The U.S., Israel, and the Ongoing War in Gaza

Abstract

This article presents the results of an interim assessment of the United States’ military involvement in the first year of Israel's war in the Gaza Strip. The study focuses on the dynamics between the two countries as donor and recipient and how they affect the war. The results show that the rapid rearmament of Israel's arsenal of weapons and ammunition played a central role in escalating the war. It is argued that U.S. military assistance to Israel is an American national interest, not simply a favor to the Jewish state. Military cooperation with Israel provides a steady stream of revenue for American arms companies and keeps the production capacities of many enterprises located across the country busy. Military support for Israel in its war with the Palestinians is also considered in the context of broader American involvement in the Middle East. The article concludes that the main U.S. military actions in support of Israeli military operations during this period were related to direct conflict with the Yemeni paramilitary group Ansar Allah to protect commercial shipping routes in the Red Sea and the Gulf of Aden.

The India – Middle East – Europe Economic Corridor: U.S. Interests and Opportunities

Abstract

In recent years, the rivalry between the United States and China has intensified. New areas of competition related to the industrial and technological race are becoming increasingly important, including in the field of international transport corridors and large infrastructure projects. The initiative to create the India-Middle East-Europe Economic Transport Corridor (IMEC), proposed by the U.S. and European countries in 2023, reflects strategic interests and aims to counter the growing influence of China, and acts as an alternative to China's One Belt, One Road (BRI) infrastructure project. The U.S. seeks to remain a key player in the Middle East not only through its military presence but also through diplomatic partnerships, creating a network of alliances in the region along with political and financial support for the development of transport infrastructure. The author argues that IMEC envisages the integration of India, the Middle East, and Europe by increasing trade volumes through facilitating the movement of goods at the border and reducing overall trade costs. At the same time, the implementation of this project faces a number of problems, including the unresolved Palestinian issue, the armed conflict between Israel and Hamas, the reluctance of the Middle Eastern countries to become involved in the Sino-American rivalry. The success of IMEC will largely depend on the ability of its participants to cope with differences and expectations, as well as to find a balance between competition and cooperation.

The United States in International Trade in Services: Characteristics of Participation and Regulatory Approaches

Abstract

This article examines the dynamics, structural characteristics and geography of U.S. foreign trade in services. It finds that services have long played a central role in the U.S. economy, both as the main driver of GDP and through their contribution to job creation. At the same time, services adapt well to crisis situations, making the U.S. economy more resilient. The authors note that the United States has comparative competitive advantages in the digital sphere. The article outlines the country's position in international agreements and negotiations related to trade in services and e-commerce is revealed. In 2023, the United States dramatically revised its trade policy on data flows, withdrawing traditional proposals to ban localisation requirements and protect source code. This sharp turnaround in trade policy shows that the Biden administration was at the center of an internal struggle over the rules of international digital trade, and that the contours of a new strategy will be refined under the new administration. The article concludes that risks to the U.S. services sector are growing due to other countries' advances in digitisation, their pursuit of technological sovereignty, the fragmentation of e-commerce regulation, and the tightening of policies aimed at attracting investment to the United States.

US Policy for Building a Networked Region in the Pacific

Abstract

In the paper, US Pacific policy is analyzed through the concept of a “network”. On the one hand, systemic conditions which prevented the emergence of comprehensive integrational structures, and on the other hand, the results of George W. Bush’s policy served as foundations for such a course. By the end of 2008, three networks with US participation had formed: the TransPacific Partnership, the American alliances network and the six-party talks devoted to the nuclear issue of the Korean Peninsula. All of them served as a framework for Barck Obama’s Pacific policy. Its results demonstrated that a sparse network of security allies and partners with a limited number of nodes appeared was the most viable. As a consequence, this network was the only one maintained by Donald Trump and modernized by Joseph Biden. The modernization involved inclusion of non-regional actors into Pacific formats, closer integration of alliances and security partnerships through a partially corresponding agenda, the formation of multilateral partnership network based on a flexible cyber agenda, and assigning the role of network braces to the Quad and the trilateral US – Japan – ROK military and security partnership.

Socioeconomic and Cultural Aspects of the Status of Racial and Ethnic Communities in the United States

Abstract

The article examines the positions of US ethnic groups in the labor market, among small and medium-sized business owners, and in the education system, revealing a complex set of reasons for the low social mobility of the majority of African Americans and Latin Americans. significant attention in the work is given to affirmative action plans aimed at increasing the number of representatives of Asian, African and Latin American races in state institutions, universities and private companies. A separate section is devoted to the examination of the cultural codes of ethno-racial groups and the stereotypes in the assessment of their abilities and mentality, as well as their representation at management levels in production sectors. The section analyzes racial theories and social movements that have become widespread in the country, which have designated one of the lines of division in American society. A separate section examines the cultural codes of communities of color in the United States, as well as stereotypes in assessing their abilities and mentality, the influence of these judgments on their professional growth, as well as their representation in management roles in production. The relevance of studying racial issues in the United States stems from the growth of political and cultural movements across states, motivated by the feeling of injustice faced by communities of color, which does not meet their civil rights and social interests. The final section of the article examines the results of surveys among African Americans, in particular focusing on whether structural or individual sources of racism are perceived as the greatest problem for them.

The Bottlenecks of German-Canadian Dialogue in the Sphere of Security and Defence: Features and Reasons

Abstract

Germany and Canada are member states of NATO and the G7, but bilateral interstate cooperation in the sphere of security and defence, in terms of volume and quality, can hardly be called advanced. It is particularly remarkable, taking to account the contribution of each country to efforts to Westernize the newly emerging world order. The article explores the bottlenecks of the dialogue in political and military fields, as its determinants. The methods of comparative and dialectical analyses are used. At the end of the 2010s – the first half of the 2020s, there have been at least three “windows of opportunity” for the improving interstate relations. The first was connected with each side's concern about the U.S. foreign policy under Donald Trump (2017–2021). The second “window of opportunity” was caused by the growing involvement of NATO member states in “deterring” Russia and supporting Ukraine. The third was connected with Germany`s interest in strategically establishing a presence in the Arctic. However, none of those potential opportunities were realized. The article reveals the reasons specific to each case and the general determinant, which is the military-strategic peculiarity of Canada compared to European continental NATO member states. The importance of this factor is illustrated through the example of Canadian troops` involvement in the NATO frontier zone in the 1980s and since the mid 2010-s. The article concludes with perspectives of the German-Canadian dialogue.

Although in the 1960s the US and the USSR managed to draft binding conventions on diplomatic relations, the last ten years have seen a crisis of communication, with the absence of direct dialogue, closed consular and other missions, expelled diplomats, ‘visa wars’, and ‘isolation’ of diplomatic staff. The author identifies the root causes of the degrading diplomatic interaction between Russia and the US, analyses their symptoms, and assesses the prospects for change after Donald Trump having won the Presidential election in November 2024.
