- GENERAL PROVISIONS
1.1. The Federal State Budgetary Educational Institution of Higher Education "Russian State University of Justice," now the Federal State Budgetary Educational Institution of Higher Education "V.M. Lebedev Russian State University of Justice" (hereinafter referred to as the University), has established a scientific journal in the field of law, "Justice" (hereinafter referred to as the Journal), which was created to improve the effectiveness of scientific research and publication activities of University staff, researchers from other organizations, and practicing lawyers studying law and justice issues in all its aspects.
The Journal is a peer-reviewed scientific publication. It is published four times per year.
1.2. The scientific journal "Justice" publishes original articles that meet established requirements, exploring the most significant issues for Russian and, in the context of comparative law, for international legal scholarship, related to the Nomenclature of Scientific Specialties for which academic degrees are awarded, as approved by the legal acts of the Ministry of Science and Higher Education of the Russian Federation. These scientific areas include:
- theoretical and historical legal sciences, encompassing scientifically innovative research in the theory and history of law and state, as well as the history of doctrines on law and state;
- public law (state law) sciences, including publications on a wide range of contemporary issues in constitutional law, constitutional litigation, financial law, tax law, budget law, labor law, and social security law, as they relate to the public law regulation of legal relations in this area. This section may also cover issues of land, natural resource, and environmental law in the context of public-law regulation of environmental protection, nature management, land relations, and urban development. This area includes publications on judicial, prosecutorial, human rights, and law enforcement activities, information and administrative law, and administrative procedure;
- Private Law (Civil Law) Sciences: These include both civil law disciplines proper—civil, business, family, and international private law; civil and arbitration procedure; and scientific fields classified as public law disciplines, but in which the subject of analysis is private law aspects (labor law, land law, etc.);
- Criminal Law Sciences, encompassing criminal, penal law, and criminology; criminal procedure, forensic science, and forensic activities;
– international legal sciences, the subject of which is a wide range of issues of international law, the law of the Eurasian Economic Union, and European law (international organizations, international treaties, international judicial bodies, etc.).
1.3. The next important criterion upon which the editorial board accepts articles on legal issues for publication in the Journal is the conformity of their content with the thematic focus of the Journal. Within the framework of the approved Nomenclature of Scientific Specialties, articles examining current issues of justice, the judicial system, legal proceedings, improving the efficiency of courts, judicial practice, etc. are eligible for publication.
1.4. The main content of the scientific publication consists of scientific articles. At the same time, the editors proceed from the fact that the pages of the publication also publish reviews of domestic and foreign publications on specific topics, translations of articles by renowned foreign legal scholars, reviews of thematic monographs by domestic and foreign authors, as well as other materials that correspond to the goals and objectives of the journal "Justice/Justice" and may be of interest to the readership.
- ARTICLE REQUIREMENTS
2.1. Submissions may be sent to the Journal's editorial board by email at vestnik@rsuj.ru.
2.2. If the manuscript is being or has been submitted to another publication, or has already been published, the author is obligated to notify the editorial board.
2.3. Articles relevant to the Journal's scope of work will be accepted for consideration. Submitted articles must not contain obvious plagiarism (unauthorized borrowing of large sections of text and/or data). Only scientific articles with at least 60% originality (excluding citations and self-citations) may be published. The author must include a certificate confirming the results of the check for plagiarism. The article must be between 30,000 and 50,000 characters long, and all pages must be numbered. Any author has the opportunity to be published, regardless of place of residence, nationality, age, academic degree, or academic rank. Student papers, even those co-authored with a supervisor or other person holding an academic degree, are not accepted.
2.4. The article must be properly formatted and contain:
– Universal Decimal Code (UDC) (http://teacode.com/online/udc/);
– Title in Russian and English;
– Author information in Russian and English (full last name, first name, patronymic, affiliation, city, email address, ORCID (if available) (this information will be published).
The authors include all individuals who participated in the study, indicating each individual's contribution to the writing of the work, development of the article's concept, collection of materials (statistical data), analysis, etc.);
– Acknowledgments (optional) to the organizations (institutions), scientific supervisors, and other individuals who assisted in preparing the article or who funded the research (provided grants);
– An abstract in Russian and English (up to 250 words). The abstract should include clearly defined sections: Introduction; Theoretical Basis. Methods; Results; Discussion and Conclusion. Information contained in the article title should not be repeated in the abstract. Avoid unnecessary introductory phrases (for example: "The author of the article examines...", "the article analyzes..."). Historical references, unless they constitute the main content of the document, descriptions of previously published works, and well-known provisions are not included in the abstract. The abstract in English should not be a tracing of the Russian-language text;
- keywords (6-10) in Russian and English; keywords should not only identify the objects of study but also describe the results of the work;
- a list of sources, which is located immediately after the article, compiled in accordance with GOST R 7.0.5.
Technical and similar requirements for articles are specified in Appendix No. 1.
