The relationship between monetary policy and economic development in modern Europe: Problems and possible solutions
Abstract
The author analyzes the risks of dismantling of the European Union posed by the current monetary policy, under which the single currency of the European Union not only retarded economic growth, but also led to economic contraction and high unemployment. Analyzing the widely debated idea of federalization as a way to tackle the challenge of Euroscepticism in major European countries and estimating the net transfers that are necessary for the proper functioning of the recipient country, the author concludes that federalization can only be considered a real action provided the current policy pursued by Germany as the hegemon of the European Union is to change. In the conclusion, the article reviews the problem of monetary independence as a necessary condition for the implementation of a national industrial policy based on the experience of France.

Scientific and technological development: Limitations and opportunities
Abstract
This paper considers the role of innovations and technologies in modern social and economic development. There is a discrepancy between the declarative goals contained in government documents on the role of science, technology, and the actual results achieved. It has been shown that in the tough external environment for Russia there is no alternative to the development and creation of domestic competitive technologies. In order to make full use of the scientific and technological potential that has been preserved in the country, it is first of all necessary to restore the full innovative cycle and stimulate the interest of Russian companies in national innovative solutions and competitive technologies. The responsible role of the state in reforming the domestic scientific sector, as well as in the harmonization of relations between the state, business, scientific community, and society as a whole has been emphasized.

Dependence of the Russian defense industry on oil prices: Conversion
Abstract
The article analyzes the impact of the collapse of world oil prices on the reduction of defense budget, production of weapons, innovative and personnel potential of the defense industry, and on country’s defense capability. Some proposals for the concept of structural changes in the defense industry have been formulated based on experience converting the defense industries in the Soviet Union, the United States, China, and France.

Abstract
The creation of an energy metasystem that combines electrical, heat, cooling, and gas supply systems on an intellectual framework is a manifestation of a new energy paradigm. Integrated intelligent power supply systems combine complexity, intelligence, efficiency, reliability, controllability, flexibility of energy conversion, transmission, storage technologies and assume an active consumer.
Vertically integrated intersectoral corporations as a form of transition from deindustrialization to reindustrialization of the national market economy
Abstract
The article deals with problems of the reindustrialization of the market economy. The author argues the need to change the organizational forms of industrial production, strengthen state support for processing enterprises using natural rent, that arises in extractive industry in order to increase the production of investment in the machine-building and industrial complex.

Abstract
This article is an attempt to justify the insufficiency of market tools for transport development and the need to apply them, along with government control in the light of the backbone role of transport in the economy, geopolitics, and the social welfare of this country and its regions. This point is confirmed by examples of operating transport systems in other countries and considering some performance aspects of the national transport system at present day and in retrospective.
Problems and strategic objectives for the development of a public purchasing institution
Abstract
The problems of implementing managerial and institutional innovations in the sphere of purchasing commodities, works, and services in order to meet the public needs have been considered in the paper. The main focus has been directed at the theoretical and practical foundation of forming a public purchasing institution, a contact model for purchasing management, and the strategic problems of increasing the efficiency of meeting public needs in the mid- and long-term prospects.
Small businesses in a system of measures aimed at recovering the trajectory of economic growth
Abstract
The article has substantiated an approach to small businesses as a factor that potentially promotes the recovery of economic growth. Consequences of ineffective government policy towards small business have been analyzed, as well as provisions of the “Strategy for the Development of Small and Medium-Sized Business in the Russian Federation until 2030.” Measures have been proposed that are aimed at stabilizing the operating conditions of small businesses and restoring the entrepreneurs’ confidence in the state.

Forecasting the results of innovative activity taking into account significant factors in the regions of Russia
Abstract
Topical issues of enhancing innovative activity in regions of Russia are studied using the LASSO method for ranking various factors in terms of their impact on the release of innovative products in a particular region. It has been shown that, when developing national concepts of socioeconomic development, it must necessarily be taken into account that it is wrong to focus on average regions as regional specific features. The forecast calculations of the volume of innovative goods, works, and services have been carried out for the most important regions of the Siberian Federal District. Urgent problems of innovative activity have been identified for regions of Russia with different levels of development.
Forecast of the basic trends of economic development in Bryansk oblast
Abstract
This article has analyzed the development of different economic sectors in Bryansk oblast, which indicates that the region has been most significantly affected by the geopolitical crisis compared to the other subjects of the Russian Federation. In particular, this is due to the fact that its transit value has sharply decreased, there are no innovative succinct projects in industry, and the successful development of agriculture cannot serve as an important driver for developing the region. The growing gap in the wage level us provoking the migration of the working-age population of the oblast and reduces its role in Russian economy to food and labor supplies for Moscow and St. Petersburg.

Alcohol trade restrictions and alcohol consumption: On the effectiveness of state policy
Abstract
The paper analyzes the impact of nighttime alcohol trade restrictions in regions of Russia on the consumption of alcoholic beverages. Evaluation has been carried out based on the regional Rosstat data and individual data of the Russia Longitudinal Monitoring Survey by the HSE for 2009–2010. Econometric analysis has revealed a positive correlation between the amount of consumed alcohol and the duration of the allowed time for alcohol sales in the region. In addition, it has been found that night restrictions are more efficient than morning restrictions in the context of a decrease in alcohol consumption. The obtained results indicate the expediency of further tightening of the restrictive policy.
Prospects of changes in the total size and age composition of adults with disability in Russia
Abstract
This article has considered an approach to forecasting the number and age–sex composition of disabled people aged 20 and older in Russia. The approach is based on hypotheses that connect the dynamics of disability level with mortality change scenarios in demographic projections. The results show that a decrease in the number of disabled people at ages up to 60 years and an increase in their number after the age 60 years, as well as an increase in disability prevalence among the population aged over 20 years due to demographic aging should be expected in the coming decades.
Occupational injuries as a criterion of professional risk
Abstract
This paper presents an analysis of occupational injury, which is one of the most important characteristics of professional risk to workers' health. The dynamics and completeness of recording industrial accidents in Russia during different periods of socioeconomic development have been considered, as well as the impact of labor legislation on the quality of injury recording at enterprises of the country. It has been shown that the current official data on the injury rates in the Russian Federation do not correspond to reality, which indicates a need to improve labor legislation in this area.
