Aims and Scope

“Perm Medical Journal” is a peer-reviewed scientific and practical journal. It was founded in 1923 by the Medical Society of Perm University.

Papers of scientific-practical and problem character, literature reviews are published in the journal. Scientific novelty is one of the main requirements for the papers submitted. Interdisciplinary clinical researches, reviews, clinical cases are published in the journal; comorbidity of various pathology in conditions of a large industrial megalopolis is accentuated. The issues of the journal also contain information regarding anniversaries and events.

Reliability of results presented and estimation of statistical analysis of study results is of great attention.

Perm Medical Journal is designed for professional medical workers, researchers, lecturers of medical universities and graduate students.

“Perm Medical Journal” is included into the list of the leading scientific journals and editions, issued in the Russian Federation, which should publish basic scientific results of theses for an academic degree of Doctor and Candidate of Sciences.

Original studies

The journal takes manuscripts, containing the results of international and local investigations in various fields of medicine. The editorial board will take for publication only manuscripts of original scientific studies, which were carried out according to international principles of biomedical ethics and deontology.

 In accordance with ethic policy, the editorial board asks authors to indicate the source of financing their work (preparation of investigations, writing and publishing of manuscript etc.) and to declare  obvious and potential conflict of interests.

Please, pay attention that the presence of obvious or potential conflict of interests (including financial   interest of authors) or confession to any organization (state or private) to research performed is not the reason to reject the manuscript.

The author should receive a voluntary informed consent of patients or their legal representatives to publish their data (and images). If the research was conducted with a vulnerable group of population, the editorial board can ask the ethic committee to present additional conclusions.

Review of literature

Papers submitted in this category should contain a detailed consideration of a current status of any issue actual for medicine with discussion of new methods of diagnosis, modern standards of treatment and prevention.

Clinical studies

The journal takes manuscripts, containing the results of international and local clinical and experimental studies as well as meta-analyses in the field of medicine. The journal greets manuscripts with the results of studies involving human beings and the results of experimental studies in vitro and animal investigations.

 

The editorial board will take for publication only manuscripts of clinical and experimental studies, which were carried out according to international principles of biomedical ethics and deontology.

 

The editorial board asks authors to inform that the research presented was conducted in accordance with international standards GCP: voluntary signing of informed consent  by all the participants; approval of research protocol by local ethic committee (name of ethic committee, date of meeting and protocol number, which are to be indicated in manuscript) etc.

Detailed protocol of investigation should be presented in the manuscript. Authors should present all the necessary protocol details. In case of meta-analysis, authors should describe in details the procedure of searching information: name of database, filters and keywords as well as any additional search settings to collect primary sources.

Papers on new methods of diagnosis and equipment in different fields of medicine.

Preventive and social medicine

The journal publishes manuscripts on modern methods of preventing diseases.

Clinical case

The journal publishes manuscripts with description of clinical cases and discussion regarding managing such patients. The paper structure is analogous to the original one, but when describing a clinical case the manuscript review should be minimal, illustrations and tables are greeted. Discussion presents very desirable data.

The author should receive a voluntary informed consent of patients or their legal representative to publish their data (and images).

If the study was performed in vulnerable group of population, editorial board can ask for additional conclusion of ethic committee.

Biology and experimental medicine

The journal takes manuscripts, containing the results of international and local experimental studies in the field of biology and medicine. The journal greets the results of experimental studies in vitro and animal investigations.

MANUSCRIPT CONSIDERATION AND REVIEW PROCEDURE FOR SCIENTIFIC AND PRACTICAL JOURNAL “PERM MEDICAL JOURNAL”

  1. GENERAL ASPECTS
    1.1 The journal “Perm Medical Journal” is a periodic printed scientific reference journal (ISSN printed version 0136-1449). The journal is registered by the Ministry of Printing Affairs, Broadcasting Activities and Mass Media (PI № 77-12317 от 02.04.2002 г.). In 2017 the journal was re-registered by the Federal Service for Supervision in the Sphere of Communication, Information Technologies and Mass Communications (Rospotrebnadzor) (Registration certificate of mass medium PI № FS 77-70264,13.07.2017).

    1.2 The founder of the journal is State Institution “Perm Scientific Research Center of RAMS and Administration of Perm Region”, State Educational Institution of Higher Professional Education “Perm State Academy of Medicine named after Academician E.A. Wagner” of Ministry of Health and Social Development of the Russian Federation. Since 2017, the founder is Academician E.A. Vagner Perm State Medical University.

