Assessment of the Impact of the Russian Federation Budget System Parameters on Inflation Levels in the National Economy
Resumo
The econometric assessment of the impact on inflation levels in the Russian economy of the main parameters of the budget system of the Russian Federation, which include: 1) total budget revenues, 2) total budget expenditures, 3) budget deficits, is discussed. The paper builds two econometric models in which the annual levels of inflation in the Russian economy over the time 2007-2023 are taken as an explicable variable. The explanatory variables of the model include derivatives of the main parameters of the budget system of the Russian Federation. The main results of the work are as follows. Budget deficits in the current and lag period do not affect inflation levels. Budget momentum (primary budget deficit) in the current and lag period does not affect the inflation levels. The growth rate of nominal budget revenues does not affect the levels of inflation in the current and lag period. The growth rate of nominal budget expenditures has a significant direct impact on inflation levels in Russia. The growth rate of nominal budget expenditures for servicing state and municipal debt has a significant direct impact on the inflation rate in Russia. Adverse events such as the global financial crisis and Western sanctions have a significant negative impact on the Russian economy, increasing annual inflation rates by an average of 5% per year.



The Impact of Globalization on Inequality between the Countries: An Econometric Model
Resumo
This paper provides an econometric modeling of the impact of globalization on inter-country socio-economic inequality between developed and developing countries. The problem of globalization as a factor of inter-country inequality is particularly relevant against the background of socio-economic and military-political contradictions between individual countries and blocs of countries accumulated to date. The aim of the study is to develop an econometric model to test the hypothesis that the dominant model of globalization benefits mainly developed countries, while developing countries do not benefit from globalization processes, and therefore socio-economic inequality between the countries increases. Using panel data for the period from 1994 to 2023, a system of two simultaneous equations with fixed effects was estimated for 116 countries. Trade as the sum of exports and imports, foreign direct investment and migration were used as indicators of globalization. Gross national income per capita and unemployment were used as indicators of socio-economic development. The method of dummy variables (including cross-sectional variables) was used to assess the impact of globalization on inequality between the two groups of countries. According to the results of the study, the tested hypothesis was confirmed by the constructed econometric model. The significant result of the study is also the construction of an informative and universal econometric model, which makes it possible to apply this model in further research of the problem of heterogeneity and inconsistency of the impact of globalization on the socio-economic development of different groups of countries in the world.



Method for Correcting Panel Data Heterogeneity in the Models of Complex Economic Systems

The article is devoted to the construction of models for panel data that take into account the influence of qualitative features on the endogenous variable. Dummy variables are an econometric tool that formalizes the influence of qualitative features. The need to include dummy variables in econometric models was recently dictated by structural changes in the economies of a number of countries caused by unprecedented Western sanctions and changes associated with the pandemic. The aim of this study is to develop and empirically test a model of Russia's trade turnover with BRICS countries using panel data techniques that account for the impact of qualitative (time-invariant) factors on the endogenous variable, employing Fixed effects vector decomposition (FEVD) method. FEVD approach provides a more flexible model specification by combining the advantages of fixed and random effects models without relying on the strict assumption of zero correlation between individual effects and regressors, which is typical of random effects models. This enhances the capabilities of panel data analysis in econometrics and enables more accurate modeling of the influence of qualitative factors on the endogenous variable. The objectives of the study include: building models for panel data based on BRICS data, conducting their specification tests, implementing FEVD method algorithm in the R software environment, and algebraic and empirical verification of the properties of the method parameter estimates. The result of the work is adaptation of FEVD method to the specifics of BRICS economies in the context of modern economic challenges. Balanced panel data for five BRICS countries (Brazil, Russia, India, China, South Africa) for the period 2000-2020 were used as an empirical base. Particular attention is paid to the analysis of the impact of macroeconomic indicators (GDP, dollar exchange rate, oil price, pandemic shock, etc.) on Russia's trade turnover with BRICS countries. The FEVD method made it possible to increase the accuracy of the estimation results in comparison with the traditional fixed effects model. The study contributes to the empirical base for estimating fixed effects models using FEVD method.

