Conflictogenic topics in everyday communication among youth (based on materials from an interdisciplinary study in Barnaul)

Abstract

The emergence of conflicts in a society where various values, interests, and moods coexist among different social groups is an inevitable process. The basis for the development of this process can be a series of events as well as a specific action or inaction. The theoretical and methodological framework is based on classical theories of social conflict (by G. Simmel, L. Coser, M. Deutsch, K. Boulding, R. Dahrendorf, and others) and contemporary works by domestic theorists and practitioners (A.G. Zdravomyslova, N.V. Grishina, B.I. Hasan, Y.E. Rastov, A.Ya. Antsupov, A.I. Shipilov, A.S. Karmin, S.M. Emelyanova, and others), emphasizing the "normality" of conflictual interaction in any society. The article emphasizes that at the level of social communities, the procedure for identifying the sources of conflict and the trajectory of its development requires the use of a systemic approach to studying the broad phenomenon of conflictogenity. Furthermore, the necessity of managing the conflictogenity of society is noted, i.e., maintaining its level below a threshold value, after which the development of a destructive conflict begins. Within the framework of the topic, a methodology was developed, and a sociological study was conducted among the youth of Barnaul (ages 18-35). The survey involved 342 respondents selected by gender and age (quota sampling). In the second phase, in-depth interviews were conducted (n=16). This research provides a detailed understanding of conflictogenic topics in the everyday communication of youth. According to the results, the following conclusions were drawn. First, there is a certain regularity in the choice of conflictogenic topics, influenced by the age and social status of the youth. Second, conflictogenic themes in communication primarily address social issues related to economic and political processes, as well as moral changes reflected in the behavior of young people. Third, in everyday communication among youth on conflictogenic topics in an online format, the frequency of conflicts is lower, which contradicts the initial assumption. Fourth, one of the sources of conflictogenicity in the youth environment of Barnaul is the low level of development of certain objects of the city's social infrastructure. Thus, the study emphasizes the importance of understanding conflictogenic topics in youth communication and their impact on social interactions and emotional states.

Historical and Cultural Center as a tool for implementing the strategy of preserving national heritage in the Russian region

Abstract

The main subject of the study is the process of implementing the state strategy for the preservation of the Kryashen national culture in the Bakalinsky district of the Republic of Bashkortostan. The authors consider in detail such aspects of the topic as, firstly, an analysis of the content and mechanisms of implementation of state policy aimed at the preservation and development of national culture; secondly, the identification of problems and difficulties encountered in the process of implementing the strategy, as well as the proposal of ways to overcome them; thirdly, an assessment of how the center promotes the preservation and popularization of the Kryashen national culture, including studying its impact on the linguistic environment, traditional crafts, education and cultural events; fourth, analyzing the center's impact on the local Kryashen community and other ethnic groups living in the region, including changing the level of interest in the national culture, youth and adult engagement, and improving interethnic relations. The research used general scientific methods of observation, analysis and synthesis. When analyzing the specifics of the development of a state strategy for the preservation of national culture in the region, special methods were used – morphological and normative. Comparative historical and cross-cultural approaches were also used, which make it possible to identify common and special characteristics of the Kryashen culture in comparison with other ethnic groups. The scientific novelty of the research consists in a targeted analysis of the creation of the Kryashen historical and cultural center in the Bakalinsky district of the Republic of Bashkortostan and the implementation in its work of the specifics of the implementation of the main provisions of the state strategy for the preservation of national culture in the region. The preservation of national culture as one of the leading areas of public administration in the Republic of Bashkortostan and at the same time the most important factor of its effectiveness in connection with the historically multinational and multi-religious culture in the region is a priority of the state national policy. The social effectiveness of the proposed project lies in its ability to positively influence various aspects of society, especially at the level of local communities. The Kryashens have a unique cultural heritage, which includes language, traditions, customs and spiritual values. The project will help preserve this important layer of national identity, which is a significant contribution to maintaining the cultural diversity of both the district and the entire republic.

