The conceptual basis of Japanese modern political economy: “Flying Wild Geese” paradigm

Abstract

Introduction. The successful historical experience of modernizing Japanese economy, which managed to become one of the world economy leaders, found theoretical and methodological justification in the “Flying Wild Geese” paradigm formulated by K. Akamatsu. Scientific review. The introduction of a wide range of readers to the concept of uneven economic growth in advanced and developing countries occurred after the publication of K. Akamatsu’s articles in English in the 1960s. The methodology of the Japanese scientist was influenced by his studying German philosophic and economic thought. The “Flying Wild Geese” paradigm was built on the basis of the long wave of economic conjuncture theory by the Russian economist N. D. Kondratiev and included three models. The first model described the following sequence: import – domestic production – export. The second model explained the transition of production from consumer goods to capital goods and from simple and unprocessed products to complex and processed products. The third model showed the hierarchy of countries in the world economy in accordance with the stages of economic growth. Economic development is encouraged by contradictions and takes place in the form of the alternating emergence and resolution of contradictions of supply and demand. Industrial innovations create a contradiction in the comparative cost structure of national economies and stimulate the growth of international trade. The spread of innovations eliminates the resulting contradiction and slows down economic development. The main contradictions of development, cyclical dynamics and structural shifts correspond to the policy of progressive development, cyclical stabilization policy and structural coordination policy. Conclusion. The conducted research has shown the theoretical and methodological origins and foundations of modern economic thought in Japan.

The impact of global climate change on the sustainable development of socio-economic systems

Abstract

Introduction. The relevance of this study is due to the growing influence of the global climate change consequences on the development of countries’ economies and the population’s life quality. Finding an effective response to the climate challenge requires determining the place of the problem of climate change and its consequences among other global challenges and clarifying the significance of climate change for the sustainable development of socio-economic systems. Methods. The study is based on a review of resolutions and reports from a series of United Nations global conferences from 1972 to 2022. To analyze the scientific works on the problem of global climate change, the author used a combination of bibliometric methods, visualization methods and content analysis. Theoretical analysis. A review of intergovernmental documents that reflected the global consensus on development and cooperation in the field of environmental conservation provided insight into the transformation of approaches to solving the problem of global climate change. The evolution of the climate agenda is traced in the context of the sustainable development strategy implementation. Policy priorities are identified for actions to reduce greenhouse gas emissions and adapt to the impacts of climate change. Еmpirical analysis. An analysis of the dependence of economic and social damage on the occurrence of natural disasters and weather risks was carried out. The results obtained are considered through the prism of trends characteristic of the time period under study. Conclusions. The relationship between climate, economy, ecology and society is revealed. Through the UN system of sustainable development goals, the place of global climate risks in the system of external challenges and threats to the sustainable development of socioeconomic systems is shown.

Problems of the migration relations system in Russia as a manifestation of this system’s contradictions

Abstract

Introduction. The aggravation of migration problems both in Russia and in other countries actualizes the study of migration relations, identifying the causes and consequences of emerging problems. Research methodology. The research is based on a systematic approach, as well as provisions on the correlation of objective contradictions, problems and conflicts. Results. The manifestation of internal contradictions of various elements of the migration relations system, as well as contradictions between the elements of this system, in the problems of migration is revealed. In this aspect, the problems of shadow and unstable employment of migrants, the problems of migrants’ social dependency, the contradictory influence of migration on demographic processes and socio-economic development of Russia, on the preservation of Russian identity are considered. It is proved that adequate forms of resolving contradictions in the system of migration relations do not allow problems to escalate into conflicts, but promote equal coexistence of representatives of various national ethnic groups and cultures on the territory of Russia, effective participation of migrants in the economic, social and cultural life of Russian society. Migration flows have a contradictory effect on solving problems in the field of socio-economic development of the country: they stabilize the situation with labor resources, and reduce the quality of the workforce; resolve the contradiction between the needs of demographic reproduction of the Russian population and natural population decline and pose a threat to the preservation of Russian identity, etc. Conclusion. The imperfection of migration policy, its inadequacy to the challenges of the current migration situation, the lack of adequate forms of resolving the contradictions of this system lies at the heart of the aggravation of problems and tensions in migration relations, and the emergence of conflicts. Due to the fact that conflicts can lead to the intensification of extremist and terrorist activities with devastating consequences, in order to avoid them, society and the state must learn how to prevent conflicts in a timely manner and successfully resolve them so that migration processes can realize their positive potential.