Advantages of Business Operation as a Resident of a Priority Development Area
Resumo
The article is analyzing the influence of preferential conditions for entrepreneurial activity in the status of a resident of the 'territory of advanced development' to the financial indicators of the organization. The anchor resident of the Priority Development Area "Naberezhnye Chelny", the Chinese company "Haier", which in eight years of functioning, commissioned six factories for the production of household equipment, in which the opening of another six factories, in the framework of the construction of the "Haier industrial park", was taken as an object of study. The financial and economic indicators of the resident are analyzed, on the basis of which a 5-multiple difference in paying taxes is revealed in comparison with the general taxation system. Other measures of support for such residents are: a decrease in administrative barriers, subsidizing interest rates, partial reimbursement of the costs of buying equipment. Our study proves the significant impact of the provided preferences on the results of economic activity of enterprises opening new production facilities with the status of "resident" in the "territory of advanced development". Still, in the new conditions of the Russian economy, it is proposed to consider the target function of the "territories of advanced development" as the creation of conditions for attracting residents with high-tech production and, accordingly, the preferential territory is considered as a subsystem of the regional innovation ecosystem.



Health Economics in Time of Global Challenges
Resumo
Healthcare economics is widely associated with the spread of conservative management methods, which are reduced mainly to the dominance of human resource management tools. This is due to the traditional perception by practitioners of the professional medical community of the medical industry as a predominantly social structure, rather than an economic system. Despite the scientific evidence of the presence of signs of economic system, many healthcare professionals continue to neglect the use of modern management tools. It seems that society's demand for improving management methods requires a broader subject area of research and use of innovative management technologies. For the purposes of this work, the object of study is the field of practical healthcare - as a producer of medical services. The typologies of economic systems and management methods in the scientific works of various authors and their applicability to the medical industry are analyzed. Current health problems, new challenges of the post-pandemic period and the geopolitical situation affecting the process of providing medical services, the importance of basic resources that ensure the development of the system are identified. Considering the lack of significant success in the issues of managing the economy of Russian healthcare, the substitution of the development of new effective management methods with the introduction of only some improvements, the development of a systemic approach seems to be very relevant. The need to intensify efforts to find fundamentally new constructive management solutions was determined. A scheme of resource exchange in healthcare and a model of interaction in the provision of medical services was developed, directions for the application of systemic management tools aimed at ensuring the stability and integrity of healthcare as an economic system were proposed.

The Impact of Digital Product Type on the Product Lifecycle
Resumo
In the context of the rapid digitalization of the economy, the effective management of the life cycle of digital products is becoming a critical element of sustainable development. This study aims to analyze the impact of the typological characteristics of digital products on the structure and duration of their life cycle, and to develop recommendations for managing this process. This paper proposes a typology-oriented model of the life cycle of digital products, taking into account architectural flexibility, update frequency, user interaction nature, payment form dependence degree, and institutional constraints. Based on an analysis of scientific literature, industry reports and the practices of digital platforms, an original classification of digital products has been developed, as well as an adapted eight-stage life cycle model. This differs from traditional models in that it takes into account the specifics of the digital environment. A comparative analysis was conducted on different product types, including software, digital assets, data, internet services, digital goods, and hybrid formats. For the first time, life cycle extension strategies have been systematized, taking into account technological dynamics and market volatility. The obtained results clarify the regularities in the development of digital solutions in a market environment and can be used to optimize the economic models of digital product management in a transformational digital economy. Special attention is paid to digital assets and data as products with a nonstandard development trajectory. The practical significance of this work lies in its potential application to strategic planning, investment assessment, and product life cycle monitoring. The approaches presented can be used for digital market research, business analytics, and public policy in the field of digital economy regulation.



Peculiarities of regional development in economy digitalization
Resumo
The digital transformation of the modern economy necessitates a thorough analysis of the factors determining regional differentiation in the use of digital technologies by organizations. The relevance of the study is driven by the need to identify and systematize key aspects of digitalization at the level of economic entities, which is crucial for developing effective regional development strategies and overcoming the digital divide. This paper examines the theoretical foundations of digitalization and digital transformation, assesses current trends and the scale of economic digitalization at global, national, and regional levels, with particular attention to e-commerce dynamics as a manifestation of these processes. The insufficiency of analyzing e-commerce markets alone for a comprehensive assessment of territorial digital development is substantiated, and a methodology for calculating the Integral index of organizations' digitalization (IIOD) is proposed. Based on the IIDO, an analysis of regional differentiation in the digital development of organizations in Russia is conducted, identifying leading and lagging regions. The level of digitalization of organizations is compared with regional economic development indicators to assess the representativeness of the proposed index.

