Information about software tools: Structure, sources, and contents
Abstract
The content of the term software tools (STs) is discussed in the light of the current development trends in information and communication technologies. The list of possible classification areas of STs is presented that is critical to binding scientific and technical information (STI) to these areas. The main categories of objective representation of STs, available sources of STI on STs, and peculiarities of obtaining (retrieving) STI from these sources are characterized. A 28-group classification of STI about STs by contents (subject matter) is suggested. The areas where it is possible to utilize the suggested classification systems for describing and grouping STI units in databases and databanks are specified.

The infosphere of social sciences: Structure, boundaries, and functions
Abstract
This paper discusses the concept of the infosphere and proposes a set of issues that define the structure of this concept and a model for determining the boundaries of the infosphere with respect to the tasks of its management. It considers the expediency of the system organization of the infosphere, including the restoration of the SSSTI. A possible list of functions is presented whose centralization could facilitate the transformation of the infosphere into a system.

Abstract
This paper describes the experience on revealing problems in knowledge of information and communication technologies (ICTs) by undergraduate students and the development of a training scheme using ICT tools for individualizing the formation of the competencies defined by a basic educational program, which helps to manage human capital in the training of modern staff.

An academic book: Statistics and reality
Abstract
This paper reports the findings of a study on the positioning of an academic book in the information market. The contribution and significance of academic books to the spheres of science and education has been noted. The quantitative characteristics illustrate the relative stagnation of an academic book publishing based on the data obtained from the Russian Book Chamber. Expert-based evaluations from the leading research and academic libraries indicate that the official statistics are somewhat overstated and the quality of academic books has declined.

Abstract
The determining factors of the pattern of innovative development of Russia’s economy are considered. The structural functional insufficiency of the current interactions between basic science and industry is shown. The steady upward trend in exports of software and IT services of Russian companies is analyzed. The role and potential of innovation engineering companies in the field of information technologies is emphasized. The current relevant tasks of information support of innovative research, development, and technology transfer are discussed. Prospective areas for improving the efficiency of the national information structure are presented.

Information-analytical support of priority fields in science and technology: Branch and differentiated approaches
Abstract
This paper considers the urgent problems of information-analytical support of Russian scientific technological and innovation policy, as well as modern tasks of information-analytical support of the innovation activities of scientific and educational organizations, and proposes methodical approaches that have potential for improving the Russian system of patent searches and analytics. It is shown to be expedient to build complex information-retrieval systems with maximum access to relevant arrays of branch information and multi-service analytical components, which make it possible to implement the differentiated approach to consumers and a diversity of scenarios of scientific information activities, which are particular to different groups of consumers.

Clustering of information-security standards of the Russian Federation
Abstract
The current national information-security standards of the Russian Federation are considered as one of the most important types of Russian legal and regulatory acts in this field. The list of all current Russian information-security standards is compiled for the first time. Clusters of standards are identified that make it possible to estimate the maturity of used technologies in various areas of information security.

About informing the leadership in an organization: Problems in the context of information security
Abstract
The phenomenon of whistleblowing in modern business is considered; its information function is defined; systemic problems with this function in an organization are revealed on the basis of the nature of the information activity on the subject of whistleblowing: the negative ethical status of whistleblowing, the adequacy of information, and the escalation of mistrust. The conditions and ways of solving these problems are substantiated.

Abstract
This paper considers the problems of increasing the effectiveness of management of the reporting scientific and technical documentation (RSTD) for research, experimental design, technological and other works carried out under a state order. The focus is on the secondary RSTD, as well as the results of intellectual activity it reflects. Proposals have been formulated to address these problems and an overview and direction of the formation of a promising management system for RSTD in the Russian Federation are presented.
