Modern economy: are we going to the East?!

Abstract

The paper presents the author’s scientific views on the current state of the world economy, its either Western or Eastern self-determination in the process of economic history.

The relevance of the research is determined by the transformation of relations between states, their strategic management and the development or stagnation of the business environment. The current situation poses the question of a civilizational choice for many countries: to join the BRICS, to declare their power in the G7, to determine their own independence or to be an observer.

The author, through the genesis of the “Eastern” economy, the “Russian Idea” and the development of the Chinese and Middle Eastern economies, makes conclusions on the further path of the Russian economy. Definitely, due to the limited volume of the material, the author considers the branches that refer to his scientific research interests and concepts.

The history of managerial and economic thought, as well as the genesis of public administration, allows to determine the prerequisites for a modern economy shaping. The drivers of the economy, to which the author refers China and the Persian Gulf countries, are transforming the business environment today. China is striving for a multi-polarity of the world, and the Arab Emirates are trying to ensure the future of generations through petrodollars, investing in trending industries and thereby forming a positive image of their actions, including mega-events.

For Russia, on the one hand, new opportunities are opening for the entrepreneurial environment development, its own entrepreneurial culture shaping, new areas of entrepreneurial activity, import substitution. On the other hand, in modern conditions it is impossible to do without programs and projects to support the business environment, and, at the same time, strengthen control over the production and sale of goods and services.

The article is rather conceptual, since it represents the author’s view of the current situation. Taking into consideration that the planning horizon today is limited to a mega-short-term period, the relevance of many scientific publications, in particular, J. Byrnes, [1], A. N. Shokhin [2], I. V. Guskova [3], A. L. Kudrin [4], M. Mazzucatto [5], may change with regular frequency.

Organizational and economic mechanism of procurement activities of oil industry enterprises: methodological aspect

Abstract

Current legislation in the field of public procurement focuses on ensuring maximum transparency and openness of procurement at different stages of its implementation. However, at present, the methodology for assessing the effectiveness of procurement by commercial organizations is imperfect. The research topic is relevant. The purpose of the study is to develop the fundamentals of methodological support for the procurement system of oil refineries.

The object of the study is the oil company LLC “LUKOIL – PERM” in the “geological exploration, oil and gas production” segment.

The theory and practice of the mechanism for carrying out procurement activities of oil producing enterprises is the subject of research. The concepts and types of procurement, legal regulation of procurement activities in commercial organizations are revealed. An analysis of methods for assessing the effectiveness of procurement is provided. Systematization of information and technological support for procurement activities at oil producing enterprises was carried out. The main factors for assessing the effectiveness of the existing procurement system are identified: price, reliability and time. Based on the study of practical aspects, significant shortcomings were identified: procurement planning is unreliable, digital technology is not used enough, there is no system of criteria for assessing demand planning and procurement procedures. In this regard, in order to more accurately plan demand and apply fair prices, the corporate system of dictionaries and reference books (KSSS) of the LUKOIL Group has been improved. A system has been developed for assessing the effectiveness of procurement procedures in an oil producing company, which makes it possible to determine the effectiveness of inventories of material and technical resources (MTR) for all inventory items. A methodology has been developed for assessing the effectiveness of demand planning and budgets according to the data of the integrated management system of oil and gas producing subsidiaries (IMS NGDO).

To determine the level of competition of potential counterparties, an original method for assessing the effectiveness of the supplier selection process is proposed.

The practical significance lies in the possibility of applying the developed methodology in the practice of organizational and economic support for procurement at enterprises.

The study may be useful for specialists involved in procurement activities, for managers and those making management decisions related to achieving the goals of sustainable development of the organization.

Construction of a large-tonnage fleet in Russia: problems, prospects, innovations

