JOURNAL OF INTERNATIONAL ECONOMIC AFFAIRS is devoted to studies in the field of foreign trade, economic integration and globalization. The journal deals with the organization of foreign economic relations, logistics, customs affairs, and problems of competitiveness and economic security, as well as import substitution. Priority is given to the researches in the field of development and stimulation of foreign economic activity under the circumstances of international economic integration.

The journal publishes articles of members of the scientific and educational institutions, postgraduates, doctoral students and independent researchers.

Modern autarky: territorial-regional and mono-product variants

Abstract
The article analyzes autarkic trends in the modern economy both at the regional macro level and in relation to monoproducts (energy, food, etc.). For the first time, the evolution of territorial-regional autarky and its relation to political autonomy are shown. The problems of managing autarkic regions from the point of view of the central government are analyzed. The author for the first time identified the monoproduct type of autarky and analyzed its forms and causes. The modern economy operates in the mode of monoproduct autarky of a number of sectors and such management is not only practically possible and real but also expedient.

Basis for selecting sectors and industries to diversify and stimulate the country's economic growth

Abstract
The article analyzes the features of the application of the latest techniques focused on the choice of sectors and industries for industrial development. The objectives and instruments of industrial policy focused on the development of selected sectors and industries for the purpose of diversification and modernization of the economy are substantiated. The analysis of the six stages of the Growth Identification and Facilitation Framework is carried out. An assessment of the possibilities of applying the theory of product space for the diversification of the country's economy and its export basket is given. Limitations in determining the goals of industrial policy are highlighted. It is proved that industrial development is associated with the transformation of the economy structure both from the point of view of diversification of production and export baskets and from the standpoint of increasing the level of complexity and uniqueness of individual products. At the same time, in order to succeed, it is not enough for a country to simply follow its comparative advantages, but it is necessary to switch to the production and export of more complex goods, with the help of which it is possible to diversify and modernize the economy.

Strategies for repositioning the region's industrial products in foreign markets

Abstract
The study is aimed at reviewing in a generalized form the factors and conditions for increasing the export potential of the region, taking into account the global challenges of the world economy and external economic risks, including those associated with foreign sanctions. Data from the portal of the Federal Customs Service and TrendEconomy formed the information base of the study.The authors used methods of grouping and strategic repositioning, as well as analysis of statistical data. The article provides a quantitative assessment of export risks from the perspective of the external effective demand of importing countries.The goals and criteria for selecting countries for repositioning are determined. Alternative strategies for repositioning, such as import substitution, development of existing and new markets, are proposed. This allows reducing the risks (reducing the volume of critical deliveries) associated with export activities. The results of the research will be used as the basis for proposals for choosing strategies for the technological development of industrial products (local, global, and niche leadership) and building maps for the repositioning of regional producers in accordance with changing conditions. Mechanism for the development of cross-border trade and economic cooperation in the context of the territorial capital growth

Abstract

Cross-border cooperation is the basis of strong friendly relations between neighboring countries. The authors hypothesize that the territorial capital of the cross-border region as an integral element includes cross-border cooperation, which allows to strengthen the potential of competitiveness. To prove the hypothesis, the authors supplemented the structure of the elements of territorial capital, summarized the data of the case analysis of cross-border cooperation projects of Russian regions bordering European countries. A classification of the interests of key groups of participants in cross-border cooperation is proposed.These classification details the interests not only by groups but also by age of the population, where the interests and motives of cross-border cooperation differ significantly among themselves. Based on the development of the theoretical basis of cross-border cooperation in this study, as well as the results of previous studies, a mechanism for the development of cross-border cooperation is proposed.These mechanism includes approaches, principles, methods and actions that contribute to the increment of territorial capital and strengthen the competitiveness potential of the cross-border region.Acknowledgments:The reported study was funded by RFBR and FRLC, project number 21-510-23002.

Impact of anti-Russian sanctions on the financial systems of unfriendly countries

The article analyzes the impact of sanctions imposed on Russia on the financial systems of unfriendly countries. The authors prove that sanctions affect not only the Russian economy but also the economy of other countries. The authors of the study argue that sanctions can make unfriendly countries more vulnerable to financial crises, raising the cost of credit and reducing investments. The article urges countries to consider the consequences of sanctions and to seek alternative methods of regulating international relations. The article may be of interest to anyone dealing with the problems of modern political economy, the theory of finance and the foundations of economic evolution.

