Nanoinformatics: Problems, methods, and technologies

Аннотация

This paper outlines the range of problems solved by nanoinformatics, which is a newly originated discipline that combines the methods and tools for the propagation of data on nanomaterials as well as the instruments and technologies based on them. The specific features determined by the interdisciplinary character and rapid evolution of this knowledge area are summarized for the data on the properties of nanosized objects. The most-popular resources (databases, classifiers, and ontologies) on the properties of nanomaterials are presented. Some topical disproportions, which have occurred in nanoinformatics due to the predominant attention to nanomedicine at the expense of the traditional application fields of nanotechnologies, such as electronics and energetics, are pointed out. The general nanomaterial terminology and classification standards, which form a basis for the design of new databases and ontologies, are considered in detail. The CODATA (Committee on Data for Science and Technology) international standard for the universal description of a nanomaterial is proposed for use as the most advanced and universal approach to the solution of problems in nanoinformatics.

Literary studies: Information consumers, databases, principles of informal processing, and search strategies

This paper describes the problem-thematic structure of the database on literary studies that is formed at the Institute of Scientific Information on Social Sciences of the Russian Academy of Sciences (INION). The principles and properties of analytical synthetic processing of documents and queries based on a set of linguistic means of the system are described. The strategies for information searches by queries of different complexity are considered. It is noted that it is necessary to improve the quality of access to electronic information resources on literary studies.

A new national standard for electronic documents

Аннотация

This paper analyzes the recently approved GOST R 7. 095–2015. Electronic Documents. Main Types, Output Information, and Technological Characteristics national standard that considers an electronic document as a component of librarian and archival funds, as well as formulating the signs that permit an electronic object to be attributed to the class of documents. The type of an electronic document determines its functionality, which in turn causes the technological requirements for the material implementation of the document (in particular, the requirements for formats). Due to the specificity of data processing in the electronic environment, an electronic document exists as many equivalent implementations and any work with it, including displaying, is the continuous creation of these implementations. In this regard, the technological operation of copying leads not to creating a document of a new type (a “copy”) but only to the origin of a new implementation that is equivalent to any other. Hence, there is a need for a set of identification characteristics (attributes) for electronic documents.

On the development of a plagiarism detection model based on citation analysis using a bibliographic database

A relatively new method for the detection of text plagiarism is proposed based on a search for original sources with an identical or similar list of references. First of all, this is applied to the most difficult to detect forms of translated plagiarism and the plagiarism of ideas. This method successfully proved itself in test studies of groups of foreign authors and is a continuation of our studies. The peculiarity of the approach that is proposed by the authors is the use of multidisciplinary bibliographic databases rather than full-text databases, which are often unavailable due to the high price of subscriptions under Russian conditions. The advantage of their use is the access to the maximum possible number of article references, which significantly extends the base for the search for originals while analyzing suspicious scientific publications. The step-by-step algorithm for addressing a query to the Web of Science and Scopus databases and analysis of the obtained data can be recommended for implementation into systems of plagiarism detection as an additional component.

A megajournal as a new type of scientific publication

The megajournal is a new form of an academic open-access journal that is peer reviewed for scientific and methodological soundness. Thus, the perceived importance is not assessed, leaving it to the readers to decide whether an article is of interest and importance to them. After the highly successful launch of the PLOS ONE megajournal, other publishers followed this path. The current paper undertakes a review of the articles published internationally on the megajournal criteria defining its concept. It also traces how the new type of scientific publication has been developing and expanding since the PLoS ONE launch in 2006.

Based on the features of the knowledge-based society, new cognitive-and-information needs of subjects have been revealed, as well as trends of the cognitivization and individualization of the subjects of cognitive-and-information activities. The reasons for cognitive dysfunction in modern libraries, which contradict the requirements of a knowledge-based society, are explained. The trend of institutionalization of the cognitive-and-information activities of an individual in the virtual environment is identified. The low level of cognitive-and-information competence of individuals is proven; ways to develop it are provided.

The representation and professional success of scientific diasporas of the Pushchino Scientific Center abroad

Аннотация

This paper analysis the composition and success of scientific diasporas from three research institutes of the Pushchino Scientific Center of the Russian Academy of Sciences that were formed as a result of the outflow of personnel in the 1990–2014 period. It is shown that the current cooperation of our scientists with representatives of scientific diasporas abroad is very weak. In this regard, it is noted that it is necessary to monitor scientific diasporas at the local level, which will help in establishing bilateral scientific relations. It is assumed that this monitoring can be offered to scientific and academic libraries as a new functions.

1. Я (далее – «Пользователь» или «Субъект персональных данных»), осуществляя использование сайта https://journals.rcsi.science/ (далее – «Сайт»), подтверждая свою полную дееспособность даю согласие на обработку персональных данных с использованием средств автоматизации Оператору - федеральному государственному бюджетному учреждению «Российский центр научной информации» (РЦНИ), далее – «Оператор», расположенному по адресу: 119991, г. Москва, Ленинский просп., д.32А, со следующими условиями.

2. Категории обрабатываемых данных: файлы «cookies» (куки-файлы). Файлы «cookie» – это небольшой текстовый файл, который веб-сервер может хранить в браузере Пользователя. 5. Способы обработки: сбор, запись, систематизация, накопление, хранение, уточнение (обновление, изменение), извлечение, использование, передача (доступ, предоставление), блокирование, удаление, уничтожение персональных данных.

6. Срок обработки и хранения: до получения от Субъекта персональных данных требования о прекращении обработки/отзыва согласия.

7. Способ отзыва: заявление об отзыве в письменном виде путём его направления на адрес электронной почты Оператора: info@rcsi.science или путем письменного обращения по юридическому адресу: 119991, г. Москва, Ленинский просп., д.32А

8. Субъект персональных данных вправе запретить своему оборудованию прием этих данных или ограничить прием этих данных. При отказе от получения таких данных или при ограничении приема данных некоторые функции Сайта могут работать некорректно. Субъект персональных данных обязуется сам настроить свое оборудование таким способом, чтобы оно обеспечивало адекватный его желаниям режим работы и уровень защиты данных файлов «cookie», Оператор не предоставляет технологических и правовых консультаций на темы подобного характера.

9. Порядок уничтожения персональных данных при достижении цели их обработки или при наступлении иных законных оснований определяется Оператором в соответствии с законодательством Российской Федерации.
