Aspects of Analytical Information Support of the Social Assessment of Technical and Technology Risks
Аннотация
The tendencies towards the increasing relevance of studying the negative effects of research, technology, and industrial development are analyzed. The methodological aspects of social assessment of technical and technology risks are considered. The prognostication, computer-aided modeling, and minimization of harmful effects of hi-tech industrial development and adoption of new technologies are discussed. The tasks of analytical information support of interdisciplinary studies aimed at technology assessment are considered from a system perspective. The relevance of developing the conceptual form of the national system of social assessment of equipment and new technologies and the need for the structural and substantial organization of this system are shown.



Adapting the CIS Cooperation Formats to the Modern Context Based on Scientific and Technological Policy Coordination
Аннотация
The issues of collaboration between the CIS member states in the field of the interstate scientific and technical information exchange are explored. Various formats of cooperation, including interstate cooperation programs, provision of information and legal support, and the implementation of joint R&D projects are explored. Based on the results of the study, it is proposed to develop an electronic analytical system, a model applied to monitor and control the processes related to the design and implementation of joint scientific and technological projects by the CIS member states. The structured analytical data collected through the monitoring of joint coordinated requests for proposals (RFPs) and scientific and technological projects will support the adaptation of the CIS Economic Council, the CIS Executive Committee, and national authorities to the modern context based on the coordination of the respective scientific and technological policies in the framework of national state programs. Further improvement and greater effectiveness of the CIS collaboration is a priority for the Russian chairmanship of the CIS in 2017.



On the Scientific Literature that Reports Quantitative Data Collected during Experimental Research

This article supports the idea of introducing an indicator that would account for articles that containing findings of experimental research in the process of the development of scientometric systems. Articles of this type appear to be the only “imprint” of research, while the rising number of publications falls short of reflecting the actual level of scientific achievements.



A Method for the Identification of Competence Centers Based on the Example of the Artificial Intelligence Domain
Аннотация
A method for the identification of competence centers is proposed using large scientific and technical document collections and computer-linguistic techniques. Artificial Intelligence was chosen as an example of the problem domain to test this method. The research is carried out on the basis of full-text proceedings of the National Conference on Artificial Intelligence, synopses of candidate’s and doctoral theses, and the ELibrary. Major specialties with respect to defended theses on artificial intelligence were selected, a defense dynamic was constructed, scientometric indicators of scientists who work in the field of artificial intelligence were obtained, and basic competence centers and their specialization were detected.



The Development of a Semantic Network of Keywords Based on Definitive Relationships

This paper describes the substantiation and methodology for creating a network of semantically related terms for indexing scientific data on the basis of the analysis of definitions in the system of terminological dictionaries in all fields of science and technology. The processing of definitions in the automated and intelligent modes is provided. The links that correspond to the relationships of concepts in informationretrieval thesauri are established between terms.



On a Method for Constructing an Ontology of Scientific and Technical Information as a Network of Bibliographic Classifications

This paper describes a method for constructing a network of classifiers that forms a multidimensional representation of the ontology of scientific and technical information, as well as illustrating a method for investigating the effectiveness of automated determination of semantic relationships between classification headings.



Semantic Kernel as a Universal Instrument for Classification and Systematization of Unstructured Information in the Field of Human Capital
Аннотация
This paper considers a technique and software complex for isolating the semantic kernel of a text array to ensure a high degree of accuracy in the selection of CVs for relevant vacancies, the requirements for which are specified in an arbitrary text form. Such selection makes it possible to compile a stable database of vacancies and a corresponding resume database. The availability of these two databases opens the path for further highly effective automated analysis of key skills, implemented on the basis of the semantic kernel.



Radio-Frequency Identification Technology in Libraries. Integration of Library Management Systems into Global Identification Systems

The main development trends of radio-frequency identification (RFID) and problems of standardization with respect to library technologies are discussed. Approaches to library RFID systems integrated into the global network of Electronic Product Code based on a harmonized normative regulatory system are proposed.



The Presentation of Chemical Information in Abstract Databases
Аннотация
We discussed several issues related to the systematization of scientific publications in the field of chemistry and chemical technology that are contained in abstract databases such as the Web of Science Core Collection, Scopus, and the VINITI RAS Chemistry Database. Next we noted a rapid growth of interdisciplinary publications authored by chemists. We discussed the problems of information support in view of the intensifying interdisciplinary and multidisciplinary nature of research. Then we presented the results of an information search performed across several abstract databases for the main subject areas. In the end, we discussed an increase in the number of scientific publications in the field of chemistry and chemical technology, which has accelerated in recent years in comparison to other fields of science.

Informetrics in the World System of Higher Education

Consideration is given of the modern state of education in informetrics (bibliometrics and scientometrics) at higher-educational institutions in Russia and abroad. A database is presented of the courses on informetrics taught at various universities worldwide. The distribution of the courses is analyzed by country, by university, by academic major, and by degree level (bachelor’s, master’s, or postgraduate program).



The Information Infrastructure for Collective Scientific Work in the Far East of Russia

The results of the work conducted by the institutes of the Far East Branch of the Russian Academy of Sciences (FEB RAS) to develop the IT infrastructure for solving general and specialized tasks for the benefit of scientists in the Far East of Russia are described. Approaches to resource management and regulations for their funding in the current legal functioning model of scientific organizations are presented.



New Cryptography and Computer Security Teaching Methods Using Network Technologies

According to a detailed analysis of modern global trends, the approaches to teaching cryptography and computer security are becoming more practical and actively draw on information from global networks and code-design methods. Security system architects must have deep expertise in programming methods, especially cryptographic algorithm programming procedures, and rapidly navigate in vast amounts of information in global networks using system-analysis methods.
