Abstract
Under Catherine II, the Commission for the establishment of schools was established under the leadership of Kozodavlev. According to the project, it was supposed to open three more universities: in Pskov, Chernigov and Penza. The basic principle of university teaching is that “freedom of thought contributes to knowledge in general. Access to universities should be open to all prepared without distinction of estates. “Not free people,” says the commission’s programs, “should also have the right to be at the university”. Sciences are called free so that everyone is left free to convert them, and not so that this right is given only to free people.
