USA & Canada: economics, politics, culture

The monthly publication “USA & Canada: Economics – Politics – Culture” (“USA & Canada” Journal) was founded in 1970 as “USA – Economics, Politics, Ideology” (since 1998 Canada was added). It's main purpose was and still is to inform readers about all aspects of domestic and foreign policies of the USA and Canada as well as current theoretical and practical issues of the international policy, world economic relations, development in different countries of the world. It publishes materials representing results of researches carried out by Russian specialists and foreign analysts on Russian – U.S. and Russian – Canada relations. Now it is the leading journal in Russia and CIS on all these matters. Also the journal publishes articles on such matters as security and defense policies, globalization and integration processes, innovation, scientific and technological progress, international terrorism and counter-terrorism, environmental challenges and cultural issues (literature, music, cinema, arts and architecture) etc.

Mission of the Journal is to provide a platform for authoritative researchers from Russia and the CIS countries to discuss processes and events taking place in the USA and Canada.

Among readers of “USA & Canada” journal are: international researchers and students of above mentioned issues, teachers, post-graduate students and students of higher education institutions, executives and staff of federal and regional state authorities, managers and analysts of banks, corporations, large enterprises.

Among the authors of the journal are: the leading analysts of the Institute of USA & Canada Studies, Russian Academy of Sciences, researchers from other Russian academic and non-academic think-tanks of international profile, foreign researchers, industry analysts and banking experts, professors of the universities and higher education institutions, post-graduate students, representatives of the legislative and executive bodies of the Russian Federation and the CIS countries.

The journal is included in the Russian Higher Attestation Commission List of peer-reviewed scientific publications.

The “USA & Canada: Economics – Politics – Culture” journal is distributed by advance subscription only, and is not offered for sale. The subscription may be accomplished in every post-office in Russia using the Federal Postal Service union catalogue, section “ARSMI», the journal index 70925. The subscription may start from every month, for any number of issues.

US-EU trade and economic relationship in the age of global rivalry

Abstract
The erosion of the U.S.-centric global order, heightened confrontation with Russia, and escalating rivalry with China are propelling the United States and the EU towards more intensive cooperation in economic and technological sectors. Coordinating sanctions and other punitive measures against 'revisionist powers' has become a key area of interaction between Washington and Brussels. Remarkably, the US-EU trade and economic relationship has advanced during the Biden presidency, contrasting sharply with the tariff and trade wars of the Trump era. Following a brief decline during the pandemic, US-EU bilateral trade has resumed growing at a rapid pace. Efforts by Washington and Brussels to address challenges posed by emerging technologies coincide with their individual pursuits of unilateral advantages in the race for technological supremacy and a transition to a green economy. While the transatlantic partners are striving for cooperation, this does not preclude potential clashes in their trade and economic interests, especially where there are foundational reasons for intense competition.

US hegemony in Latin America and opportunities to overcome it: horizon 2040

Abstract
This article examines the phenomenon of US hegemony in the Western Hemisphere and explores the possibility of overcoming it by 2040. The authors question the expediency of this measure for the countries within the region. The article identifies key determinants of Inter-American relations development. Among the key threats to Washington's dominance, the authors highlight the strengthening positions of major powers, particularly Brazil and Mexico, as well as China. The study's prognostic nature dictates its methodology, wherein current trends are compared with visions of future world development (by the middle of the 21st century).

Theory of international relations: the interaction of the USA and China

Abstract
This study examines how China is portrayed in U.S. political discourse, a topic of significant interest in Image Studies. No other country has captured the American public's attention as extensively and controversially as China throughout the history of their bilateral relations. The article explores the main schools of International Relations Theory-realist, liberalist, and constructivist-and demonstrates their pivotal role in shaping China's representation while overlooking other perspectives, both in the United States and globally. The review then delves into various definitions of image and representation, offering a historical overview of work on China's imagery, primarily from an interpretivist tradition. It further examines cultural, media, and communication studies, highlighting specific approaches to analyzing China's portrayal in U.S. political discourse, such as constructivist and critical approaches, including critical constructivism and critical geopolitics. The final section is dedicated to an overview of poststructuralist thought, illustrating how representational practices define power relations through discourse.