Currency and customs regulations: sanctions impact on the Russian economy

Abstract
The complex geopolitical situation, the intensification of contradictions, the appearance of new technological and economic factors that led to the manifestation of fierce competition between states increase the relevance of the research topic devoted to the analysis of the consequences of anti-Russian economic sanctions.The scientific problem of assessing the effectiveness of currency and customs regulation measures applied in the sanctions regime, as well as forecasting and assessing their negative consequences for the Russian state, business structures and society as a whole is recognized as one of the most difficult one. To solve this problem, the author summarizes the experience of applying economic sanctions in various countries. The author analyzes the impact of sanctions and current changes in Russian legislation on currency and customs regulation. As a result, an assessment of risks and possible negative consequences in order to develop effective responses within the framework of the Russian national security system is given.The research results can be useful to experts and specialists of the financial and monetary system engaged in currency and customs regulation, state authorities, as well as researchers studying the scientific problems of the impact of economic sanctions on the foreign economic activity of the Russian Federation.

The impact of sanctions on the economy of the Republic of Crimea and Sevastopol

Abstract
This article is devoted to the analysis of the impact of international coercive measures on the economy of the Republic of Crimea and Sevastopol amidst collective and individual sanctions against Russia and its regions. At the same time, the consequences of certain types of sanctions on the regional socio-economic development are of particular relevance. The authors of the article determined the consequences of the impact of sanctions on the economy of the Republic of Crimea and the city of Sevastopol and propose measures to reduce the costs of sanctions pressure on the activities of economic entities. To do this, the article reviewed the reasons and the list of sanctions imposed as a result of Crimea's entry into Russia, as well as their impact on the economy. In conclusion, countermeasures to the 2014 sanctions and the directions of further economic policy in relation to sanctions pressure were identified. This article will be of interest to researchers, representatives of the professional and business community, academic staff and students of economic universities and those who are interested in the impact of sanctions on the economy.

Study of domestic logistics transformation in the context of ensuring Russia's economic security

Abstract
Currently, the problems of improving the transport and logistics system have a high level of relevance. This sphere ensures stability and effectiveness of socio-economic, organizational and managerial processes in the state. The development of transport and logistics infrastructure affects economic, food and national security. In terms of sanctions restrictions, today the national cargo transportation system has faced very significant risks and problematic situations. The effectiveness of solving these problems affects the stability of the development of the entire economy at the moment and in the long term. The article assesses the trends and dynamics of national transformations taking place in the transport and logistics sector in the aspect of updating the issues of ensuring economic security of Russia. In particular, the authors analyzed the potential, current state, development factors and risks of transport infrastructure, as well as the cargo transportation market in Russia. The current trends inherent in the world market of automobile cargo transportation are considered. The risks and uncertainties for the national transport system associated with the imposed sanctions restrictions are analyzed. The main drivers of the growth of the domestic sphere of cargo transportation for the period up to 2030 are identified. The issue of the relevance and prospects of increasing the level of digitalization of commodity movement processes is studied. The results obtained can find practical application in the transport and logistics sphere, in management, as well as further scientific research.

Supply chain management problems and solutions in Russian cosmetics industry

Abstract
The relevance of the study is determined, on the one hand, by the high demand for perfumery and cosmetics products in the Russian Federation, and on the other hand, by the introduction of sanctions against Russia and the complication of logistics routes. In the current situation, it is extremely important to increase the competitiveness of domestic products in order to ensure high-quality import substitution. This requires solving a number of problems. The author of the article has identified the problems of supply chain management in the cosmetics industry of the Russian Federation and tried to find ways to solve these problems. In the course of the study, to comprehensively consider the difficulties arising in supply chain management, methods of statistical analysis and systematization of data were used. The article presents the results of the analysis of trends in the development of perfumery and cosmetics in the Russian Federation and the world. The key problems of supply chain management are identified. These problems are as follows: the increase in product prices due to the growth of transportation tariffs, the increase in delivery times, the increase in transportation costs, problems of cross-functional coordination, etc. The development of the perfumery and cosmetics industry in the Russian Federation should be carried out in parallel with the development of companies of related industries that produce containers, raw materials, labels, etc. The author suggested ways to solve the identified problems in the cosmetics industry of the Russian Federation. The materials of the article are of practical value for improving the competitiveness of cosmetic products and their import substitution in the Russian Federation.

