Abstract
the purpose of the article is to analyse the European and American experience of applying the concept of lean production ‘Lean’, aimed at improving the Russian system of project-based lean management in the Department of the Pension and Social Fund of the Russian Federation in the Tyumen region and other territorial bodies within the framework of solving the tasks of implementing lean production in public institutions. The objectives of the research are aimed at studying the content of the interpretation of the concept of ‘lean production’ from the perspective of the concept of management of a manufacturing enterprise; logistic concept of management and the concept of business organisation. The research objectives are related to the analysis of the main constituent elements of the labour productivity improvement programme within the framework of the implementation of the ‘Lean’ concept. The objectives of the study are aimed at describing approaches to the construction of organisational management structure and at describing the principles of the concept of lean production ‘Lean’. The objectives of the study are related to the study of the possibility of dissemination, adapted European and American experience for the implementation of the Russian concept of lean production ‘CENTRE’ in the activities of public institutions in the framework of improving the domestic system of project management. It is concluded that the main constituent elements of the Russian concept of lean production ‘CENTRE’ are: the aspiration of the management system to continuous improvement of the organisation on the basis of the set goals and designated values; increase in the level of labour culture; increase in the level of corporate culture and reliance on creativity in the labour process. Possibilities of practical application of the research results consist in the use of the generalised experience, revealing the peculiarities of project and lean management implementation – to the interested parties: managers and employees of organisations, representatives of state and corporate structures, claiming to achieve the efficiency of management processes in the sphere of lean production.
