Resort and sanatorium system in Eastern Siberia during the Russian Civil War

Abstract

The study is devoted to filling the historiographical gap in the history of the resort and sanitary system in Eastern Siberia during the Civil War. Through the prism of problem-chronological and biographical methods, scattered unpublished sources, periodical data and eyewitness memories are systematized. The result is a holistic picture of the activities of resorts and sanatoriums in Eastern Siberia during changing political regimes. An additional result of the study is the clarification of the biography of the Siberian military doctor A. N. Pepelyaev.

Merv through the eyes of Nazirov lieutenant

Abstract

The article attempts to cover the trip of Lieutenant Nazirov to Merv in 1882. The result of the 2nd Akhal-Teke expedition was the seizure of the territory of Ahal. Neighboring Merv remained independent. To collect the necessary material, a study expedition is organized under the leadership of Nazirov. This trip, unfortunately, was not reflected in the scientific literature, and therefore we have decided to fill this gap. The collection of data from various sources has helped to outline both the expedition itself and to revive the complex historical atmosphere of that time.

Data about this expedition are very scarce. The report of Lieutenant Nazirov, «Routing Description of the Path», is of particular interest. A good addition is the article «Our Travelers in Merv», published in the weekly magazine «World Illustration» for 1883, as well as Nazirov’s report «Report on Lieutenant Nazirov’s trip to Merv in 1882».

The purpose of our research is a detailed analysis of the available source base for this issue. We have tried to compensate for the limited material with extracts from historiographical works. Using the method of historical-comparative analysis and comparison of available documentation, we have tried to reproduce the general historical background of that time.

Special educational institutions as subjects of prevention of deviant behavior of minors in Russia at the end of the 20th century

Abstract

Within the framework of the scientific article, the historical experience of the organization of the functioning of the Russian system of special educational institutions for minors with deviant behavior in the 90s of the twentieth century is studied. The author objectively shows the picture of the evolution of special education and upbringing in the context of the transition of the state to market relations. Conclusions based on the results of the study characterize at the national level the place and role of special educational institutions in the system of subjects of prevention of behavioral deviations of minors, as well as the state of work on the development of a network of such institutions in the Russian Federation.

Abstract

The article analyzes the content of the first report of the Governor-General of the Steppe Region of G. A. Kolpakovsky for 1882–1883. The theoretical basis of the research is a united combination of institutional and anthropological approaches with a problem-chronological method. Therefore, it allows identifying and describing in detail the key problems in the implementation of regional policy reflected in the document and possible ways to solve them. Attention is focused on the fact that the information presented in the report has become in practice a program for the development of the Steppe Region in subsequent years.

Soviet shipbuilders in Shanghai: to the biography of Georgy Gennadievich Voskresensky

Abstract

Our compatriots in China are trying to preserve the memory of their predecessors, because «continuity of generations» is not just words for Russians in China. The problem of preserving the memory of Soviet specialists sent to help the People’s Republic of China in 1949–1961 comes to the fore. The purpose of this study is to analyze the biography of the Soviet scientist-shipbuilder in Shanghai — George G. Voskresensky, who worked in Shanghai in 1959–1960. The article uses a biographical research method. The sources of biographical data are the personal documents of G. G. Voskresensky (documents, photographs, scientific works of the scientist). Materials of an interview with the scientist’s daughter, Tsitsishvili Elena Georgievna, are also used. The article uses original sources — photographs and documents of the scientist, which are preserved in the Voskresensky family. The research methodology is based on the study of the biographical material of the scientist. The research is done on the basis of a project of the Association of Russian Scientists in China with the support of the Coordinating Council of Compatriots in China.

