Abstract

An analysis of the innovative development features of the economies of Russia and foreign countries was carried out. Methodological approaches to determining the priorities of the national innovation policy and assessing the level of innovative development were described. A multilevel information and logical model of scientific and technological potential was developed for the formation and selection of variants of the innovative development strategy of the country. The model is based on a multi-aspect assessment of innovations and methodology of verbal decision analysis. Qualitative criteria with verbal scales for expert evaluation of model elements and relationships between the elements were proposed. An example of analysis of the economy innovative development strategy was given.
