Electoral extremism: concept and counteraction system
Resumo
In the context of the hybrid war unleashed by the West and the conduct of a special military operation, the analysis of the possibilities of effectively countering extremism in all its manifestations is of particular importance and relevance. Extremism as a radical negative phenomenon of modern times metastasizes into all spheres of public relations, including electoral processes. Without proper state participation in electoral processes unfavorable for the state and society destructive effects — from social explosions and "orange revolutions" to the breakdown of constitutional order and violent seizure of power — can be caused. In this material, the author attempts to give a definition to the electoral extremism, as well as to determine the place, role and functions of the electoral system in countering electoral extremism in order to ensure free elections and electoral state sovereignty from infringements of radical elements, often sponsored from abroad.

Political and legal specific of the institute of the presidency of the Russian Federation in the context of federalism stabilization
Resumo
The main purpose of this article is to formulate the political and legal specifics of the institution of the presidency of the Russian Federation at the present stage in the context of the requirements for the stabilization of Russian federalism at all levels of government. The key stages of the formation and development of the Institute of the Presidency of the Russian Federation are identified. The main modern political features of the institution of the presidency of the Russian Federation in the context of the development of federal relations are revealed. The article presents the regulatory and legal foundations of the political functions of the President of the Russian Federation as head of state in the context of ensuring and regulating interdepartmental interaction between federal and regional government bodies. The features of interinstitutional interaction of the President of the Russian Federation within the executive and legislative branches (the level of the Government of the Russian Federation and the level of the Federal Assembly of the Russian Federation, respectively) are shown. As a result, the author concludes that in modern Russian socio-political conditions, the institution of the presidency of the Russian Federation is understood through the prism of ensuring the effective implementation of the basic principles of Russian federalism.

Legislative gaps in implementation by the President and the Government of the Russian Federation monitoring of activities federal executive authorities
Resumo
The article is devoted to the analysis of certain powers of the Government of the Russian Federation as a public authority exercising the executive power of the Russian Federation in matters of general management of the activities of federal ministries and other federal executive authorities. The constitutional norms, as well as the norms of federal laws, are considered, from which it follows that the President of the Russian Federation and the Government of the Russian Federation do not have the right to repeal acts of federal ministries and other executive authorities whose activities they manage. But at the same time, a number of federal laws explicitly provide for the obligation of the Government of the Russian Federation to exercise this authority. Based on the results of the analysis, it was concluded that the President of the Russian Federation and the Government of the Russian Federation should be legally assigned the authority to repeal acts of federal executive bodies subordinate to them, for which a proposal was formulated to supplement the Federal Constitutional Law "On the Government of the Russian Federation".

Multi-agent modeling as a tool of designing the parameters of the anticorruption legal regime
Resumo
The article deals with the problem of multi-agent modeling as a tool for designing parameters of anti-corruption legal regime. Special attention is paid to the realization of the idea of creating normative "eco-environments" (normative subspaces) that meet the logic of goal-setting of the participants of legal support through the prism of implementation of the concept of bounded rationality by artificial intelligence agents.

The Moscow Battle of 1941-1942, which predetermined the collapse of the Third Reich: allied diplomacy, the "excuses" of the losers, military and political results
Resumo
The article reveals the essence of the political situation that developed at the beginning of the Second World War, and shows the changes that took place in it after the attack of Nazi Germany on the USSR on June 22, 1941. The author of the article argues that the counteroffensive of the Red Army near Moscow on October 5, 1941 was natural the result of the mobilization of all the military, economic and human resources of the USSR to fight the enemy, a radical reorganization of Soviet plans to rebuff the enemy. An important role was played by the establishment of close contacts between the USSR and its allies in the Anti-Hitler coalition, which had positive political and diplomatic consequences. As a result, the author comes to the conclusion that the Soviet Union won its first strategic victory over Nazi Germany near Moscow, which predetermined the collapse of the Third Reich and the general outcome of the war in favor of the USSR and its allies in the Anti-Hitler coalition.

Peace and the politics of stabilisation: media content analysis
Resumo
The article is devoted to the analysis of the stabilisation policy of post-conflict Tajikistan and the formation of the concept of peace as a legitimate order against this background, as well as the role of the media in maintaining this institutional order. The main content of the concept of peacekeeping policy as a legitimate order and its communication factors of sustainability are defined. The main approaches to the concept of peace as a legitimate order in different types of post-conflict media are identified. The conceptual basis of this study lies in the scholarly notion that the civil war impeded the functioning of state institutions and the development of spaces for public contestation of existing problems. This circumstance led to a change in the system of censorship and the application of all favourable opportunities for problem solving, exemplified by the policy of peacekeeping as a legitimate order.

Status of the Inter-Agency Space Debris Coordination Committee as an International Structure

The article is dedicated to the actual topic of the status of such an international structure as the Inter-Agency Space Debris Coordination Committee (IADC), which is not an international organization, but which legal entities participating in its work can use to promote the interests of the states behind them to include coordinated in this committee conclusions (of a technical nature) into non-legally binding UN documents and instruments. The article examines the history of the creation of this structure, its status and the international legal meaning of the proposals, reports and statements it develops. When considering the above issues, the author, conducting a comparative vocabulary and terminological analysis of IADC documents, legally non-binding instruments of the Committee on the Peaceful Uses of Outer Space (COPUOS) and international space law treaties, used the general scientific method of cognition. The final part of the article expresses an opinion about what role this structure can play in creating a possible market for «services» for cleaning outer space.

Artificial intelligence implementation in healthcare, education, agriculture: risks and threats, ways to overcome them
Resumo
The authors analyze artificial intelligence activity results cause concern to society. The rapid development of digital technologies has an impact inevitably on modern society and the way people live changes. The widespread integration of artificial intelligence technologies into such important activity areas as healthcare, agriculture and education is associated with certain risks and threats. The article examines in details the software algorithms being implemented in human activity areas mentioned above and also evaluates the situations in which artificial intelligence is or is not capable of replacing specialists in these areas. The main problems arising from the artificial intelligence technology intensive use have been identified. The authors believe the artificial intelligence work requires human control in order to reduce the computer technology negative impact on society. It will make possible to systematize and minimize threats and risks of digital technologies use.
