Determinants of the ineffective use of information resources in scientific and technological activities
Abstract
This paper reveals and analyses the causes and factors (determinants) that are responsible for insufficient and ineffective use of the national and global flows of scientific and technical information (STI) in research and development (R & D). It is shown that the macroproblem of minimizing the effect of the determinants that are responsible for ineffective use of scientific information resources is complex and has an interdisciplinary nature. This paper also formulates some priority measures to improve the effectiveness of R & D information support.



On the international research-to-practice conference on modern problems and tasks of information-security assurance (SIB’2017)
Abstract
This article considers the results of a conference held at the Moscow University of Finance and Law in April 2017. The conference had three sections: Information Security Assurance Technologies, Data Protection Hardware and Software, and Upcoming Trends in Information Security Assurance. More than 40 reports were presented. A brief review of the plenary and main sectional reports is provided.



Theoretical approaches to defining the concept of the “perception of the meaning of information”
Abstract
This paper sets the problem of development of information culture and advances the hypothesis about understanding of the meaning of information as its basis. Five ideas related to the problems of the paper are distinguished in the theory of understanding. The paper describes the concept of adequate and inadequate understanding the meaning of information and develops the criteria of understanding the meaning of information. The concept of the “understanding of the meaning of information” is defined.



The system of measurable indicators for scientific and technological development of the Russian Federation: methodology and design
Abstract
The vectors for the transformation of scientific-technological and industrial policy pursued by industrially developed countries in the post-crisis period between 2011 and 2016 are analyzed. It is shown that the economic reindustrialization strategy has been selected by the United States and the European Union as the main vector for the modernization of scientific and technological policy, limiting the export of the most advanced breakthrough technologies outside the leading countries. It is argued that the scientific and technological internationalization trend has been increasingly replaced by the policy of “technological colonization.” A system of measurable indicators for scientific and technological areas is proposed. It allows one to compare, rank, and justifiably select the most promising scientific and technological areas for the development of new industries in the Russian Federation involving minimum risks and barriers. The results of the testing of the system are presented. Using the system of measurable indicators is expected to provide evidence for decision making for concentrating intellectual, financial, organizational, and infrastructural resources on the development of priority areas that are key to addressing the large challenges facing the Russian Federation.



Selection of serial publications to support researchers (based on the example of scientific works on nuclear power)
Abstract
A comprehensive methodology for selecting the world’s scientific periodicals that are necessary to carry out research on specific natural science and technical directions is given based on the use of citation analysis taking into account both citation indexes of selected publications in specialized journals and their citation of specialized journals. A list of world journals and other publications is obtained based on which it is suggested to create the corresponding scientific and information environment.



The principles for the investigation of the historical development of computer science
Abstract
The paper proposes the principles of publicity of historical process, consequency, and paradigmality. Depending on their significance, historical events are classified into critical, epochal, key, and occasional events. Local and global events are differentiated and possible variants of representation of local events at the global level are determined. The paper describes variants of correlation between the new paradigm and the old one, such as total rejection, partial rejection, mergence, and co-existence. It proves that the last variant is more characteristic of computer science. An attempt is made to distinguish “computer science” from “information science.”



Science studies in Russia and the role of information resources of INION RAS in the effective support of scientific research
Abstract
This paper describes the features of the problem-thematic structure of the Science Studies Database, which was created at the Institute of Scientific Information on Social Sciences (INION) of the Russian Academy of Sciences. A complex of linguistic tools for science studies, which was developed for analytical and synthetic processing of documents and queries, is described. The features of the formation of information search strategies are considered.
