Abstract
The 1930s were a turning point in the life of the Soviet state. The extensive construction of socialism was announced in the country. The commitment to accelerated industrialisation and the implementation of the “second socialist revolution in the
countryside” was complemented by the demand for the implementation of a cultural revolution. The country’s party leadership paid close attention to the reorganisation of
the entire Soviet education system, primarily school education. A paradigm shift in the development of school education was necessary to form the appropriate psychological state of Soviet society and to foster confidence in the inevitability of the complete victory of socialism. The article analyses the main policy-making government documents of this period aimed at the formation of a new school education system in the USSR.
