At the turn of the 21st century a methodological analysis of the planetary development of civilization became a topical issue in world science. Such an analysis is based on a framework of categorical concepts adopted for active use in globalistics, namely, the biosphere, sociosphere, technosphere, noosphere, and infosphere. The given context provides a new perspective on the phenomenon of information and informatics, with the latter having experienced increasing demands as a popular scientific discipline in the field of information. In the contemporary setting, these phenomena can be adequately evaluated only in connection with the above concepts.

This paper proposes a system of indicators that show the efficiency of information-resource acquisition for organizations based on an analysis of the existing approaches to the assessment of information resources and decomposition of the concept of work efficiency.

This paper discusses the electronic-library concept and the need for the national standard GOST R 7.0.96-2016 Electronic Libraries. Main Types. Structure. Technologies of Formation for the library information community. It analyzes the term electronic library and substantiates the definition of an electronic library as a system, which was adopted in the standard. It describes the characteristic properties of an electronic library as a subtype of an information system; the presence of document information and functional capabilities distinguish it from other information systems.

A comprehensive analysis of Germany's chemical periodicals included in the databases of the two leading international information-analytical systems Scopus and Web of Science, a bibliographic database Ulrich's Periodicals Directory, as well as in the database of All-Russia Institute for Scientific and Technical Information of Russian Academy of Sciences (VINITI RAS), was performed. An analytical procedure developed made it possible to analyze effectively different domains of publications, both common to the three databases, as well as various combinations of interest, inter alia an array which was not included in any of them. The data covering the ratings of periodicals were presented basing on generally accepted international scientometric indicators and on processing degree value for the VINITI database. Distribution of subject areas, publishing houses, language of editions, internet access availability were determined. The research results allowed to summarize proposals for optimization of VINITI database workflow in the area studied.

This article considers the dynamics and specifics of training highly qualified scientific staff (philosophy doctors and doctors of sciences) in the field of information security and data protection in a 10-year period of 2004–2013 in basic research specialties as classified by the Higher Attestation Commission (VAC) of the Ministry of Education and Science of the Russian Federation.
