Abstract
The process of globalization of legal systems taking place in the international arena is fraught with many threats to the independence of states, as the increasing convergence of financial systems threatens to disrupt the balance of interests of the state, which can lead to financial instability. In order to prevent such a conflict of interests, international financial standards arose, which were nothing more than “soft law” in its modern sense. The essence of “soft law” is considered as a means of protecting the budgetary and financial element of the sovereignty of the Russian Federation from external threats.