2.5. The main text of the article should be clearly structured, identifying the sections of the study:
The Introduction contains the statement of the problem, its relevance, and its significance for the further development of the field of science or practical activity; references to publications that serve as the basis for the development of the topic under study, as well as indications of unresolved issues, are possible;
Theoretical Foundations. Methods - describes the object of study and the methods and techniques used, defines the sequence of stages of the study, as well as Which predecessors' works were used to study the problem?
Research Results – the main section, where the conclusions are substantiated, the corresponding arguments are presented, the stages of the cognitive process are explained, and the data on which the author relied are substantiated;
Discussion and Conclusion – briefly summarizes the results of the study: it presents the conclusions and recommendations based on the study and defines their practical significance.
The main text of the article is presented in Russian or English. Mixing texts in both languages in a single article is not permitted.
At the end of the article, full information about the authors must be included in Russian and English (last name, first name, patronymic, academic degree, academic title, position, place of work, and address of the organization) (see Appendix 1).
- PREVENTING CONFLICTS OF INTEREST
3.1. The author is responsible for the accuracy of quotations, names, figures, dates, and the presence of information prohibited from publication in the public domain.
3.2. The author is obligated to indicate authorship not only of the mentioned provisions, ideas, concepts, etc., with a reference to the original source, but also of the data, statistical information, tables, figures, etc., used in the submitted article.
3.3. The author is responsible for ensuring that the presented research has been conducted in accordance with legal and ethical standards. The following are unacceptable:
- Incorrect citation – the use of scientific ideas and texts of other authors, verbatim or paraphrased, without indicating the original source's publication data or with an incomplete reference; the use of verbatim quotes with a reference to the original source, but without quotation marks;
- Inaccurate citation (plagiarism) – the use of text fragments and ideas previously published by other authors, without citing the original source;
- Incorrect self-citation (self-plagiarism) – the use of text fragments and ideas previously published in the author's own works, without citing the original source.
3.4. By submitting a manuscript to the Journal for publication, the author is presumed to have transferred the rights to publish the article in the Russian Science Citation Index (RSCI) system and scientific electronic libraries elibrary.ru, cyberleninka.ru, the Znanium electronic library system, as well as on the Pravosudie/Justice journal website.
3.5. In the article submitted to the editor, the author indicates information about the absence or presence of a conflict of interest and, if any, details of such conflict.
- PUBLICATION PROCEDURE
4.1. The Editor-in-Chief and the editorial board ensure the high quality and reliability of published materials, compliance with the norms and rules of publication ethics (detailed provisions are available on the Journal's website), and the principles of confidentiality and privacy of personal information.
4.2. The decision to publish, taking into account the author's compliance with the initial requirements (relevance to the subject matter, proper formatting, absence of conflicts of interest, etc.), is made by the Editor-in-Chief jointly with the members of the Journal's editorial board based on a positive conclusion after passing the Antiplagiat system and a positive review of the article.
4.3. The review process involves members of the Journal's editorial board, faculty members of the Journal's founding university, and external scholars with sufficient experience and knowledge in the research area stated in the article (detailed provisions are available on the Journal's website).
4.4. The publication reviews all materials submitted to the editorial board that are relevant to its subject matter for the purpose of their expert evaluation. All reviewers are recognized experts in the subject matter of the reviewed materials and have published on the topic of the article within the last three years. Reviews are kept by the Journal's editorial staff for five years.
4.5. The goals of the scientific peer review of articles submitted to the editors are to evaluate and ensure that experts recognize the high level of significance of the scientific (scientific and practical) results of the authors' research, the conformity of the content and level of coverage of the topic with the article title, the novelty and reliability of the author's research, compliance with ethical standards accepted by the scientific community, and the introduction of relevant works on relevant issues into scientific circulation.
4.6. The editorial staff will send copies of the reviews or a reasoned refusal to the authors of the submitted materials and will also forward copies of the reviews to the Ministry of Science and Higher Education of the Russian Federation upon receipt of a corresponding request.
4.7. After publication, the corresponding issue of the Journal will be sent to the author by email.
- FINAL PROVISIONS
5.1. The Journal's transparency is ensured by posting all information on its official website: information about the editorial board, terms and conditions for article publication and formatting requirements, article review rules, and publication ethics rules and principles.
5.2. Open access to published articles is ensured by posting the full-text version of articles on the website https://justice.study/, as well as by posting metadata and full texts of articles on the websites of the Scientific Electronic Library elibrary.ru, the Scientific Electronic Library cyberleninka.ru, and the Znanium Electronic Library System.
5.3. Submission of a manuscript by the author or co-authors to the editors of the journal "Pravosudie/Justice" is carried out on the basis of a license agreement, according to which the author or co-authors grant the University an exclusive license to use the article in the manner provided for in Articles 1229 and 1270 of the Civil Code of the Russian Federation.
5.4. The editors do not charge fees for the publication of article manuscripts or other materials. Authors receive no royalties.
