Abstract
The article gives an idea of the attractor and its relationship to sustainable development. There are described the two "flag disasters", which mathematical description may allow to solve the problem of determining the relevance of the occurrence of socio-economic disasters. The concept of sustainable development of territories of the Russian Federation in the short, medium and long terms is proposed.