The reviewers were: Academician of the Russian Academy of Sciences V.I. Mayevsky, PhD, Institute of Economics of the Russian Academy of Sciences and Member.-Correspondent. RAN V.E. Dementiev, Head of the research department "Macroeconomics and Institutional Theory" at the Central Research Institute of the Russian Academy of Sciences. The monograph containing the results of research performed at the Central Research Institute of the Russian Academy of Sciences was approved by the Scientific Council of the Central Research Institute of the Russian Academy of Sciences. The monograph's author's team consisted mainly of employees of the Department of Modeling of Production Facilities and Complexes at the Central Research Institute of the Russian Academy of Sciences.

Strategic planning and enterprise development in the context of geopolitical challenges: theoretical, methodological and applied aspects
Resumo
On April 15-16, 2025, the XXVI All-Russian Symposium "Strategic Planning and Enterprise Development" was held in Moscow at the Central Economic and Mathematical Institute of the Russian Academy of Sciences, traditionally devoted to discussing topical issues of the theory and practice of Russian enterprise development and ways to improve their efficiency. The key topics for discussion at the Symposium were the development of industries, measures to implement the strategy of advanced development in the macroeconomic sphere, certain aspects of the application of agent-based modeling, as well as significant methodological approaches to the development of enterprise strategies, etc. The identified problems and potential solutions were discussed by the participants of the event through the prism of sanctions restrictions and trade wars.

С глубокой печалью сообщаем, что 4 августа 2025 г. скончался выдающийся ученый-экономист, доктор экономических наук, профессор, главный научный сотрудник и руководитель Лаборатории стратегии развития отраслевых комплексов Центрального экономико-математического института Российской академии наук, Олег Борисович Брагинский. Олег Борисович принадлежал к числу ведущих сотрудников Института. Работы О.Б. Брагинского в области исследования проблем развития нефтегазового и нефтехимического комплексов широко известны в нашей стране и за рубежом. Вклад Олега Борисовича в развитие одного из основных секторов российской экономики невозможно переоценить. Олег Борисович обладал уникальными знаниями в предметной области, а также в сфере разработки прогнозно-плановых и аналитических экономико-математических моделей динамики нефтяной и газовой промышленности. В 1960 г. Олег Борисович окончил Московский инженерно-экономический институт им. С. Орджоникидзе (Государственный университет управления) по специальности "инженер-экономист". Работал в НИИ синтетических спиртов и органических продуктов Министерства нефтеперерабатывающей и нефтехимической промышленности СССР (с 1960 по 1962 г.), Московском институте тонкой химической технологии (с 1962 по 1966 г.). С 1966 г. жизнь Олега Борисовича была неразрывно связана с ЦЭМИ. В 1983 г. он защитил докторскую диссертацию. В 1987 г. Олегу Борисовичу было присвоено звание профессора. В течение многих лет Олег Борисович был заместителем руководителя Отделения моделирования производственных объектов и комплексов ЦЭМИ РАН, одним из руководителей профильного семинара Отделения. С 1989 г. О.Б. Брагинский преподавал в Российском государственном университете нефти и газа им. И.М. Губкина, читал лекции в Московской школе экономики МГУ имени М.В. Ломоносова, МГИМО и других вузах. За время научно-педагогической работы (общий стаж - 65 лет, из них в ЦЭМИ - 59 лет) Олегом Борисовичем было опубликовано более 300 научных работ, среди них - более 25 монографий и брошюр. По результатам научно-исследовательских работ Олег Борисович неоднократно поощрялся руководством ЦЭМИ и Российской академии наук. За успехи в научной работе награжден медалью Ордена "За заслуги перед Отечеством" II степени. Вклад Олега Борисовича в развитие экономической науки неоценим. Его исследования и научные разработки оказали значительное влияние на формирование современных подходов к стратегическому планированию и развитию отраслевых комплексов. Светлая память об Олеге Борисовиче Брагинском навсегда сохранится в сердцах коллег, учеников и всех, кто имел честь знать этого талантливого ученого и прекрасного человека.
