International Experience in the Integration of Education

Pedagogical Leadership within the Framework of Human Talent Management: A Comprehensive Approach from the Perspective of Higher Education in Ecuador

Introduction. University higher education in recent decades has seen the need to participate in projects that lead to its evolution, transformation and adaptation to the demands of current times. The leading role of the teaching professional is becoming more visible in these changes, which is why it is considered that the recognition of it as a leader is of vital importance to transform reality. The study presented has as a general objective to study teacher leadership in the higher education system of Ecuador considering its leading role in the transformative participation of educational processes.
Materials and Methods. The research carried out was part of the development of the mixed or qualitative methodology. This was a two-phase sequential study. The first quantitative phase involved a questionnaire with descriptive analysis, applied the reliability with the Cronbach’s alpha coefficient. The qualitative phase consisted of an interpretative documentary analysis.
Results. The results showed that most of the teachers surveyed do not recognize themselves as leaders, or at least are not known as leaders in some areas of the educational processes in which they participate. Teachers have three types of leadership: instructional, distributed and university.
Discussion and Conclusion. At the present time the participation, commitment and responsibility in the area of competence of the university teacher, the educational leadership represented in the professional of university teaching, it is vitally important to move from discourse to action and active participation in the transformation of the realities.

Impact of Textbook Reform on the Formation of Chinese National Identity

Introduction. A search for effective educational strategies that can form and maintain Chinese national identity is a highly relevant task for the Chinese academic community. Secondary school textbooks’ content revision has become one of the ways to solve the problem. The purpose of the article is to analyze the complex of educational and methodological materials within the framework of school education, aimed at influencing the formation of national identity in China.
Materials and Methods. To study the problem, we conducted a survey, in which schoolteachers and parents of schoolchildren from the city of Lanzhou (PRC) took part. In order to identify the views of these two communities regarding the impact of the updated textbook content on the emerging identity of schoolchildren, we analyzed the personal data, and to understand the learning outcomes, we examined in detail the content and structure of new textual narratives, comparing them with previous educational materials. This helped us to identify a mechanism for developing lessons using the corpus of cultural and historical heritage, which was the essence of the reform aimed at shaping national priorities in the identity of the younger generation. Owing to the chosen methods, we were able to better understand and comprehend the role that ideological education is designed to play in the conditions of modern China.
Results. The analysis showed that the updated textbooks reflect the main discourses of Confucian philosophy, fostering cultural and political identity in students. The survey showed that the increased national discourse in the content-factual part of textbooks facilitated the fostering of national identity among schoolchildren.
Discussion and Conclusion. The materials of this article can be used for further research of the educational process and its influence on the development of civil society cohesion. This can be useful for polyethnic states in terms of strategic planning and development of mechanisms of construction and maintenance of national identity when drawing up educational textbooks. The results of this study may also be of interest to researchers dealing with educational problems and considering education as one of the elements that play an important role in the formation of national identity, as well as for teachers and students.

Theoretical and Methodological Approaches to Assessing Efficiency of Formation and Functioning of the EAEU’s Integrative Complex of Universities

Introduction. Integration processes in higher education have recently come into particular prominence. A special place in this context is occupied by the issues of integration in the field of higher education of the countries of the Eurasian Economic Union, which have not yet been sufficiently reflected in research. The goal of this paper is to develop theoretical and methodological foundations for assessing the effectiveness of formation and functioning of the integration complex among the Eurasian Economic Union universities as a factor in increasing their competitiveness.
Materials and Methods. Methods of theoretical and comparative analysis, synthesis and classification, method of constructing an economic and mathematical model, method of expert assessment were used in the study.
Results. For the purpose of theoretical substantiation of one of the main forms of integration in the sphere of higher education the concept of “integration complex of universities” was introduced and its interpretation was proposed. Possible strategies for the formation of integration complexes of universities have been identified. A methodology for assessing the effectiveness of formation and functioning of the integration complex among Eurasian Economic Union universities has been developed and its integral indicator has been determined.
Discussion and Conclusion. The obtained results of the research contribute to the development of the conceptual foundations of educational integration and methodological approaches to its assessment. The materials of this article will be useful to the staff of government agencies and academic institutions that study interstate integrative processes and their effectiveness in education.

