Public oversight in the field of urban environment improvement in a metropolis

Abstract

The process of urbanization is leading to rapid urban growth and the development of traditional agglomerations and megacities. To take into account the opinions of city residents, various urban improvement projects are being implemented in Moscow, a key aspect of which is the incorporation of citizens in political decision process. However, the shortcomings of public oversight practices—their formal limitations (public information) and substantive uniformity (online voting)—are particularly evident here. Therefore, it was necessary to complete a study on the practice of public oversight in the area of urban improvement in Moscow. The purpose of the study is to examine the specifics of public oversight practices based on assessments by local residents and government agencies. The key research method chosen was a questionnaire survey of Moscow residents (N=699, multi-stage quota sampling, 2022). The article also presents the results of an expert survey (N=144, target sample, 2024). The research's novelty lies in clarifying the foundations of public oversight from a sociological perspective. Systematizing methodological approaches to public oversight phenomena, it provides an interpretation and identifies its distinctive features. Empirically, the challenges of implementing public oversight and barriers to engaging individual employees in these practices are identified. Dysfunctions of digital channels for public participation in urban improvement projects are identified. The author is taking steps to develop public oversight in urban development regions. The author presents social technologies for developing public oversight in the city's management, as well as a model for implementing public oversight in the area of urban improvement, reflecting the current conditions of the metropolis. The model includes amendments to assess the level of detail required by government agencies for developing public control.