Current trends in global wood fuel production and international trade

Abstract
The relevance of the study is determined by the demand for wood fuel in the global bioenergy sector and the ongoing transformation of the global production and consumption of wood energy carriers amidst the transition of the world's leading economies to carbon neutrality. The article analyzes the world production of the main types of wood fuel and their involvement in international trade. The predominantly favorable nature of the prospects for the development of the global production of wood energy carriers has been determined. It has been established that against the backdrop of a dynamically developing wood fuel market, the role of the countries of the Union State as active suppliers of wood pellets, wood chips and wood-flakes is reduced under the influence of sanctions from unfriendly countries. In order to minimize the negative consequences as a result of the sanctions closure of export markets, directions for diversifying the activities of Russian and Belarusian wood fuel producers are proposed.

Prospects of the Republic of Belarus to join the Shanghai Cooperation Organization

Abstract
The article discusses trade flows between the countries of the Shanghai Cooperation Organization and Belarus on the eve of Belarus' accession to this organization. The results of qualitative and quantitative analysis of foreign trade between the organization and the Republic of Belarus are presented. On the basis of three authors' scenarios using econometric models, a quantitative forecast of the prospects for Belarus' accession to the Shanghai Cooperation Organization is made. The results of the study showed that Belarus has prospects in certain sectors of foreign economic activity, the implementation of which will contribute to an increase in income from trade.

Liz Truss's cabinet economic reforms and their impact on the UK economy

Abstract
The article presents a fundamental analysis of the economic and political transformations in the UK as a result of the severance of economic and diplomatic ties with the Russian Federation. The analysis is based on data of financial indicators of the economic system of the country. The reforms initiated by Prime Minister Mary Elizabeth (Liz) Truss were a response to the worsening of the world geopolitical situation caused by the Ukrainian crisis, which became a driver for the deterioration of existing economic problems. The review identified the impact of the reforms. These include the shock in the stock markets of the United Kingdom and the instability in the country’s economy, which led to a decline in the popularity of the ruling party and the resignation of Liz Truss.

Measuring and analyzing the impact of oil price fluctuations on Iraq's gross domestic product (GDP) variable by using the ARDL model for the period (1970–2020)

Abstract

The Iraqi economy suffers from the problem of increasing dependence on the rentier resource, which represents the greatest proportion of the recent eras of contribution to the gross domestic product, and therefore this resource has a longitudinal dominance to influence the above variable, the studied time series extends from 1970-2020, In this article use the standard analysis approach was adopted in order to identify the long and short-term effects and analyze the interrelationships linking the studied variables. In light of the assumptions of the economic theory and when using the ARDL model, it becomes clear that there is a co-integration between oil prices and GDP based on the calculated F-test value, which is greater than the upper boundary value. Joint integration between the two studied variables, the Bound Test table. The results of the standard analysis are shown that all the variables’ coefficients are in line with the assumptions of the economic theory, as an increase in oil prices by 1% will lead to an increase in the gross domestic product by approximately 6.15%. A positive relationship with the gross domestic product, as well as the cumulative sum test and its squares, which shows that the behavior of The study is within critical limits and the model does not suffer from possible structural problems in the future.

Current state and development trends of mutual trade between Russia and partner countries in North Africa

Abstract
The relevance of the study is determined by the fact that against the background of severe restrictions imposed by the countries of Western Europe, which for a long time have been Russia's main partners in many areas, the country has an increased need to find new markets and reliable partners among the countries of Asia, Africa and Latin America. One of the most promising areas for further development of Russian foreign trade cooperation may be Africa, in particular partner countries in North Africa. Among the countries belonging to this region, there are already promising partners, such as Egypt or Algeria. However, in previous years, both in the scientific and business environment, this region was underestimated. The article discusses the prospects and problems of customs cooperation with partner countries of North Africa. The article presents the methodology of statistical data generation for the analysis of foreign trade of the Russian Federation. The main trends in the development of economic cooperation between Russia and the main countries in North Africa are identified.