Abstract

The construction of a large-tonnage fleet is an important factor in the development of maritime trade and the economy as a whole. In recent years, Russian shipbuilders have faced a number of problems that negatively affect the pace of socio-economic development of the industry, do not allow to fully use its potential in the production of civilian products. The purpose of the article is to identify the main problems in the process of building a large–tonnage fleet in the Russian Federation, to indicate the prospects for the development of the industry. The main content of the conducted research is the analysis of statistical data on the number of ships produced, up-to-date information reflecting the current state of production capacities of shipbuilding and ship repair enterprises in Russia is presented, its own definition of the concept of «large-tonnage vessel» is specified and proposed for further use. According to the results of the study, it was concluded that the effective development of large-tonnage shipbuilding in our country is hindered by such problems as: high design and construction costs, a shortage of qualified personnel, lack of intersectoral cooperation, an acute shortage of ship components of domestic production, which negatively affects the pace of development of the industry due to the ban on the supply of products from unfriendly countries, a high degree of depreciation of fixed assets of shipbuilding industry enterprises. The lack of a systematic approach to solving these problems, the insufficient effectiveness of the existing mechanisms of interdepartmental and intersectoral interaction, negatively affect the results of the activities of shipbuilding enterprises and the development of their production potential, both in the current period of time and in the long term. In order to increase the volume of construction of large-tonnage vessels at the shipyards of the Russian Federation, it is necessary to allocate financial resources from the federal budget (or at the expense of the National Welfare Fund of Russia) for the modernization and production capacities of enterprises with the necessary competencies for the construction of large-sized vessels, implement a set of measures aimed at full utilization of production capacities through cooperation, provide preferential financing to manufacturers of ship equipment.

Analysis of prerequisites for innovative transformation of subjects of the transport services market in modern conditions

Abstract

The aim of the study is to analyze the prerequisites for the innovative transformation of transport services market entities in terms of their importance and the power of influence on various groups of entities based on expert assessment. The relevance of the research topic is due to the dynamic and significant change in the outside world in the context of the emerging political and economic situation that affects the functioning of current processes, which determines the need to transform the subjects of transport services. The paper considers the classification of the subjects of the market under study and determines the scheme of their interaction, the classification of the prerequisites for the innovative transformation of the subjects of the transport services market is studied, and their grouping according to the type of sources of manifestation, nature and content is compiled, the importance of the prerequisites for the innovative transformation of the subjects of the transport services market and the strength of their influence on this process, the level of susceptibility of subjects of the transport services market to the prerequisites for innovative transformation is determined. In the course of the study, methods of data analysis and synthesis, grouping of prerequisites for deriving the author’s version of the division of the listed groups, a graph-analytical method for the purpose of visualizing and interpreting the results of an expert assessment, and assessing the quality level of the examination were used. The scientific novelty of the study lies in identifying the prerequisites that have the strongest influence on the process of transformation of the subjects of the transport services market in modern conditions, as well as in determining the groups of subjects most susceptible to the influence of certain prerequisites. The theoretical and methodological basis of the study are the works of domestic and foreign scientists and experts in the field of the transport services market, its subjects, the concept of Industry 4.0 and their existence in a single ecosystem. The personal contribution of the authors consists in conducting an expert assessment of the prerequisites for the innovative transformation of the subjects of the transport services market in modern conditions and analyzing the data obtained. The main result of the study is to identify the most affected by the specific prerequisites for the innovative transformation of the subjects of the transport services market, which allows us to further explore the prospects for the transformation of the subjects of the transport market of the Russian Federation within the framework of the concept of industry 4.0. The results obtained can be used to develop the provisions of political and economic strategies for the development of the transport services market at different levels of interaction, as well as for the purposes of strategic planning of activity programs and the functioning of specific enterprises in the industry. The direction of further research involves the analysis of incentives for the innovative transformation of transport services market entities, the study of the main provisions and specifics of the implementation of the Industry 4.0 concept in transport, as well as the study of world experience in the implementation of innovative transport technologies of Industry 4.0.

Taking into account the complexity in the tasks of transport demand

Abstract

The article describes the theoretical basis for taking into account the complexity in solving problems of transport demand, the analysis of the concept of “self-organized criticality” is carried out. The problems of describing complex conduct in transport systems are solved, the prerequisites or causes of complex behavior are indicated, the traditional definitions of a “complex transport system” are formalized. Examples of some models demonstrating complex behavior in transport systems are given.

Objective: formulation of research directions in the theory of transport systems, which should be developed with the help of conceptual and mathematical devices of individual sciences, such as complexity theory, nonlinear dynamics, to solve problems of transport demand, accompanied by flows of various events and elements in transport macrosystems, to take into account the complexity of problems in the theory of transport systems in modeling the dynamics of transport demand.

Approaches used: development of mathematical models of nonlinear transport systems demonstrating complex behavior, including models with power-law distribution of system characteristics within the framework of self-organized criticality, as well as models demonstrating bifurcations.

Methods and (or) methodological apparatus of research: methods of the theory of self-organized criticality and synergetics, allowing to take into account the properties of a complex system.