Statistical analysis of housing construction differentiation in Russian regions

Abstract

Introduction. The high influence of territorial, agroclimatic, infrastructural and other factors causes significant economic differentiation at the regional level. The proven influence of the economy’s condition on construction activity leads to the conclusion that differences in the economic level of development also give rise to stratification in the housing construction sector across the constituent entities of the Russian Federation. Еmpirical analysis. Continuing the authors’ work on this topic, we will expand the work of previous researchers by searching for the most dependent indicators of housing construction of economic development. To do this, we introduce per capita indicators into the calculation, as well as growth indices for indicators over a long (more than 20 years) period of time. Results. During the work, it was established that a high degree of housing construction dependence on GRP is observed only in current values for a certain year (in our case, 2022), while per capita indicators do not show a significant level of correlation. One can also note the mutual dependence of the housing stock and GRP growth dynamics (growth indices for both indicators). For other indicators, the quality of correlation models is unsatisfactory, which indicates the absence of mutual connection. Cluster analysis demonstrated a high level of regional differentiation in housing construction indicators and related indicators of economic development. Only 10 subjects of the Federation can be classified as prosperous regions with a high level of housing construction. The remaining regions, due primarily to economic factors, do not demonstrate high-quality development of housing construction.

Abstract

Introduction. The relevance of the topic under consideration, on the one hand, is due to external factors, when decisions of a strictly political nature by the Western world leaders and subsequent economic sanctions “cut Russia off ” from a number of important technologies. On the other hand, the lack of a coherent domestic economic policy leads to a mismatch of targets at the national and regional levels. subjects of economic activity, both at the micro and macro levels. In this regard, the development of methodological foundations that allow for the integration of economic entities at the macro level, while qualitatively improving the efficiency of management is extremely important. Theoretical analysis. The article analyzes and evaluates the international experience of technological development management. The main directions of improving management efficiency have been identified. A structural analysis of the subjects of regional management was carried out, which allowed us to identify the main problems. Results. The necessity of using a project approach based on regional technology platforms is substantiated. An organizational model of regional management is presented, which allows for dynamic technological development in strict compliance with all principles of sustainability. Conclusion. Qualitative improvement of management efficiency is possible only on the basis of integration of both different types of management and target indicators of management entities. Such integration should be based on a new industrial policy and represent a permanent process.

Methods for diagnostics and forecasting SMEs creditworthiness using artificial intelligence

Abstract

Introduction. The impact of multidirectional external macroeconomic and regional factors of the economic environment in conditions of uncertainty and increased risks causes significant difficulties in diagnosing, assessing and forecasting the creditworthiness of financial and credit support recipients and borrowers (micro, small and medium-sized enterprises) in the Russian Federation. Theoretical analysis. The author systematized the basic mathematical methods and models for assessing and forecasting the level of creditworthiness of micro, small and medium-sized businesses in foreign and Russian practice, using modern systems and technologies of artificial intelligence and machine learning methods. Empirical analysis. The author proposed the results of approbation of methodological approach for express diagnostics of the financial and economic condition and forecasting the creditworthiness of SMEs in the Krasnodar krai for the period of 2014–2017, based on expert assessment methods, economic analysis and fuzzy logic systems, which form the credit rating of SMEs considering their industry affiliation. Results. In this study, the author has determined the advantages and disadvantages of methods and models for diagnosing creditworthiness and credit scoring from the perspective of their application for various categories of SMEs. As it is shown that the most promising and mathematically reliable models for credit scoring and risk assessment of financial support and lending to various enterprises in the SME sector at different stages of their life cycle both in Russia and abroad are computerized models and expert systems, based on such methods and technologies of Artificial Intelligence, as fuzzy logic systems, artificial neural networks, support vector machines, ensemble methods (random forest method), as well as intelligent information systems, hybrid models and hybrid systems. The study reveals that their combination with each other will allow to achieve synergistic and system effects in the interaction between lenders and borrowers (SMEs) and timely avoid their bankruptcy.

