Public Administration: From Adaptation to Development
摘要
The article discusses theoretical and methodological approaches to the transformation of the Russian model of public administration in the context of global challenges of socio-economic and technological nature. The theoretical prerequisites and conceptual approaches to the development of the model are investigated. The most important current trends in the transformation of public administration, the fundamental principles of the new development paradigm are highlighted. Theoretical concepts and practices, as well as the institutional aspects of the transition from an administrative to a public model of public administration are considered aimed at achieving the strategic goals of the country's development.

Globalization and deglobalization of the world economy in the era of chance. Some controversial issues
摘要
The article assesses the key aspects of the revitalized scientific debate on globalization and deglobalization during the period of fundamental transformations of the world economy. Based on a critical understanding of numerous studies by foreign and Russian scholars, as well as on the author’s analysis, it is shown that globalization is a systemic process, while deglobalization can be a characteristic of only certain periods of its development. New threats to globalization have emerged, primarily the fragmentation of the world economy and increased self-sufficiency in economic policy. Of particular importance is virtual digital globalization, which will become the main direction of globalization development in the medium term.

Employment in Unfavorable Working Conditions and Social Well-Being of Workers
摘要
The article, based on data from Rostrud and Rosstat Integrated Monitoring of Living Conditions of the Population, traces the dynamics of employment in unfavorable conditions, and categories of workers who are at greatest risk of ending up in hazardous production zones. Factors are identified and a connection is established between working conditions and certain aspects of the social well-being of workers. Problem areas that require state attention are substantiated: an increase in the share of those employed in heavy labor, the widespread occurrence of stressful situations at work and the omission of a significant part of occupational injuries by statistics. It has been revealed that employment in unfavorable conditions is associated with a number of negative consequences for workers and leads to a significant deterioration in their social well-being.

State Property Management: New Realities and "Old" Problems
摘要
The article presents the results of a study of the increasing role of the state in solving modern current and long-term problems. At the same time, the success and obtaining the necessary results in their solution depend on conceptual approaches to the management of state property, without which the state will not be able to perform its functions. The emphasis is placed on privatization – the "old" problems of the 1990s are identified in order to eliminate errors when using this institute of state property management at the present time.

Open Government mechanisms as a way to increase openness, accountability and anti-corruption in Russia
摘要
The article is devoted to the analysis of the need for openness, transparency, accountability of government bodies, as well for the dialogue between society and the state regarding the implementation of management decisions. The paper presents a theoretical analysis of the relationship between the level of openness and the efficiency of public administration, supporting anti-corruption, including on the basis of foreign experience. The empirical basis of the research is the mechanism of "open government" that was implemented in 2011 in more than 70 countries including Russia, and analyzed by the author. The result of the research is the preparation of a methodological and organizational model for evaluating and carrying out international and new initiatives that have been successfully implemented in the field of public administration.

The Structure of the National Economy of Russia: the Phenomenon of a Hy-brid
摘要
In this compact article, the analysis is focused on the phenomenon of the heterogeneous structure of the modern national economy, which can rightfully be identified as hybrid. The relationship between the divergence of institutional orders and agency structures in Russian economy is considered. The objective reason for the approval of the state-capitalist structure, which dominates the hybrid national economic system, is substantiated.

Evolution of Approaches to Confirming the Quality and Safety of Products and Services in Russia
摘要
The article substantiates the objective need to confirm the compliance of manufacturers' products with the established requirements and provides a historical review of the latter. A retrospective characteristic of changes in the regulatory framework for conformity assessment in Russian practice is presented, with particular attention paid to the Soviet period, and taking into account world experience. The problematic moments and transitional periods between the stages of conformity assessment development are identified and evaluated. Based on the generalization of the data and conclusions of the study, the author's approach to the differentiation of the evolutionary stages is the development of conformity assessment in Russia is formulated and graphically visualized. Promising directions for further evolution of conformity assessment are identified in the context of aligning Russian, interstate and international practice in this area.

Prospects for Achieving Technological Sovereignty and Economic Security of Russia in the Face of Sanctions Pressure
摘要
Under the pressure of sanctions, Russia is faced with a set of new threats and risks that can disrupt the normal reproduction process of the entire national economy. The President and the Government of the Russian Federation initiated measures to stabilize the economy, and to adjust its structure with the view of achieving technological sovereignty. The measures taken, though positively assessed, cannot be considered sufficient. With the world-systems approach, the author scrutinizes the prospects for achieving the goals set. The article highlights the difficulties and institutional features inherent in peripheral economies, in particular Russia. To achieve technological sovereignty, it is proposed to get out of the peripheral position and the corresponding relations of non-equivalent exchange. To do this, it is necessary to initiate significant institutional changes that involve the introduction of planning institutions, a system of fair distribution in the economy, and mechanisms for mitigating acute social problems.

Improving the Definition of the Category «Investment» in the Context of Sustainable Development

The article examines contradictory aspects related to the definition of the category «investment» in academic literature and legal acts. The main characteristics of investment and investment policy such as subject, object, essence of action and goals are revealed. The indicators of net investment of Belarusian organizations in current and constant prices are calculated. Original definitions of the categories «investment» and «investment policy» are developed, taking into account the concept of inclusive wealth and sustainable development of countries, regions and the world.
