From a crisis of financing mechanisms to sustainable economic growth
Abstract
The article examines the main factors that shaped the negative macroeconomic trends in the Russian economy in 2013–2016. The author estimates the current potential of long-term economic growth and changes compared to the situation after the crisis of 2008–2009. Requirements for a promising model of funding economic growth are formed.



Problems of structural, investment, and innovation policy in the crisis period
Abstract
The article discusses some urgent structural changes in cross-sectoral proportions, related to possible import substituting growth of production and noncommodity exports in the sectors of the Russian economy. The author analyzed sources of investment and innovations, opportunities for spot improvement of investment climate necessary to exit from the current phase of the crisis.



Economic mistakes and their consequences
Abstract
The author uses his extensive experience as a Chairman of the Board of Promstroibank of the Soviet Union to analyze the main mistakes of reforms in the Soviet economy during the 1960s, the groundless economic measures of perestroika in the 1980s, serious drawbacks of radical market reforms that started in the 1990s, and their effect on the modern state of the Russian economy.

Market-based and target approaches to assessing the prospects of the nuclear power industry
Abstract
The article addresses comparative models of the development prospects of the nuclear power industry under the conditions of a specified scenario of growth in the total electricity production in the context of market pricing and target cross subsidies aimed at reducing the price of energy.



Investment and construction activities in modern Russia: State and trends
Abstract
The article analyzes the current state and problems that hinder the development of investment and construction activities in Russia in 2004–2014 and assesses the efficiency of this field against the background of problems related to the use of the Investment Fund of the Russian Federation. For the first time, a methodological approach to assessing import shares in investments in the acquisition of machinery, equipment, and transport means as one of the asset types in the domestic economy has been justified and the results of appropriate assessments have been given. The article proposes ways to solve pressing problems in the field of investment and construction activities, as well as demands that should be placed on the formation of state investment and construction policy.

The article is devoted to analyzing the functioning of the sector under the conditions a decline in economic activities, the possibilities of the formation of service products on the market of transport services, problems of the cooperation of railways with seaports, and peculiarities of their operation in the range outbound directions of the network, as well as development prospects of the railway transport in the economic and geopolitical processes in the country and world.

Evaluation of the effectiveness of government programs of socioeconomic development of regions of Russia
Abstract
The article shows the importance of assessing the effectiveness of government programs due to the increasingly widespread use of the program approach in the system of public administration, strategic planning, and the formation of budgets at all levels. The problems and the possibilities of assessing the effectiveness of government programs, “Socioeconomic Development of the Far East and the Baikal Region” and “Socioeconomic Development of the Arctic Zone of the Russian Federation up to 2020” have been considered.



Scenario of the socioeconomic development of Russian regions up to 2030 in light of large-scale investment projects implemented in the regions
Abstract
This paper presents a scenario of Russia’s socioeconomic development formed as part of macroeconomic forecasts by the Ministry of Economic Development of Russia based on the developed method. Trends in the regional and industrial structure of the national economy have been analyzed. The influence of prospective large-scale investment projects on the economic development of Russia and its regions has been evaluated.



Differentiation of the regions of Russia based on level of economic development
Abstract
Assessments of the level of interregional differences by per capita GRP in current and constant prices are presented in the article. The tendencies of inequality in economic development of the regions of Russia in 1990–2013 have been studied.



The socioeconomic situation in Transdniestria
Abstract
The article discusses the socioeconomic problems of the development of the Pridnestrovian Moldavian Republic. The dynamics of the main macroeconomic indicators for 2000–2014 has been analyzed. Anti-crisis measures of the government of the PMR, the direction of economic and trade cooperation between Transdniestria and Russia for 2015–2017, and their stabilizing role for the republic’s economy have been described.



Social Problems
Major overhaul of housing stock in economic and social terms
Abstract
The article considers the state of Russia’s housing stock and peculiarities of existing schemes of accumulating finances for a major overhaul of apartment houses. The questions of the efficiency of the use of funds attracted from various sources of financing, and the social consequences of increase in population’s expenses for housing and communal services due to the introduction of mandatory payments for major overhaul have been discussed. An alternative way to finance the major overhaul has been proposed.



Some efficiency estimates of federal health programs in terms of high technology application
Abstract
This paper provides a brief overview of federal programs adopted in the health sector. An analysis of the effectiveness of applying high medical technologies in surgery has been carried out. The dynamics of surgical procedures performed in the hospital both in terms of their types and methods of treatment has been presented. A comparative analysis of the effectiveness of traditional and high-tech methods has been carried out. The prospects of the development of domestic medical equipment have been considered.



Labor and Employment
Analysis of long-term dynamics of factors that determine labor commuting in the Moscow region
Abstract
Based on the studies of data for the Moscow region for 2001–2014, this paper proposes a method for assessing the long-term dynamics of labor commuting according to the dynamics of its key factors, including the population’s income, the cost of housing, and the cost of intraregional travels. It has been shown that these parameters did not undergo radical changes in the studied period: this indicates the stability of the structure and dynamics of labor commuting in the Moscow region. The forecast for the development of the situation in the near future has been discussed.