Institutional and technological factors in Russian industrial development

Abstract

Introduction. This article is devoted to the consideration of methodological issues of the influence of technologies and institutions on the processes of technological development and structural modernization of the industrial complex, and also to the development of management tools aimed at supporting the technological development of industry based on the concept of the institutional-technological matrix of industrial policy. Theoretical analysis. It is now recognized that structural changes in industry are one of the main characteristics of a country’s economic growth. At the same time, the main sources of structural transformations in industry are the institutional environment and technological progress. At the present stage of development, the main trend in technological development is the technologies of the IV industrial revolution, including big data, cloud computing, communications and artificial intelligence. These technologies predetermine such a trend of modern industrial development as a transition from the sectoral hierarchy of the industrial complex towards the technological one. Empirical analysis. Taking into account the significant role of the technological factor in industrial modernization, the authors proposed a typology of technologies in complex industrial-technological systems, based on the approach of co-evolution of technologies or the evolution of mutual adaptation of technologies in a complex technological system S. Results. The analysis carried out and the typology of modern technologies developed by the authors made it possible to form a conceptual vision of the institutional-technological matrix of industrial policy, which makes it possible to manage the technological development processes of industry based on taking into account the characteristics of the institutional environment in which a specific production complex operates.

Trends and prospects for the development of legal regulation of organization and activities of public councils as the subjects of the public control in the Russian Federation

Abstract

Introduction. The issues of determining the legal status and organizational aspects of the activities of public councils as the subjects of public control represent one of the most pressing areas for the development of scientific knowledge in the field of functioning of civil society institutions. Theoretical analysis. Based on the approaches to the theoretical definition of the legal nature of public councils that exist in the science of constitutional law today, we can conclude that these institutions can be considered from the point of view of power relations, in particular, as public authorities, bodies of popular representation, public administration bodies. Empirical analysis. The main feature of the normative legal regulation of the activities of public councils is the fragmented nature of consolidating their legal status in various legal documents. At the same time, an urgent problem is the lack of acts at the federal level that would establish the legal status and law-making competence of public councils under local governments. Results. It is proposed to normatively consolidate the ability of citizens to create territorial public councils as autonomous subjects of public control at the municipal level, which would act outside the institutional link to local governments, but would have the same rights as other subjects of public control activities.

Motivating and stimulating effect on the organization of territorial public self-government

Abstract

Introduction. The reform of local self-government is an established trend in the activities of the legislative body of the Russian Federation. There is a search for an optimal model of the organization of the system of public authorities at the settlement level. At the same time, the legislation on local self-government provides for institutions that can take on some of the responsibilities for solving issues of local importance. The article deals with the issues of the legal nature of territorial public self-government. The author focuses on the correlation of the concepts of “motivation” and “stimulation”. Results. In the public legal sphere, the state uses various ways to influence participants in public relations in order to encourage them to make positive decisions. To a large extent, these tools are imperative. For example, creation of municipalities throughout the country is imperative; the norm of the Federal Law “On General Principles of the Organization of Local Self-Government in the Russian Federation” regarding the establishment of a system of mandatory local self-government bodies is imperative. However, the law also contains a significant number of dispositive norms. They are characterized by the absence of the obligation of the subjects of the right to perform certain socially significant actions. For example, the law provides for the possibility of establishing a territorial public self-government (TPSG). But residents of settlements have no obligation to create them, therefore, this provision of the law on the possibility of creating TPSG is dispositive, it orients citizens to the establishment of these associations, being, in fact, motivational. Conclusions. Motivational and stimulating components in the system of methods of state influence on public relations are clearly manifested in the establishment and activity of territorial public selfgovernment. The motivational component in influencing public law relations is not the subject of close attention of scientists, although normsgoals, norms-principles increasingly influence the development of priorities for social development, the formulation of relevant legal norms, having only motivation in their arsenal of influence.