Assessing the Learning Administration of Higher Education Institutions by Graduates’ Turn-Out and Learning Outcomes: Theory and Practice

Introduction. This article describes how universities are fulfilling their training assignments. Its relevance is determined by the growing need of teachers to correlate the learning results of specialists-to-be with learning assignments. The aim of the article is to describe a method for assessing the learning management system of higher education institutions by analysing learning outcomes and graduates’ turn-out.
Materials and Methods. The study relies on the collection and analysis of the results of specialists’ training between 2015 and 2019. The joint use of the obtained data and methods of normative forecasting and interpolation allowed the authors to calculate and measure the intermediate results relative to the final ones, to build educational trajectories, which made it possible to evaluate the learning management system by dealing with training results and graduates turn-out.
Results. For the first time the authors of the article showed that the measured results demonstrated not only the scope of specialists’ training and graduation, but they evaluated management of the educational process and developed necessary management decisions to regulate standards and measures for specialists’ training and graduation according to the specified final results.
Discussion and Conclusion. The conclusions contribute to the development of the concept of learning management systems, provided that there are specified final results of the specialists’ graduation. Findings are of interest to the scientific and pedagogical community, professors, teaching staff and leadership of educational institutions.

Analysis of Students’ Oculomotor Activity Observed when Reading from the PC Screen

Introduction. This paper analyzes the problem of formation of educational Internet resources. Despite numerous works concerning the importance of using information technologies in the education, the issue of its rational organization remains understudied. The purpose of the article is to analyze what patterns are observed when students read educational information from the screen, and how these patterns can be used to create educational Internet resources.
Materials and Methods. To study the interaction of students with educational information on the screen, the authors used the method of oculography. The results were processed using the BeGaze and IBM SPSS Statistics 22 programs. In total 100 respondents participated in the experiment, 50 of which were trained in the natural sciences, 50 – in the humanities.
Results. It is determined that the presence of media text influences the oculomotor activity of students: students commit fewer fixations and saccades, the average duration of saccades increases, the value of the Scanpath Length indicator decreases. It was revealed that the orientation of training forms strategies for working with information on the screen: students of natural sciences read texts longer, blink less often; they have a higher Scanpath Length value. When forming educational Internet resources, the developer should take into account the students’ specialisms with reference to e-material. It should also be borne in mind that the presence of images on educational Internet pages is perceived by students as a simplifying factor for completing the cognitive task of reading, but students practically do not pay attention to the images themselves. This may be attributed to the specificity of the learning process, when their main focus is on written texts acquisition.
Discussion and Conclusion. The results of the study open a new direction in the study of the problem of rational organization of the student's learning process using technical devices and may be of interest to developers of educational Internet resources, as well as practicing teachers.

Socio-Psychological Predictors of Successful Integration of Institutionalized Adolescents into Mainstream Schools

Introduction. The study sought to reveal socio-psychological factors of successful integration of institutionalized adolescents into mainstream schools. The relevance of the research is determined by the necessity to spread practices of integrating institutionalized children and adolescents into mainstream schools to expand their social experience.
Materials and Methods. The purpose of the study was to explore the socio-psychological predictors that determine the successfulness of integration of institutionalized adolescents into mass secondary schools. Among the sociopsychological predictors of integration success, we analyzed the communicative characteristics of adolescents and the specifics of their relations with other subjects of the educational process. The study involved 678 people including students of secondary schools with integration programs, their parents and teachers. The empirical data were collected through questionnaires, expert survey of teachers, and projective drawing with subsequent expert evaluation of the results, as well as testing, including M. Kondash’ Anxiety Scale (to assess the adaptation of orphaned children in school), S. Bratchenko’s methods “Direction of the personal communication”, M. Snyder’s Diagnostics of communicative control (to assess their communicative potential) and J. Moreno’s Sociometry (to assess their place in the system of interpersonal relations with classmates).
Results. The results show that about one out of ten institutionalized adolescents successfully integrates into the educational process of mainstream schools, while the others experience difficulties in this process. Significant predictors of successful integration are indicators that characterize the communication skills of institutionalized adolescents, as well as their relationships with “adult” subjects of the educational process (primarily, parents of classmates). The most favorable conditions for the successful integration of institutionalized adolescents into mainstream schools are associated with the first stages of their attendance at a mainstream education institution.
Discussion and Conclusion. The findings contribute to social and educational psychology and can be used to develop scientifically-based system of social-psychological support of integration of institutionalized adolescents into mainstream schools, the targets which should be aimed at the development of communicative skills of institutionalized adolescents, and also on formation of system of their relations with other subjects of educational process.