Siberian Cadet Corps in 1899 as viewed by War Minister Aleksey N. Kuropatkin and Colonel Count Georgiy A. Bobrinsky

Abstract

Based on the materials of the Russian State Military Historical Archive, which have being introduced into scientific circulation for the first time, the article examines the history of visits to the Siberian Cadet Corps and to the Preparatory Boarding School of the Siberian Cossack Host by the War Minister of the Russian Empire, Adjutant General Aleksey N. Kuropatkin. There have been no special studies of this visit. The theoretical basis of this research is a combination of anthropological and institutional approaches with the principle of consistency and the problem–based method. The trip to Siberia was carried out in order to personally familiarize the War Minister with the state of the Siberian Military District created shortly before, as well as with its largest points, one of which was Omsk. The importance of this visit is noted for assessing the household condition of the Corps and setting up the educational process in it. It is found that the main identified shortcomings are the lack of plumbing and modern sewerage, a small gym, an unsuccessful daily routine and unsatisfactory teaching of foreign languages. The article first publishes the «Report on the inspection of the Siberian Cadet Corps» on September 30– October 5, 1899, accompanied by the War Minister, Colonel Count Georgiy A. Bobrinsky. It is concluded that this is one of the most detailed descriptions of the Corps at the turn of the XIX–XX century, which is of great value for the study of the history of military educational institutions not only in Siberia, but also in the Russian Empire as a whole.

On two formalizations of the principle of knowability de re

Abstract

The article is devoted to the problem of logical representation (formalization) of the principle of knowability de re. The principle says that any true proposition can be known de re. The aim of the paper is of a critical character. Two formalizations of the principle of knowability de re are examined, namely ones suggested by Edgington and Proietti, and it is shown that both do not solve the problem. I argue that Edgington’s formalizations does not work without an intuitively appealing interpretation of the actuality operator within situation semantics, and that Proietti’s formalization cannot be applied to quantified propositions. This shows that the formalization of the principle remains an open problem.

The Paradoxes of Time Travel

The article argues that time travel is metaphysical possible, and that so-called the paradoxes of time travel are oddities, not impossibilities. The defense of the possibility of time travel involves a commitment to (a) enduring things having temporal as well as spatial parts, (b) psychological continuity and connectedness and causal continuity as criteria of personal identity, and (c) a distinction between external and personal time.

Parfitian Teletransportation or Error Management

Abstract

The article serves as a polemic commentary within the discussion on the possibility of survival in teletransportation. It examines the principle of merorganic continuity proposed by Alexey Kardash and supported by Konstantin Morozov. Several counterarguments against merorganic continuity are presented, related to (1) the principle’s insensitivity to crucial body parts, (2) the neglect of speed, and (3) the degree of bodily change. It is discussed the problematic nature of so-called ‘ordinary survival’ and hypothesis is put forward regarding the reasons for differing perspectives among researchers on survival in the context of teleportation.

Teletransportation, Replication and Mereology

Abstract

The paper criticizes pessimistic views on survival into teletransporter. It is considered, in particular, the recent attempt of Alexey Kardash and Konstantin Morozov to defend the pessimists’ views by means of the criterion of mereorganic continuity. This defence faces two serious problems. Firstly, it is based on a fundamentally flawed description of the mechanics of teleportation. Under the guise of teletransportation, the procedure discussed is quite different — replication (creation of a perfect copy for some original object from suitable matter). Secondly, the prohibition on the survival of objects by instantaneous replacement of all their parts derived from the criterion of mereorganic continuity cannot be component of any consistent (yet plausible) mereology.

Measures of state support for increasing labor productivity: synchronization of state goals, interests and business opportunities

Abstract

This article discusses the possibilities of synchronizing the goals of state support for improving labor productivity with the real interests of business in solving the problems of effective use of human resources. Human capital is the main driver of the development of the national economy; therefore, the creation of conditions for its rational use is a priority at the state level. The relevance of the study is due to the presence of a barrier environment between operators providing government support measures and business goal setting. The set of options interesting to companies often does not correspond to the «packaged» tools and algorithms, which reduces loyalty to the Labor Productivity project. The search for a solution consists in creating an ergonomic digital service (or adapting an existing one) with the function of modeling an individual package of government support measures for business targets. The first stage of the study devoted to the analysis of measures and tools from the state and monitoring the needs of companies in the field of improving the efficiency of the use of human resources and competitive advantages, identified areas for synchronizing the support option with the expectations of stakeholders. The study uses strategic analysis tools, among which the most informative are mental maps, which allow us to design a step-by-step algorithm for forming a package of support measures reflecting the specifics of the type of professional activity, priorities of strategic development, scale and location of the company.