Freedom of creativity in the system of constitutional rights and freedoms (in the light of the 2020 constitutional reform)

Abstract

Introduction. Despite the static nature and immutability of the norms of Chapter 2 of the Constitution of the Russian Federation, it seems possible to talk about a certain dynamics in the development of the content of human and civil rights and freedoms. The rethinking of the norms of the Constitution of the Russian Federation is aimed at improving and updating legislation, law enforcement and the mechanism for protecting human and civil rights and freedoms. Theoretical analysis. Freedom of creativity should be considered as a constitutional and legal institution, including the normative and legal regulation of relations between the state and citizens engaged in creative activities and their associations, establishment of principles of such relations, guarantees, restrictions and measures to support and develop creative abilities of the individual, evaluation of the results of creative activity as a socially signifi cant product, and as subjective freedom, with non-interference of the state in self-determination of the individual in matters of creative activity and protection of his / her rights to the results of intellectual activity being its guarantees. Empirical analysis. The constitutionalization of spiritual and moral values has been reflected in modern Russian policy of regulating relations related to freedom of creativity, support for culture, and protection of national cultural identity. As a result of the constitutional reform, the coordinate system of the spiritual and moral development of society was fixed, which cannot but affect the system of evaluating the results of creative activity, and the public demand for the reflection of spiritual, moral and socially oriented values in the results of creative activity was clearly expressed. Results. Freedom of creativity acts as a guarantee of a number of constitutional human rights and freedoms established by the Constitution of the Russian Federation. The key principles, goals and objectives of preserving and multiplying the cultural heritage and spiritual and moral development of Russia, strengthening its civilizational identity in conjunction with freedom of creativity run like a red thread through all levels of legislation, finding conceptual development in federal laws and federal subordinate regulatory legal acts. These normative acts specify guidelines for the implementation of creative freedom and mechanisms for supporting creative projects aimed at the development of statehood, patriotism and preservation of values.

Constitutional and legal status of a serviceman in the Russian Federation: The concept and elements

Abstract

Introduction. Throughout the history of Russia, strengthening and protection of state sovereignty has been a priority for the country. One form of this protection is military defence. In order to understand the full extent of this responsibility, it is necessary to examine the constitutional and legal status of servicemen in Russia. This includes general rights, duties, and special powers and restrictions. Additionally, there are benefits and compensation for the unique challenges and responsibilities associated with military service. The current status of servicemen is being reformed in line with the national security strategy and policy to strengthen state sovereignty. The aim of the research is to develop a classification of components of the constitutional and legal position of a serviceperson in the Russian Federation based on a range of theoretical perspectives and practical applications. Theoretical analysis. The position of military personnel and their family members in the Russian Federation falls within a special category. Consequently, this position encompasses a set of universal rights, freedoms, and obligations arising from the general legal status of individuals and enshrined in the Constitution of the Russian Federation. In addition, it includes a list of specific powers, obligations, prohibitions, and restrictions, along with additional safeguards, benefits, and compensations arising from the performance of professional duties and their associated consequences, such as rank, position, service conditions, and other factors. Through the review of theoretical literature, it can be concluded that the list of components of an individual’s legal position is open-ended. The elements of the legal status of servicemen in Russia, as a specific category of individuals, have not been clearly defined. Therefore, there is a need to not only establish these elements, but also to identify criteria for differentiating the status of servicemen based on their mode of service and other relevant factors. Empirical analysis. The author suggests that the legal regulation of servicemen’s status in Russia is linked to the expansion of measures to ensure their fundamental rights and liberties and provide additional benefits and compensation, both for servicemen themselves and their families. This is supported by the constitutional and legal framework, which includes the combination of federal, regional, and local regulations, as well as creation of social guarantees at various levels of government. The main elements of this status include rights, freedoms, obligations, responsibilities, limitations, prohibitions, guarantees, and compensations for servicemen. At the same time, it is not possible to universally implement the elements of the special legal status for servicemen in Russia. It would be advisable to identify certain categories of military personnel and determine the scope of their powers. Results. The elements of the special legal status for servicemen can be broadly categorized into general elements that apply to all servicemen in the Russian Federation; elements related to specific conditions of service, which may vary depending on the type of a military unit, position held, or territorial characteristics of the service; and elements related to performance of duties in conditions of military operations or wartime. Certain elements of the legal status for military personnel in Russia may also apply to their families under certain circumstances, and such elements require special application rules.