  2. PROCEDURE FOR CONSIDERATION OF PUBLISHING APPLICATION
    2.1 All authors’ originals of scientific papers submitted to the editorial board of the journal are considered by the executive secretary of the editorial board for correspondence to the profile of the journal, requirements for preparation approved at the meeting of the editorial board, enumerated in the journal and placed on the site of the journal. http://www.psma.ru/deyatelnost/izdatelskaya/permskij-meditsinskij-zhurnal.html.
    2.2 The papers submitted can be rejected in case of violation of the stated procedures for manuscript preparation.
    2.3 Manuscripts under consideration are reviewed by the members of the editorial board or by external reviewers.
  3. REGULATIONS AND PROCEDURE FOR MANUSCRIPT REVIEW
    3.1 Materials of manuscripts should have an open character. Limiting label available is the basis for rejection of material from open publishing.
    3.2 Papers are registered in registration book with indication of submission date, author(s) surname, name, patronymic, author(s) place of work. Registration number is given to the paper.
    3.3 At the meeting of the editorial board the submitted manuscripts are handed to one of its members to carry out preliminary expert estimation and recommendation of possible reviewers from among the scientists with recognized authority within the framework of the corresponding area of knowledge and having publications on the subject of the paper intended for publishing during the last three years.
    3.4 At the next meeting of the editorial board the paper is discussed and either accepted for consideration or rejected.
    3.5 One of the members of the editorial board of Perm Medical Journal, having scientific specialization most close to the subject of the paper, carries out reviewing. Editorial board has the right to engage external reviewers (MD or PhD including practicing specialists with recognized authority and working in the sphere of knowledge connected with the content of manuscript).
    3.6 The author or coauthor of the reviewed manuscript as well as scientific advisers of competitors for academic degree and personnel of the department, where the author works, cannot be a reviewer. If the editorial board has no possibility to engage a specialist of the proper level in the area of knowledge related to the manuscript content, the executive secretary offers external review. At author’s discretion, external review can be presented when submitting the manuscript that, however, does not exclude a common procedure of reviewing.
    3.7 Paper is delivered to reviewer without any information about the authors. Review must present objective estimation of paper and contain fundamental analysis of its scientific and methodical advantages and drawbacks. Review is presented in the standard form offered by the editorial board or in the free form with obligatory description of the following aspects (appendix 1).
    3.8 Review must include conclusions on the paper as a whole and a clear recommendation concerning expediency or inexpediency of its publishing in the journal or its revision followed by repeated submission.
    3.9 Review is signed by a specialist with decoded surname, name and patronymic, academic status and his (her) position.
    3.10 Review is discussed by the editorial board members and is a ground for adopting or rejecting manuscripts.
    3.11 If the manuscript does not satisfy one or more criteria, reviewer indicates in the review the necessity to revise the paper and gives recommendations (with author’s inaccuracies and errors) for perfection of manuscript. The editorial board informs the author on the results of review.
    After updating and revising, the manuscript is sent to the editorial board for repeated review by the same reviewer or the other one chosen by the members of the editorial board. In this case, the delivery date is the date of repeated registration of revised paper.
    3.12 In case of conflict situation, review is presented to the author without any information about the reviewer. When the author does not agree with reviewer’s comments, he (she) can apply for repeated review or can withdraw a manuscript making notes in the registration book.
    3.13 When rejecting the paper, the editorial board affords the author a motivated refusal during three days after making a decision on rejection.
    3.14 The paper, which was not recommended by the reviewer for publication, can not be submitted repeatedly.
    3.15  Manuscripts are not returned. The editorial board is not responsible for reliability of clinical studies presented by the authors.
    3.16 Reviewers are not allowed to copy manuscripts for their own needs and are prohibited to give a part of manuscript for reviewing to another person without editor’s permission.
    3.17 Maximum term for manuscript reviewing is not more than 3 months from the registration date.
    3.18 To publish graduate students’ papers, the editorial board should receive additional recommendation presented by profile department that, however, does not exclude the accepted procedure for reviewing.
    3.19 Graduate student’s paper, presented in monoauthorship, is published out of turn!
    3.20 Originals of reviews are kept by the editorial board during 5 years. On demand of Ministry of Education and Science of the Russian Federation (Minobrnauka), review copies are obligatory afforded to Minobrnauka.

Open Access Policy

Issues of Perm Medical Journal are in open access that gives an opportunity to become acquainted with results of scientific studies; it contributes to progress in science and medicine.  One can become acquainted with the Content and full-texts papers on the site of Scientific Electronic Library (https://www.elibrary.ru/title_about.asp?id=8977 ) or on the site of the journal (https://permmedjournal.ru/PMJ/) in the section “Issues”. Every issue is in a free access 1 month after the moment of publication. Printed version of the journal is available through subscription.

