The relevance of the topic is associated with the growing dependence of economies on debt obligations and the risks of financial instability. The purpose of the study is to analyze the mechanism of functioning of eternal debt and its consequences for public policy. The hypothesis is that, despite the short-term benefits, perpetual debt carries long-term risks. Objectives: 1. To study the historical background of the concept. 2.
