Funding of Basic Research Based on Scientometric Criteria

Аннотация

The issue of funding for basic research is investigated. Public funding models for research organizations are presented. A new approach to the assessment of possible thematic areas based on bibliometric and webometric indicators is introduced. The architecture of the state system of scientific and technical information is discussed. Scientometric methods provide an instrument for resolving the infrastructure problems of the Russian science.

Аннотация

The inextricably linked concepts of “information” and “information communication” are discussed. Information about some entity is defined as details about its properties reflected in material processes and objects or in the response of systems with purposeful activity. It is asserted that information is manifested only in the process of information communication. The steps of this process are considered. In particular, the processes of information transfer studied by C. Shannon are presented as elements of the stage of reflection of information communication. The aspects of “information support” of typical processes of activity, inherent in a particular subject domain, that must be recognized and studied, are determined. The list of the basic concepts connected with the concept of “information” is given.

On the Ways of Optimizing Social Academic Information Resources and That on the Humanities

Аннотация

This paper discusses the ways of optimizing the information resources of the social institutions of the Russian Academy of Sciences and those on the humanities based on the results of the monitoring, which was conducted in 2017. For different types of information resources, the optimization model is planned within the project of a unified information system of the Russian Academy of Sciences on the basis of their integration, aggregation, and coordination. It is suggested that the maximization of results at specified expenditures for the creation of information resources should be the criterion of optimization. It is stated that the most promising types of resources for the optimization are catalogs, bibliographic indexes and databases, electronic libraries, reference and encyclopedic resources, as well as lexicographic resources.

Some Aspects of the Development of the All-Russian Institute for Scientific and Technical Information

Аннотация

Although the USSR and the United States had a comparable number of employees in the field of scientific information, there was a substantial difference in funding, which resulted in a lack of information support for Soviet scientists. While 90% of the publications in the United States were available almost immediately after their release, in the USSR they were delayed by 1.5 to 2 years. Since the publication of the Abstracts Journal by VINITI (AJ), its content was consistently expanding and reached its peak in 1990 (1.5 million documents per year). The next quarter of a century was characterized by a decline in both the composition of the AJ and the time required for its document coverage. The steps for restructuring VINITI activities are discussed. The focus is made on improving the limited coverage of the Russian-language part of the global flow of scientific information by Western information systems.

The Open-Access System of Journals and Its Use by Russian Scientists According to the Statistics of Web of Science (2008–2017)

Аннотация

The review of the research of the Open-Access system of journals and its advantages and disadvantages are presented. The bibliometric analysis was carried out for the array of Russian papers published in the journals of the Gold Open Access system and reflected in the SCI-E database for 2008–2017. The results of the analysis of the publication activity showed that, despite the high payments for papers, there was a steady increase in the share of Russian publications in such journals compared to the overall publication activity of Russia: from 7.8% in 2008 to 13.7% in 2017. This is largely due to active international cooperation of Russian organizations with funding agencies from the United States (31%), Germany (29%), and other industrialized countries. Analysis of the array of Gold OA publications in large research areas made it possible to establish a significant difference in its structure compared to the general array of publications in Russia. As an example, the most important scientific field in the world, Research Area Scientific Technologies, was ranked the third in comparison with the ninth rank in the general array.russian scientists widely use high-quality foreign journals of the Gold OA system, which includes one Russian journal, Solid State Physics.