 

Archiving

The journal uses the PKP Preservation Network (PKP PN) to digitally preserve all the published articles. The PKP PN is a part of LOCKSS (Lots of Copies Keep Stuff Safe) program offers decentralized and distributed preservation, seamless perpetual access, and preservation of the authentic original version of the content.

Also, the journal makes full-text archives on the Russian Science Electronic Library (http://elibrary.ru/) platform.

Publishing Ethics

“Perm Medical Journal” publishes manuscripts corresponding to international standards of publishing ethics in biomedical journals. The manuscript will be called back from publishing, if at any stage of consideration, before printing or after publishing, violation of publication ethic requirements will be revealed. The denied paper will cause the refusal from publishing in our Journal for the members of authors’ group in the future.

Ethic policy of the journal is based on recommendations of international committees:

Investigation objects and their risks

The journal publishes only the results of studies carried out with observation of biomedical ethics norms and corresponding to the GCP standards. The manuscripts should reflect all risks (obvious and potential), to which the objects of investigations (human beings and animals) were subjected: exposure to chemicals (including drugs), procedures or equipment and other situations capable of doing harm to health or dangerous for life.

If the objects of experimental study were human being or animals, authors should reflect in the manuscript that all the stages of investigation were carried out according to legislation and normative document. The authors also should inform about the fact that the study protocol was considered at the ethic committee with obligatory indication of the committee name, date and protocol number. The editorial board can demand a certified copies of the corresponding protocols.

The manuscript should reflect that all persons participating in investigation gave a voluntary informed consent. The authors are personally responsible for the fact that manuscript does not open a personality of participants of investigation (or description of a clinical case). The authors should be confident that it is impossible to identify participants by the data presented in manuscript.

Vulnerable population ethics

“Vulnerable population” refers to (but is not limited to) those who are unable to defend their interests including pregnant women, newborns, children, fetuses, prisoners, disabled people, mentally retarded, economically disadvantaged, hospitalized and very sick patients, etc. Everybody can fall under this group. Ethical issues of involving vulnerable populations in research are still controversial.

In this case, the legal representative (LAR) must be involved in making decisions about any medical intervention. If children participated in the study, the authors of the publication must ensure that there is informed consent from the parents / guardians or other legal representatives of the child.

Research involving human embryos, gametes, and stem cells

Manuscripts that report experiments involving the use of human embryos and gametes, human embryonic stem cells and related materials, and clinical applications of stem cells must include confirmation that all experiments were performed in accordance with relevant guidelines and regulations.

The manuscript should include an ethics statement identifying the institutional and/or national research ethics committee (including the name of the ethics committee) approving the experiments and describing any relevant details. Authors should confirm that informed consent was obtained from all recipients and/or donors of cells or tissues, where necessary, and describe the conditions of donation of materials for research, such as human embryos or gametes. Copies of approval and edited consent documents may be requested by the Journal.

We encourage authors to follow the principles laid out in the 2016 ISSCR Guidelines for Stem Cell Research and Clinical Translation.

When deciding whether to publish papers describing modifications of the human germline, the Journal is guided by safety considerations, compliance with applicable regulations, as well as the status of societal debate on implications of such modifications for future generations. In case of concerns regarding a particular type of study, the Journal may seek the advice from the Springer Nature Research Integrity Group.

Genetic research

When submitting a manuscript, the authors must confirm that the conducted research meets the following requirements:

  • when conducting any biomedical research involving obtaining information about the genetic data of a research participant, it is necessary to provide the ethics committee with reliable and convincing data on the feasibility of such studies, their benefit or potential benefit of the obtained scientific information for the study participants or other persons;
  • to obtain a separate informed consent;
  • to ensure all possible measures to respect confidentiality;
  • not to discriminate on the fact of the received genetic information;
  • to guarantee compliance with the requirements imposed on this procedure by legislation, as well as generally recognized principles and norms of international law.

 Reporting standarts

Authors of reports of original research should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.

Review and professional publication articles should also be accurate and objective, and editorial opinion works should be clearly identified as such.

Data Access and Retention

Authors may be asked to provide the raw data in connection with a paper for editorial review, and should be prepared to provide public access to such data (consistent with the ALPSP-STM Statement on Data and Databases), if practicable, and should in any event be prepared to retain such data for a reasonable time after publication.