Problems of Health Protection of Students with Health Limitations in Educational Institutions of the Russian Federation

Introduction. The current legal framework for the education of children with health limitations was created after the conceptual provisions and international acts to ensure equal children’s opportunities and access to free educational services without any type of discrimination. Regulatory documents contain the general rules for organization of educational activities and medical support in an educational institution, without specific recommendations for health strengthening and preservation of children with health limitations, taking into account the nature and severity of the disorder, as well as the combination thereof, which is a separate urgent state problem. This study was initiated to analyze the current situation with health protection of special needs children in educational institutions. The detection of organizational difficulties and legal restraints will allow to determine the remedial measures and prepare the proposals for the improvement of the educational system.
Materials and Methods. The content analysis of the applicable regulatory legal documents of the Ministry of Health, the Ministry of Education and Science of the Russian Federation between 2012–2020 revealed urgent problems pertinent to the enforcement of legislative initiatives in the field of education and health protection of students with health limitations in various educational environments.
Results. The study confirmed the hypothesis of the variability of the current organizational problems regarding health strengthening and preservation of students in an educational organization, including the weak legal and regulatory framework. The health-preserving environment of an educational organization is proved to have a combination of factors: availability of special educational and technical equipment to meet special educational needs of students, taking into account the severity of the physical dysfunction; the compliance of the tightness of timetable, number of lessons and the educational load with children’s health state and individual psychological capabilities; availability of separate rest and restoration rooms; availability of up-to-date rehabilitation equipment for health strengthening of children with health limitations in the educational institution’s environment; staffing with teachers and medical specialists who are aware of modern technologies of handling children with health limitations.
Discussion and Conclusion. The study results can be facilitative of the development of the system of monitoring during the organization of the educational process and the variability of health protection conditions for students with health limitations in an educational organization as the method of prompt detection and elimination of adverse factors and, hence, mitigation of social risks and solving of one of the priority state tasks.

Teaching Foreign Languages Inclusively: Standards for Teacher Competence

Introduction. The adequate professional and psychological-methodology training of teachers is of major importance in teaching a foreign language to learners who have health impairment. In spite of the numeral works published in Russia and abroad which cover various aspects of this problem the given article is the first to do the detailed analysis of teachers’ survey in order to reveal the knowledge, competences and skills necessary for their effective work in inclusive classes. The aim of the article is to develop a teacher training/retraining programme, which is based on the state professional educator standard and able to make teachers ready to work with learners who have health impairment.
Materials and Methods. Methodology of the research represented is a combination of critical overview of works by Russian and foreign authors, other relative materials and detailed analysis of the results obtained through query of university and school teachers which was necessary for working out a relative teacher training programme that will make them ready to work in inclusive classes. 30 teachers took part in the survey.
Results. As a final product of the research done on the basis of accurate analysis of theoretical resources and results of the survey a conceptual framework of teacher’s knowledge and skills necessary for effective work in inclusive class was developed by the authors. They also produced a teacher training programme, criteria and forms for assessing teacher’s acquisition of the programme being included.
Discussion and Conclusion. The teacher training course developed by the authors is the relative contribution to the development of Psychology and Pedagogy of teaching foreign languages. It is essential that the programme is a model that can be adapted according to the interests of a potential target audience of educators. The course should help reshape the general competences as defined by the existing standard of teacher training so as to build up specific skills pertaining to teaching SEN learners inclusively. It should be an integral part of contemporary teacher pre-service preparation.

The Study into Theoretical and Methodological Readiness of Defectology Students to Pursue Master Degree Programmes

Introduction. Training a competitive specialist at the level of a master program is an important educational goal. The problem of the continuity of educational levels as a condition for the quality of graduate training is debatable, because the focus of such discussions is often around the methodological components of the educational program, rather than the conceptual guidelines for professional growth. The aim of the research was to study the level of studentsʼ readiness to follow master degree programs in the field of special (defectological) education.
Materials and Methods. The research constitutes a theoretical analysis of the problem of readiness of defectology students to pursue the master degree level of education. In the course of empirical research, the results of a questionnaire and self-assessment were used. The survey included 68 master degree students of 4 master degree programs. Statistical processing of the results was carried out using the Statistica 10.0 software package for the Windows.
Results. The authors found that the target guidelines for the reconstruction of the professional training of master students in the field of special (defectological) education is a set of expected knowledge, skills, and abilities from the standpoint of modern requirements and social need for the activities of a specialist in the changing conditions of education, upbringing and development of children with disabilities; the designing of a master program requires the actualization of theoretical and methodological training, taking into account its extrapolation to the level of implementation of applied professional competencies in accordance with the modern needs of society and the dynamics of the educational labor market.
Discussion and Conclusion. The results obtained facilitate the development of professional training of master students in the field of special (defectological) education and allow us to consider theoretical and methodological readiness to pursue a master course in terms of continuity of educational tasks and the continuity of educational levels that make up the fundamental principles for the preparation of a competitive graduate.