The scientific novelty lies in the use of methods and approaches of the theory of self-organized criticality and complexity theory for a wide class of models of transport systems used in problems of transport demand and based on traffic flow models.

Directions for further research, recommendations: it is required to analyze real statistics of the behavior of transport systems that correspond to various states of the transport system, including complex behavior, as well as the formulation and solution of problems of the theory of transport macrosystems.

Theoretical justification of the choice of the speed mode during the driving test express diagnostics of transmission units

Abstract

The relevance of the study is determined by the need to solve the problem of operational management of the current technical condition of the rolling stock. Based on this, technical diagnostics activities become important because they allow you to quickly identify the current technical condition of the vehicle in question. At the same time, it is important, even at the stage of planning diagnostic measures, to choose such operational modes of movement along the test section that would ensure the best information content of the test runs. The theoretical substantiation of the choice of speed modes of arrivals of the studied vehicles along the test section of the road during express diagnostics was the purpose of this work. Research methods: analytical mechanics, differential methods, matrix calculus methods, mathematical numerical methods. The main results are in the proposal of a dynamic model of the vehicle transmission, which takes into account the disturbing effects from the engine and from the support base of the test section, where diagnostic runs are carried out. The amplitude-frequency characteristics of vibration accelerations of the vehicle body are calculated when it moves at given speeds along the simulated test diagnostic section. The practical significance of the study is confirmed by the results of the analysis of the obtained graphs, during which a conclusion was made about the most vibration-dangerous frequency ranges. This is important, since vibrations that occur at certain frequencies, which are directly dependent on the speed of movement, as a rule, cause the most intense responses in specific components and parts of transmission units. Further research is related to the theoretical substantiation of the choice of rational ranges of speed modes of the studied vehicles on the test diagnostic section of the support base, taking into account the characteristics and features of its surfaces. The results of the work are aimed at improving the system of maintenance and repair of the rolling stock of motor vehicles, namely, its diagnosis to determine the presence and degree of development of operational defects and damage, as well as the current technical condition of the transmission units.

Method for studying the form changing of connecting rod bearings of the crankshaft of a car engine in operation (using the example of KAMAZ-740)

Abstract

The relevance of the topic of the article is due to the unresolved problem of failures of automobile engines, in particular, modern mass-produced engines of the KAMAZ-740.10, 7403 families, due to cranking of the connecting rod bearings, and the need for deeper studies of the processes and phenomena that lead to them, and the development of solutions that exclude them in operation.

The purpose of the study is to ensure the reliability of automobile engines by reducing the risk of crankshaft connecting rod bearings turning in operation by developing a method for studying their shape change and applying it when substantiating and implementing various design, technological and operational solutions.

A prototype is described and a developed method and device for determining the clearance in a connecting rod bearing, suitable for studying the formation of connecting rod bearings under engine test bench conditions. The prototype was a differential-type pneumatic device used in active control devices for honing cylinder liners. With the use of the described device, a method for studying the formation of connecting rod bearings under the conditions of bench tests of KAMAZ-740.10 diesel engines was developed and tested.

The use of new methods, devices and techniques makes it possible to investigate the patterns of shape changes of connecting rod bearings in relation to lubrication conditions, temperature and load conditions of the engine, and other factors.

The presented experimental results show that the gap in the connecting rod bearing is not stable, is caused not only by wear, but also by the resulting deflection of the liner, and significantly depends on the temperature regime of the engine - with an increase in oil temperature, the gap decreases due to an increase in deflection. The authors explain the formation of deflection and shape change of the liners by the loss of its stability from the action of loads and internal stresses under conditions of instability of the oil supply.

The results of experimental studies presented in the article have a scientific novelty, since a previously undescribed and not fixed decrease in the gap due to the deflection of the liners, which is formed immediately from the start of operation after the engine is assembled, is established, and its value is variable and determined by the temperature regime.

Practical significance – the developed method makes it possible to study the formation patterns of crankshaft connecting rod bearings to test the effectiveness of design, technological and operational solutions to prevent their turning during the operation of an automobile engine.

The main directions of promising research is the substantiation of practical solutions to ensure the stability of the shape of the liners during long-term operation of the engine.

Reserves to reduce car operating costs

Abstract

Relevant are studies to identify reserves to reduce the cost of car ownership, one of which is to minimize the cost of operation, and, in particular, maintenance.

The aim of the study is to reduce the cost of car ownership by reducing the unit cost of maintenance based on a scientifically based increase in the frequency and choice of consumables. A particular task within the framework of this article is to establish the patterns of formation of unit costs for car maintenance and to analyze the impact on them of the frequency and cost of engine oil.