Originality and Plagiarism

Plagiarism takes many forms, from passing off another paper as the author(s) own paper, to copying or paraphrasing substantial parts of another(s) paper (without attribution), to claiming results from research conducted by others. Plagiarism in all its forms constitutes unethical publishing behavior and is unacceptable.

Only original works are acceptable for publication in "Perm Medical Journal". The journal does not allow any forms of plagiarism.

If the authors have used the work and/or words of others, that this has been appropriately cited or quoted.

The journal is using "ANTIPLAGIAT" (free edition) software for plagiarism detection in all Russian-language manuscripts. The Google Scholar is used for English-language manuscripts. Papers will be rejected from any stage of the publication process(even if the article were published already) if plagiarism will be fined.

Multiple, Redundant or Concurrent Publication

An author should not in general publish manuscripts describing essentially the same research in more than one journal or primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behaviour and is unacceptable.

In general, an author should not submit for consideration in another journal a previously published paper. Publication of some kinds of articles (eg, clinical guidelines, translations) in more than one journal is sometimes justifiable, provided certain conditions are met. The authors and editors of the journals concerned must agree to the secondary publication, which must reflect the same data and interpretation of the primary document. The primary reference must be cited in the secondary publication. Further detail on acceptable forms of secondary publication can be found at http://www.icmje.org/

Acknowledgement of Sources

Proper acknowledgment of the work of others must always be given. Authors should cite publications that have been influential in determining the nature of the reported work. Information obtained privately, as in conversation, correspondence, or discussion with third parties, must not be used or reported without explicit, written permission from the source. Information obtained in the course of confidential services, such as refereeing manuscripts or grant applications, must not be used without the explicit written permission of the author of the work involved in these services.

Authorship of the Paper

Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. Where there are others who have participated in certain substantive aspects of the research project, they should be acknowledged or listed as contributors.

The corresponding author should ensure that all appropriate co-authors and no inappropriate co-authors are included on the paper, and that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.

Hazards and Human or Animal Subjects

If the work involves chemicals, procedures or equipment that have any unusual hazards inherent in their use, the author must clearly identify these in the manuscript. If the work involves the use of animal or human subjects, the author should ensure that the manuscript contains a statement that all procedures were performed in compliance with relevant laws and institutional guidelines and that the appropriate institutional committee(s) have approved them. Authors should include a statement in the manuscript that informed consent was obtained for experimentation with human subjects. The privacy rights of human subjects must always be observed.

Statement of Human and Animal Rights

When reporting experiments on human subjects, authors should indicate whether the procedures followed were in accordance with the ethical standards of the responsible committee on human experimentation (institutional and national) and with the Helsinki Declaration of 1975, as revised in 2000 and 2008. If doubt exists whether the research was conducted in accordance with the Helsinki Declaration, the authors must explain the rationale for their approach, and demonstrate that the institutional review body explicitly approved the doubtful aspects of the study.

When reporting experiments on animals, authors should be asked to indicate whether the institutional and national guide for the care and use of laboratory animals was followed.

Disclosure and Conflicts of Interest

All authors should disclose in their manuscript any financial or other substantive conflict of interest that might be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project should be disclosed.

Examples of potential conflicts of interest which should be disclosed include employment, consultancies, stock ownership, honoraria, paid expert testimony, patent applications/registrations, and grants or other funding. Potential conflicts of interest should be disclosed at the earliest stage possible.

Fundamental errors in published works

When an author discovers a significant error or inaccuracy in his/her own published work, it is the authors obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper. If the editor or the publisher learn from a third party that a published work contains a significant error, it is the obligation of the author to promptly retract or correct the paper or provide evidence to the editor of the correctness of the original paper.

All members of the Editorial Team (editorial board, editorial council, editorial staff) participate in formation of editorial politics, selection and expert evaluation of materials submitted to the Editorial Board, as well as editorial and publishing process based on the written application for a voluntary joining of the Editorial Team of the journal. Originals of applications are stored by the Editorial Board of the journal during all the time of cooperation between the Editorial Board and each of the members of the Editorial Team.

 

 

 

Adverticement and reprint policy

Our advertising policy is consistent with the principles mentioned in the Recommendations on Publication Ethics Policies for Medical Journals which issued by the World Association of Medical Editors (WAME).

