the city, the location of productive forces and the creation of a pleasant urban environment. The assessment of their socio-economic efficiency makes it possible to achieve targeted measures and provide forecast indicators for the development of territories. In this article the authors present some indicators of socio-economic efficiency of the construction of the Big Kazan Ring. The calculations carried out demonstrate that investments in the project will ensure the creation of new jobs in new industries and consumer industries and provide a noticeable increase in tax revenues due to the increase in cadastral value, and in general the urban development value of the territory. By improving the quality of the roadway on this route, losses from road accidents will decrease. The presented conclusions can be used by industry experts and stakeholders in the implementation of projects for the construction of highways in the city.

Provision of housing infrastructure for the population in rural areas

Abstract
This article shows the role of the quality and quantity of labor resources for the development of the agro-industrial complex. Solving the human resources problem in the countryside largely depends on the provision of housing, but the latter can only be built in conjunction with social infrastructure. The construction of social infrastructure is a long and expensive process. The presented article shows the mechanisms for solving this problem, which have already proven themselves in the regions, namely, the provision of social infrastructure through the involvement of private business. The proposed methods differ from those adopted in the public-private partnership system, but have already been tested in the system of social protection of the population in the regions and have shown a significant effect, expressed in an increase in the number of social services provided and the number of people covered. The article will be useful to representatives of executive authorities who are looking for optimal approaches to provide the population in the countryside with housing infrastructure. The materials will be useful to everyone who studies the development of the village and the agro-industrial complex as a whole.

Basic psychological principles of public space redevelopment that contribute to the development of a socially active population in the region

Abstract
This research is devoted to the consideration of the basic psychological principles of public space redevelopment that contribute to the development of a socially active population on the example of Kazan. The reconstruction of the Millennium Park was used as an example of the successful implementation of these principles. The analysis of the results showed that the application of these principles contributes to the development of a socially active population, improving the quality of life and creating a favorable environment for human interaction. The results of the study can be useful for the design and reconstruction of public spaces, taking into account the needs and preferences of the population.

Developing housing construction strategies based on the concept of sustainability and eco-oriented development

Abstract
The authors of the article propose an approach to solving the problems of the national green housing construction market in Russia and in its individual regions by ensuring the reproduction of green housing stock through long-term sustainable housing construction according to green standards.A review of the modern concept of the construction industry sustainability was carried out. The authors analyzed the problems of green, energy-efficient construction and eco-development in the Penza region. Taking into account the approaches of integrated development and trends of sustainable development, the concepts of urban development were considered. Strategy of construction innovatization: economic and legal characteristics of housing quality

Abstract
In the world practice of the development of large cities, the concept of Smart City is successfully implemented. It aims at achieving a new quality of life, improving the efficiency of urban development facilities, and applying end-to-end technology in the design and construction of residential real estate. The research purpose was to identify economic and legal factors for assessing the quality of residential premises in the process of construction innovatization in the Russian Federation.The authors substantiate a new methodological approach to the transformation of housing strategies and the paradigm shift of Russia's economic development. A model of the residential real estate market in conditions of sustainable development is presented. Assessment of the economic development of the residential real estate market for the period up to 2030 is given. The world and Russian experience of applying innovation at various stages of the construction cycle is systematized. The development of the conceptual and categorical apparatus of innovation in the investment and construction sector is proposed. Based on the judicial practice of Russia, the definition of luxury and substitute housing has been clarified.The results obtained can be useful to representatives of the public authorities and private business, the expert and scientific community, whose professional interests include the introduction of information technology as a factor in improving the quality of life in large cities, specialists in the investment and construction sector, as well as practicing lawyers.

The practice of implementing housing construction incentives (on the example of the south of the Tyumen region)

Abstract
The article reveals the basics of the development of housing construction incentives as a separate branch of the economy with its problems and specifics of the implementation mechanism. The main participants of the relationship in the system of organizational and economic mechanism for stimulating housing construction and the ways of their interaction in the housing industry are highlighted. The directions of stimulating housing construction in the south of the Tyumen region are revealed; the prospects of stimulating housing construction as one of the fundamental branches of the region's economy are examined. The internal influence of the country's economy and the external pressure of new economic conditions are taken into account. The authors propose recommendations for the effective implementation of the mechanism of stimulating housing construction at the regional level.

Escrow account system in the context of housing project financing

Abstract
The article analyzes the state of housing construction after the introduction of project financing in the Russian Federation. The actual problem of the Russian escrow account system has been identified. The discussion positions of the subjects of investment and construction activity are given. The scheme and component mechanism of step-by-step disclosure of escrow accounts are presented. Each component of the mechanism is qualitatively and quantitatively developed. The article presents an analytical component characteristic. The authors have developed criteria for evaluating the developer and the possibility of phased disclosure of escrow accounts, the phasing and share of disclosure of escrow accounts, ways to control the completion of construction stages and control the targeted use of funds, directions for using the lending mechanism and protecting end final consumers who are participants in shared construction. The article defines and justifies the predicted effects of the introduction in Russia of the mechanism of phased disclosure of escrow accounts.

Algorithmic approach in network modeling in construction: graphical solutions and optimization tasks

Abstract
The choice of methods and means of managing the stages of the life cycle of objects based on optimization solutions is considered. The article examines the interaction and mutual influence on the production process of organizational, constructive, technological, labor, resource and other factors in the selected evaluation criteria, taking into account probabilistic events in order to ensure the result reliability.It is proposed to apply a system-technical approach to calendar planning and solving optimization problems. In addition, as a model of the calendar plan, the authors propose to develop a network model. To create this model, it is proposed to apply an algorithmic approach.The methodology of the authors' research is based on general scientific methods of cognition. They are as follows: analysis and synthesis, comparative, mathematical and statistical methods for studying the solution of optimization problems.

Management factors focused on the quality of heat supply in the application of tariffs under the alternative boiler house method

Abstract
The study presents the factors of quality-oriented management in the conditions of application of tariffs based on the alternative boiler house method. When forming an effective management system for new boiler houses, owners should take into account not only their strategic goals and objectives, but also the requirements of society, the state, and be socially oriented. To assess the values of complex indicators of the customer service quality, the authors use data on customer service in the consulting points of a sales company. The example of the city of Ivanov was used. These data correlate with data on the shutdown of thermal energy due to the fault of consumers or the fault of heat supply organizations. As a result, the ambiguous influence of various indicators on the quality of customer service was revealed. The study shows the degree of priority of the factors determining the efficiency of the subsystems of thermal power.
