Transformation of the labor market in the context of the introduction of artificial intelligence

Abstract

This article examines data on the expected impact of artificial intelligence (AI) on jobs. The author discusses the potential of AI to create decent jobs and explores the extent to which AI creates opportunities and risks for the labor market. The author considers segments of digitalization and analysis of the steps of the country's formation with the introduction of artificial intelligence. The author conducted a study of the practice of transition to a digital economy with its advantages and disadvantages, especially in the field of employment. This article fills in some of the gaps in the mainstream debate about automation, the adoption of new technology in the workplace and the future of the labor market. In accordance with the statistics for Uzbekistan, political implications and recommendations to reduce the risks of the impact of artificial intelligence and robotization on the labor market and employment are given.

Current trends in the development of self-employment in Russia

Abstract

The article assesses the trends in the development of self-employment in Russia after the introduction of Federal Law No. 422-FZ of 27.11.2018 on the self-employment tax. As a result of the introduction of this tax, a significant number of self-employed have been legalized. The development of self-employment varies greatly depending on the region; and some of the self-employed continue to remain in the shadows. Fears that after the adoption of the federal law individual entrepreneurs will massively re-register for a new more preferential tax regime have not been justified. Forecasts regarding the risk of the self-employment tax in order to optimize taxation by legal entities have also not come true. The article reveals the main problems that hinder the development of self-employment and suggests ways to solve them.

New employment trends in the informal sector as a challenge to the formalisation of the Russian labor market

Abstract

The problems of employment in the informal sector of the economy in connection with the problems of formalization of the labor market and the legalization of labor relations are actively studied by both Russian and foreign specialists. The purpose of this study is to identify the nature and trends of changes that occurred under the influence of the force majeure factor of the COVID-19 pandemic in the employment segment of informal sector in the Russian labor market. Based on Rosstat data for 2017-2022, the authors of the article give an expert assessment of the change in the scale and structure of employment in the informal sector. New trends in the dynamics of its sectoral structure in the post-pandemic period are characterized. When comparing individual regions of Russia, the opposite trends of changing the role of the informal sector in providing employment are emphasized. The analysis allowed the authors to make assumptions about the risk of increasing the potential of shadow employment in the informal sector and its causes, as well as to make individual recommendations for taking into account current changes in the labor market when implementing the policy of transition from the informal economy to the formal and improving the measures of state employment policy.The results of the study can be used by the executive authorities of the federal and regional levels in the preparation of legislative initiatives in the field of informal employment regulation. Official reporting data, regulatory documents, the works of Russian and foreign experts, as well as Rosstat data were used as the information base of the study.

Working poverty: main trends and regional experience to reduce its level

Abstract

The article is devoted to the analysis of the main modern trends of poverty in the regions of Russia, including working poverty, and the mechanisms of its reduction. The main characteristics of Russian poverty are determined; and the factors forming poverty of the employable people are identified. It is shown that poverty is the result of the economic inequality of the able-bodied population in the labor market. It is interrelated with the labor supply and demand, regional differences in wages by type of economic activity, and the age of employees. Conclusions about the increased risks of spreading poverty in the constituent entities of the Russian Federation caused by unemployment, reduced working hours, low labor productivity, the flow of labor resources in industries with low added value and low wages are formulated. Particular attention is paid to measures to promote employment contained in regional programs to reduce the proportion of the population with incomes below the subsistence minimum. The main directions of the existing regional tools' improvement for overcoming poverty of the working population are determined. The results of the study can be used by the executive authorities of the constituent entities of the Russian Federation in the development of poverty reduction mechanisms based on measures implemented at the federal and regional levels to promote employment.

Labor efficiency and decent work in China

Abstract

Decent work is the basis for the sustainable stable development of the country. The article focuses on the consideration of the features of decent work in China. The calculation of the integral indicator of decent work has been made. Using the method of correlation analysis, the authors assess the strength of the relationship between labor efficiency and decent work in China. It was concluded that by improving decent working conditions, it is possible to increase its productivity, while developing appropriate state policies for decent work should take into account not only economic factors, such as the level of wages, but also social ones.

Labor productivity growth reserves: correction of methodological support for time recording

Abstract

The grounds and prerequisites for updating corrective measures in the method of working day photography are presented. The arguments and requests of business practice to change the organization of the traditional way of studying the structure of working time are outlined. The algorithm of the expert's actions during the audit of the working time structure, implemented in automated and manual formats, is shown. A comparative analysis of the implementation formats justifies the difficulties of abandoning the manual method of taking photographs of working hours. According to experimental diagnostics, factors of the working day photography method affect the degree of reliability and objectivity of the collected data. Corrective measures have been developed. These measures can be introduced into the methodology of working day photography.

A new approach to understanding the phenomenon of occupational safety and health in the modern economy: a conceptual apparatus within the framework of the theory of information dynamic systems

Abstract

The complex of derived categories and concepts developed by the author, which are necessary to describe the subject area of occupational safety and health in the process of its transformation in the conditions of the modern economy, is presented. The method of mutations is applied within the framework of the categorical and system methodology. Mutations of the second level concepts, deciphering the basic category of "occupational safety and health", allowed to determine the main directions of the transformation of the occupational safety and health system in the conditions of the modern economy. The basic characteristics of occupational safety and health are revealed. They are as follows: consistency, security and efficiency. They reflect the essence and content of occupational safety and health in the process of its transformation. This makes it possible to form synthesized categories describing the phenomenon of occupational safety and health with the necessary and sufficient completeness and accuracy. The results of the research contribute to the formation of a systematic understanding of occupational safety and health in the framework of further development of the scientific theory of occupational safety and health.

Abstract

Economic aspect of high-tech and innovative personal protective equipment, which applicability is limited due to legal uncertainty, is examined.Topicality of the article consists in the necessity of introduction of the concept of "high-tech and innovative personal protective equipment" as a new one corresponding to the priority directions of the state policy in the sphere of employees' health and life protection. The concept of "high-tech and innovative personal protective equipment" should be included in the current normative and legal base that regulates the questions of acquisition and use of personal protective equipment in order to increase the economic welfare of production due to qualitative maintenance of labor protection.The authors have analyzed trends in the use of high-tech and innovative personal protective equipment in various industries. The introduction of high-tech and innovative personal protective equipment in various industries will have a significant positive effect on all levels of production in the course of optimization of the labor protection management system. Improvement of the labor protection management system due to improvement of working conditions will allow reducing significantly the level of employees' industrial injuries and occupational disease incidence. This will contribute to the economic well-being of enterprises, organizations and the state as a whole.