Demographic security of rural areas in the Central Black Earth Region (Russia)

Abstract

Demographic security is one of the most important and relevant issues of modern times. The neutralization of demographic security risks is the main goal of the Russian Federation in its socio-demographic policy. Rural areas, in the context of urbanization and globalization, are the most vulnerable to demographic risks. In the conditions of globalization, digitalization, and the increasing imbalance in socio-economic indicators between urban and rural areas, it is crucial to focus on maintaining the demographic security of villages. The subject of the research is the rural areas of the Central Black Earth region. The research object is demographic security. The study pays special attention to the analysis of the socio-economic gap between urban and rural areas, recommendations for preserving the demographic security of rural territories, and the neutralization of demographic security risks in the Central Black Earth region. A systematic approach to studying the demographic security of rural areas in the Central Black Earth region was used as the theoretical and methodological basis of the research. By applying the systematic approach, it was possible to examine the current problems of demographic security in rural areas, identify issues of demographic sustainability of villages, and find necessary solutions to these problems. The main findings of the conducted research are the identification of problems in the current demographic sustainability of rural areas in the Central Black Earth region, as well as the issues related to migration outflow from rural territories. Through a comprehensive analysis of statistical data on the demographic indicators of urban and rural areas, a number of problems in the socio-economic structure of rural areas in the Central Black Earth region were identified, which contribute to the migration of youth to larger cities. The novelty of the research lies in the comprehensive analysis of demographic security in rural areas of the Central Black Earth region, the identification of general recommendations for neutralizing the risks of demographic sustainability of villages, and forecasting the socio-demographic situation in rural areas. During the research, special attention was paid to the analysis of the studies of domestic scientists, as well as the identification of recommendations for addressing demographic instability in rural areas of the Central Black Earth region.

Opportunities and challenges of using modern digital technologies in public administration

Abstract

The purpose of this article is to analyze both the possibilities of using digital technologies in public administration and the risks arising in the context of digital transformation. In this regard, the authors focus on the contradictory nature of the impact of the global digital revolution on both the state and its decisions, as well as on the practice of social interaction in society in various fields. The digital environment is not only changing the ways and nature of government interaction with citizens, but also transforming the internal management decision-making system, making it more transparent and flexible. Digital services and technologies are actively transforming public and municipal governance, bringing both undeniable advantages, such as increasing efficiency, transparency and accessibility of services for citizens, as well as risks: increasing digital inequality, disappearing privacy, digital control, ethical issues, risks of personal data leakage, and more. The main methodological basis of the research is theoretical scientific methods and a systematic approach. The interdisciplinary nature of the research within the framework of the identified issues requires the involvement of both international and domestic statistical data, as well as sociological research. The authors have attempted a comprehensive analysis of the opportunities and risks of using digital tools in the public administration system. The authors elaborate on the analysis of key services and technologies used in public administration. The fact that the digital paradigm has become dominant in public administration in recent years, having gone through several stages in its development, is confirmed by data from cross-country studies of the e-government development index. In practice, different versions of digital transformation are being implemented in different countries, and standards (models) for the maturity of digital public administration have been prepared and are being implemented, but the movement is moving in one direction. In this regard, the authors conclude that it is advisable to supplement the concept of "digital maturity" with an assessment of the effects and risks of digitalization of public administration by citizens and businesses as its most important beneficiaries, including with regard to digitalization of interaction between citizens, business and the state.

The Savage against the Leviathan: a comparison of Pierre Clastres' and Thomas Hobbes' approaches to defining the "political."

Abstract

The subject of the research is reflection on the categories of "political" and "state" in the context of political philosophy and political anthropology. The object of the study is a comparative analysis of the concepts of state nature and its evolution in the works of political philosopher T. Hobbes and anthropologist P. Clastres. The work examines the key contradictions between Hobbes' model of the state as a tool for suppressing the "war of all against all" and Clastres' critique of statehood as a mechanism of violent dominance over stateless communities. The consideration is presented in relation to the optics of the concept of "political" by C. Schmitt. Special attention is given to the methodological differences in the interpretation of "state," "political," and assessments of power relations. The study also focuses on the naturalistic motif in the authors' interpretations, specifically on elements of the interpretation of "human nature." The research method chosen is a comparative interdisciplinary analysis with elements of discourse analysis, incorporating aspects of a structuralist approach. The novelty of the research lies in revealing the reflection of "political" within contemporary anthropological thought analyzing the socio-political structure of Amazonian Indians. It demonstrates that this reflection emphasizes the examination of naturalistic foundations of the mythopoeic representation of Indigenous Americans as valid political-philosophical settings that shape the political organization of communities. By comparing these views with those of T. Hobbes and applying C. Schmitt's optics, it introduces this reflection into the space of political philosophy as a specific tradition of representing pre-state societies. The question of defining "human nature" at the basis of the paradigms of "political" and the traditions that describe the genesis of statehood in political philosophy and anthropology is also highlighted. The main conclusion of the study is the demonstrated autonomy of the "political" based on the examination of two opposing views on the nature of the state. Confirming C. Schmitt's thesis about the difference between the nature of the "political" and the space of the state, the article provides a brief deconstruction of the ancient juxtaposition of the city-state and politics.