A detailed analysis of the cost structure for the maintenance of a truck was carried out using the example of the KAMAZ 5490 NEO brand with two frequency values – regulated 60 thousand km and increased 80 thousand km. It has been established that such an increase in frequency reduces unit costs by 21,6% (by 331 rubles/1000 km).

The results of studies confirming the proportional dependence of the cost of engine oil on its quality, which determines the replacement period, are presented.

By modeling, the dependences of the unit costs for the maintenance of a truck on the example of the KAMAZ 5490 NEO brand on the frequency and cost of one liter of oil were obtained. It has been established that the strategy with the use of flexible oil cost (depending on frequency) compared to a fixed cost (independent of frequency) gives a noticeable effect (up to 190 rubles / 1000 km or 10,2%) in the area of lower values of frequency, where the indicator «price – quality» of oil is used.

It is concluded that the reserve for reducing operating costs, and, consequently, the cost of owning a car, is an increase in the frequency of maintenance, bringing it closer to the average annual mileage, and a rational choice of motor oils, taking into account the replacement period and cost.

Of scientific and practical interest are further studies of the regularities of the influence of various factors on the value of the frequency of maintenance, the definition of restrictions on its increase, the effect of an increase in the frequency on the cost of owning a car and the efficiency of its commercial operation.

Philosophical understanding of fear as the basis of human existence

Abstract

The study is relevant due to the fact that the life of a modern person is permeated with fears, both real and virtual. A person cannot imagine his life without fear; even his own existence causes fear. Despite the fact that fear has always accompanied a man, at present, due to the increase in self-awareness and many other factors, in our opinion, fear is becoming the true basis of human existence in the world.

The purpose of this study is to analyze the problem of fear as the basis of human existence in various historical periods and, in particular, at the present stage of human development. The achievement of the stated goal was facilitated by the solution of the following tasks. 1. To analyze the evolution of philosophical ideas about fear in various historical periods. 2. Based on the analysis, to draw conclusions and show that the rethink of fear is carried out in the New Age, since this period is a turning point in changing the role of fear. It is at this time that its individualization occurs, and it acquires a pronounced social character. 3. Particular attention should be paid to the analysis of existential philosophy, in which fear is considered as one of the key foundations of human existence and the main companion of a man in the modern era. Human existence and fear become one whole, connected by an inextricable thread. The methodology of this study is based on a dialectical approach. This approach was implemented through the use of a set of research methods of induction, deduction, analysis, comparison and synthesis, which are of a general scientific character.

Analyzing the problem of fear in modern reality, we came to the conclusion that the XXI century is an era when fear begins to accompany an individual in his daily existence, becomes a mass phenomenon and is formed in the public consciousness through various information channels: the media, the Internet, expert opinion, etc. The modern world has also generated completely new types of fears, which are a direct consequence of technologization, informatization, and digitalization of society. The appearance of the “pandemic of fear” amid the COVID-19 pandemic reinforced our idea that in the XXI century fear has become the true basis of human existence.

Criteria of scientificity and their evolution as a problem of philosophy of science

Abstract

The relevance of research into the criteria of scientificity becomes more acute with each new stage in the development of science, and such a situation has accompanied science since the time when it acquired the status of the epicenter of New European culture. The aim of science at obtaining reliable knowledge, possessing universality and general significance, applicable to all spheres of human life (as emphasized by V.I. Vernadsky), becomes attractive for all those who would like to speak on behalf of science, without having any grounds for it. The aim of the article is to show the complexity of the process of formation of criteria of scientificity at the main stages of development of European science, as well as the search for a general scientific criterion of scientificity within the philosophy of science. Taking into account the dominant tendency of modern philosophy of science – turning to the history of science, the author conducts a comparative analysis of the criteria of scientificity developed in Antiquity, the Middle Ages and the Modern Age. This method of research is supplemented by an appeal to internal and external factors affecting both the formation of criteria of scientificity and their substitution by pseudoscientific ideas and constructions. As a result of the conducted research, we come to the following conclusions possessing novelty. Firstly, the criterion of scientificity has a historical and systemic character, so it would be more accurate to speak about the criteria of scientificity. Secondly, the only feature that unites the historical forms of criteria of scientificity is the peculiarities of scientific attitude to the world. And, thirdly, the possibility of violating the criteria of scientificity is inherent in the relative nature of scientific knowledge, but this possibility becomes a reality under certain socio-political circumstances. The practical significance of the conducted research is seen in the fact that it creates a methodological basis for assessing the scientificity/ pseudo-scientificity of hypothetical constructions in cases of controversial situations for the scientific community.

