Занятость лиц с инвалидностью: возможности, приоритеты и результаты активной политики в государствах благосостояния. Часть вторая

Аннотация

В статье, состоящей из двух частей, рассматривается активная политика занятости в государствах благосостояния и её влияние на положение лиц с инвалидностью трудоспособного возраста. На базе материалов научных исследований и данных опросов населения в странах ЕС и ОЭСР проанализированы тенденции активной политики занятости в отношении лиц с умеренными и серьёзными нарушениями в государствах благосостояния разных моделей за период с 2010 по 2020 г. Во второй части статьи раскрыты подходы активной политики к выбору приоритетных групп граждан с инвалидностью для направления социальных инвестиций при содействии труду, к перераспределению обязанностей в сторону работодателей в традиционных формах занятости: специальных мастерских и системах квотирования рабочих мест, к обеспечению социальных гарантий в условиях дерегулирования рынка труда. Показаны ресурсы традиционных форм занятости, предпочтения работников и работодателей, влияющие на расширение возможностей трудоустройства. Рассмотрен потенциал мер активной политики в вопросах найма работников с разной степенью нарушений и сокращения безработицы, а также устойчивость результатов закрепления на рынке труда. Раскрыты формы и условия занятости лиц с инвалидностью в условиях дерегулирования рынка труда, факторы качества рабочих мест и уровень социальных гарантий. Представлены результаты активной политики в достижении самодостаточности при переходе от социального обеспечения к труду и оценка их устойчивости.
