Abstract
currently, the Republic of India is the largest country in South Asia in terms of territory, length of borders and population, occupying one of the leading places in socio-economic indicators indicating the standard of living of the population. Since 1951, India has adopted five-year plans for the socio-economic development of the country. The development of public and private sectors of education, including higher education, was one of the priority tasks. Based on the analysis of literary sources, a study was conducted on the role of five-year plans for the socio-economic development of the Republic of India in the modernization of the public and private sectors of higher education. It is noted that the First Five-Year Plan focused on close cooperation between India and the USSR in the field of higher education, the Second Five-Year Plan focused on training scientific and technical personnel, the Third Five-Year Plan envisaged the establishment of higher education institutions in different regions of the republic, the Fourth Five-Year Plan focused on a significant expansion of the network of national and regional universities, the Fifth Five-Year Plan focused on infrastructure development, the Sixth Five-Year Plan focused on restructuring programs for practical orientation and greater relevance, improving admission standards and regulations, the Seventh Five-Year Plan focused on research and academic development, the Eighth Five-Year Plan paid attention to the implementation of an accelerated process of modernization of the national higher education system, streamlining the processes of management, planning and control, the Ninth Five-Year Plan focused on meeting the higher education needs of underrepresented social groups, the Tenth Five-Year Plan laid the foundation for the development of the higher education system in the 21st century, and the Eleventh Five-Year Plan significantly increased budgetary allocations for higher education increased compared to previous plans, the Twelfth Five-Year Plan places emphasis on ensuring faster, more inclusive and sustainable growth of higher education in India. One of the findings of the study was that the historical experience of developing the public and private sectors of higher education in the Republic of India, reflecting all the contradictions and complexity of processes characteristic of a multinational and multi-religious state, will have practical value for the development of the Draft Strategy for the Development of the Education System in the Russian Federation until 2040.