Japan in the us indo-pacific strategy: strengthening role to contain china

Abstract
The article is devoted to the changing role of Japan within the framework of the bilateral alliance with the USA. To begin with, the article considers the evolution of US-Japan relations up to the present stage. Further, attention is focused on the build-up by the Japanese side of military power and the modernization of the alliance with the USA under the governments of S. Abe and F. Kishida. The analysis allows the author to move on to the final part, which proves the growing importance of Japan in the context of the American strategy of the 'Free and Open Indo-Pacific Region'. The author discusses the prospects for strengthening Japan’s role in world politics as a key US ally in deterring China.

The banking phenomenon of North Carolina: from origins to the present

Abstract
Although not one of the largest states and ranking just ninth in the USA in terms of population, North Carolina has been a major banking hub for several decades, second only to New York. This article focuses on the early foundations of this success and the later evolution of the North Carolina banking cluster, tracing its development through statistics from the late 1970s to the present. It is shown that an important advantage in the 19th century was the lifting of the ban on bank branching, which was not typical in the USA at that time. As a result, by the early 1980s, when the gradual liberalization of the national banking system and the abolition of territorial restrictions began, quite large banking corporations already existed in North Carolina, ready for further business expansion and operations in other parts of the country. Following a long series of mergers and acquisitions in the 1980s, 1990s, and 2000s, the state's leading bank holding companies (Bank of America Corporation and Wachovia Corporation) became among the largest and most powerful financial groups in the USA. However, it soon became clear that there was another side to this extremely rapid growth: due to its deep involvement in subprime mortgages, Wachovia collapsed during the 2008 crisis. Nevertheless, Bank of America and several other large companies overcame the crisis, ensuring North Carolina maintained a strong position in the industry. To date, North Carolina's phenomenal rise remains the most significant spatial change in the US banking system since its liberalization began more than 40 years ago.

International exchanges as an instrument of american public diplomacy

Abstract
It has become clear that the development of international situation will be determined by several trends: transformation of the world order, crisis of American global leadership and confrontation between the great powers. All three are intertwined since the primary reason for confrontation is the disagreement between the great powers about how they envision the future of world order: as continuation of “rule-based order” with American leadership or as a new model, for instance, a multipolar world. Thus, the importance of methods aimed at influencing international public opinion, such as public diplomacy (PD), has increased significantly. Among the U.S. PD instruments international exchanges have always been the “crown jewel” - a slow long-term but nevertheless effective strategic tool used to gradually create a dominating global worldview beneficial for American national interests. This article examines the place the international exchanges hold within the systemic organization of the U.S. PD, identifies the main types of exchanges as well as three key focus-groups of their target audiences. Applying the transformative education’s theory author analyzes the mechanics of influence projected via the exchanges. At the end, putting together American PD systemic crisis and recent negative trends concerning participation in exchanges the article concludes that further monitoring will be required in the future.

The Biden administration nuclear posture review: a new vision?

Abstract
The article is devoted to a comparative analysis of US doctrinal documents - the Nuclear Posture Reviews of 2018 and 2022. The authors set themselves the objective of determining whether the nuclear threshold has decreased/increased during the Biden administration. Analysis of the corresponding sections of documents leads to the conclusion about continuity between the Reviews. This concerns issues of nuclear modernization, the “tailored deterrence” strategy, and regional aspects of the US nuclear deterrence. The section of the 2022 document devoted to arms control sounds relatively new, however, foreign policy landscape and virtual collapse of the modern arms control architecture do not allow the authors of the doctrine to be optimistic in this matter .

Henry Kissinger and US policy in the South of Africa

Abstract
The article deals with the American policy towards the southern Africa in the era of Henry Kissinger. The main driving force behind that enterprise in this direction was the National Security Advisor and US Secretary of State during the Nixon-Ford administration. The author examines how US relations to the southern portion of this continent, Angola in particular, unfolds from virtually non-existent to almost full-scale intervention in 1970s - and makes findings of the Kissinger’s dealings with the issue.
