Strategy of transition to economic growth
Abstract
The author analyses the factors that predetermined the negative dynamics of the Russian GDP in 2015 and expresses a number of ideas that should be implemented in order to achieve recovery in Russia. The author pays special attention to mutual economic sanctions in Russia and the West, decision errors made by the country’s financial authorities, and proposals for adjustments to national macroeconomic policy.



Security-development nexus in strategic planning in the Russian Federation: From goal-setting to forecasting
Abstract
This paper examines the implementation of the doctrinal principle of interdependence between security and development in the current Russian strategic planning documents devoted to goal-setting and forecasting. The authors make several recommendations on how to improve the forecasting methodology and the effectiveness of strategic planning in the Russian Federation in a complex geopolitical environment with increased risks to national security and sustainable development.

The use of input–output tables to forecast the effects of demand stimulation state policy
Abstract
The paper discusses the possibility of evaluating the effectiveness of the government demand stimulation for industrial products based on the input–output model. The study aims to simulate the impact of public policies based on a simple calculation using open data on the input–output balance.

Strategic alternatives of import substitution of power equipment for the oil-and-gas sector
Abstract
The article reviews the forecasting results of scientific and technological development of the Oil and Gas Industry in view of the innovative potential of institutions developing new oil and gas technologies, the interests of oil and gas companies, operating domestic and foreign technologies. It is shown that the domestic Machinery Industry has production potential for the almost complete import substitution of standard oil and gas equipment. Innovative technologies and equipment for producing hydrocarbons on the shelf and in the Arctic can be realized under coordination of efforts of the government, business, development institutions and engineering companies. It has been noted that, despite some progress in the production of standard industrial equipment, the Civil and Specialized Machinery Industry is still a branch that is weakly sensitive to innovations and modern trends of global technological development.



The rationale for projected prices of demand on electricity for industry in Russia up to 2020
Abstract
The paper presents a forecast of the demand price for commodities, which can be considered dual to the forecast for supply price. An algorithm for preparing the initial information is presented that allows one to take into account the features of the original data that determine the quality of the evaluation of the model parameters. We describe the extraction of input data for predicting the demand price from the data intended for determining the supply price.

Macroeconomic assessment of the regional labor markets in the European part of the Russian Arctic
Abstract
The article analyzes the modern condition of the sector of employment and the labor market in the regions of the European part of the Russian Arctic. Major changes in the structure of the manpower resources formation and its distribution based on sectors of activity are studied. An inertial assessment of the medium-term dynamics of basic parameters of the regional labor markets is given.



Forecasting recruitment needs of the Russian economy: Qualitative aspects
Abstract
The article presents a new mechanism for translating labor market’s needs to the vocational education system that promotes the provision of long-term personnel requirements within the framework of the implementation of competence-based educational programs.

Abstract
The long-term forecasting of the development of the Irkutsk region by economic sectors is considered. The evaluations of the structural changes and the interregional relationships by the variants of the potential trends of development of the economy of Siberia and Russia in a whole are presented. The forecast is made by the production output data, which are the basis of the target growth of the final consumption.



Government control of the territorial distribution of farming branches in the Central Black-Earth Zone of Russia
Abstract
This paper considers the role and position of the government control of location and specialization of the main types of agricultural production in the region. Technical approaches to agricultural subsidizing are assessed. Principles of budgeting apportionment are formed. The technique of the government control of the location of agricultural production across the region is expounded.



Assessing an enterprise’s investment potential
Abstract
This paper considers the system for selecting a set of assessment indicators with consideration for limitations for the purpose of determining the investment potential of an agrarian enterprise and activating the investment in agriculture. The order of assessing the investment potential is illustrated for a specific agrarian enterprise in the Republic of Crimea.

Abstract
The article contains a study of the consumption of alcohol in European countries. It contains an analysis of prices and taxes. The rate of excise duties for alcohol collection of the total tax revenues and GDP by European countries has been estimated.

Industry-level effects from integration between Russia, Belarus and Kazakhstan through industrial cooperation
Abstract
An approach to estimating the potential effect from strengthening of comparative advantages in manufacturing industries due to intensification of industrial cooperation in the course of shaping the Common Economic Space has been suggested. The approach is based on estimating the interrelation of comparative advantages in final and intermediate commodities of the industry and empirically defining the labor productivity gap between the enterprises with the growing and decreasing staff.



On the modernization of engineering systems in the farming industries of Russia, Belarus, and Kazakhstan
Abstract
This paper provides an analysis of the state of the engineering systems of farming industry in Russia, Belarus, and Kazakhstan. Based on this analysis and the results of the survey findings, measures to use resource-saving and innovative potential in the engineering supply and support of the rural economy are suggested and the feasibility of the program of modernizing engineering systems has been demonstrated.
