Features of religious and political extremism and its manifestations in the activities of Russian neo-Pagan organizations
Abstract
religious and political extremism has always been one of the most important factors in the growth of tension in the modern world. In the context of a special military operation by Russia, various Islamic extremist organizations are used by Western intelligence services to create centers of destabilization in various regions and, mainly, in Central Asia, in countries bordering the territory of the Russian Federation. The study examines some aspects of religious and political extremism and their impact on the political situation in modern Russia. In the conditions of the Northern Military District, one of the manifestations of religious and political extremism is the spread of worldviews of modern neo-paganism with the aim of inciting religious hostility between modern “Rodnovers” and Orthodox citizens of Russia. The goal pursued by the intelligence services of foreign states is to artificially divide the peoples of Russia along religious lines. Studying various aspects of the activities of neo-pagan organizations allows us to trace the ways of their interaction with Western intelligence services with the aim of destabilizing the internal political situation in modern Russia.

American presidential elections and foreign policy direction
Abstract
the article is devoted to analyzing the impact of the 2024 U.S. presidential election on the country’s foreign policy course. The focus is on the interconnection between domestic political processes, such as political polarization, social divisions, and the election campaign, and their reflection in international strategy. The approaches of the two main parties – Democrats and Republicans – to addressing current foreign policy challenges, including the Ukraine crisis, U.S.-China confrontation, and the Israeli-Palestinian conflict, are explored. The aim of the study is to analyze the influence of party strategy transformations, candidate rhetoric, and internal pressures on shaping the key directions of U.S. foreign policy. Democrats emphasize multilateral diplomacy, strengthening the role of international organizations, and supporting environmental initiatives, while Republicans focus on protectionism, reducing international commitments, and strengthening national interests. The article employs methods of analyzing political statements, party platforms, sociological surveys, and international documents such as NATO declarations. The authors examine how internal conflicts influence foreign policy decisions and serve as a tool for mobilizing the electorate. Particular attention is paid to how the rhetoric of candidates reflects U.S. policy on the global stage. The study demonstrates that domestic processes, including growing polarization and the use of foreign policy issues in the election campaign, significantly influence the country’s strategic priorities. Foreign policy becomes not only a tool for addressing international challenges but also a means of overcoming internal contradictions. The work highlights that the 2024 election plays a key role in determining the future direction of the United States in global politics.

The problem of modern youth's perception of the state as a traditional political value: a political analysis
Abstract
the article summarizes the main results of a study on the perception of the state as a traditional political value by modern youth. The methodological basis of the study was the dialectical principles of objectivity, consistency and historicism. The author of the article pays special attention to political consciousness as an important definition for building a theoretical and methodological basis for the study of political socialization. The interpretation of political consciousness as a core component of political culture and a modern methodological requirement for the study of political socialization of youth is given. The article concludes that the functionality of political consciousness in the individual dimension serves as a means of providing research on political socialization with reliable cognitive guidelines and allows us to reveal the property and quality of a personality, a «political person» capable of perceiving politics in one way or another, evaluating it more or less accurately and acting relatively purposefully politically. According to the author of the article, this approach expands the possibilities of perceiving youth as an internal political resource and a social group responsible for the future of the country.

Technical and technological complexities and challenges of artificial neural networks large-scale implementation in the Russian public administration system
Abstract
the article examines the problems associated with artificial neural network (ANN) technology wide implementation in the public administration system of Russia. The author focuses on the technical and technological difficulties and challenges that hinder the widespread use of ANN such as their integration into existing information systems, data security, insufficient staff skill level, etc. The article also considers foreign experience in ANN implementation in the public administration system. Based on the analysis, possible approaches how to solve the technical issues and implement ANN in the public administration system are proposed. The author concludes that an integrated approach is required, including infrastructure modernization, security standards development, research support, etc.

