摘要

This article presents an analysis of policies, guidelines and requirements set by governments of a number of countries in the field of data openness, grantors, and publishers, as well as a review of publications, which allows tracing the main trends in research data management, and the Guide to Research Data Management, which reflects the basic concepts and features of preparing a data management plan, metadata standards, data identifiers, etc. It is concluded that it is necessary to develop service management and create institutional and national research data management services.

Digital Environment: Information Analytical Postprocessing Using the Scientometric and Data Analysis Methods

摘要

This article studies the macrostructure and dynamics of the growth of the global digital environment. It presents the possibilities and application areas of scientometrics and data analysis methods for the production of information and analytical products and services. It briefly analyzes the base of potential data sources for the problems of analytical postprocessing and prospective approaches to more in-depth information processing and new knowledge retrieval. Considering the rapid development of the online infrastructure of science and digital transformation of the information space, the main conceptual theses of implementation of technologies and information analytical postprocessing systems are formulated. Theoretical and applied aspects of analytical postprocessing within the structure of Big Data technologies are discussed. Some determinant factors of implementation of domestic Digital Economy of The Russian Federation program are presented. The goal of this work was to demonstrate the potential and system role in the formation of the new information environment.

Digitization of the Intellectual Property Field: From Scientific Justification to Practical Implementation

摘要

The prospects and reference points for the development of the intellectual property field are considered in the context of the Digital Economy of the Russian Federation program. The problem is to find and develop qualitatively new digital control tools that can quickly transpose scientific ideas into practice. We analyze the directions of developing the digital sector of public services, as well as the digitization of information services that precede the provision of public services (intellectual preparation of decision making). Based on the example of digitization of the intellectual property information infrastructure, theoretical and applied solutions are presented, which reveal specific features of the transformation of the information market in the digital economy. From the standpoint of an ambivalent approach, we show the participation of influence groups in the production of information services, as well as information self-service and outsourcing schemes, detect their positive and negative sides, and analyze the risks of new models and phenomena.

A model developed by the staff of the Library for Natural Sciences of the Russian Academy of Sciences for evaluating the activities of scientific institutions based on the analysis of bibliometric data is described. An original integrated methodology is proposed that covers the entire range of operation of scientific organizations, including publishing, innovative and educational activities, international relations, and contributions from scientific schools and diasporas. The analysis criteria are universal and applicable for determining the scientific level of both individual scientists or laboratories and entire scientific centers.

A Study of the Levels of Semantic Perception of Information in Additional Education

The problem of the teaching universal educational “semantic reading” is considered. The concept of semantic reading has been analyzed and refined. Criteria of semantic perception of information are developed. A qualitative characteristic of the levels of semantic perception of information is proposed. The procedure and the results of the experiment to identify the levels of semantic perception of information by students in additional education are described. A conclusion is made about the need for special conditions for the formation of specific actions (skills) of semantic reading, namely: a system of exercises and tasks in electronic educational resources with the ability for multimedia and interactive learning.

Representation of Papers of Russian Authors in the Global Array of Scientific Publications in the Web of Science Core Collection (2010–2017)

摘要

This paper provides results of the investigation of arrays of Russian publications in 252 specified thematic areas for 2010–2017 according to the Web of Science Core Collection (WoS CC). This period is characterized by an increase in the Russian document flow. In 87 scientific areas, Russia reached the level of the top 10 countries for the number of publications submitted to WoS CC. However, in most scientific areas, the citation of Russian publications lags far behind the global average. The average level of citation for the study period matched or exceeded the global average only in 15 areas. The most successful research area for Russia, both in terms of the share component in the number of publications in the world and in the level of their citation, is Nuclear Physics. Other successful areas are those for which Russia reached the top 3% of countries regarding the number of publications: Spectroscopy; Mathematics; Physics, Mathematical; Chemistry, Inorganic & Nuclear; Geochemistry & Geophysics; Mining & Mineral Processing; and Engineering, Petroleum.
