On the basis of an analysis of world and domestic experience, it is shown that an electrotechnical complex (EC) needs to be created for management of basic parameters in transportation process for increase of efficiency and safety of transportations and safety of the transported freights allowing one to carry out continuous control of a condition of the rolling stock and the transported freight in the real-time mode. On the basis of the formulated functional and technical requirements, an EC was developed consisting of a mechanical and electronic module providing mechanical and electronic sealing of transportation facilities. The principle of an EC based on the use of filters with finite impulse response was determined.
