Submission Preparation Checklist
As part of the submission process, authors are required to check off their submission's compliance with each of the following items, and submissions that do not adhere to these guidelines may be returned to the authors.

Articles submitted to the Journal should not have been published before in their current or substantially similar form, or be under consideration for publication with another journal. All authors submitting their works acknowledge that they have disclosed all and any actual or potential conflicts of interest regarding authorship and publication of the work and will indemnify the publisher against any breach of such warranty. For convenience of dissemination and to ensure proper policy of the material use, authors grant the publisher a non-exclusive copy right (through a non-exclusive license).
Source of funding
The authors indicate the source of funding and provide relevant references, if the paper was prepared within a research project, proper acknowledgment of the funding organization is required.
Plagiarism
According to the International Research Organisations Journal publishing policy, plagiarism is unacceptable in any of the form in any of the form:
Copying of another author’s work without acknowledgement, references or the use of quotation marks.
Improper paraphrasing of another author’s work where more than one sentence within a paragraph or section of a text has been changed or sentences have been rearranged without appropriate attribution.
Reproducing elements of another author’s work (figures, tables or excerpts of the text) without acknowledgement, referencing or use of quotation marks. The authors should obtain the permission of a copyright holder to use these elements.
Self-plagiarism. The authors should indicate that the paper is published for the first time. If elements of an article have been previously published the authors are required to acknowledge the earlier work and indicate how the subsequent work differs and builds upon the research and conclusions contained in the previous work.
OFFER to Conclude a Publishing Agreement
I, [indicate the author’s full name], (hereinafter the “Licensor”) hereby offers the Federal State Autonomous Educational Institution for Higher Education National Research University Higher School of Economics (hereinafter the “Publisher”) to conclude a publishing agreement on the following terms:
- The Licensor grants to the Publisher a simple (non-exclusive) license to use the following work(-s): [Title of the work/Brief description of the work and character count (without spaces) ] (hereinafter the “Work”) in the following ways:
1.1. reproduction of the Work in paper, electronic or any other media, including reproduction in computer memory, in any form and any number of copies;
1.2. distribution of the Work through sale or other transfer of the original or its copies;
1.3. making the Work universally available by allowing universal access to the Work from any place and at any desired time by publishing the Work on the Internet;
1.4. incorporation of the Work into composite and other works, including electronic databases;
1.5. translating or otherwise processing the Work with the possibility of subsequently using the translated or processed Work (derivative Work) in any way and holding an exclusive right to the derivative Work.
- The license to use the Work is granted for the purposes of publishing (reissuing) the Work, and for other purposes that may be fulfilled by the Publisher through the ways stipulated in Clause 1 of the present Offer.
- Within one year upon receiving a copy of the Work, the Publisher shall publish it at their own expense in the following journal: [indicate the journal in which the work shall be published]
- The Work can be used world-wide during the entire period of validity of the exclusive license to the Work.
- The Publisher is granted the license to use the Work free of charge.
- The Publisher may assign the license to use the Work to others (conclude sublicense agreements) without the Licensor’s permission.
- The Publisher is not obligated to give the Licensor an account of how the Work is used.
- The Licensor grants the Publisher the right to provide the Work with illustrations, prefaces, afterwords, comments and other explanations and captions. The Publisher shall notify the Licensor of any such additions by any means, including by email. The Publisher can abridge or supplement the Work upon the Licensor’s permission which can be expressed by any means, including by email.
- The Licensor grants the Publisher the right to use the Work under the following name: [indicate name (pseudonym) of the author]
- The Licensor shall provide the Publisher with an electronic copy of the Work as a file that can be accessed and edited in Microsoft Word 2013, together with the present Offer. The Publisher can change the format of the file containing the Work, including converting it to a format that is convenient or necessary for using the Work in ways stipulated by the present Offer.
- The Licensor guarantees to be the sole author and proprietor of the Work and grants that conclusion of a publishing agreement under the present Offer does not violate any rights and lawful interests of third parties. If the Publisher receives complaints from third parties arising from the use of the Work in accordance with the present Offer, the Publisher is entitled to demand that the Licensor take all the necessary measures at the latter’s expense to assure that the Publisher does not incur any expenses (or to reimburse the expenses already incurred by the Publisher) that may arise from such complaints.
- The Licensor confirms that the license to use the Work has not been transferred to anyone heretofore. If such a license has been previously granted to any third parties, the Licensor shall give information about all such parties to the Publisher at the latter’s request within the time period fixed by the latter, and provide all the information at the Licensor’s disposal about the media where the Work has been published.
- If the Work has not been published heretofore, the Licensor shall ensure that any subsequent publication of the Work in other media shall include information that the Work had been first published in the journal specified in Clause 3 of the present Offer.
- The license to use the Work is considered to be granted to the Publisher from their first use of the Work as stipulated in Clause 1 of the present Offer.
- In order for the Publisher to observe the Russian legislation on personal data, and to ensure efficient use of the Work by the Publisher, the Licensor consents to the collection, systematization, accumulation, storage, specification (updating, changing), use, blocking, destruction, depersonalization and transfer to third parties of their personal information contained herein for the entire period of validity of the exclusive license to the Work. The Publisher shall not transfer the information of the Licensor’s home address and serial number of the identification documents to third parties without the Licensor’s permission (depersonalization).
- The Licensor guaranteesthat any documents, notifications, queries and other messages received by the Publisher from the Licensor’s email address(-es): [indicate email address of the author] shall be sent by the Licensor personally or under their request. The Publisher shall regard such documents and messages as originating from the Licensor and of the Licensor’s own volition. The guarantee stipulated by this Clause does not cover cases of unauthorized hacking of the Licensor’s mailbox(-es) by third parties. Licensor shall notify the Publisher that their mailbox(- es) has been hacked immediately upon receiving news thereof. Otherwise, any documents and messages sent from the Licensor’s email address(-es) shall be deemed as sent by the Licensor personally.
The present Offer constitutes an offer in accordance with Article 435 of the Civil Code of the Russian Federation. The Licensor understands that if the Publisher begins to use the Work in ways stipulated in Clause 1 of the present Offer within 1 (one) year upon receiving it (i.e., accepts the present Offer), this shall mean that a publishing agreement has been concluded between the Publisher and the Licensor on the terms stipulated in the present Offer. Such an agreement shall remain in force until the Publisher and the Licensor fulfill all their obligations. If the Publisher accepts the present Offer, its terms shall apply to relations between the Licensor and the Publisher that have existed since: [indicate the date].
In the event of any inconsistencies and contradictions between the Russian and English versions of the present Offer, the Russian version shall take precedence.