  1. The Eco-Vector’s journals generate revenue from advertising, which creates a potential conflict of interest. Editors’ decisions do not depend on the cost of advertising or producing reprints. Advertisers and sponsors have no influence over the editor’s decisions, regardless of the terms of advertising or other agreements.
  2. All advertisements are subject to the approval of the Eco-Vector’s staff, which reserves the right to reject or cancel any advertisement at any time.
  3. The functions of editors and advertising managers in Eco-Vector’s journals are separate.
  4. In Eco-Vector’s journals professional (physician-directed) publications and web sites, the intentional placement of advertising adjacent to articles discussing the company or product that is the subject of the advertisement is prohibited. Advertising content must be distinguished from editorial and other materials so that the difference between them is obvious.
  5. Eco-Vector will not publish “advertorial” content, and sponsored supplements must be clearly indicated as such. If a supplement did not undergo peer review or underwent a peer review-process different from the rest of the journal that should be explicitly stated.
  6. All Eco-Vector’s journals have the right to refuse any advertisement that, in its sole discretion, is incompatible with its mission or inconsistent with the values of members, the publication/web site or the organization as a whole, and to stop accepting any advertisement previously accepted. Advertisements are subject to review by the editors and others at the Eco-Vector’s journals. In no case shall separate agreements with Eco-Vector’s journals or its subsidiaries supersede this policy.
  7. Once an advertisement has been deployed online, it will be withdrawn from the journal site at any time if the Editor(s)-in-Chief or Eco-Vector’s staff request its removal.
  8. Advertising for the following categories is prohibited:
    • Alcohol
    • Tobacco
    • Weapons, firearms, ammunition
    • Fireworks
    • Gambling and lottery
    • Pornography or related themes
    • Political and religious advertisements
    • Advertisements that claim to have a “miracle” cure or method
    • Advertisements that make unsubstantiated health claims for the products advertised
    • Advertisements directed at children
  9. Advertisements may not be deceptive or misleading, and must be verifiable. Advertisements should clearly identify the advertiser and the product or service being offered. Exaggerated or extravagantly worded copy will not be allowed. Advertisements will not be accepted if they appear to be indecent or offensive in either text or artwork, or if they relate to content of a personal, racial, ethnic, sexual orientation, or religious nature.
  10. All advertisements are accepted and published by Eco-Vector on the warranty of the advertisement agency and advertiser that both are authorized to publish the entire contents and subject matter of the advertisement.
  11. In consideration of publication of an advertisement, the advertiser and the advertisement agency, jointly and severally, agree to indemnify and hold harmless Eco-Vector, its officers, agents and employees against expenses (including legal fees) and losses resulting from the publication of the contents of the advertisement, including, without limitation, claims or suits for libel, violation of privacy, copyright infringement, or plagiarism.
  12. Any references to Eco-Vector or its products or services in advertisements, promotional material, or merchandising by the advertiser or agency is subject to Eco-Vector’s written approval for such use.
  13. All advertisements for drug-specific campaigns must comply with the relevant Russian legislation that regulates advertising. Advertisers should make available to Eco-Vector the marketing authorization and summary of product characteristics when submitting their advertisement. In the case of drug advertisements, proprietary names of pharmaceutical products must be accompanied by the chemical, generic, or official name; the quantity of all active substances must be stated along with the recommended dosage. Each page of an advertisement for a prescription-only medicine should be clearly labeled as intended for health professionals.
  14. Advertisements for products not approved by the FDA or the Ministry of Health of Russian Federation that make any kind of health claims must carry the following disclaimer: “These statements have not been evaluated by the Food and Drug Administration and/or the Ministry of Health of Russian Federation. This product is not intended to diagnose, treat, cure or prevent any disease.”
  15. While Eco-Vector’s journals welcomes and encourages information-rich advertising, advertisements, advertising icons and advertiser logos must be clearly distinguishable from editorial content and may require special labeling to distinguish them as such. All advertisements must clearly and prominently identify the advertiser by trademark or signature.
  16. Reprints should be published only in the form in which they were originally published in the journal (including subsequent corrections), so there should be no additions or changes in them.
  17. Publisher is not responsible for incidental or consequential damage for errors in displaying or printing an advertisement.
  18. Advertisements may not imply endorsement by the Eco-Vector’s journals or its publications/web sites except as may be provided for under a separate agreement — in which case advertising must be pre-approved to ensure adherence to the letter and spirit of that separate agreement.
  19. The full rules for any market research or promotion associated with an advertisement must be displayed in the advertisement or available via a prominent link.
  20. The following online advertising formats are prohibited:
    • Pop-ups and floating advertisements.
    • Advertisements that collect personally identifiable information from visitors without their knowledge or permission.
    • Advertisements that extend across or down the page without the visitor having clicked or rolled-over the advertisement.
    • Advertisements that send visitors to another site without the visitor having clicked the advertisement.