About paradoxes of intellectuality

Abstract

The problem of intelligence has a wide research potential and attracts more and more attention of scientists and specialists in various fields. Today, the fundamental ideas about the structure and functions of intelligence in its natural (human) and artificial dimensions, the relationship of artificial intelligence with the natural in their unity and difference, are debatable.

The purpose of the article is to study intelligence as a paradoxical (largely contradictory) phenomenon, the task is to search for the essential foundations of intelligence, to strengthen the arguments in favor of the existence of two relatively independent types of intelligence, each of which has specific functions. The main method of research is dialectics in relation to the format of logical algorithms inherent in intelligence.

The main results of the article are the recognition of the paradoxical nature of human intelligence, due to the complex interaction of its positive and negative types (sides). In the process of historical evolution, the prevalence of one of the types of intellectuality is determined by the progressive or, on the contrary, counter-progressive course of social development. Now in one group of countries there is an average increase in the power of the positive functions of the intellect, in the other group, on the contrary, an increase in its negative components is clearly noted.

The novelty lies in the formulation and substantiation of the thesis that in the conditions of progressive social development, positive intelligence strengthens its position in comparison with negative intelligence. On the contrary, in conditions of stagnation and especially regression, the position of negative intelligence strengthens, which is expressed in the growth of schizophrenic deviations, various phobias, etc.

Directions for further research based on this work may include more thorough and differentiated studies of positive and negative intelligence, their unity and differences, and the dialectics of relationships in structural and functional terms in various historical eras, including the modern one. Along with this, questions of the essence, paradoxicality and inconsistency of intelligence can be useful to the developers of its artificial invariant.

Alienation: identity crisis

Abstract

The appeal to the problem of alienation of personality in the conditions of modern reality has relevance due to the fact that it allows analyzing the status of such a phenomenon as the crisis of self-identity. The ways of the constitution of the self by a person in the conditions of the emerging digital reality acquire the meaning of “answers” to the problem of self-alienation of the individual. The purpose of the study is to consider the newly emerging aspects of the process of alienation associated with the formation of a reality that goes beyond the empirical space of the main spheres of public life that has become familiar to the broad masses of people.

The objectives of this work are: firstly, a review of the main methodological approaches to the study of alienation in the history of philosophical thought; secondly, an analysis of new forms of alienation emerging in the digital space. The most adequate to the set goals and objectives is the comparative approach, which is a transdisciplinary methodology that allows avoiding one-sided interpretation of the phenomena under study. The article examines the ideas about the nature of alienation in classical and non-classical philosophy, due to various factors of reality that generate the “discontinuity” of human existence. It is shown that the category of “alienation” is a product of understanding the contradictions between the laws of nature and society with human nature. New forms of alienation are subjected to philosophical reflection.

The paper draws attention to the fact that the crisis of personal identity is largely due to the increasing role and importance of a person in the modern world. The consequence of his active life position is not only socio-cultural transformations, but also the emergence of new problems that indicate an identity crisis and require deep philosophical reflection, the search for answers to the problem of human self-alienation. The novelty of the work lies in determining the significance of the fact of constructing a virtual self-identity by a person as a way to solve the problem of self-alienation. The article is of an installation nature, its conclusions should be considered as theoretical prerequisites for the analysis of such problems as the peculiarities of modern man’s being, his identity and polyidentity, as well as the problems of determining the nature of the emerging universal hyperreality.

6. Срок обработки и хранения: до получения от Субъекта персональных данных требования о прекращении обработки/отзыва согласия.

7. Способ отзыва: заявление об отзыве в письменном виде путём его направления на адрес электронной почты Оператора: info@rcsi.science или путем письменного обращения по юридическому адресу: 119991, г. Москва, Ленинский просп., д.32А

8. Субъект персональных данных вправе запретить своему оборудованию прием этих данных или ограничить прием этих данных. При отказе от получения таких данных или при ограничении приема данных некоторые функции Сайта могут работать некорректно. Субъект персональных данных обязуется сам настроить свое оборудование таким способом, чтобы оно обеспечивало адекватный его желаниям режим работы и уровень защиты данных файлов «cookie», Оператор не предоставляет технологических и правовых консультаций на темы подобного характера.
