On the Value World of Modern Russian Society: Problems of Value Formation (Part 1)
Abstract
This article shows that the information presented in the primary sources of monotheism (the Torah, the New Testament and the Koran) thousands of years ago about the mental specifics of mankind, as well as the strategic direction of its development, are not mythical, fictional, accidental, but correspond to reality. They indicate not only the stages of the mental development of ethnic groups and peoples of the world that they go through in their historical development, but also the value world that corresponds to each stage. Due to its essential nature, indicated precisely in the primary sources of monotheism, modern humanity naturally moves to an independent scientific understanding of the surrounding reality, the study of its mental nature, the development of norms and rules of its being, as well as the formation of its value world, which no longer coincides with the individual values of the Scriptures.



Modern Ethnical Nationalism in Political Discourse of Eastern European States
Abstract
The article presents a comprehensive study of the phenomenon of ethnic nationalism in Eastern European countries, its formation, transformation and evolution under the influence of various factors, both the external environment and internal changes. Each of the states is viewed separately in the context of historical and political perspectives. The features of the formation of ethnic nationalism from its origins to the current state are presented. The role of nationalism in the formation of the states of Eastern Europe in the period after they gained sovereignty as a result of the collapse of the USSR has been established. Parallels are drawn between ethnic nationalism and the tendencies towards building a homogeneous nation of Eastern European states, and conclusions are drawn about the modern features of the evolution of ethnic nationalism into right-wing populism.

SOVEREIGN STATEHOOD OF RUSSIA AS A STRATEGIC IMPERATIVE ITS NATIONAL DEVELOPMENT
Abstract
The article examines the problem of the comprehensive formation and strengthening of the sovereign statehood of the Russian Federation, substantiates and reveals the key content of its corresponding forward-looking Concept. The need is argued for positioning the latter as a strategic federal tool for the evolutionary, progressive and dynamic development of the country in the context of both its civilizational confrontation with the anti-Russian USA, NATO and Russo-hating Ukraine, and the distancing of the people and innovative elite of Russia from neoliberal, destructive and consumerist “meanings” total West.



Ensuring and Protecting Electoral Sovereignty
Abstract
Attempts to interfere in the elections of sovereign states have become a permanent phenomenon. Modern science has not yet developed a unified assessment of this negative phenomenon of modern democracy. Accumulating, summarizing, and analyzing the information related to attempts to influence free elections from abroad, the author concludes that the institution of "assistance in developing democracy" created by the "collective West" at the end of the last century de facto pursues the goal of "political enslavement" of young democracies, depriving them of their sovereignty. To ensure the freedom of choice of their people, the supremacy of the law, and state sovereignty, it is necessary to carry out systematic activities to protect electoral sovereignty, including at the international level. The author convincingly argues that interference in elections is an illegitimate phenomenon from the standpoint of national and international law, substantiates the need for the state to ensure sovereignty during the organization and conduct of electoral procedures. The author also believes that electoral sovereignty, as one of the forms of expression of state sovereignty in the electoral sphere, occupies a special place in the typological series of various variations of sovereignty.



Senator of the Russian Federation and Deputy of the State Duma: Problems of Legislative Regulation of Guarantees of Their Labor Rights
Abstract
The Federal Law "On the status of a Senator of the Russian Federation and the status of a deputy of the State Duma of the Federal Assembly of the Russian Federation" provides a number of guarantees to senators of the Russian Federation and deputies of the State Duma. At the same time, issues concerning the offset of their term of office in the length of service (work) in the said Federal Law, in accordance with the norm of one article, should be counted in the length of service of the state civil service, and according to the norm of the other – in the length of service of the federal public service. The article analyzes the conflicting provisions of the said Federal Law, the relevant norms of federal laws defining the procedure for passing state civil service, military service, and other types of public service. As a result, proposals were formulated to amend the Federal Law "On the status of a Senator of the Russian Federation and the status of a deputy of the State Duma of the Federal Assembly of the Russian Federation".



Analyzing the Use of Certain Anti-Corruption Practices Based on Digital Technologies in Foreign Countries
Abstract
The article considers the problem of using in foreign countries certain anti-corruption practices based on digital technologies. It is concluded that such technologies are a powerful tool in the fight against corruption, the effective use of which requires additional research to develop appropriate strategies and policies, including those related to the creation of appropriate legal framework.

Quantum Resonance Nature of Homeopathy
Abstract
The article outlines the fundamental principles on which the modern homeopathic medical system is based. The physical processes occurring during the manufacture of a homeopathic medicinal product (HLP) are described using the dual technology of stepwise potentiation (SPT), used in the processing of the active pharmaceutical substance (API). The author believes that with the repeated-intensive application of external energy of their dynamization to a solution of APS atoms, spherical quantum conjugate radiations are formed (ximions – the author’s concept). Ximions are absorbed and condensed in coherent water domains (CDW), which are also formed during their dynamization, and then saturate the base of the HLP. The author believes that HLP, after being introduced into the body, interacts frequency-resonantly (selectively) through the participation of the liquid medium with the microfields of the biocells of the body's components. As a result of this, their energy level increases and bioprocesses are harmonized, that is, both the causes and consequences of the disease are eliminated. The action of HLP allows you to comprehensively use the internal capabilities of the body. At the same time, the importance of an integrative approach to influencing the body and the validity of combined allopathic and homeopathic therapy are emphasized.



Socio-Economic Development of Rural Areas as a Priority of Agrarian Policy
Abstract
The article analyzes the importance of the social sphere in the functional structure of rural areas. The role and place of the social component in agricultural policy has been established. The essence of sustainable rural development, the main ways of rural development as a priority of modern agrarian policy are revealed. The authors have grouped the existing main problems of rural areas into five blocks. An ecosystem approach to the socio-economic development of rural areas is proposed.
