宗旨及范围
The journal is aimed at providing Russian and foreign scientists with free access to high-quality, latest significant scientific results on a wide range of technologies related to software systems, from initial artificial intelligence technologies, mathematical modeling, optimization methods and control theory to applied aspects including medical informatics and system programming.
The articles are aimed at researchers improving algorithms and programming technologies.
Review articles provide a qualitatively new vision of the scientific field focused on software systems.

Procedure and terms of publication
The decision to publish the article
The decision to accept an article is made by the consent of three different specialists: the editor-in-chief or his deputy, the scientific editor of the section and a reviewer competent in the subject of the article.
- the scientific editor and reviewer cannot have articles jointly with the author of the article
- at least one of the three should not work in a scientific institution associated with the article
- the reviewer must have a high level of publications on related topics.
Any of the three has the right to reject an article with convincing justification for non-compliance with the journal's requirements.
Review deadlines
The editors try to reduce publication time as much as possible and impeccably designed articles of interest to many are accepted for publication and sometimes even published within one to two weeks. However, finding a qualified reviewer for an article on a topic in which few specialists are competent can take more than a month. The review is usually written within a couple of weeks, but when the reviewer asks for a month and a half, and there is no other reviewer in mind, the editors agree.
Anonymity of reviewing
As a rule, information about the author is hidden from the reviewer by removing it from the text of the article. An exception is made for articles that obviously continue the author's previous work on a topic that has not been studied by other researchers.
The identity of the reviewer cannot be disclosed without his official consent.
The received review, after excluding the reviewer’s personal data, is sent to the
author.
Revision based on reviewer comments
The author is obliged to take into account the reviewer’s comments when finalizing the article. Objections to comments must be carefully reasoned.
After the revision of the article required by the reviewer, the scientific editor, independently or with the participation of the reviewer, decides on the possibility of accepting the article for publication.
During the process, the scientific editor has the right to additionally send the article to another reviewer.
After rejection
A rejected article can be revised by the author and resubmitted.
After acceptance for publication
The time from acceptance of an article for publication to its publication on the website is not regulated; it is determined by the activity of the author in the process of finalizing the design and the workload of the editors.
Articles, perfectly formatted in LaTeX with amsbib, are published out of turn within one to two weeks.
Retraction of a published article
All copyrights remain with the authors, including the right to withdraw the published article. If a copyright violation is detected by the publication of a specific article, the editors will withdraw it. The retracted article remains freely available, but the fact of revocation is clearly and unambiguously noted on the website and the article is excluded from indexing in the RSCI and other databases.
Corrections in published articles, RSCI and CrossMark
If defects are discovered in published articles, they are immediately corrected free of charge on the website and in mathnet.ru. RSCI does not have the ability to correct typos or retract publication, so completed issues are submitted to RSCI in the second half of January, April, July and October.
RSCI readers can check the status of their version of an article at any time by clicking on the CrossMark flag.

Individual articles are published on the website when ready for publication.
The next issue is formed at the end of each quarter.
Special situations are not initially provided.

DECLARATION OF SCIENTIFIC ETHICS
Authors, reviewers and the editorial board
of the journal "Software Systems: Theory and Applications" are doing everything possible to prevent any manifestations of incompatibility with scientific search, and in particular such as:
- plagiarism and other infringements of copyrights;
- self-plagiarism;
- threats to the health and lives of people, animals or ecosystems;
- the publication of insufficiently substantiated statements and conclusions;
- Incorrectness, incompleteness or absence of references to sources;
- deliberate misrepresentation of information;
- conflict of interests in the publication;
- other violations of generally accepted ethical norms and laws.
The authors
fully and correctly indicate in the1r article
- authors, other persons and organizations that financed or otherwise contributed to the research, other subjects of possible conflicts of interest,
- available to the reader sufficient grounds for verification of each statement (in particular, for verifying evidence or for repeating experiments),
- sources of borrowing and regulating access to them licenses,
formulate the article in such a way as to facilitate the understanding and verification of the results and their justifications by specialists in related fields using
- standard terminology and notation,
- clear structure of the presentation,
- literate and expressive language of scientific text with formulas, tables and illustrations;
promptly provide editorial offices with information
- about itself, helping to exclude the conflict of interests at reviewing,
- about the errors noticed in the published works,
- on the circumstances that prevented the publication of the latest version of the article;
confirm in the written form the adoption of this declaration and the exclusion of the possibility of simultaneously submitting an article to another peer-reviewed publication and also the exclusion of the possibility of the subsequent publication of the article or its part (in particular, translation into another language) without a clear, complete and unambiguous reference to the source.
Reviewers
- immediately refuse to review if there is a risk of bias (conflict of interest, incompetence) or untimely evaluation.
- respect the confidentiality of the review and the timing of the review;
- objectively and impartially, thoroughly substantiating their opinion, reflect in the review the strengths and weaknesses of the work, giving constructive suggestions for improving the article;
- promptly inform the editorial offices of the observed violations of ethical standards;
Members of the Editorial Board
- bear full responsibility for everything that is published in the journal;
- confidential and conflict-free organize the process of objective review and decision-making;
- make fair and impartial decisions, regardless of race, gender, sexual orientation, religious beliefs, ethnic origin, citizenship or political preferences of authors or commercial interests of editors;
- develop an editorial policy that ensures maximum transparency and full accountability to the author;
- protect the integrity of publications, promptly correcting errors and misleading statements, if necessary, in published materials and, if possible, on integrator resources;
- protect the rights of third parties against unauthorized use of materials;
- carefully monitor compliance with ethical standards in publications related to research on humans and animals and environmental impacts;
- inform authors, reviewers and readers about the decisions taken and the expected actions about illegal publications.
The editor-in-chief and the publisher
cooperate with other publishers and industry associations, including ethical issues, tracking errors and removing inappropriate publications, adopt and conduct editorial policy in accordance with the Ethical Principles of the Association of Scientific Editors and Publishers and the recommendations of the Ethics Committee publications (COPE).
Any participant in the publication process
being found any violation of ethical or legal norms by authors, reviewers or editors, tries to receive explanations from the suspects, and if the answer is unsatisfactory, ask the publisher, employer, funding organization or other suitable regulatory body to investigate and take action.