Anti-crisis strategies of the state
Abstract
this article examines key anti-crisis strategies employed by states during economic and social crises. The most effective approaches aimed at economic stabilization, support for key sectors, and improvement of the social climate are analyzed. Special attention is given to the experience of developed countries, as well as the particularities of implementing anti-crisis measures in Russia. Based on the research, measures are proposed to enhance the effectiveness of managing crisis situations at the state level. The objective of this article is to analyze the anti-crisis strategies employed by states to stabilize the economy and social sphere during crises. The research utilizes comparative analysis of anti-crisis strategies across different countries, as well as econometric analysis of the impact of crises on key economic sectors. The analysis revealed that the most successful anti-crisis strategies include flexible monetary policy measures, fiscal stimuli, and support programs for vulnerable social groups. Developed countries demonstrated higher effectiveness in stabilizing their economies compared to less developed ones. Effective crisis management requires a swift response from the state, coordination between different branches of government, and sustained cooperation with the private sector.

Ethical issues in the use of artificial intelligence in international relation
Abstract
the changes that globalization has brought to international relations cannot be ignored. First of all, this is due to scientific and technological progress, in which Artificial Intelligence (AI) plays a special role. Unique developments are used in the fields of healthcare, corporate management and information warfare. And this is only part of the areas where AI is involved. And the more often humanity resorts to AI, the more ethical questions it raises. In this article, the author sets out to analyze what approaches to the moral component of AI already exist in international relations. The conclusions that the author comes to indicate that there is progress related to the discussion of AI ethics issues at different levels. However, all the documents developed are mostly advisory in nature. There is also no unification of different approaches into a single whole. The center of moral narratives is primarily about the protection of humans, their personal data, transparency associated with AI developments, and preventing the use of these technologies in wars. That is, everything that we call human security.

System approach to organizing the work of state authorities: advantages and problems of implementation
Abstract
the article discusses a system approach to organizing the work of government bodies of the Russian Federation, its advantages and problems of implementation in modern conditions. The systems approach is an important tool for improving the efficiency of public administration, ensuring coordinated work of all parts of the system, minimizing duplication of functions and increasing interdepartmental interaction. Particular attention is paid to the problems of implementing this approach, including insufficient coordination between departments, personnel shortages and the need to adapt legislation to the conditions of digital transformation. The article provides an analysis of the current state of public administration in the context of a system approach, as well as prospects for its further development in the context of strategic planning and digitalization.

About changing legislation to regulate the use of virtual technologies in the educational process
Abstract
today, virtual reality technologies are intensively becoming an educational tool in higher educational institutions of Russia, however, the legal regulation of the use of virtual reality technologies in our country has not yet been developed and legally enshrined. Studies have shown the relevance of regulatory regulation of both the use of virtual and augmented reality technologies in the educational process and regulation at the implementation stage. Therefore, this article is devoted to recommendations on changing or introducing text into a specific regulatory act in order to form in the future a legislative initiative on the regulatory regulation of virtual technologies in the educational process in such aspects as the concept of virtual and augmented reality. Compliance with ethical standards, personal data protection, amendments to sanitary and epidemiological rules, the issue of using virtual technologies in the educational process by persons with disabilities, etc.

The role and importance of law enforcement practice in the regulation of civil law relations
Abstract
process scientists in relation to various spheres of public relations consider the role and importance of law enforcement practice. This is because now no area of public relations exists in isolation from law enforcement practice, which includes both decisions on specific cases and decisions of higher courts. Law enforcement practice at the present stage of social development plays a key role in the regulation of civil law relations. The key role of law enforcement practice is revealed in several aspects at once. First, law enforcement practice is designed to eliminate gaps in legal regulation in the absence of a legal definition of various legal categories in the normative provisions of civil legislation, or when the wording of the normative prescriptions of the relevant civil law norms presupposes their too broad interpretation. Secondly, law enforcement practice is focused on creating a legal basis for future legislative changes. Thus, in the Russian Federation, the law enforcement practice formed in the field of regulating civil law relations can both detail the provisions of current legislation, acting as a judicial interpretation of the law, and be a driver of the development of civil legislation.

Legal restrictions and duties of parolees: problems of theory and practice of implementation
Abstract
the article examines the current problem of the imbalance in the system of legal restrictions and duties imposed on people on parole, which creates significant barriers to their effective socialization. The author conducts a comprehensive analysis of the current legislation in the field of establishing and implementing restrictions for those released on parole, identifies key contradictions between the goals of preventive control and the tasks of social rehabilitation of convicts. Based on the research conducted, specific changes are proposed to the criminal and penal enforcement legislation aimed at creating a differentiated system of restrictions and duties that would consider the individual characteristics of the released and contribute to their successful integration into society.
